Selective changes<br />

Selective changes are the result of the implementation<br />

or conversion of an occupational<br />

identifier. They require analysis of unit miss<br />

i o n s , a s s i g n e d e q u i p m e n t , d e s i r e d s k i l l s ,<br />

training, <strong>and</strong> experience of the prospective<br />

incumbents.<br />

Self-renewing<br />

A term used to describe a grouping of MOS<br />

such as CMF, that has a first-term base of<br />

sufficient strength to replace normal personnel<br />

losses from the career force in higher<br />

grades.<br />

Senior Warrant Officer Training Course<br />

An advanced level training course developed<br />

by the MOS proponent <strong>and</strong> associated service<br />

school for each warrant officer MOS they<br />

technically certify. The course is designed to<br />

provide training for warrant officers to prep<br />

a r e t h e m t o s u c c e s s f u l l y a c c o m p l i s h t h e<br />

tasks <strong>and</strong> skills required by positions coded<br />

SW.<br />

Single Skill position (officers)<br />

A p o s i t i o n w h i c h r e q u i r e s s k i l l a s s o c i a t e d<br />

with just one branch or functional area.<br />

Skill (officers)<br />

Identifies a requirement <strong>and</strong> an officer possessing<br />

specialized skills to perform duties of<br />

a specific position which may require significant<br />

education, training, <strong>and</strong> experience. A<br />

skill can be related to more than one branch<br />

or functional area. An officer may have more<br />

than one skill. Progressive assignments <strong>and</strong><br />

repetitive tours are not required.<br />

Skill level (enlisted)<br />

A type <strong>and</strong> degree of skill representing the<br />

extent of qualification with the total MOS.<br />

Under enlisted personnel management system<br />

( E P M S ) , i t r e f l e c t s t h e s k i l l s t y p i c a l l y r e -<br />

q u i r e d f o r s u c c e s s f u l p e r f o r m a n c e a t t h e<br />

grade with which the skill level is associated.<br />

Special qualifications identifier (SQI)<br />

(enlisted)<br />

Special qualifications identifiers are authorized<br />

for use with an MOS <strong>and</strong> skill level<br />

character, unless otherwise specified, to identify<br />

special qualifications of personnel who<br />

are capable of filling such positions. Use of<br />

t h e s e i d e n t i f i e r s i n i n d i v i d u a l c l a s s i f i c a t i o n<br />

will be in accordance with AR 600-200.<br />

Special qualifications identifier (SQI)<br />

(warrant officer)<br />

D e s i g n a t e s s i g n i f i c a n t q u a l i f i c a t i o n s w h i c h<br />

require, as a minimum, successful completion<br />

o f a f o r m a l s e r v i c e s c h o o l o r a t l e a s t 6<br />

months on-the-job training. The SQI is represented<br />

in the fifth character of the warrant<br />

officer MOSC <strong>and</strong> may be used to represent<br />

functional career tracks with an MOS. When<br />

no special qualifications apply, the digit "0"<br />

(zero) is recorded in the fifth position. The<br />

use of an SQI in the fifth character of the<br />

MOSC creates another MOS that normally<br />

carries the title of the SQI.<br />

St<strong>and</strong>ards of grade (SG)<br />

P r o v i s i o n s f o r d e t e r m i n i n g t h e g r a d e s t h a t<br />

can be authorized for positions classified in<br />

an MOS.<br />

Substitutability<br />

An indication that an MOS is sufficiently related<br />

occupationally to another MOS to perm<br />

i t p e r s o n n e l s u b s t i t u t i o n s b e t w e e n t h e m .<br />

R e l a t e d M O S a r e n e i t h e r c o m p l e t e l y n o r<br />

equally interchangeable. A person may require<br />

from 1 to 6 months of on-the-job training<br />

to become fully qualified in a substitute<br />

M O S . L e n g t h o f o n - t h e - j o b t r a i n i n g w i l l<br />

depend on the scope <strong>and</strong> complexity of the<br />

MOS <strong>and</strong> the ability, motivation, <strong>and</strong> background<br />

of the individual.<br />

SW (Senior Warrant Officer)<br />

A grade code used in requirement <strong>and</strong> authorization<br />

documents to identify warrant officer<br />

skill level two. SW consist of grades<br />

W3 <strong>and</strong> W4.<br />

Table of Distribution <strong>and</strong> Allowance<br />

(TDA)<br />

A table which prescribes the organizational<br />

structure, personnel <strong>and</strong> equipment authorizations,<br />

<strong>and</strong> requirements of a military unit to<br />

perform a specific mission for which there is<br />

n o a p p r o p r i a t e t a b l e o f o r g a n i z a t i o n a n d<br />

equipment.<br />

Technician (warrant officer)<br />

The word "technician" as applied to a warrant<br />

officer, connotes the possession <strong>and</strong> ex-<br />

e r c i s e<br />

appropriate to the warrant officers’ MOS <strong>and</strong><br />

grade, <strong>and</strong> it implies the ability to train, lead,<br />

<strong>and</strong> supervise enlisted <strong>and</strong> civilian personnel<br />

qualified in occupations similar to those of<br />

the warrant officer.<br />

Table of Organization <strong>and</strong> Equipment<br />

(TOE)<br />

A table which prescribes the normal mission,<br />

organizational structure, <strong>and</strong> personnel <strong>and</strong><br />

equipment requirements for a military unit,<br />

a n d i s t h e b a s i s f o r a n a u t h o r i z a t i o n<br />

document.<br />

The <strong>Army</strong> Authorization Document<br />

System-Redesign (TAADS-R)<br />

An automated system that supports the development<br />

<strong>and</strong> documentation of organizational<br />

structures. It also supports requirements for<br />

<strong>and</strong> authorizations of personnel <strong>and</strong> equipment<br />

needed to accomplish the assigned miss<br />

i o n s o f A r m y u n i t s . R e f e r s t o t h e<br />

c o m b i n a t i o n o f a u t h o r i z a t i o n d o c u m e n t s ,<br />

M o d i f i c a t i o n T a b l e s o f O r g a n i z a t i o n a n d<br />

Equipment (MTOE) <strong>and</strong> Tables of Distribution<br />

<strong>and</strong> Allowances (TDA).<br />

Total Warrant Officer System (TWOS)<br />

management system is a disciplined, requirements-based<br />

system which incorporates personnel<br />

life cycle management functions from<br />

r e c r u i t m e n t a n d p r e - a p p o i n t m e n t t r a i n i n g<br />

through retirement.<br />

Type "A" changes<br />

Document change that are identified automatically<br />

as the result of the POSC-Edit of documents<br />

contained in the VTAADS. Type A<br />

c h a n g e s i n c l u d e " o n e - f o r - o n e " c h a n g e s a s<br />

discussed above but only if SQIs skill, <strong>and</strong><br />

ASIs that currently appear on the document<br />

line to be converted are compatible with the<br />

new MOSC/AOC in which the position is to<br />

be classified. Type A changes may only be<br />

h<strong>and</strong>led to the four character MOS level of<br />

detail.<br />

Type "B" changes<br />

Document changes that require TAADS proponents<br />

to submit information to HQDA <strong>and</strong><br />

proponent data bases via VTAADS. Generally,<br />

Type B changes are identified in TAADS<br />

(CIAR). Examples of Type B changes area.<br />

Conversion of a single MOSC or AOC<br />

into two or more MOSC or AOC <strong>and</strong> the<br />

rescission of the current MOSC or AOC at<br />

the same grade <strong>and</strong> skill level.<br />

b. Shredout of a single MOSC or AOC<br />

into the same MOSC or AOC <strong>and</strong> one or<br />

more other MOSC or AOC at the same grade<br />

skill level.<br />

c. Conversion of an ASI, SQI, or skill to<br />

an MOSC or AOC at the same grade <strong>and</strong><br />

skill level.<br />

d. Change or addition of an SQI, ASI, <strong>and</strong><br />

skill or the conversion of one of these to<br />

another SQI, ASI or skill.<br />

e. Association or disassociation of an existi<br />

n g A S I , s k i l l o r S Q I w i t h o n e o r m o r e<br />

MOSC or AOC.<br />

f. MOSC or AOC is deleted <strong>and</strong> is replaced<br />

by an ASI, skill or SQI.<br />

Type "B+" changes<br />

S e l e c t i v e d o c u m e n t c h a n g e s t h a t a r e n o t<br />

identified in the TAADS by the CIAR. Included<br />

is any SG revision that changes the<br />

authorized grade of selected positions either<br />

as a separate action or as part of a type B<br />

change.<br />

Unit Ministry Team<br />

A t a s k / o r g a n i z e d , m i s s i o n / b a s e d t e a m d e -<br />

signed to accomplish <strong>and</strong> support the specified<br />

religious, spiritual <strong>and</strong> ethical needs of<br />

soldiers in accordance with comm<strong>and</strong> responsibilities.<br />

At a minimum, the Unit Ministry<br />

Team consists of one <strong>Army</strong> chaplain <strong>and</strong> one<br />

Chaplain Assistant.<br />

Updated authorization document (UAD)<br />

The authorization document which provides a<br />

monthly update of PMAD.<br />

Warrant officer<br />

An officer appointed by warrant by the Secretary<br />

of the <strong>Army</strong> based on a sound level of<br />
