10–223.2. 79S—Career Counselor (Active Component <strong>and</strong><br />

USAR), CMF 79<br />

a. Major duties. Counsels <strong>and</strong>/or reenlist or extends qualified<br />

soldiers in the <strong>Army</strong> <strong>and</strong> supervises retention activities. Duties for<br />

MOS 79S at each skill level are:<br />

(1) MOSC 79S3O. Provide career counseling to soldiers. Conducts<br />

retention <strong>and</strong> reenlistment interviews. Determines soldier’s<br />

eligibility to immediately reenlist or extend; reviews reenlistment<br />

<strong>and</strong> extension documents for accuracy; coordinates retention ceremonies.<br />

Advises comm<strong>and</strong>ers on criteria for selection of unit level<br />

retention NCOs. Advises soldiers on declination of continued service<br />

statements. Conducts inspections of <strong>and</strong> trains unit level retention<br />

NCOs. Briefs leaders on matters relating to retention activities.<br />

Maintains liaison with local personnel <strong>and</strong> finance offices. Advises<br />

the comm<strong>and</strong>er at Battalion (Bn) or comparable sized units on all<br />

areas of the retention program. USAR career counselors assist in<br />

operation of Family Assistance Centers upon unit mobilization.<br />

(2) MOSC 79S4O. Performs duties shown in preceding level of<br />

skill at a Separate Battalion or comparable sized units <strong>and</strong> provides<br />

technical guidance to lower grade personnel as required.<br />

(3) MOSC 79S5O. Advises comm<strong>and</strong>ers on all areas of the retention<br />

program. Reviews retention actions for accuracy. Interprets<br />

regulations <strong>and</strong> provides guidance for subordinates. Assists in the<br />

development <strong>and</strong> direction of comm<strong>and</strong> retention programs. Cond<br />

u c t s c o n f e r e n c e s a n d s e m i n a r s f o r r e t e n t i o n a g e n d a s . A s s i s t s<br />

leaders <strong>and</strong> strength management personnel in implementation <strong>and</strong><br />

operation of the strength management program. Conducts staff assistance<br />

visits. Plans <strong>and</strong> conducts retention training; evaluates subordinates’<br />

training presentations <strong>and</strong> interviews, provide feedback.<br />

Manages objectives, statistics <strong>and</strong> awards program. Explains unit<br />

performance data to leaders <strong>and</strong> superiors. Evaluates subordinate’s<br />

conduct of a retention interview. Determines soldiers’ eligibility for<br />

retention duty. Plans <strong>and</strong> conducts retention training. The USAR<br />

c a r e e r c o u n s e l o r p l a n s a n d e s t a b l i s h e s f a m i l y a s s i s t a n c e c e n t e r s<br />

upon unit mobilization.<br />

b. Physical dem<strong>and</strong>s rating <strong>and</strong> qualifications for initial award of<br />

MOS.<br />

(1) A physical dem<strong>and</strong>s rating—N/A.<br />

(2) A physical profile of 132221.<br />

(3) A minimum score of 110 in aptitude area GT waivable to 100<br />

with a score of 100 in aptitude ST.<br />

(4) Meet selection criteria in AR 601-280 (AA); FORSCOM<br />

Regulation 140-4 <strong>and</strong> applicable USAR regulations (USAR).<br />

( 5 ) F o r m a l t r a i n i n g ( s u c c e s s f u l c o m p l e t i o n o f t h e a p p r o p r i a t e<br />

MOS 79S course conducted under the auspices of the Recruiting<br />

<strong>and</strong> Retention School) is m<strong>and</strong>atory.<br />

(6) Be a high school graduate with diploma; or have one year<br />

college with a high school GED with no waiver.<br />

CMF 79<br />

a. Major duties. Recruits <strong>and</strong> retains qualified soldiers for entry<br />

into the <strong>Army</strong> National Guard in accordance with applicable regulations.<br />

Supervises recruiting <strong>and</strong> retention activities. Duties for MOS<br />

79T at each skill level are:<br />

(1) MOSC 79T4O. Prospects for leads. Prepares a prospect card.<br />

Refines leads. Conducts a school program. Determines basic enlistment<br />

eligibility. Pre-qualifies an individual for enlistment. Determines<br />

eligibility for extension or immediate reenlistment. Conducts<br />

enlistment, attrition management <strong>and</strong> retention interviews. Explains<br />

the selected reserve incentive program <strong>and</strong> the Montgomery GI Bill,<br />

initial entry training (IET) requirements, test results, enlistment options/programs/obligations,<br />

non-regular service retirement, employer<br />

support <strong>and</strong> reemployment rights. Evaluates unit sponsorship program.<br />

Briefs applicant on MEPS processing. Prepares <strong>and</strong> completes<br />

an enlistment packet. Counsels an applicant. Operates Guard Accession<br />

Information Network System. Establishes media contacts. Cond<br />

u c t s d i r e c t m a i l c a m p a i g n s . E v a l u a t e s t h e u n i t ’ s r e t e n t i o n<br />

environment. Explains strength maintenance recognition programs.<br />

Conduct a strength maintenance interview <strong>and</strong> briefing. Develops a<br />

time management work plan. Trains unit first line leaders on career<br />

planning. Reviews request for separation/transfer/discharge. Reviews<br />

extension/immediate reenlistment procedures. Identifies alternatives<br />

to separation/transfer/discharge. Evaluates retention data, forms <strong>and</strong><br />

files. Analyzes unit pay <strong>and</strong> performance data. Initiates security for<br />

family assistance operations. Explains the National Guard Family<br />

Program. Identifies resources for family assistance. Provides referral<br />

services for family members. Prepares DD Form 1172 (Application<br />

for Uniformed Services Identification Card--DEERS) for DEERS<br />

enrollment, issues ID cards for family members during mobilization.<br />

Develops a state marketing plan. Prepares <strong>and</strong> advertising budget.<br />

Determines regulatory requirements for advertising. Writes recruiting<br />

<strong>and</strong> retention advertising copy <strong>and</strong> script.<br />

(2) MOSC 79T5O. Performs duties shown in preceding level of<br />

skill <strong>and</strong> provides technical guidance to lower grade soldiers in the<br />

performance of all tasks. Determines strength maintenance objectives.<br />

Evaluates strength maintenance activities. Conducts Recruiting<br />

<strong>and</strong> Retention NCO training <strong>and</strong> orientation. Develops Recruiting<br />

<strong>and</strong> Retention NCO incentive program. Prepares Recruiting <strong>and</strong><br />

Retention NCO training program. Reviews <strong>and</strong> approves a state<br />

marketing paln. Complies <strong>and</strong> maintains production data. Analyzes<br />

production management reports. Supervises Recruiting <strong>and</strong> Retention<br />

NCOs. Organizes <strong>and</strong> coordinates strength maintenance programs.<br />

Assigns duties <strong>and</strong> evaluates performance of subordinates.<br />
