(5) MOSC 31U5O. Supervises, plans, <strong>and</strong> integrates the installation,<br />

employment, <strong>and</strong> maintenance of Signal support systems, to<br />

include radio, wire, <strong>and</strong> battlefield automated systems. Develops<br />

Staff information services policy <strong>and</strong> procedures. Establishes unit<br />

Signal maintenance programs, policies, <strong>and</strong> procedures. Plans <strong>and</strong><br />

conducts Division, Brigade, <strong>and</strong> Battalion Signal support operations<br />

<strong>and</strong> user owned <strong>and</strong> operated Signal equipment training. Provides<br />

t e c h n i c a l a d v i c e a n d a s s i s t a n c e t o c o m m a n d e r s a n d s u b o r d i n a t e<br />

units. Coordinates Signal activities with higher, lower, <strong>and</strong> adjacent<br />

headquarters. Performs Signal staff functions, <strong>and</strong> develops Signal<br />

policies <strong>and</strong> battlefield integration plans in support of Division,<br />

Brigade, <strong>and</strong> Battalion Signal operations.<br />

b. Physical dem<strong>and</strong>s rating <strong>and</strong> qualifications for initial award of<br />

MOS. Signal support systems specialists must possess the following<br />

qualifications:<br />

(1) A physical dem<strong>and</strong> rating of moderately heavy.<br />

(2) Physical profile of 111221.<br />

(3) Minimum score of 95 in aptitude areas EL <strong>and</strong> SC.<br />

(4) Normal color vision.<br />

(5) A security clearance of SECRET.<br />

(6) A U.S. citizen.<br />

(7) Formal training (completion of MOS 31U course conducted<br />

under the auspices of the USASIGC) m<strong>and</strong>atory or waiver granted<br />

by Comm<strong>and</strong>ant, USASIGC.<br />

(1) J7—WHCA Console Control Operations.<br />

(2) P5—Master Fitness Trainer.<br />

10–105. 31W—Telecommunications Operations Chief<br />

(Telecom Opns Chief), CMF 31<br />

a. Major duties. The telecommunications operations chief plans,<br />

coordinates, configures, directs, integrates, <strong>and</strong> supervises the installation,<br />

operation, maintenance, <strong>and</strong> management of tele-communicat<br />

i o n s s y s t e m s a n d n e t w o r k s , a n d o v e r s e e s i n f o r m a t i o n s y s t e m s<br />

support functions for comm<strong>and</strong>, control, communications, <strong>and</strong> computers<br />

(C4) used at all echelons of the <strong>Army</strong>. The Telecommunicat<br />

i o n s O p e r a t i o n s C h i e f s e r v e s i n S i g n a l a n d o t h e r s p e c i a l<br />

communications activities. Major duties for MOS 31W at each level<br />

of skill are:<br />

(1) MOSC 31W4O. Plans, coordinates, <strong>and</strong> supervises installation,<br />

operation, maintenance, <strong>and</strong> management of telecommunications<br />

systems <strong>and</strong> networks, including radio, switching, cable, <strong>and</strong><br />

automation equipment. Supervises the installation, operation, strapp<br />

i n g , r e - s t r a p p i n g , p r e v e n t i v e m a i n t e n a n c e c h e c k s a n d s e r v i c e s<br />

(PMCS) <strong>and</strong> unit level maintenance on COMSEC devices. Directs<br />

restoration <strong>and</strong> alternate routing of circuits, trunks, links, <strong>and</strong> systems.<br />

Develops <strong>and</strong> implements unit level signal maintenance programs.<br />

Provides advice <strong>and</strong> technical assistance to subordinates <strong>and</strong><br />

c o m m a n d e r s . D e v e l o p s f r e q u e n c y o p e r a t i o n a l r e q u i r e m e n t s , t e l e -<br />

communications service requests, <strong>and</strong> disseminates operations information<br />

to ensure C2 communications connectivity. Requests <strong>and</strong><br />

ensures appropriate logistical support is available at all times. Assimilates<br />

<strong>and</strong> reports system/network statistics. Develops <strong>and</strong> implements<br />

training programs for Signal personnel. Uses computers to<br />

process operational <strong>and</strong> administrative information. Operates system<br />

c o n t r o l f a c i l i t i e s a s p a r t o f S i g n a l o r g a n i z a t i o n m a n a g e m e n t<br />

functions.<br />

(2) MOSC 31W5O. Plans, directs, supervises <strong>and</strong> manages the<br />

i n s t a l l a t i o n , o p e r a t i o n , a n d m a i n t e n a n c e o f I n f o r m a t i o n M i s s i o n<br />

Area (IMA) Signal support functions within an integrated <strong>Army</strong>,<br />

Joint, or Defense telecommunications network, to include coordinating<br />

the resolution of communication difficulties within <strong>Army</strong> opera<br />

t e d S i g n a l s y s t e m s a n d n e t w o r k s , a n d b e t w e e n A r m y , J o i n t ,<br />

Defense <strong>and</strong> commercial telecommunications activities. Develops<br />

<strong>and</strong> enforces unit level Signal maintenance programs, policies, <strong>and</strong><br />

procedures. Plans <strong>and</strong> coordinates logistic support for C4I network<br />

operations. Provides advice <strong>and</strong> technical assistance to comm<strong>and</strong>ers<br />

<strong>and</strong> subordinate units/elements. Performs Signal staff functions <strong>and</strong><br />

coordinates Signal activities with higher, lower <strong>and</strong> adjacent headquarters.<br />

Prepares <strong>and</strong> maintains reports, records, <strong>and</strong> operational<br />

databases used to conduct Signal support functions in both tactical<br />

<strong>and</strong> strategic environments.<br />

b. Physical dem<strong>and</strong>s rating <strong>and</strong> qualifications for initial award of<br />

MOS. Telecommunications operations chief must possess the following<br />

g e m e n t o f i n t e g r a t e d C 2 t e l e c o m m u n i c a t i o n s a n d i n f o r m a t i o n<br />

management networks. Writes Comm<strong>and</strong> <strong>and</strong> Control Communications<br />

policy. Provides technical advice <strong>and</strong> assistance to comm<strong>and</strong>ers,<br />

staff, <strong>and</strong> subordinate units. Coordinates Signal activities with<br />

higher, lower <strong>and</strong> adjacent headquarters. Performs Signal staff <strong>and</strong><br />

Senior Operations NCO functions, to include writing C4I policy,<br />

procedures, operations plans, orders, <strong>and</strong> reports. Uses computers to<br />

control <strong>and</strong> monitor network status in an operational environment.<br />

Directs <strong>and</strong> assists Battlefield Spectrum Managers in the development<br />

of frequency allocation plans. Develops battlefield Signal operations<br />

plans in support of organizations at battalion <strong>and</strong> higher<br />

levels, <strong>and</strong> for Joint <strong>and</strong> Combined Comm<strong>and</strong>s <strong>and</strong> activities.<br />
