o. USMA, Professor <strong>and</strong> Associate Dean (47Q).<br />

(1) Description of duties. Serves as the link between the senior<br />

academic leadership <strong>and</strong> the Dean’s staff, providing direct supervision<br />

<strong>and</strong> leadership. Performs all facets of duty described in paragraph<br />

a above.<br />

(2) Special qualifications. Extensive experience <strong>and</strong> sustained extremely<br />

performance with the field <strong>Army</strong>, typically reflected by<br />

basic branch or single-track functional area qualification as a field<br />

grade officer; successful completion of Comm<strong>and</strong> <strong>and</strong> Staff College<br />

<strong>and</strong> aspiring to complete senior staff college; completion of an<br />

earned PhD in a discipline taught at the Academy or Business<br />

Administration, Personnel Administration, or a related discipline; at<br />

least 2 years experience teaching at the undergraduate level within<br />

a n A c a d e m y d e p a r t m e n t , o r o t h e r c o m p a r a b l e p r o f e s s i o n a l<br />

experience.<br />

(3) Special grading of positions. Positions coded LTC <strong>and</strong> above.<br />

(4) Position coding. FA 47 will only be used in the first position<br />

in authorization documents.<br />

(5) Unique duty positions. Academy Professor.<br />

p. USMA, Professor of Civil <strong>and</strong> Mechanical Engineering (47R).<br />

(1) Description of duties. Serves as the link between the senior<br />

academic leadership <strong>and</strong> the rotating <strong>and</strong> civilian faculty within the<br />

Department of Civil <strong>and</strong> Mechanical Engineering, providing direct<br />

supervision <strong>and</strong> leadership of the junior faculty. Performs all facets<br />

of duty described in paragraph a above.<br />

(2) Special qualifications. Extensive experience <strong>and</strong> sustained exemplary<br />

performance with the field <strong>Army</strong>, typically reflected by<br />

basic branch or single-track functional area qualification as a field<br />

grade officer; successful completion of Comm<strong>and</strong> <strong>and</strong> Staff College<br />

<strong>and</strong> aspiring to complete senior staff college; completion of the<br />

degree of Doctor of Philosophy in Civil, Mechanical, or Aerospace<br />

Engineering, or a related discipline; at least 2 years of engineering<br />

teaching experience at the undergraduate level, or other comparable<br />

professional experience.<br />

(3) Special grading of positions. Positions coded LTC <strong>and</strong> above.<br />

(4) Position coding. FA 47 will only be used in the first position<br />

q. USMA, Professor of Physical Education (47S).<br />

(1) Description of duties. Serves as the link between the senior<br />

leadership of the junior faculty. Performs all facets of duty described<br />

3–32. Foreign Area Officer (48) (Proponent: ODCSOPS)<br />

a. Functional area description. Encompasses positions which require<br />

the application of foreign area expertise, political-military<br />

awareness, foreign language proficiency, <strong>and</strong> professional military<br />

knowledge <strong>and</strong> experience with military activities having an economic,<br />

social, cultural, or political impact. Foreign Area Officers<br />

(FAO) serve as attaches; security assistance officers; political-military<br />

operations, plans, <strong>and</strong> policy officers; political-military intellig<br />

e n c e s t a f f o f f i c e r s ; l i a i s o n o f f i c e r s t o f o r e i g n m i l i t a r y<br />

organizations; <strong>and</strong> service school instructors. AR 310-49 restricts<br />

the use of these codes without prior approval of HQDA (DAMO-<br />

SSF). These positions require graduate-level degrees in area studies<br />

or a closely related discipline <strong>and</strong> completion of overseas regional<br />

training or the equivalent.<br />

b. Functional area qualification. DA Pam 600-3 lists qualifications<br />

for entry <strong>and</strong> professional development in this area.<br />

c. Foreign Area, General (48A).<br />

(1) Description of duties. This code is to be used only to identify<br />

positions which require a qualified FAO, but do not require an<br />

officer with expertise in a specific region. Example: staff chief who<br />

supervises FAOs with expertise in different regions.<br />

(2) Special qualifications. None.<br />

(3) Special grading of positions. For positions graded MAJ <strong>and</strong><br />

above.<br />

(4) Unique duty positions. None.<br />

d. Latin America (48B).<br />

(1) Description of duties. Positions which require a FAO with<br />

expertise, regional training <strong>and</strong> language qualifications in the Latin<br />

America region.<br />

(2) Special qualifications. Must be proficient in one of the following<br />

languages:<br />

(a) Spanish.<br />

(b) Portuguese.<br />

(3) Special grading of positions. For positions graded MAJ <strong>and</strong><br />

above.<br />

(4) Unique duty positions. None.<br />

e. Europe (48C).<br />

(1) Description of duties. Positions which require a FAO with<br />

expertise, regional training <strong>and</strong> language qualifications in the European<br />

region.<br />

(2) Special qualifications. Must be proficient in one of the following<br />

languages:<br />

(a) Albanian.<br />

(b) Bulgarian.<br />

(c) Czech.<br />

(d) Dutch.<br />

(e) Danish.<br />

(f) Finnish.<br />

(g) French.<br />

(h) German.<br />

(i) Greek.<br />

(j) Hungarian.<br />

(k) Italian.<br />

(l) Lithuanian.<br />

(m) Norwegian.<br />

(n) Polish.<br />

(o) Portuguese.<br />

(p) Romanian.<br />

(q) Serbo-Croatian.<br />

(r) Slovene.<br />

(s) Spanish.<br />

f. South Asia (48D).<br />

(1) Description of duties. Positions which require an FAO with<br />

expertise, regional training <strong>and</strong> language qualifications in the South<br />

Asia region.<br />

(2) Special qualifications. Must be proficient in one of the following<br />

languages:<br />

(a) Urdu.<br />

(b) Hindi.<br />

(3) Special grading of positions. For positions graded MAJ <strong>and</strong><br />

above.<br />

(4) Unique duty positions. None.<br />

g. Eurasia (48E).<br />

(1) Description of duties. Positions which require an FAO with<br />

expertise, regional training <strong>and</strong> language qualifications in the Eurasian<br />

region.
