10–281. 98D—Emitter Locator/Identifier (Emtr Loc/Ident),<br />

CMF 98<br />

a. Major duties.<br />

(1) MOSC 98D1O. Operates radio DF/SSL equipment <strong>and</strong> employs<br />

EID to recognize, identify, <strong>and</strong> locate foreign radio transmitt<br />

e r s . P e r f o r m s e l e c t r o n i c s u p p o r t m e a s u r e s ( E S M ) f o r E W<br />

operations. Coordinates DF/EID activities with intercept <strong>and</strong> analysis<br />

section. Operates electronic data processing (EDP) communications<br />

equipment. Prepares <strong>and</strong> maintains DF/EID logs <strong>and</strong> files <strong>and</strong><br />

prepares reports on mission results.<br />

(2) MOSC 98D2O. Analyzes information obtained from the use<br />

of DF/SSL equipment <strong>and</strong> EID. Evaluates location results of target<br />

transmitters. Forwards target information to DF net for prosecution<br />

of DF request. Employs SIGINT/EW tasking to determine flash<br />

order of target signals. Calculates composite DF plots <strong>and</strong> performs<br />

accuracy studies. Performs wave form analysis on target transmitters.<br />

Integrates DF <strong>and</strong> EID results. Maintains DF/EID statistical<br />

data <strong>and</strong> maintains technical databases. Provides technical guidance<br />

to lower grade soldiers.<br />

(3) MOSC 98D3O. Supervises emitter locator/identifier employment<br />

<strong>and</strong> activities. Develops <strong>and</strong> implements SIGINT/EW emerg<br />

e n c y p l a n s . I n s p e c t s e q u i p m e n t f o r p l a c e m e n t , a l i g n m e n t , a n d<br />

orientation. Prepares <strong>and</strong> controls the quality of DF/EID reports.<br />

Provides technical guidance to lower grade soldiers.<br />

(4) MOSC 98D4O. Supervises emitter locator/identifier elements<br />

at the platoon/detachment level. Establishes <strong>and</strong> maintains DF sites.<br />

Interprets, implements, <strong>and</strong> recommends adjustments to SIGINT/<br />

EW tasking. Provides technical guidance to lower grade soldiers.<br />

(5) MOSC 98C5O. Performs duties shown in preceding skill level<br />

<strong>and</strong> provides guidance to subordinate soldiers. Supervises immediate<br />

subordinates in SIGINT analysis, reporting, <strong>and</strong> processing operations<br />

<strong>and</strong> provides appraisals of intelligence products, activities <strong>and</strong><br />

operations. Develops unit intelligence training strategy.<br />

b. Physical dem<strong>and</strong>s rating <strong>and</strong> qualifications for initial award of<br />

MOS. SIGINT/EW emitter locator/identifiers must possess the following<br />

qualifications:<br />

(1) A physical dem<strong>and</strong>s rating of moderately heavy.<br />

(2) A physical profile of 222121.<br />

(3) Normal color vision.<br />

(4) A minimum score of 95 in aptitude area ST.<br />

(5) The soldier must meet TOP SECRET security clearance <strong>and</strong><br />

S e n s i t i v e C o m p a r t m e n t e d I n f o r m a t i o n ( S C ) a c c e s s e l i g i b i l i t y<br />

requirements.<br />

(6) Meet hearing acuity test st<strong>and</strong>ards per AR 40-501.<br />

(7) A qualifying score on the Audio Perception Test.<br />

(8) A high school graduate or equivalent.<br />

(9) Never been a member of the U.S. Peace Corps, except as<br />

specified in AR 614-200, chapter 1.<br />

(10) No information in Provost Marshal, intelligence, military<br />

personnel records jacket, or medical records which would prevent<br />

the granting of a security clearance under AR 380-67.<br />

(11) No record of conviction by court-martial.<br />

(12) No record of conviction by a civil court for any offense<br />

other than minor traffic violations.<br />

(13) The soldier must be a U.S. citizen.<br />

(a) Soldier <strong>and</strong> spouse must not have immediate family members<br />

who reside in a country within whose boundaries physical or mental<br />

coercion is known to be a common practice, either against—<br />

(b) Persons accused of or acting in the interest of the United<br />

States.<br />

(c) The relatives of such persons to whom they may reasonably<br />

be considered to be bound by ties of affection, kinship, or obligation.<br />

Near relatives will also include uncles, aunts, gr<strong>and</strong>parents,<br />

father-in-law, mother-in-law, <strong>and</strong> relationships corresponding to any<br />

of the above persons in loco parentis.<br />

(14) Have neither commercial nor vested interest in a country<br />

within whose boundaries physical or mental coercion is known to be<br />

a common practice against persons acting in the interest of the U.S.<br />

This requirement applies to the soldier’s spouse as well.<br />

(15) Meet career management <strong>and</strong> development criteria contained<br />

in AR 614-200.<br />

(16) Formal training (completion of MOS 98D course under the<br />

auspices of the USAICS) m<strong>and</strong>atory.<br />

c. Additional skill identifiers.<br />

(1) P5—Master Fitness Trainer.<br />

(2) 2S—Battle Staff Operations (skill level 3 <strong>and</strong> above).<br />

(3) 4A—Reclassification Training.<br />

10–282. 98G—Voice Interceptor (Voice Intcp), CMF 98<br />

a. Major duties. The voice interceptor performs <strong>and</strong> supervises<br />

detection, acquisition, location, identification <strong>and</strong> exploitation of<br />

foreign communications at division, corps, <strong>and</strong> echelon above corps<br />

(EAC). Translates, transcribes, gists or produces summaries of foreign<br />

voice transmissions in English/target languages. Performs collection<br />

management. Duties for MOS 98G at each skill level are:<br />

(1) MOSC 98G1L. Identifies languages spoken in an assigned<br />

geographic area <strong>and</strong> categorizes voice signals by activity type. Extracts<br />

essential elements of information from foreign voice radio<br />

transmissions to support mission reporting requirements. Scans written<br />

foreign language material for key words <strong>and</strong> indicators. Recognizes<br />

changes in transmission modes <strong>and</strong> informs the appropriate<br />

analytical or intercept station. Provides translation assistance to analysts.<br />

Performs electronic support (ES) or electronic attack (EA),<br />

<strong>and</strong> electronic protect (EP) in support of EW operations. Provides<br />

written records, h<strong>and</strong>copied or gisted, of foreign intercepted communications.<br />

Operates communication equipment for SIGINT tasking,<br />

reporting <strong>and</strong> coordination.<br />

(2) MOSC 98G2L. Performs duties shown in preceding skill level<br />

<strong>and</strong> provides guidance to subordinate soldiers. Supervises team level<br />

v o i c e c o m m u n i c a t i o n s i n t e r c e p t o p e r a t i o n s . I n t e r c e p t s , i d e n t i f i e s ,<br />

<strong>and</strong> records foreign voice transmissions. Operates equipment configured<br />

to collect <strong>and</strong> produce written records of non-stereotyped<br />

foreign voice radio transmissions. Translates <strong>and</strong> transcribes foreign<br />

language intercept.<br />

(3) MOSC 98G3L. Performs duties shown in preceding skill level<br />

<strong>and</strong> provides guidance to subordinate soldiers. Collects <strong>and</strong> simultaneously<br />

produces on-line activity records of complex foreign voice<br />

r a d i o t r a n s m i s s i o n s c o n t a i n i n g t e c h n i c a l t e r m i n o l o g y , a d v a n c e d<br />

grammar <strong>and</strong> syntax, <strong>and</strong> colloquial conversational forms. Supervises<br />

voice signal collection <strong>and</strong> processing activities <strong>and</strong> determ<br />

i n e s p r i o r i t i e s . I d e n t i f i e s a n d p e r f o r m s l i m i t e d a n a l y s i s o n<br />

enciphered voice signals. Implements SIGINT emergency action<br />

plans. Supervises squad level voice communication intercept operations.<br />

Provides quality control of SIGINT voice intercept products.<br />

Supervises EA, EP, <strong>and</strong> ES operations.<br />

(4) MOSC 98G4L. Performs duties shown in preceding skill level<br />

<strong>and</strong> provides guidance to subordinate soldiers. Performs voice intercept<br />

<strong>and</strong> processing of complex foreign voice radio transmissions.<br />

Refines essential elements of information requirements for identification<br />

<strong>and</strong> extraction. Determines (ES/EA) requirements for supported<br />

units. Supervises collection management.
