Installs, operates, performs strapping, restrapping, PMCS <strong>and</strong> unit<br />

level maintenance on COMSEC devices. Performs Battlefield Information<br />

Services (BIS), consisting of printing services, publications<br />

management, files <strong>and</strong> forms management, reproduction services,<br />

Freedom of Information Act (FOIA)/Privacy Act (PA), Unit Distribution/Official<br />

Mail, correspondence management, classified document<br />

control, <strong>and</strong> messenger service within the ISSO. Operates <strong>and</strong><br />

performs Preventive Maintenance Checks <strong>and</strong> Services (PMCS) on<br />

assigned communications equipment, vehicles,<strong>and</strong> generators.<br />

(2) MOSC 74C2O. Supervises, installs, operates, <strong>and</strong> performs<br />

unit level maintenance on tactical telecommunications centers, automated<br />

message switches, <strong>and</strong> strategic telecommunications facilities.<br />

Requisitions, receives, stores, issues, <strong>and</strong> accounts for COMSEC<br />

equipment <strong>and</strong> associated keying material. Interprets publications,<br />

policies, <strong>and</strong> procedures as applicable to tactical <strong>and</strong> strategic telecommunications<br />

<strong>and</strong> message switching center operations. Performs<br />

off-line message recovery <strong>and</strong> tracer actions. Corrects message <strong>and</strong><br />

circuit continuity discrepancies. Coordinate with system operators<br />

<strong>and</strong> controllers to resolve system <strong>and</strong> circuit difficulties. Supervises<br />

the operation of computer terminal devices, maintains files <strong>and</strong><br />

records, composes <strong>and</strong> edits correspondence <strong>and</strong> documents; generates<br />

reports for the ISSO. Sets up <strong>and</strong> maintains logs, rosters, status<br />

boards, charts, graphs, view graphs, <strong>and</strong> performs messenger superv<br />

i s o r y d u t i e s r e q u i r e d b y i n f o r m a t i o n s e r v i c e s u p p o r t . P r e p a r e s<br />

reports, records, <strong>and</strong> analysis pertaining to telecommunications operations.<br />

Requests operating supplies <strong>and</strong> spare parts.<br />

(3) MOSC 74C3O. Supervises the installation, operation, <strong>and</strong> unit<br />

level maintenance of tactical <strong>and</strong> strategic telecommunications centers<br />

<strong>and</strong> automated message switches. Develops <strong>and</strong> administers onsite<br />

training programs. Directs <strong>and</strong> supervises restoration of systems<br />

<strong>and</strong> circuits. Requests logistical support <strong>and</strong> coordinates system integration.<br />

Ensures that spare parts, supplies, <strong>and</strong> operating essentials<br />

are requisitioned <strong>and</strong> maintained. Supervises <strong>and</strong> performs maintenance<br />

management <strong>and</strong> administrative duties related to facility operations,<br />

maintenance, security, <strong>and</strong> personnel. Performs COMSEC<br />

Custodian functions. Prepares emergency evacuation <strong>and</strong> destruction<br />

plans. Requisitions, receives, stores, issues, destroys, <strong>and</strong> accounts<br />

for COMSEC equipment <strong>and</strong> keying material, including over the air<br />

keying operations. Supervises ISSO functions. Provides verbal <strong>and</strong><br />

written guidance <strong>and</strong> direction for the installation, operation, <strong>and</strong><br />

maintenance of specified battlefield information services. Provides<br />

technical assistance <strong>and</strong> resolves problems for information services<br />

support personnel, functional users, <strong>and</strong>functional staff. Composes<br />

correspondence, sets up <strong>and</strong> maintains: logs, rosters, status boards,<br />

charts, graphs, <strong>and</strong> view graphs required for information service<br />

support. Supervises subordinate personnel performing information<br />

service support duties.<br />

(4) MOSC 74C4O. Supervises <strong>and</strong> manages personnel performing<br />

operations <strong>and</strong> maintenance of tactical <strong>and</strong> strategic telecommunications<br />

centers <strong>and</strong> automated message switches. Develops <strong>and</strong> enforces<br />

policy <strong>and</strong> procedures for facility management. Develops,<br />

directs, <strong>and</strong> supervises training <strong>and</strong> security programs to ensure<br />

soldier proficiency <strong>and</strong> career development. Organizes work schedules<br />

<strong>and</strong> ensures compliance with directives <strong>and</strong> policies on operations<br />

security (OPSEC), signal security (SIGSEC), communications<br />

security (COMSEC), <strong>and</strong> physical security. Writes unit or facility<br />

st<strong>and</strong>ing operating procedures (SOP). Arranges higher level or contractor<br />

support maintenance for assigned equipment. Prepares or<br />

supervises the preparation of technical studies, evaluations, reports,<br />

correspondence, <strong>and</strong> records pertaining to system Signal operations.<br />

Performs the duties of COMSEC material custodian in accordance<br />

with appropriate regulations <strong>and</strong> orders. Supervises the operation of<br />

the ISSO. Recommends policies, procedures, st<strong>and</strong>ards, <strong>and</strong> conventions.<br />

Establishes <strong>and</strong> operates the printing <strong>and</strong> duplication control<br />

program. Supervises <strong>and</strong> implements classified document control<br />

policies, procedures, st<strong>and</strong>ards, <strong>and</strong> inspections. Coordinates <strong>and</strong><br />

provides guidance on printing <strong>and</strong> publication account procedures,<br />

processes, <strong>and</strong> regulatory requirements. Briefs staff <strong>and</strong> operations<br />

personnel on telecommunications matters.<br />

b. Physical dem<strong>and</strong>s rating <strong>and</strong> qualifications for initial award of<br />

MOS. Telecommunications Operator-Maintainers must possess the<br />

following qualifications:<br />

(1) A physical dem<strong>and</strong>s rating of moderately heavy.<br />

(2) A physical profile of 212221.<br />

(3) Normal color vision.<br />

(4) Minimum scores of 90 in aptitude area EL <strong>and</strong> 90 in aptitude<br />

area SC.<br />

(5) A security clearance of:<br />

(a) TOP SECRET with eligibility for access to sensitivecompartmented<br />

information (SCI) for Active <strong>Army</strong>.<br />

(b) SECRET for Reserve Components.<br />

(6) A U.S citizen.<br />

(7) Clearly enunciate English.<br />

(8) Accurately type 25 words per minute.<br />

(9) Formal Training (completion of MOS 74C Course conducted<br />

under the auspices of the USA Signal School) m<strong>and</strong>atory or waiver<br />

may be granted by Comm<strong>and</strong>ant, U.S. <strong>Army</strong> Signal School, ATTN:<br />

ATZH-POE, Ft Gordon, GA 30905-5300.<br />

10–211. 74G—Telecommunications Computer Operator-<br />

Maintainer (Telecom Cmpt Op-Mnt), CMF 74<br />

a. Major duties. Telecommunications computer operator-maintainer<br />

supervises, installs, operates, <strong>and</strong> performs unit level <strong>and</strong><br />

direct support maintenance on mini <strong>and</strong> mainframe telecommunications<br />

computer systems, automatic message switches, <strong>and</strong> associated<br />

peripheral equipment, Performs unit level maintenance on communications<br />

security (COMSEC) devices. Operates <strong>and</strong> performs Preventive<br />

Maintenance Checks <strong>and</strong> Services (PMCS) on assigned vehicles<br />

<strong>and</strong> power generators. Duties for MOS 74G at each level of skill<br />

are:<br />

(1) MOSC 74G1O. Performs fault isolation, diagnoses malfunctions<br />

<strong>and</strong> restores or repairs telecommunications computer systems,<br />

automatic message switches <strong>and</strong> peripheral equipment, <strong>and</strong> ensures<br />

emission security st<strong>and</strong>ards are met. Provides technical advice <strong>and</strong><br />

assistance to other equipment operators regarding system initialization,<br />

application principles, capabilities, limitations, interfaces, procedures,<br />

<strong>and</strong> protocol troubleshooting. Installs, operates, performs<br />

strapping, restrapping, PMCS <strong>and</strong> unit level maintenance on COM-<br />

SEC devices. Collects <strong>and</strong> documents appropriate statistics for logist<br />

i c a l a n d o p e r a t i o n a l r e p o r t s . O p e r a t e s a n d p e r f o r m s P r e v e n t i v e<br />

Maintenance Checks <strong>and</strong> Services (PMCS) on assigned communications<br />

equipment, vehicles, generators, organic tools, <strong>and</strong> test, measurement,<br />

<strong>and</strong> diagnostic equipment (TMDE).<br />

(2) MOSC 74G2O. Provides technical assistance to subordinates<br />

on complex direct support maintenance tasks or computer operations.<br />

Ensures on-site bench stock <strong>and</strong> repair parts are available to<br />

support telecommunications facilities equipment <strong>and</strong> ancillary devices,<br />

<strong>and</strong> that National Security Agency (NSA) directives are complied<br />

with when performing strapping <strong>and</strong> unit level COMSEC<br />

repairs. Coordinates communications interface requirements to ensure<br />

network access <strong>and</strong> continuity. Supervises <strong>and</strong> assists subordinate<br />

personnel in the performance of unit level maintenance <strong>and</strong><br />

PMCS of assigned communications equipment, vehicles, power generators<br />

<strong>and</strong> TMDE.<br />

(3) MOSC 74G3O. Supervises <strong>and</strong> prepares work schedules for<br />

subordinate personnel engaged in the performance of operations <strong>and</strong><br />

maintenance of telecommunications computer systems, automatic
