a. Branch descriptions. Advises comm<strong>and</strong>er <strong>and</strong> staff on chemical<br />

<strong>and</strong> nuclear employment, defensive actions involving chemical,<br />

biological <strong>and</strong> radiological warfare, <strong>and</strong> plans for use of <strong>and</strong> defense<br />

against smoke <strong>and</strong> flame employment. Plans <strong>and</strong> recommends NBC<br />

training activities. Performs functions involving the life cycle management<br />

of chemical munitions <strong>and</strong> materiel. Plans <strong>and</strong> directs the<br />

activities of chemical units.<br />

entry <strong>and</strong> professional development in this branch.<br />

d. Chemical Operations <strong>and</strong> Training (74B).<br />

(1) Description of duties. Designates positions which include requirements<br />

to prepare plans, recommend chemical <strong>and</strong> biological<br />

defensive <strong>and</strong> radiological training, <strong>and</strong> operational activities. Conducts<br />

inspections of assigned or attached units to determine adequacy<br />

of training <strong>and</strong> condition of NBC equipment. Determines<br />

suitability <strong>and</strong> recommends employment of chemical <strong>and</strong> nuclear<br />

weapons. Recommends plans for use of, <strong>and</strong> defense against employment<br />

of incendiary materiel <strong>and</strong> smoke/obscurants. Prepares<br />

plans for NBC training of individuals <strong>and</strong> units. Plans for <strong>and</strong><br />

supervises NBC decontamination operations. Advises comm<strong>and</strong>er<br />

<strong>and</strong> staff on nuclear/chemical surety <strong>and</strong> NBC operations <strong>and</strong> training.<br />

Prepares nuclear/chemical accident incident control plans. Responsible<br />

for the operations of the Nuclear Biological Chemical<br />

Element (NBCE).<br />

of procurement programs. Initiates cost forecasting, contract<br />

f o r m u l a t i o n a n d p r i c e a n a l y s i s . D e t e r m i n e s s t o r a g e a n d s t o r a g e<br />

monitoring requirements. Directs quality assurance <strong>and</strong> surveillance.<br />

Develops procedures for receipt, issue, <strong>and</strong> maintenance. Directs<br />

preparation of inspection reports, records, evaluation, production,<br />

<strong>and</strong> testing.<br />

3–23. Transportation Corps (88) (Proponent: Office Chief<br />

of Transportation)<br />

a. Branch description. Manages all facets of transportation related<br />

to the planning, operation, coordination <strong>and</strong> evaluation of all<br />

m e t h o d s o f t r a n s p o r t a t i o n i n c l u d i n g m u l t i - m o d a l s y s t e m s . C o m -<br />

m<strong>and</strong>s all types of transportation, movement control <strong>and</strong> logistical<br />

organizations tasked with controlling <strong>and</strong> carrying out personnel,<br />

c a r g o - m o v e m e n t s , o r l o g i s t i c s r e q u i r e m e n t s w i t h i n a g e o g r a p h i c<br />

area(s). Recommends priorities; coordinates tasks; documents cargo<br />

<strong>and</strong>/or personnel to be transported; allocates resources; <strong>and</strong> determines<br />

mode(s) necessary for the optimum utilization of assets <strong>and</strong><br />

timely mission accomplishment. Works closely with members of the<br />

sister services, <strong>and</strong> host country personnel on all manner of transportation<br />

plans <strong>and</strong> operations to include logistical support. Possesses<br />

expert knowledge of commercial transportation industries <strong>and</strong><br />

practices in order to provide timely <strong>and</strong> adequate support for military/Government<br />

requirements. Plays a key role in the research,<br />

development, procurement, <strong>and</strong> life cycle management of transportation<br />

related equipment <strong>and</strong> systems. Acts as a transportation instructor<br />

advisor, staff/exchange officer with U.S. Forces or allied nations.<br />

entry into <strong>and</strong> professional development in this branch.<br />

c. Transportation, General (88A).<br />

(1) Description of duties. Transportation or logistical unit/activity<br />

comm<strong>and</strong>er or staff officer responsible for the functional planning,<br />

coordination, procurement <strong>and</strong> control of the movement of materiel,<br />

personnel, or personal property on commercial <strong>and</strong> military transport;<br />

<strong>and</strong> the correlation of all facets of transportation pertaining to<br />

water, air, highway, rail <strong>and</strong> multi-modal transport systems including<br />

the assessment of transportation capabilities <strong>and</strong> the integration<br />

of transport functions, facilities <strong>and</strong> plans. Experience in two or<br />

more transportation modes (highway, rail, air, or water) is desirable.<br />

(2) Special qualifications. None.<br />

(3) Special grading of positions. None.<br />

(4) Unique duty position. Watercraft or Vehicle Project/Product<br />

Manager.<br />

d. Traffic Management (88B).<br />

(1) Description of duties. Encompasses positions involving the<br />

planning, procurement, coordination <strong>and</strong> control of the movement of<br />

personnel, personal property, <strong>and</strong> freight worldwide by military or<br />

commercial transport. Since United States <strong>and</strong> foreign commercial<br />

transportation industries provide the bulk of the service <strong>and</strong> assets<br />

needed to meet DoD requirements, the Traffic Manager ensures that<br />

all assets <strong>and</strong> services are economically feasible <strong>and</strong> judiciously<br />

employed. Special skills <strong>and</strong> knowledge required may include rate/<br />

tariff determination <strong>and</strong> knowledge of Federal/state or host country<br />

regulations <strong>and</strong> customs laws pertaining to the movement of materiel<br />

<strong>and</strong> personnel by commercial or military means. Multi-modal<br />

transportation experience is required in selected positions.<br />

(1) Description of duties. Comm<strong>and</strong>er of or staff officer in a unit<br />

or activity involved in truck (motor) or rail transport planning,<br />

operations <strong>and</strong> management. Plans for <strong>and</strong> directs the utilization of<br />

equipment to include maintenance, safety, <strong>and</strong> routing, embracing<br />

the coordination with <strong>and</strong> utilization of host nation assets <strong>and</strong> road<br />

or rail networks. Plans for <strong>and</strong> accomplishes the expeditious movement<br />

of both personnel <strong>and</strong> cargo by motor or rail world-wide. May<br />

serve as a liaison officer with or contract administrator for both<br />

DoD, commercial or host country motor/rail assets, service, <strong>and</strong><br />
