Title: Joint Planner<br />

a. Description of positions. Identifies positions requiring personnel<br />

(JOPES), formerly the Joint Operation Planning System (JOPS) <strong>and</strong><br />

Joint Development System (JDS).<br />

b. Qualifications. Completion of one of the following:<br />

(1) Resident U.S. <strong>Army</strong> Comm<strong>and</strong> General Staff Officer Course<br />

(USACGSOC) <strong>and</strong> the USACGSOC Joint Planner Program.<br />

(2) Joint Planning Orientation Course (JPOC) <strong>and</strong> the JOPES Users<br />

Course conducted by the Joint Training Office (JTO), U.S.<br />

Transportation Comm<strong>and</strong> (USATRANSCOM).<br />

(3) Completion of the JPOC, the JOPS III Course conducted by the Air<br />

Training Comm<strong>and</strong>, <strong>and</strong> the JDS Course conducted by the JTO,<br />

USATRANSCOM.<br />

c. Restrictions. None.<br />

Title: Strength Management Officer (SMO)<br />

Proponent: OCAR (FTSMC)<br />

a. Description of positions. Identifies positions requiring USAR AGR<br />

officerswith special training <strong>and</strong> experience to serve as Strength<br />

Management Office (SMO).<br />

b. Qualifications. Prior to 1 January 1989, officers must have<br />

successfully served for 1 year in an approved SMO or Deputy SMO<br />

position. After 1 January 1989, officers must have graduated from the<br />

USAR Strength Management Course <strong>and</strong> serve successfully for 1 year<br />

in a SMO or Deputy SMO position.<br />

c. Restrictions. For use with USAR--AGR SMO <strong>and</strong> Deputy SMO<br />

positions only.<br />

Title: M1A2 Abrams Tank<br />

Proponent: USAARMS<br />

a. Description of positions. Identifies positions which require an<br />

incumbent who possesses detailed knowledge on the operation of the<br />

M1A2 Abrams tank <strong>and</strong> its weapons systems.<br />

b. Qualifications. Requires completion of the M1A2 Tank Comm<strong>and</strong>er<br />

Certification Course at the U.S. <strong>Army</strong> Armor Center or transition with a<br />

unit receiving these vehicles.<br />

c. Restrictions. For use with Armor Branch AOCs only.<br />

Code: 3K<br />

Title: Joint Comm<strong>and</strong>, Control <strong>and</strong> Communications (C3)<br />

Proponent: USACAC<br />

a. Description of positions. For positions that require detailed<br />

knowledge in C3 systems <strong>and</strong> procedures related to joint comm<strong>and</strong>, joint<br />

staff, <strong>and</strong> <strong>Army</strong> major comm<strong>and</strong> centers including staff positions which<br />

interface with the joint aren<br />

b. This skill is normally used in the following branches or FAs: 25, 35, 53,<br />

<strong>and</strong> 54.<br />

b. Qualifications. Requires successful completion of the Joint C3<br />

Course at the Armed Forces Staff College, Norfolk Naval Base, VA.<br />

c. Restrictions. None.<br />

Code: 3L<br />

Title: Joint Specialty Officer<br />

Proponent: PERSCOM (TAPC-OPD-J)<br />

a. Description of positions.<br />

(1) Identifies "critical" <strong>Army</strong> Joint Duty Assignment (JDA) positions,<br />

designated by the Secretary of Defense to comply with the Defense<br />

Reorganization Act of 1986.<br />

(2) These are <strong>Army</strong> basic branch <strong>and</strong> functional area positions which are<br />

in educational institutions, service component headquarters,<br />

interagency organizations, joint or multi-national comm<strong>and</strong>s or activities<br />

that are involved in the education, planning, employment, or support of<br />

joint <strong>and</strong> multi-national forces.<br />

(3) All SI 3L JDA positions must be filled by qualified officers possessing<br />

the SI 3L or a joint specialty officer qualification waiver approved by the<br />

Secretary of Defense.<br />

b. Qualifications. Officers awarded SI 3L must:<br />

(1) Be in the grade of MAJ or above.<br />

(2) Have successfully graduated from an accredited intermediate Joint<br />

Professional <strong>Military</strong> Education (JPME) level 1 school <strong>and</strong> either the<br />

resident intermediate or senior JPME level II programs of the Armed<br />

Forces Staff College, the Industrial College of the Armed Forces,<br />

National War College or other intermediate <strong>and</strong> senior service college<br />

resident progras approved by the Secretary of Defense <strong>and</strong>--<br />

(3) Have scompleted a joint duty assignment, been awarded joint tour<br />

credit by TAPC-OPD-J, <strong>and</strong> been selected by the Secretary of Defense<br />

for designation as a Joint Specialty Officer (JSO).<br />

(4) The Secretary of Defense may waive completion of a full 36 month<br />

Joint Duty Assignment.<br />

c. Restrictions. Officers will be awarded this specialty after nomination<br />

by HQDA (TAPC-OPD-J) <strong>and</strong> approval by the Secretary of Defense.<br />

Positions will be coded with this specialty only after being designated on<br />

the approved Secretary of Defense Joint u Duty Assignment List.<br />

Code: 3M<br />

Title: M1/M1A1 Abrams Tank<br />

Proponent: USAARMS<br />

a. Description of positions. Identifies positions which require an<br />

incumbent who possesses detailed knowledge on the operation of<br />

Abrams Tank family, <strong>and</strong> its weapons systems.<br />

b. Qualifications. Requires completion of an M1/M1A1 Tank Course at<br />

the U.S. <strong>Army</strong> Armor Center, or transition with a unit receiving these<br />

vehicles.<br />

c. Restrictions. For use with Armor Branch AOC only.<br />

Code: 3N<br />

Title: International Law Specialist<br />

Proponent: OTJAG<br />

a. Description of positions. For positions which require familiarity of<br />

international law.<br />

b. Qualifications. Requires successful completion of the JAG graduate<br />

course <strong>and</strong>--<br />

(1) Service for at least 3 years in a position requiring at least half of the<br />

officer’s time to be devoted to international law; or<br />

(2) Service for 3 years as an instructor in the International Law Division at<br />

TJAG School; or<br />

(3) Service for at least 2 years in a capacity under (1) or (2) above <strong>and</strong> 1<br />

year of post graduate legal study specializing in international law; or<br />

(4) Any combination of 3 years under the firegoing categories.<br />

c. Restrictions. For use with JAG Branch AOC only.<br />

Code: 3Q<br />

Title: Strategic Debriefer <strong>and</strong> Interrogator<br />

Proponent: USAIC&FH<br />

a. Description of positions. Identifies positions requiring incumbents to<br />

possess additional specialized skills in strategic debriefing <strong>and</strong><br />

interrogation of civilian defectors, refugees, travelers, <strong>and</strong> resettlers,<br />

whether U.S. citizens or foreign nationals. These personnel are usually<br />

outside the scope of tactical operations <strong>and</strong> most are briefed/debriefed<br />

differently than military personnel. Duties include the conduct of strategic<br />

debriefings <strong>and</strong> the preparation of appropriate reports.<br />

b. Qualifications. Individuals must have successfully completed the<br />

strategic debriefing <strong>and</strong> interrogation training course at the U.S. <strong>Army</strong><br />

Intelligence Center <strong>and</strong> School. Individuals must be language qualified<br />

per AR 611-6.<br />

c. Restrictions. This skill is to be used only with positions coded as 35B,<br />

or 35F as the principal discipline. It will only be awarded to MI Branch<br />

Officers. Positions coded with this skill will utilize the duty position title of<br />

"Strategic Debriefer <strong>and</strong> Interrogator (Strat Debrfer)".<br />

Title: Force Management<br />

a. Description of positions. Identifies positions which require an<br />

incumbent who possesses detailed knowledge of Force Management<br />
