USAR civil affairs units. Identifies positions requiring general civil<br />

affairs experience.<br />

(2) Special qualifications. Expertise in at least one civil affairs<br />

functional specialty from specific education or experience is required.<br />

Some positions require specific training in certain special<br />

operational techniques as additional tracks to the Civil Affairs Officers<br />

Course or the Civil Affairs Officers Advanced Course.<br />

(3) Special grading of positions.<br />

(a) Due to the amount of entry-level training <strong>and</strong> experience<br />

required for this AOC many company/detachment level positions<br />

are graded for MAJ.<br />

(b) Civil Affairs companies <strong>and</strong> detachments are comm<strong>and</strong>ed by<br />

MAJs. This is necessitated due to the often sensitive nature of CA<br />

missions. Civil Affairs company <strong>and</strong> detachment comm<strong>and</strong>ers actually<br />

direct CA missions when deployed. They interface directly with<br />

high ranking U.S. <strong>and</strong> foreign nationals <strong>and</strong> are required to act<br />

independently without immediate supervision.<br />

(4) Unique duty positions.<br />

(a) Brigade/Regiment/Battalion S5.<br />

(b) Director of Civil-<strong>Military</strong> Operations.<br />

(c) Strategic Civil Affairs Specialist.<br />

(d) Government Functions Officer.<br />

(e) Economic Functions Officer.<br />

(f) Public Facilities Officer.<br />

(g) Special Civil Functions Officer.<br />

3–12. Adjutant General Corps (42) (Proponent: Adjutant<br />

General School)<br />

a. Branch description. Plans, develops <strong>and</strong> operates the <strong>Army</strong>’s<br />

personnel, administrative, <strong>and</strong> community activities support systems<br />

to build <strong>and</strong> sustain combat readiness. Comm<strong>and</strong>s personnel <strong>and</strong><br />

administrative units <strong>and</strong> serves as staff advisor in the design <strong>and</strong><br />

operation of P&A systems. Formulates doctrine <strong>and</strong> policy for <strong>and</strong><br />

manages P&A systems for organizations <strong>and</strong> headquarters at all<br />

levels. Plans <strong>and</strong> develops refinements needed to assure that these<br />

systems meet present <strong>and</strong> future <strong>Army</strong> requirements, during both<br />

war <strong>and</strong> peace. Responsible for training programs in training centers,<br />

schools, <strong>and</strong> units for these systems.<br />

(1) Plans, develops, <strong>and</strong> directs personnel systems which support<br />

components of the personnel life cycle including strength <strong>and</strong> pers<br />

o n n e l a c c o u n t i n g , r e p l a c e m e n t o p e r a t i o n s , c a s u a l t y r e p o r t i n g ,<br />

awards, promotions <strong>and</strong> reductions, classifications <strong>and</strong> reclassification,<br />

assignment, personnel evaluations, maintenance of personnel<br />

records, reenlistment, eliminations <strong>and</strong> separations.<br />

(2) Develops doctrine, policy <strong>and</strong> procedures for the management<br />

<strong>and</strong> employment of <strong>Army</strong> b<strong>and</strong>s.<br />

(3) Plans, develops, <strong>and</strong> implements procedures <strong>and</strong> systems to<br />

provide community support services to soldiers, family members<br />

<strong>and</strong> civilian employees. Plans <strong>and</strong> directs community activities <strong>and</strong><br />

services to include youth activities programs, child development<br />

services, arts <strong>and</strong> crafts, athletic <strong>and</strong> sports training, non-appropriated<br />

funds, <strong>Army</strong> Emergency Relief <strong>and</strong> club management.<br />

(4) Plans, develops, <strong>and</strong> directs administrative management activities<br />

<strong>and</strong> services, to include distributions, publications correspondence,<br />

document reproduction, classified document control, records<br />

<strong>and</strong> files management, <strong>and</strong> application of sophisticated administrative<br />

techniques such as word processing <strong>and</strong> micrographics. Trains<br />

military <strong>and</strong> civilian personnel in administration <strong>and</strong> personnel services<br />

support <strong>and</strong> develops doctrine for these operations for field <strong>and</strong><br />

combat applications. Formulates policies for <strong>and</strong> directs the activities<br />

of units engaged in postal operations.<br />

b. Branch qualifications. DA Pam 600-3 lists qualification for<br />

entry <strong>and</strong> professional development in the branch.<br />

c. Adjutant General, General (42A).<br />

(1) Description of duties. This is an entry AOC that will be<br />

awarded to officers upon completion of the Adjutant General Officer<br />

Basic Course (AGOBC). AOC 42A will not be used for coding<br />

of positions.<br />

(2) Special qualifications. Must have completed AGOBC.<br />

(3) Special grading of positions. None.<br />

(4) Unique duty positions. None.<br />

d. Personnel Systems Management (42B).<br />

(1) Description of duties. Plans, develops, <strong>and</strong> directs personnel<br />

systems which support <strong>and</strong> implement programs concerning the personnel<br />

life cycle. Included are strength accounting, maintenance of<br />

personnel records, personnel requisitioning, reassignments, reenlistments,<br />

promotions, casualty reporting, eliminations, <strong>and</strong> awards <strong>and</strong><br />

decorations. Manages the activities of personnel operational elements<br />

providing specific support to organizations, headquarters, <strong>and</strong><br />

individuals. Operates personnel <strong>and</strong> administrative (P&A) sub-systems<br />

which support personnel programs <strong>and</strong> activities. Comm<strong>and</strong>s<br />

or assists the comm<strong>and</strong>er in comm<strong>and</strong>ing P&A units. Integrates all<br />

aspects of personnel systems within an organization or headquarters<br />

<strong>and</strong> controls the interaction of the various subparts of each.<br />

(2) Special qualifications. Headquarters, Personnel Service Bn<br />

will be graded as follows:<br />

(a) Assigned three or more Personnel Detachments or Division<br />

equivalent is graded LTC.<br />

( b ) A s s i g n e d t w o o r f e w e r P e r s o n n e l D e t a c h m e n t s i s g r a d e d<br />

MAJ.<br />

(3) Special grading of positions. Movements Branch, HHD, Repl<br />

Bn (CONUS) will be graded CPT.<br />

e. <strong>Army</strong> B<strong>and</strong>s (42C). (Proponent: Chief, <strong>Army</strong> B<strong>and</strong>s)<br />

(1) Description of duties. Plans, develops, <strong>and</strong> directs activities of<br />

military b<strong>and</strong>s <strong>and</strong> musical training of <strong>Army</strong> b<strong>and</strong> members. Coordinates<br />

all b<strong>and</strong> activities of the comm<strong>and</strong>. Conducts technical inspections<br />

<strong>and</strong> evaluates operational status, technical capability, <strong>and</strong><br />

proficiency of comm<strong>and</strong> b<strong>and</strong>s.<br />

(2) Special qualifications. Baccalaureate or advanced degree in<br />

b<strong>and</strong> music or in a music education field or equivalent training or<br />

experience. Must have thorough knowledge of organizations, missions,<br />

functions, <strong>and</strong> operations of <strong>Army</strong> b<strong>and</strong>s.<br />

(3) Special grading of positions. None.<br />

(4) Unique duty positions.<br />

(a) B<strong>and</strong> Comm<strong>and</strong>er.<br />

(b) Comm<strong>and</strong>er, School of Music.<br />

(c) Staff B<strong>and</strong> Officer.<br />

(d) Unit B<strong>and</strong> Officer.<br />

(e) Instructor, School of Music.<br />

f. Administrative System Management (42E).<br />

(1) Description of duties. Plans, develops, <strong>and</strong> directs administrative<br />

activities <strong>and</strong> services to include publication, document reproduction,<br />

classified document control, courier services, records <strong>and</strong><br />

files administration, postal, <strong>and</strong> the employment of sophisticated<br />

a d m i n i s t r a t i o n t e c h n i q u e s s u c h a s w o r d p r o c e s s i n g a n d<br />

micrographics. Trains military <strong>and</strong> civilian personnel in organizational<br />

administration <strong>and</strong> develops doctrine for these operations for<br />

field <strong>and</strong> combat use.<br />

(2) Special qualifications. Courier positions in the AOC require<br />

TOP SECRET security clearance.<br />

(3) Special grading of positions. None.<br />

(4) Unique duty positions.<br />

(a) Postal Unit Comm<strong>and</strong>er (with skill 4J).<br />
