joint <strong>and</strong> combined <strong>Army</strong>, <strong>and</strong> theater-level nuclear weapons strategy,<br />

plans, <strong>and</strong> policies (e.g. deployment, employment, survivability).<br />

Also, assists in international treaty verification, safety studies, safety<br />

reviews, safety rules development, <strong>and</strong> integrating the Department<br />

of Energy (DOE) <strong>and</strong> Department of Defense Planning, Programming,<br />

<strong>and</strong> Budgeting Cycles for Research. Prepares, coordinates,<br />

<strong>and</strong> maintains Nuclear Accident Incident Response <strong>and</strong> Assistance<br />

(NAIRA) policies, procedures, <strong>and</strong> plans. Provides technical assistance<br />

in target analysis <strong>and</strong> employment planning of nuclear weapo<br />

n s a t c o r p s a n d e c h e l o n s a b o v e c o r p s . C o n d u c t s v u l n e r a b i l i t y<br />

analysis of personnel response to nuclear weapons effects. Recommends<br />

policies <strong>and</strong> prepares instructions for protecting personnel<br />

<strong>and</strong> property from the immediate effects of a nuclear attack. Prepares<br />

data on nuclear matters to support planning, programming <strong>and</strong><br />

budgeting actions, Congressional hearings, <strong>and</strong> other comm<strong>and</strong> program<br />

documents.<br />

(2) Special qualifications.<br />

(a) Must have a comprehensive baccalaureate background in a<br />

nuclear related science specialty (i.e. mathematics, physics, chemistry,<br />

or an appropriate engineering discipline) <strong>and</strong> should have a<br />

thorough underst<strong>and</strong>ing of combined arms combat operations.<br />

(b) SI 5H (Nuclear Chemical Target Analyst) will be used for<br />

positions which require assignments of personnel qualified to perform<br />

nuclear <strong>and</strong> chemical weapons analysis <strong>and</strong> nuclear vulnerability<br />

assessments.<br />

( c ) S I 6 X ( A r m y R e s e a r c h A s s o c i a t e s P r o g r a m ) d e s i r e d f o r<br />

Headquarters, DOE positions <strong>and</strong> all DOE national laboratory positions.<br />

SI 6X is also desired for other positions (DA/DoD) requiring<br />

the incumbent to have had previous DOE/national laboratory operations<br />

experience.<br />

3–37. Systems Automation (53) (Proponent: Signal Center<br />

<strong>and</strong> School)<br />

a . F u n c t i o n a l a r e a d e s c r i p t i o n . S y s t e m s A u t o m a t i o n e n c o m -<br />

passes a wide variety of automatic information processing functions<br />

<strong>and</strong> requires the Systems Automation Officer to be knowledgeable<br />

of a myriad of activities within this career field. Comm<strong>and</strong>s <strong>and</strong><br />

supervises automated information processing units, installations, <strong>and</strong><br />

activities. Advises the comm<strong>and</strong>er <strong>and</strong> staff on automation policy<br />

<strong>and</strong> technical matters to include comm<strong>and</strong>, immediate supervisory,<br />

advisory, <strong>and</strong> technical responsibilities for automated information<br />

processing units, installations <strong>and</strong> activities; engineering, acquisition,<br />

construction, installation, security, operation, <strong>and</strong> maintenance<br />

of computer systems. Translates mission needs into computer systems<br />

requirements. Plans, evaluates, coordinates, <strong>and</strong> integrates automation<br />

activities at all comm<strong>and</strong> <strong>and</strong> organizational levels. Plans,<br />

designs, <strong>and</strong> implements local area nerks. Implements data base<br />

management systems <strong>and</strong> performs as data base administrator. Directs,<br />

plans, implements, <strong>and</strong> manages security programs for autom<br />

a t e d s y s t e m s . C o n d u c t s a n a l y s i s , r e s e a r c h , d e s i g n a n d<br />

development for future systems. Performs economic analysis <strong>and</strong><br />

plans, programs, <strong>and</strong> budgets for automation resource requirements.<br />

Manages automation resources, maintenance programs, <strong>and</strong> logistics<br />

support. Develops <strong>and</strong> provides systems documentation. Conducts<br />

<strong>and</strong> evaluates systems tests. Monitors <strong>and</strong> performs all tasks pertinent<br />

to automated systems, acquisition, life cycle development, <strong>and</strong><br />

force modernization.<br />

b. Functional area qualification. DA Pam 600-3 lists qualifications<br />

for entry <strong>and</strong> professional development in this FA.<br />

resource requirements (equipment, people, <strong>and</strong> facilities). Develops<br />

<strong>and</strong> implements procedures for the local procurement, storage <strong>and</strong><br />

distribution control of commercial computer system products. Manages<br />

automation resources, maintenance programs, <strong>and</strong> logistics supp<br />

computer systems resources. Develops, implements <strong>and</strong> manages<br />

data base management systems <strong>and</strong> local area nerks. Establishes <strong>and</strong><br />

priorities computer systems goals <strong>and</strong> objectives at various levels.<br />

Develops <strong>and</strong> manages security procedures. Develops <strong>and</strong> conducts<br />

degraded operations, or downtime for maintenance.<br />

(2) Special qualifications.<br />

(a) Successful completion of the Systems Automation Course<br />

(SAC) at the Computer Science School, U.S. <strong>Army</strong> Signal Center,<br />

Ft Gordon, GA, or;<br />

(b) Possess a graduate degree in Management Information Systems<br />

(Business) or a related discipline (see DA Pam 600-3), or;<br />

(c) Possess an undergraduate degree in Management Information<br />

Systems (Business) or a related discipline <strong>and</strong> have successfully<br />

completed Training With Industry (TWI) in a related discipline (see<br />

DA Pam 600-3).<br />

(3) Special grading of positions. For positions coded CPT <strong>and</strong><br />

above.<br />

(4) Position coding. AOC 53A will only be used in the first three<br />

positions of the position requirement code on authorization documents.<br />

When specific branch expertise is required, the position will<br />

be coded with the branch in the fourth <strong>and</strong> fifth positions; such as,<br />

53A11. When automation skills <strong>and</strong> knowledge are required but are<br />

not the primary requirements of the job, Skill 4H will be used; such<br />

as, 11AOO4H (see table 4-3).<br />

tests, accepts, quality assures, implements, <strong>and</strong> modifies software,<br />

firmware, <strong>and</strong> data base systems to support functional mission<br />

<strong>and</strong> sustaining base requirements. Designs interfaces to accommodate<br />

various data communications protocols, <strong>and</strong> distributed processing,<br />

<strong>and</strong> nerked systems. Plans, engineers <strong>and</strong> installs computercommunication<br />

nerks. Develops objectives, plans, <strong>and</strong> procedures<br />

for testing <strong>and</strong> evaluating efficiency of computer systems processes.<br />

Translates computer systems operational concepts, requirements, architectures,<br />

<strong>and</strong> designs into detailed engineering specification <strong>and</strong><br />

criteria for the acquisition <strong>and</strong> installation of software <strong>and</strong> firmware<br />

for weapons, comm<strong>and</strong> <strong>and</strong> control, <strong>and</strong> management information<br />

systems. Designs automated data processing support plans <strong>and</strong> instrumentation<br />

to collect <strong>and</strong> reduce data associated with the testing<br />

of materiel systems, doctrine, tactics, <strong>and</strong> other concepts. Tests <strong>and</strong><br />

evaluates existing <strong>and</strong> proposed software <strong>and</strong> firmware configurations<br />

to meet performance objectives, st<strong>and</strong>ards <strong>and</strong> concepts, <strong>and</strong> to<br />

ensure compatibility with existing systems. Performs staff functions<br />

requiring computer engineering expertise, such as quality assurance
