. Physical dem<strong>and</strong>s rating <strong>and</strong> qualifications for initial award of<br />

MOS. The ATC equipment repairer must possess the following<br />

qualifications:<br />

(1) A physical dem<strong>and</strong>s rating of very heavy.<br />

(2) A physical profile of 211221.<br />

(3) Normal color vision.<br />

(4) A minimum score of 105 in aptitude area EL.<br />

(5) Formal training (completion of Air Traffic Control Equipment<br />

Repairer Course conducted under the auspices of USAOMMCS or<br />

waiver issued by Cdr, USAOMMCS m<strong>and</strong>atory; or meet the civilian<br />

acquired skills criteria listed in AR 601-210.<br />

(6) Alcohol <strong>and</strong> drug abuse as defined below will disqualify any<br />

servicemember or potential enlistee from this MOS. This disqualification<br />

will not be waived, even though the soldier/potential enlistee<br />

satisfactorily completes the <strong>Army</strong> alcohol or drug abuse rehabilitation<br />

program or a civilian equivalent, except as specified below.<br />

(a) A medically diagnosed history of alcohol abuse as defined in<br />

the substance use disorder section of the Diagnostic <strong>and</strong> Statistical<br />

Manual III, third edition, 1987 (DSM III) is disqualifying. Cdr,<br />

PERSCOM may waive this disqualification after a soldier/potential<br />

enlistee in this MOS successfully completes the <strong>Army</strong> Alcohol <strong>and</strong><br />

Drug Abuse Prevention <strong>and</strong> Control Program (ADAPCP) Track I, II<br />

or III, or its civilian equivalent, based on the recommendations of<br />

the chain of comm<strong>and</strong> <strong>and</strong> the Cdr, U.S. <strong>Army</strong> Aeromedical Center.<br />

A s o l d i e r / p o t e n t i a l e n l i s t e e w h o c o m p l e t e s a n y a s p e c t o f t h e<br />

ADAPCP program <strong>and</strong> is involved in an additional offense involving<br />

alcohol or alcoholabuse will be immediately reclassified or denied<br />

enlistment in this MOS as a high risk.<br />

(b) Except as provided in (e) below, a wrongful or improper use<br />

of narcotic or other controlled substance, or dangerous drug as<br />

defined by 21 USC 801, et seq, is disqualifying.<br />

(c) A positive result of urine test administered per AR 600-85<br />

that leads to medical evaluation <strong>and</strong> a finding of “no diagnosis<br />

apparent, improper use” use is disqualifying.<br />

(d) Except as provided in (e) below, a documented instance of<br />

the use, sale, transfer, possession, or manufacture of any narcotic or<br />

other controlled substance or dangerous drug as defined by 21 USC<br />

801, et seq, is disqualifying. A documented instance includes conviction<br />

by any courts martial or any civilian court. Convictions<br />

include juvenile adjudication, nonjudicial punishment under Article<br />

15, UCMJ, or voluntary confession after proper rights warning according<br />

to Article 31(b), UCMJ.<br />

(e) A soldier or potential enlistee will not be disqualified for<br />

t e e n a g e c i v i l i a n e x p e r i m e n t a t i o n w i t h m a r i j u a n a o r o t h e r c a n -<br />

nabinoids disclosed in voluntary confessions of drug experimentation<br />

documented by information obtained from DD Form 1966<br />

( R e c o r d o f M i l i t a r y P r o c e s s i n g - A r m e d F o r c e s o f t h e U n i t e d<br />

States), SF 88 (Report of Medical Examination) or SF 93 (Medical<br />

Record - Report of Medical History). (Experimentation is defined as<br />

one time use or casual use over a short period of time resulting from<br />

peer pressure.) The use disclosed must have occurred prior to the<br />

individual’s 18th birthday, <strong>and</strong> prior to enlistment in any armed<br />

force.<br />

c. Additional skill identifiers.<br />

(1) P5—Master Fitness Trainer.<br />

(2) 2S—Battle Staff Operations (skill level 3 <strong>and</strong> above).<br />

(3) 4A—Reclassification Training.<br />

(5) 7C—Radio Transmitting Set AN/FRN-41 Repair.<br />

d. Physical requirements <strong>and</strong> st<strong>and</strong>ards of grade. Physical requirements<br />

<strong>and</strong> SG relating to each skill level are listed in the<br />

following tables:<br />

10–113. 35E—Radio <strong>and</strong> Communications Security<br />

(COMSEC) Repairer (Radio/COMSEC Rep), CMF 35<br />

a. Major duties. The radio <strong>and</strong> communications security (COM-<br />

SEC) repairer performs or supervises direct <strong>and</strong> general support<br />

(DS/GS) level maintenanceof radio receivers, transmitters, COM-<br />

SEC equipment, controlled cryptographic items (CCI), <strong>and</strong> other<br />

associated equipment. Duties for MOS 35E at each level of skill are:<br />

(1) MOSC 35E1O. Uses test, measurement, <strong>and</strong> diagnostic equipment<br />

(TMDE) to determine the cause <strong>and</strong> location of malfunctions,<br />

extent of faults, <strong>and</strong> category of maintenance required. Repairs systems,<br />

equipment <strong>and</strong> subassemblies by adjusting, aligning, repairing,<br />

<strong>and</strong> replacing defective components, cryptographic items, or line<br />

replaceable units (LRU). Performs bench equipment tests to verify<br />

operability of repaired equipment, <strong>and</strong> ensures emission security<br />

st<strong>and</strong>ards are met. Evacuates damaged equipment <strong>and</strong> components<br />

to higher level repair activities. Performs preventive maintenance<br />

checks <strong>and</strong> services (PMCS) on tools, TMDE, vehicles, <strong>and</strong> power<br />

generators.<br />

(2) MOSC 35E2O. Performs complex <strong>and</strong> multi-failure tasks <strong>and</strong><br />

provides technical <strong>and</strong> procedural assistance to subordinates. Tests<br />

equipment to localize <strong>and</strong> diagnose causes of malfunctions. Exchanges<br />

faulty equipment. Performs difficult or complex repairs of<br />

defective components, subassemblies, <strong>and</strong> related cabling. Ensures<br />

that National Security Agency (NSA) approved components are<br />

used in COMSEC/CCI repairs. Provides shop supervisor with equipment<br />

repair status, priorities, <strong>and</strong> necessity for bench stock resupply.<br />

Performs final or quality control inspection of repaired equipment.<br />

Controls <strong>and</strong> accounts for CCI within the repair facility.<br />

(3) MOSC 35E3O. Establishes work schedules <strong>and</strong> repair priorities;<br />

assigns <strong>and</strong> supervises shop repair operations <strong>and</strong> personnel.<br />

Provides technical information on repair functions <strong>and</strong> teaches complex<br />

or special tasks to subordinates <strong>and</strong> supported units. Supervises<br />

quality control <strong>and</strong>/or final inspection of radio, cryptographic items<br />

<strong>and</strong> related communications equipment. Ensures repair functions<br />

comply with <strong>Army</strong> <strong>and</strong> NSA COMSEC specifications <strong>and</strong> policies.<br />

Develops st<strong>and</strong>ing operating procedures relative to DS/GS shop<br />

operations. Conducts technical <strong>and</strong> on-the-job training programs in<br />

units.<br />

b. Physical dem<strong>and</strong>s rating <strong>and</strong> qualifications for initial award of<br />

MOS. Radio <strong>and</strong> COMSEC repairer must possess the following<br />

qualifications:<br />

(1) A physical dem<strong>and</strong>s rating of heavy.<br />

(2) A physical profile of 111221.<br />

(3) Normal color vision.<br />

(4) A minimum score of 110 in aptitude area EL.<br />

(5) A security clearance of SECRET.<br />

(6) Successful completion of one year of high school algebra <strong>and</strong><br />

general science.<br />

(7) A U.S citizen.<br />

(8) Formal training (completion of MOS 35E Course conducted<br />

under the auspices of the U.S. <strong>Army</strong> Ordnance Missile <strong>and</strong> Munitions<br />

School) m<strong>and</strong>atory; or waiver may be granted by Comm<strong>and</strong>ant,<br />

USAOMMCS, Redstone Arsenal, AL 35897-6090.<br />

(9) Must be certified as COMSEC equipment repairer contained<br />

in AR 25-12.<br />

c. Additional skill identifiers.<br />

(2) Y2—Transition Training (personnel only).<br />

(3) Y5—TEMPEST Inspection.<br />

a. Major duties. The special electronic devices repairer performs<br />

or supervises direct <strong>and</strong> general support (DS/GS) level maintenance<br />

<strong>and</strong> repair on special electronic devices, including: night vision<br />

equipment, mine detectors, scattering systems, electronic distance<br />
