. Physical demands rating and qualifications for initial award of MOS. CI agents must possess the following qualifications: (1) A physical demands rating of medium. (2) A physical profile of 222221. (3) Normal color vision. (4) A minimum score of 105 in aptitude area ST. (5) The soldier must meet TOP SECRET security clearance and S e n s i t i v e C o m p a r t m e n t e d I n f o r m a t i o n ( S C I ) a c c e s s e l i g i b i l i t y requirements. (6) A high school graduate or equivalent. (7) Possess good voice quality and be able to speak English without an objectionable accent or impediment. (8) Never been a member of the U.S. Peace Corps, except as specified in AR 614-200, chapter 1. (10) No record of conviction by court-martial. (11) No record of conviction by a civil court for any offense other than minor traffic violations. (15) Have neither commercial nor vested interest in a country within whose boundaries physical or mental coercion is known to be a common practice against persons acting in the interest of the U.S. This requirement applies to the soldier’s spouse as well. (16) A minimum age of 19 years, 6 months for award of MOS 97B10 and a minimum age of 21 for accreditation as CI agent. (17) Meet selection criteria and classification and assignment restrictions contained in AR 601-210 and AR 614-200. (18) Meet career management and development criteria contained in AR 614-200. (19) Formal training (completion of MOS 97B course under the auspices of U.S. Army Intelligence Center) mandatory. Performs translation and exploition of captured ene m y d o c u m e n t s a n d o p e n s o u r c e f o r e i g n l a n g u a g e p u b l i c a t i o n s . Conducts liaison in foreign language with host nation agencies. Duties for the MOS 97E at each level of skill are: DA PAM 611–21 • 31 March 1999 (1) MOSC 97E1L. Screens, assesses and interrogates (in foreign language) enemy prisoners of war, enemy deserters, and civilian detainees from enemy areas to obtain information for military intelligence. Translates and prepares summary, extract, and full translations of written foreign material and captured enemy documents into English. Translates foreign technical publications. Translates announcements, speeches, and other materials into foreign languages for use in non-English speaking countries. Prepares interrogation and translation reports. (2) MOSC 97E2L. Performs duties shown in preceding skill level and provides guidance to subordinate soldiers. Reviews and edits translations of foreign documents and material for accuracy and completeness. Screens, assesses, and debriefs refugees and defectors to fulfill strategic intelligence requirements. Debriefs U.S. prisoner of war returnees and other friendly sources to obtain information for military intelligence. Prepares IIR’s. Interprets foreign language and ensures the accurate exchange of statements, ideas, and intent. (3) MOSC 97E3L. Performs duties shown in preceding skill level and provides guidance to subordinate soldiers. Directs the conduct of interrogation, translation, and interpretation functions. Assists in d i r e c t i n g c o u n t e r i n t e l l i g e n c e f o r c e s o u r c e p r o t e c t i o n o p e r a t i o n s (CFSO). Edits interrogation reports, translation reports, and IIR’s. Monitors interrogations and translations for accuracy and completeness. Determines requirements for summary, extract, or complete translations of documents. (4) MOSC 97E4L. Performs duties shown in preceding skill level and provides guidance to subordinate soldiers. Supervises interrogation, interpretation and document exploitation activities. Conducts intelligence interrogation training. (5) MOSC 97E5L. Performs duties shown in preceding skill level and provides guidance to subordinate soldiers. Supervises strategic debriefing center and theater interrogation center. Plans, coordinates, and supervises intelligence interrogation training and operations. b. Standards of grade TDA. 10–277. 97G—Multidiscipline Counterintelligence Operator/Analyst (MDCI Analyst), CMF 96 a. Major duties. The multidiscipline counterintelligence analyst performs and supervises analysis of friendly vulnerabilities to human, signals and imagery intelligence collection by Foreign Intelligence Services (FIS) and recommends countermeasures. Performs and supervises counter-signals intelligence data collection and analysis, and signal security support in a tactical or strategic environm e n t . S u p p o r t s s i m u l a t i v e e l e c t r o n i c d e c e p t i o n a n d d e c e p t i o n operations with C-RISTA and OPSEC evaluations. Performs other MDCI, C-RISTA, and OPSEC-related duties. Duties for MOS 97G at each level of skill are: (1) MOSC 97G1O. Maintains the friendly force, and FIS threat MDCI data bases. Performs initial MDCI vulnerability assessment based upon friendly use of the electromagnetic spectrum. Deploys, installs, and operates counter-SIGINT collection systems in a fixed, strategic, or tactical operation. Collects data and produces transcripts a n d g r a p h i c r e p r e s e n t a t i o n s , i n c l u d i n g u n i n t e n t i o n a l e m a n a t i o n s , based upon friendly use of the electromagnetic spectrum. (2) MOSC 97G2O. Performs duties shown in preceding level of skill and provides technical guidance to lower grade soldiers in accomplishment of their duties. Develops and manages the MDCI database. Analyzes friendly vulnerabilities to the FIS collection efforts. Prepares draft MDCI vulnerability assessments and recomm e n d s c o u n t e r m e a s u r e o p t i o n s . S u p e r v i s e s c o u n t e r - S I G I N T collection team. Supports simulative electronic deception and deception operations with C-RISTA and OPSEC evaluations. (3) MOSC 97G3O. Performs duties shown in preceding level of skill and provides technical guidance to lower grade soldiers in accomplishment of their duties. Performs MDCI analysis and related duties. Writes, edits, publishes and disseminates MDCI products and reports. Nominates targets for exploitation, neutralization, or destruction. Supervises counter-SIGINT and deception related activities. Supports OPSEC and C-RISTA efforts at all levels. (4) MOSC 97G4O. Performs duties shown in preceding level of skill and provides technical guidance to lower grade soldiers in accomplishment of their duties. Supervises and performs MDCI analysis and counter-SIGINT activities at all levels. Prepares the M D C I e s t i m a t e . M a n a g e s t h e c o u n t e r m e a s u r e o p t i o n s e f f o r t f o r communications, cryptographic and signal security related functions, a n d r e c o m m e n d s c o u n t e r m e a s u r e o p t i o n s . T a s k s f r i e n d l y i n t e l l i - gence collection resources to update the MDCI database. Coordinates OPSEC, C-RISTA, and deception efforts. (5) MOSC 97G5O. Performs duties shown in preceding level of skill and provides technical guidance to lower grade soldiers in accomplishment of their duties. Develops countermeasure policies, p l a n s , d o c t r i n e , o p e r a t i n g p r o c e d u r e s , a n d p r o g r a m s . S u p e r v i s e s countermeasure options effort. Coordinates collection and analysis of Army emitters from the developmental to the operational testing s t a g e s . S u p e r v i s e s M D C I a n a l y s i s , C - S I G I N T , O P S E C , a n d C - RISTA activities at all echelons. b. Physical demands rating and qualifications for initial award of MOS. Mulitdiscipline counterintelligence operator/analyst must possess the following qualifications: (1) A physical demands rating of very heavy. (2) A physical profile of 222121. (3) Normal color vision. (4) Minimum scores of 95 in aptitude area SC and 95 in aptitude area ST. (5) The soldier must meet TOP SECRET security clearance and S e n s i t i v e C o m p a r t m e n t e d I n f o r m a t i o n ( S C ) a c c e s s e l i g i b i l i t y requirements. (6) A high school graduate or equivalent. (7) Never been a member of the U.S. Peace Corps, except as specified in AR 614-200, chapter 1. 358 DA PAM 611–21 • 31 March 1999 (8) No information in Provost Marshal, intelligence, military personnel records jacket, or medical records which would prevent the granting of a security clearance under AR 380-67. (9) No record of conviction by court-martial. (10) No record of conviction by civil court for any offense other than minor traffic violations. (11) Pass hearing acuity test on audiometer wherein sound amplitude must not exceed 15 decibels at frequencies 250, 500, 1000, 2000, and 4000 CPS (HZ). (12) Have neither commercial nor vested interest in a country within whose boundaries physical or mental coercion is known to be a common practice against persons acting in the interest of the U.S.. This requirement applies to the soldier’s spouse as well. (13) The soldier must be a U.S. citizen. Prepares translations of non-technical foreign language material. Prepares non-technical translations into the foreign language. Performs sight translations from a foreign language into English. (2) MOSC 97L2O. Performs translation and interpreter duties. (3) MOSC 97L3O. Provides translation and interpretations for complex, high-level proceedings. ( 4 ) M O S C 9 7 L 4 O . P e r f o r m s s e n i o r t r a n s l a t o r a n d i n t e r p r e t e r functions and supervises language maintenance at the team and platoon levels. ( 5 ) M O S C 9 7 L 5 O . (8) Must be a high school graduate or equivalent. Post secondary language study or the equivalent such as extended residence or exposure to the target language is desired. (9) Good voice quality and ability to speak English and foreign
