10–284. 98J—Electronic Intelligence Interceptor/Analyst<br />

(ELINT Intcp/Analyst) CMF 98<br />

a. Major duties. The electronics intelligence (ELINT) interceptor/<br />

a n a l y s t p e r f o r m s a n d s u p e r v i s e s d e t e c t i o n , a c q u i s i t i o n , l o c a t i o n ,<br />

identification, exploitation, <strong>and</strong> reporting of foreign ELINT at division,<br />

corps, <strong>and</strong> echelon above corps (EAC). Performs collection<br />

management. Duties for MOS 98J at each skill level are:<br />

(1) MOSC 98J1O. Deploys, installs, <strong>and</strong> operates ELINT collection<br />

systems. Searches for selected categories or classes of electrooptic<br />

or foreign instrumentation signals (FIS). Operates communications<br />

equipment for SIGINT reporting <strong>and</strong> coordination. Uses technical<br />

references <strong>and</strong> equipment to record <strong>and</strong> analyze intercepted<br />

signals. Uses specialized data base <strong>and</strong> technical references to identify<br />

intercepted signals. Reports electronic order of battle (EOB)<br />

information <strong>and</strong> maintains a technical data base.<br />

(2) MOSC 98J2O. Performs duties shown in preceding skill level<br />

<strong>and</strong> provides guidance to subordinate soldiers. Supervises team level<br />

a n a l y s i s e q u i p m e n t . R e c o m m e n d s e m p l o y m e n t o f u n i t s a n d e s -<br />

<strong>and</strong> maintains EOB information.<br />

(3) MOSC 98J3O. Performs duties shown in preceding skill level<br />

<strong>and</strong> provides guidance to subordinate soldiers. Supervises squad<br />

level intercept <strong>and</strong> analysis of ELINT signals. Interprets <strong>and</strong> analyzes<br />

technical documents <strong>and</strong> reports. Assigns missions <strong>and</strong> intercepts<br />

complex signals. Implements SIGINT/EW emergency action<br />

plans.<br />

(4) MOSC 98J4O. Performs duties shown in preceding skill level<br />

<strong>and</strong> provides guidance to subordinate soldiers. Supervises ELINT<br />

intercept <strong>and</strong> analysis activities at platoon level. Interprets <strong>and</strong> imp<br />

l e m e n t s E L I N T c o l l e c t i o n t a s k i n g . I d e n t i f i e s a n d a l l o c a t e s r e -<br />

sources to accomplish the collection effort. Coordinates collection<br />

activities with other intelligence disciplines. Determines mission objectives<br />

<strong>and</strong> priorities.<br />

(5) MOSC 98J5O. Performs duties shown in preceding skill level<br />

<strong>and</strong> provides guidance to subordinate grade soldiers. Supervises<br />

immediate subordinates in SIGINT operations <strong>and</strong> comm<strong>and</strong> intelligence<br />

procedures. Coordinates tactical <strong>and</strong> strategic ELINT <strong>and</strong><br />

provides appraisals of intelligence products, activities <strong>and</strong> operations.<br />

Develops unit intelligence training strategy.<br />

b. Physical dem<strong>and</strong>s rating <strong>and</strong> qualifications for initial award of<br />

M O S . E L I N T i n t e r c e p t o r / a n a l y s t s m u s t p o s s e s s t h e f o l l o w i n g<br />

qualifications:<br />

(1) A physical dem<strong>and</strong>s rating of moderately heavy.<br />

(2) A physical profile of 222221.<br />

(3) Normal color vision.<br />

(4) A minimum score of 105 in aptitude area ST.<br />

(5) The soldier must meet TOP SECRET security clearance <strong>and</strong><br />

S e n s i t i v e C o m p a r t m e n t I n f o r m a t i o n ( S C I ) a c c e s s e l i g i b i l i t y<br />

requirements.<br />

(6) A high school graduate or equivalent.<br />

(7) Never been a member of the U.S. Peace Corps, except as<br />

specified in AR 614-200, chapter 1.<br />

(8) No information in military personnel, Provost Marshal, intelligence,<br />

or medical records which will prevent the granting of security<br />

clearance under AR 380-67.<br />

(9) No record of conviction by court-martial.<br />

(10) No record of conviction by a civil court for any offense<br />

other than minor traffic violations.<br />

(11) The soldier must be a U.S. citizen.<br />

(12) Soldier <strong>and</strong> spouse must not have immediate family members<br />

who reside in a country within whose boundaries physical or<br />

mental coercion is known to be common practice, either against-<br />

(a) Persons accused of or acting in the interest of the United<br />

States or<br />

(b) The relatives of such persons to whom they may reasonably<br />

be considered to be bound by ties of affection, kinship, or obligation.<br />

Near relatives will also include uncles, aunts, gr<strong>and</strong>parents,<br />

father-in-law, mother-in-law, <strong>and</strong> relationships corresponding to any<br />

of the above persons in loco parentis (AR 630-5, para 6-2b).<br />

(13) Have neither commercial nor vested interest in a country<br />

within whose boundaries physical or mental coercion is known to be<br />

a common practice against persons acting in the interest of the<br />

United States. This requirement applies to the soldier’s spouse as<br />

well.<br />

(14) Meet career management <strong>and</strong> development criteria contained<br />

in AR 614-200.<br />

(15) Formal training (completion of MOS 98J course under the<br />

auspices of U.S. <strong>Army</strong> Intelligence Center m<strong>and</strong>atory.<br />

(16) Be advised that due to the nature of training <strong>and</strong> assignments,<br />

temporary restrictions may be placed on foreign travel both<br />

during <strong>and</strong> after the term of service.<br />

a. Major duties. The signals collection/identification analyst perf<br />

o r m s a n d s u p e r v i s e s c o l l e c t i o n , i d e n t i f i c a t i o n , e x p l o i t a t i o n , a n d<br />

analysis of foreign radioteletype, facsimile, <strong>and</strong> data communications.<br />

Performs collection management. Duties for MOS 98K at<br />

each skill level are:<br />

(1) MOSC 98K1O. Operates signals intelligence/electronic warf<br />

a r e ( S I G I N T / E W ) e q u i p m e n t a n d p r e p a r e s l o g s a n d t e c h n i c a l<br />

reports. Searches radio spectrum to collect <strong>and</strong> identify target communications.<br />

Performs elementary signals analysis to determine signal<br />

parameters for identification <strong>and</strong> processing.<br />

(2) MOSC 98K2O. Performs duties shown in preceding skill level<br />

<strong>and</strong> provides guidance to subordinate soldiers. Operates SIGINT/<br />

EW equipment, assists in the establishment of operational sites,<br />

maintains technical data bases in support of collection operations.<br />

Recognizes <strong>and</strong> reports items of intelligence interest. Performs intermediate<br />

signals analysis to determine signal parameters for identific<br />

a t i o n . P e r f o r m s c o l l e c t i o n m a n a g e m e n t f u n c t i o n i n s u p p o r t o f<br />

c o l l e c t i o n o p e r a t i o n s . Q u a l i t y c o n t r o l s p r o c e s s i n g a n d r e p o r t i n g<br />

procedures.<br />

(3) MOSC 98K3O. Performs duties shown in preceding skill level<br />

<strong>and</strong> provides guidance to subordinate soldiers. Supervises collection<br />

<strong>and</strong> identification activities <strong>and</strong> allocates collection resources to<br />

s u p p o r t / m e e t m i s s i o n r e q u i r e m e n t s . C o o r d i n a t e s i n t e r a c t i o n w i t h<br />

other data collection <strong>and</strong> processing activities. Prepares technical
