10–235. 88N—Transportation Management Coordinator<br />

(Trans Mgt Coord), CMF 88<br />

a. Major duties. The Transportation Management Coordinator coordinates,<br />

monitors, controls <strong>and</strong> supervises the movement of pers<br />

o n n e l , e q u i p m e n t , a n d c a r g o b y a i r , r a i l , h i g h w a y a n d w a t e r .<br />

Determines the most efficient mode of transport that accomplishes<br />

mission requirements. Duties for MOS 88N at each level of skill<br />

are:<br />

(1) MOSC 88N1O. Advises military <strong>and</strong> DOD civilians of their<br />

entitlements for shipment of personal property <strong>and</strong> passenger travel<br />

<strong>and</strong> prepares the necessary documentation. Requests <strong>and</strong> coordinates<br />

transport capability to meet a movement mission. Marks <strong>and</strong> labels<br />

cargo <strong>and</strong> freight shipments in accordance with regulatory requirements.<br />

Documents <strong>and</strong> inventories freight, cargo, <strong>and</strong> materiel shipments<br />

of all types; operates automated data terminal equipment to<br />

prepare movement documentation or related correspondence. Arranges<br />

documentation <strong>and</strong> reports for follow-up or response to tracer<br />

actions. Prepares transportation movements documents <strong>and</strong> related<br />

forms for the type of shipment <strong>and</strong> mode of travel (e.g., GBLs,<br />

MTAs, GTRs, airline service requests, etc.). Performs office duties<br />

such as postingregulations, files maintenance, <strong>and</strong> routine office<br />

correspondence.<br />

(2) MOSC 88N2O. Provides supervision <strong>and</strong> technical guidance<br />

for subordinates. Researches, interprets, prepares, <strong>and</strong> coordinates<br />

actions pertaining to travel entitlements. Functions as the customs<br />

officer for shipment releases in overseas theaters. Operates as quality<br />

control NCO for commercial movement contracts. Monitors all<br />

freight, cargo, <strong>and</strong> materiel shipments to ensure accountability; identifies<br />

<strong>and</strong> reports problem areaswithin the traffic management syst<br />

e m t o p r e v e n t a d d i t i o n a l c o s t s , l o s s e s , a n d d a m a g e . C o n d u c t s<br />

briefings for unit moves. Requests, coordinates, <strong>and</strong> monitors movement<br />

schedules <strong>and</strong> programs; ensures transport capability is appropriate,<br />

cost effective, <strong>and</strong> meets mission requirements. Checks <strong>and</strong><br />

inspects equipmentblocking <strong>and</strong> bracing. Prepares <strong>and</strong> consolidates<br />

transportation movement reports. Operates automated data processing<br />

equipment to document movement information, conducts research,<br />

monitors movements, inspects commercial contracts, <strong>and</strong><br />

responds to shipment inquiries, discrepancies, <strong>and</strong> routine movements<br />

transactions.<br />

(3) MOSC 88N3O. Conducts a training program for subordinate<br />

personnel. Supervises the operation of a cargo <strong>and</strong> materiel documentation<br />

unit, a movement control branch or section, a breakbulk<br />

point/terminal warehouse, a trailer transfer point, a port operations<br />

unit, an air terminal section, <strong>and</strong> the installation personal property<br />

<strong>and</strong> passenger travel section. Evaluates work techniques <strong>and</strong> procedures<br />

for all functions. Maintains liaison with air, rail, highway, <strong>and</strong><br />

water transportation facilities. Initiates, researches <strong>and</strong> proposes necessary<br />

changes to the traffic management system for cost effectiveness<br />

<strong>and</strong> mission requirements. Supervises customs officers <strong>and</strong><br />

reviews customs procedures in overseas theaters. Prepares, consolidates,<br />

<strong>and</strong> reviews technical, personnel, <strong>and</strong> administrative reports<br />

<strong>and</strong> forms covering transportation matters (e.g., unit movement,<br />

p e r s o n a l p r o p e r t y , p a s s e n g e r t r a v e l , f r e i g h t / c a r g o a n d m a t e r i e l<br />

movement reports). Checks, reviews, <strong>and</strong> consolidates movement<br />

requirements; ensures appropriate transport capability <strong>and</strong> prepares<br />

movement schedules. Assists in planning transportationrequirements<br />

for logistical support. Supervises any diversion, reconsignment, or<br />

transfer of personnel, freight <strong>and</strong> materiel shipments for all modes<br />

of transportation.<br />

(4) MOSC 88N4O. Supervises cargo documentation <strong>and</strong> movement<br />

control units for all transportation modes. Supervises freight,<br />

cargo, personal property, <strong>and</strong> passenger travel at installation level.<br />

Analyzes, evaluates, <strong>and</strong> proposes changes to the Defense Transportation<br />

System. Formulates <strong>and</strong> reviews documentation on technical<br />

traffic management functions. Devises <strong>and</strong> reviews movement programs<br />

for logistical support functions in a theater of operations.<br />

Serves as the transportation liaison representative between other<br />

military services, commercial agencies, <strong>and</strong> host nation support elements.<br />

Advisor for the preparation of operation orders where transportation<br />

is required. Reviews DOD contracts <strong>and</strong> agreements with<br />

host nations. Verifies the accuracy of movement control documents.<br />

Evaluates sites for depots, truck terminals, railheads, beachheads, air<br />

terminals, <strong>and</strong> water ports/terminals. Determines transportation capabilities<br />

<strong>and</strong> limitations of units. Performs as staff NCO in military<br />

traffic management agencies. Monitors quality controls that ensure<br />

commercial transportation services meet contract obligations. Monitors<br />

<strong>and</strong> documents all customs discrepancies <strong>and</strong> reports them to<br />

appropriate authorities. Ensures allocation of transport capability is<br />

appropriate to accomplish each mission in a cost effective manner.<br />

b. Physical dem<strong>and</strong>s rating <strong>and</strong> qualifications for initial award of<br />

MOS. Transportation management coordinators must possess the<br />

following qualifications:<br />

(1) A physical dem<strong>and</strong>s rating of moderately heavy.<br />

(2) A physical profile of 323222.<br />

(3) A minimum score of 100 in aptitude area CL.<br />

c. Additional skill identifiers.<br />

(1) P5—Master Fitness Trainer.<br />

(2) 2S—Battle Staff Operations (skill level 3 <strong>and</strong> above).<br />

(3) 4A—Reclassification Training.<br />

d. Physical requirements <strong>and</strong> st<strong>and</strong>ards of grade. Physical requirements<br />

<strong>and</strong> SG relating to each skill level are listed in the<br />

following tables:<br />

(1) Table 10-88N-1. Physical requirements.<br />

(2) Table 10-88N-2. St<strong>and</strong>ards of grade TOE/MTOE.<br />

(3) Table 10-88N-3. St<strong>and</strong>ards of grade TDA.<br />

10–236. 88P—Railway Equipment Repairer (Reserve<br />

Components), CMF 88<br />

a. Major duties. The Railroad Equipment Repairer supervises or<br />

performs unit <strong>and</strong> direct support/general support (DS/GS) maintenance<br />

on diesel-electric locomotives <strong>and</strong> railway cars. Duties for<br />

MOS 88P at each level of skill are:<br />

(1) MOSC 88P1O. Uses technical blueprints <strong>and</strong> sketches. Inspects<br />

locomotives for malfunctions. Repairs cooling systems, fuel<br />

systems, exhausts, airbrake components, lube oil systems, electrical<br />

systems, <strong>and</strong> diesel engine components on locomotives. Inspects,<br />

tests <strong>and</strong> services locomotive batteries. Inspects frame <strong>and</strong> running<br />

gear for breaks, cracks, or worn surfaces; welds, rivets, caulks,<br />

paints, <strong>and</strong> stencils as necessary. Inspects <strong>and</strong> repairs coupleers.<br />

Examines <strong>and</strong> repairs truck <strong>and</strong> wheel assemblies, safety appliances,<br />

car underframes <strong>and</strong> crossbearers, <strong>and</strong> interiors of cars. Prepares<br />

written reports of any airbrake defects.<br />

(2) MOSC 88P2O. Supervises <strong>and</strong> provides technical guidance to<br />

subordinates performing their duties. Inspects railway cars prior <strong>and</strong><br />

subsequent to maintenance. Performs initial terminal airbrake tests<br />

for outbound trains. Repairs draft gears. Supervises a team salvaging<br />

cars or rehabilitating captured enemy rolling stock. Enforces safety<br />

practices.<br />

(3) MOSC 88P3O. Calculates supplies, parts, <strong>and</strong> equipment necessary<br />

to restore locomotives <strong>and</strong> cars to efficient operating condition.<br />

Supervises personnel in methods <strong>and</strong> techniques of repair to<br />

mechanical components of locomotives. Sets work accomplishment<br />

priorities <strong>and</strong> enforces shop safety practices. Performs initial <strong>and</strong><br />

final inspection of locomotives <strong>and</strong> cars scheduled for maintenance.<br />

Resolves technical problems encountered in locomotive <strong>and</strong> railway<br />

car maintenance.<br />

(4) MOSC 88P4O. Performs final inspections of locomotives <strong>and</strong><br />

rolling stock. Determines shop priorities based on guidance from<br />

train movements section <strong>and</strong> resource availability. Posts <strong>and</strong> maintains<br />

equipment status reports.<br />

b. Physical dem<strong>and</strong>s rating <strong>and</strong> qualifications for initial award of<br />

M O S . R a i l w a y e q u i p m e n t r e p a i r e r s m u s t p o s s e s s t h e f o l l o w i n g<br />

qualifications:<br />

(1) A physical dem<strong>and</strong>s rating of very heavy.<br />

(2) A physical profile of 222232.<br />

(3) Normal color vision.<br />

(4) A minimum score of 100 in aptitude area MM.<br />

(5) Formal training (completion of MOS 88P course conducted<br />

under the auspices of the Transportation School) m<strong>and</strong>atory or meet<br />

the civilian acquired skills criteria in AR 601-210.<br />
