PREVENT MAJOR ACCIDENTS INVOLVING HAZARDOUS
SUBSTANCES

Abstract: Worldwide are economic operators who use in the production process
hazardous substances, and as a result of that process can produce major accidents with
serious consequences on the health and safety of humans as well as on the environment.
Worldwide took place a series of serious major accidents in the chemical industry. In
Europe, the accident in Seveso, Italy in 1976 had caused the adoption of the legislation
that is aimed to prevent and control this type of disasters. In 1982 was adopted a
Directive by the Council of Europe, no. 501/EC, June 24, 1982, regarding risks of major
accidents of certain industrial activities – SEVESO I Directive had been replaced with
SEVESO II Directive- Directive by the Council of Europe no. 82/EC December 9, 1996
related with the control of major accidents involving hazardous substances, extended by
SEVESO III Directive – Directive by the Council of Europe no. 105/EC December 16,
2003. Serious accidents that happened in Toulouse – France, Enschede – Holland,
Bhopal – India, Baia Mare – Romania have been depply studied by experts of the
European Union, resulting the need to change legislation in this domain, with immediate
effects on the activities of the economic operators, who use hazardous substances in the
process of production or transporting hazardous substances. In accordance with the
stipulations of Directive SEVESO, all the operators (companies/enterprises) with this
purpose of activity, should sent to the competent authorities a notice and elaborate a plan
to prevent major accidents. More, the operator is required to elaborate following
documents: Safety Report, The system of risk management and Emergency Plan.
Introducing the obligation regulation of risk management system has resulted from the
development of new methods of management and organization, and in particular, from
the significant changes made by industrial practice in the last 10 years in the domain of
risk management. The project describes a part of measures imposed by the European
legislation for the prevention, training and responsibility for owners of such technologies
for identification, estimate of risks and to limit consequences of major accidents in which
hazardous substances are involved. It is also a guide to provide information for the
companies engaged in transporting dangerous goods (both internal and international
traffic), for knowing and complying the most recent regulations included in the new
structure of the European Agreement regarding to international road transport of
dangerous substances as well as for the performance of activities who can may influent
the transport safety.
