�� International Regulatory Framework for Air Cargo Security<br />

�� The International Civil Aviation Organization (ICAO) has the responsibility<br />

for regulating the many technical aspects of international civil aviation, with the<br />

main purpose of promoting aviation safety and security<br />

�� Some of the most important multilateral instruments addressing aviation aviation<br />

security, hijacking and terrorism were adopted under the ICAO’s auspices<br />

�� In addition, ICAO adopts “Standards and Recommended Practices”<br />

(SARPs SARPs): ): Annex 17 to the Chicago Convention contains several SARPs with<br />

the aim of preventing explosives and incendiary devices from being being<br />
