the four nations now engaged most directly in the “war against
terrorism” were themselves engaged in nuclear terrorism for
decades, targeting cities with their innocent inhabitants, so as to
threaten other governments,
The conclusion of this article is that the JWD, with all its
defects, provides us with moral resources without which we
would be worse off. But it is only when the objective criteria of
the doctrine are combined with the subjective virtue of charity,
and justice, that the assessments required by the doctrine can be
made in a genuinely moral way.
