(1) Description of duties. Identifies personnel generalist positions<br />

in TOE <strong>and</strong> TDA units at Brigade level <strong>and</strong> above (Battalion Level<br />

in Special Operations Aviation) concerned with formulation of personnel<br />

plans, policies <strong>and</strong> procedures <strong>and</strong> integration of the personnel<br />

services support systems human resource development, religious<br />

activities management, maintenance of discipline, law <strong>and</strong> order,<br />

provisions for health services <strong>and</strong> headquarters management. At the<br />

DA <strong>and</strong> MACOM level, assess the need for, <strong>and</strong> the formulation of<br />

plans <strong>and</strong> policies to provide community support services to soldiers,<br />

family members <strong>and</strong> civilian employees.<br />

(2) Special qualifications. None.<br />

(3) Special grading of positions.<br />

(a) For positions coded CPT <strong>and</strong> above.<br />

(b) S1 of the SOA Assault Helicopter Battalion will be graded<br />

3–29. Comptroller (45) (Proponent: Assistant Secretary of<br />

the <strong>Army</strong> (FM))<br />

a. Functional area description. Provides advice <strong>and</strong> guidance<br />

concerning resources to comm<strong>and</strong>ers <strong>and</strong> activity chiefs. Issues instructions<br />

for <strong>and</strong> develops <strong>and</strong> prepares the program <strong>and</strong> budget.<br />

Monitors execution of the program/budget at all echelons of resource<br />

management. Develops performance factors, analyzes capabilities<br />

based on resources available, <strong>and</strong> recommends appropriate<br />

funding to implement approved programs. Exercises staff supervision<br />

<strong>and</strong> control of accounting <strong>and</strong> financial services except when<br />

those functions are assigned to a TOE finance unit. Performs cost<br />

analysis. Evaluates organizational structure <strong>and</strong> functional responsibilities,<br />

conducts work analyses <strong>and</strong> studies of organizational problems<br />

for the purpose of recommending improvements. Coordinates<br />

review <strong>and</strong> analysis presentations in order to objectively measure<br />

output against planned accomplishments <strong>and</strong> makes appropriate reco<br />

m m e n d a t i o n s . A d m i n i s t e r s i n t e r n a l c o n t r o l s . C o m p t r o l l e r s ( R e -<br />

source Managers) must exhibit the highest st<strong>and</strong>ards of discretion,<br />

judgment, conduct, <strong>and</strong> professional ethics per applicable statutes<br />

<strong>and</strong> regulations.<br />

c. Comptroller (45A).<br />

(1) Description of duties. Serves as primary staff officer for resource<br />

management (such as, funds, manpower, <strong>and</strong> so forth). Plans,<br />

develops, justifies, analyzes <strong>and</strong> executes programs/budgets. Advises<br />

on matters pertaining to programing/budgeting, finance <strong>and</strong> accounting,<br />

cost analysis, management practices, <strong>and</strong> review <strong>and</strong> analysis.<br />

(2) Special qualifications. Must have had sufficient college level<br />

3–30. Public Affairs (46) (Proponent: Office Chief of Public<br />

Affairs)<br />

a. Functional area description. Serves as personal staff advisor<br />

to the comm<strong>and</strong>er on all comm<strong>and</strong> (internal) information, public<br />

information—to include media relations—<strong>and</strong> community relations<br />

matters. Participates in development of plans <strong>and</strong> policies. Monitors<br />

operations of the comm<strong>and</strong> to assure consideration of public affairs<br />

implications. Assesses community attitudes toward the comm<strong>and</strong> to<br />

identify comm<strong>and</strong> actions which have real or potential community<br />

interest. Initiates programs to gain underst<strong>and</strong>ing of <strong>and</strong> appreciation<br />

for comm<strong>and</strong> actions. Advises on accuracy, propriety, timing, <strong>and</strong><br />

relative importance of information for release to the comm<strong>and</strong> <strong>and</strong><br />

the public. Recommends methods of communicating information.<br />

Prepares or supervises preparation of information for release on<br />

<strong>Army</strong> matters through news releases, articles, photographs, radio<br />

<strong>and</strong> television programs. Supervises public affairs activities <strong>and</strong><br />

personnel. Supervises or provides guidance on operations of radio,<br />

television, <strong>and</strong> closed circuit facilities used for comm<strong>and</strong> information<br />

purposes. Serves as communicative arts instructor in military<br />

schools. Manages marketing <strong>and</strong> advertising accounts. Promotes <strong>and</strong><br />

maintains mutually beneficial interaction between the comm<strong>and</strong> <strong>and</strong><br />

representatives of government, the community, the media, <strong>and</strong> the<br />

public.<br />

b. Functional area qualification. DA Pam 600-3 lists qualifications<br />

for entry <strong>and</strong> professional development in this functional area.<br />

c. Public Affairs, General (46A).<br />

(1) Description of duties. Comm<strong>and</strong>s or advises the comm<strong>and</strong>er<br />

on all public affairs matters, including comm<strong>and</strong> information, public<br />

information—to include media relations—<strong>and</strong> community relations.<br />

Develops, coordinates, <strong>and</strong> supervises these activities within the<br />

comm<strong>and</strong>.<br />

(2) Special qualifications. Must satisfy one of the following criteria:<br />

Successful completion of the Public Affairs Officer Course<br />

taught by the Defense Information School (DINFOS). ARNG <strong>and</strong><br />

USAR officers who are branch qualified <strong>and</strong> are unable to attend<br />

the PAOC may be AOC 46 qualified be successful completion of<br />

Phase I traininh (46A Correspondence Course) <strong>and</strong> the Phase II (2<br />

week resident training at DINFOS). Request for waiver of qualification<br />

must be made to Chief, Public Affairs for U.S. <strong>Army</strong>, Chief<br />

N a t i o n a l G u a r d B u r e a u ( A R N G ) o r C h i e f f o r A r m y R e s e r v e<br />

(OCAR).<br />

( 3 ) S p e c i a l g r a d i n g o f p o s i t i o n s . M o b i l e P u b l i c A f f a i r s a n d<br />

Broadcast Public Affairs Detachment Comm<strong>and</strong>er will be graded<br />

MAJ.<br />

(4) Unique duty positions.<br />

(b) Media Relations Officer<br />

(c) Editor, magazine or newspaper.<br />

d. Broadcast (46B).<br />

(1) Description of duties. Advises the comm<strong>and</strong>er <strong>and</strong> public<br />

affairs officer on all matters pertaining to use of electronic medica<br />

as a public affairs asset. Plans, schedules, <strong>and</strong> supervises programming<br />

for radio <strong>and</strong> television broadcast Comm<strong>and</strong>s Armed Forces<br />

Radio <strong>and</strong> Television Service Network or Broadcast Public Affairs<br />

D e t a c h m e n t , w o r k s a s r a d i o / t e l e v i s i o n p r o d u c t i o n o f f i c e r . P l a n s ,<br />

manages, <strong>and</strong> markets audiovisual products, to include still <strong>and</strong><br />

video photography, in support of public affairs objectives of audiovisual<br />

support activities.<br />

(2) Special qualifications. Must satisfy one of the following:<br />
