10–99. 31L—Cable Systems Installer–Maintainer (Cable<br />

Sys Inst-Mnt), CMF 31<br />

a. Major duties. The cable systems installer–maintainer installs,<br />

operates, <strong>and</strong> performs unit level maintenance on cable <strong>and</strong> wire<br />

communications systems, communication security (COMSEC) devices,<br />

<strong>and</strong> associated equipment. Operates <strong>and</strong> performs Preventive<br />

Maintenance Checks <strong>and</strong> Services (PMCS) on assigned vehicles <strong>and</strong><br />

power generators. Duties for MOS 31L at each level of skill are:<br />

( 1 ) M O S C 3 1 L 1 O . I n s t a l l s , o p e r a t e s , a n d p e r f o r m s u n i t l e v e l<br />

maintenance on cable <strong>and</strong> wire systems, to include Digital Group<br />

M u l t i p l e x e r s ( D G M ) , R e m o t e M u l t i p l e x i n g C o m b i n e r s ( R M C ) ,<br />

repeaters, restorers, voltage protection devices, telephones, test stations,<br />

intermediate distribution frames, <strong>and</strong> related equipment. Configures<br />

DGM <strong>and</strong> RMC for operations. Installs, operates, performs<br />

strapping, restrapping, PMCS <strong>and</strong> unit level maintenance on COM-<br />

SEC devices. Performs tests on cable communications systems to<br />

ensure circuit <strong>and</strong> system quality. Tests circuits/groups to detect <strong>and</strong><br />

locate line faults. Operates manual <strong>and</strong> motorized cable construction<br />

equipment. Climbs poles, as necessary, <strong>and</strong> assists in the construction<br />

of tactical cable <strong>and</strong> wire lines. Clears <strong>and</strong> maintains rights of<br />

way. Recognizes electronic countermeasures <strong>and</strong> applies appropriate<br />

electronic counter-countermeasures as necessary. Operates <strong>and</strong> performs<br />

PMCS on telephone line <strong>and</strong> other vehicles. Installs, operates,<br />

<strong>and</strong> performs PMCS on power generators.<br />

(2) MOSC 31L2O. Coordinates <strong>and</strong> supervises team member activities<br />

in the construction, installation, <strong>and</strong> recovery of cable <strong>and</strong><br />

wire communications systems <strong>and</strong> auxiliary equipment. Coordinates<br />

remote trunking operations with switching central personnel. Interprets<br />

<strong>and</strong> updates line route maps <strong>and</strong> overlays. Coordinates team<br />

logistic requirements. Checks <strong>and</strong> performs PMCS <strong>and</strong> unit level<br />

maintenance on wire <strong>and</strong> cable systems <strong>and</strong> associated communications<br />

equipment. Ensures PMCS <strong>and</strong> maintenance functions are performed<br />

in accordance with published schedules.<br />

(3) MOSC 31L3O. Supervises <strong>and</strong> coordinates all phases of construction,<br />

recovery, <strong>and</strong> maintenance of cable <strong>and</strong> wire distribution<br />

systems <strong>and</strong> associated multiplexing, reeling, <strong>and</strong> testing equipment,<br />

including telephones. Estimates time, supplies, personnel, <strong>and</strong> equipment<br />

required to construct cable <strong>and</strong> wire communications systems.<br />

Assigns work crews <strong>and</strong> coordinates activities of personnel to meet<br />

workload dem<strong>and</strong>s. Inspects pole line construction <strong>and</strong> cable <strong>and</strong><br />

wire lines <strong>and</strong> equipment to ensure approved construction <strong>and</strong> risk<br />

assessment st<strong>and</strong>ards are met. Supervises <strong>and</strong> checks maintenance<br />

performed by subordinate personnel. Prepares line route maps <strong>and</strong><br />

overlays. Interprets circuit diagrams <strong>and</strong> operations order extracts.<br />

Prepares <strong>and</strong> conducts MOS <strong>and</strong> unit training programs. Advises the<br />

comm<strong>and</strong>er on cable <strong>and</strong> wire system operations. Supervises section<br />

<strong>and</strong> team deployment of individual <strong>and</strong> crew-served weapons for<br />

site defense. Employs <strong>and</strong> enforces principles of COMSEC, SIG-<br />

SEC, OPSEC, <strong>and</strong> physical security.<br />

b. Physical dem<strong>and</strong>s rating <strong>and</strong> qualifications for initial award of<br />

DA PAM 611–21 • 31 March 1999<br />

MOS. Cable systems installer-maintainer must possess the following<br />

qualifications:<br />

(1) A physical dem<strong>and</strong>s rating of heavy.<br />

(2) A physical profile of 111221.<br />

(3) Normal color vision.<br />

(4) A minimum score of 90 in aptitude area EL <strong>and</strong> 90 in aptitude<br />

area SC.<br />

(5) Be able to work at heights up to 40 feet for extended periods.<br />

(6) A security clearance of SECRET.<br />

(7) A U.S. citizen.<br />

(8) Formal training (completion of MOS 31L Course conducted<br />

under the auspices of the USA Signal School) m<strong>and</strong>atory or waiver<br />

may be granted by Comm<strong>and</strong>ant, U.S. <strong>Army</strong> Signal School, ATTN:<br />

ATZH-POE, Ft Gordon, GA 30905-5300; or meet the civilian acquired<br />

skills criteria listed in AR 601-210.<br />

10–100. 31P—Microwave Systems Operator-Maintainer<br />

(MW Sys Opr-Maint), CMF 31<br />

a. Major duties. The microwave systems operator-maintainer supervises,<br />

installs, operates, <strong>and</strong> maintains microwave communications<br />

systems, <strong>and</strong> associated antennas, multiplexing, <strong>and</strong> COMSEC<br />

equipment. Performs engineering quality control <strong>and</strong> continuity testing<br />

of circuits, trunks, links, systems, <strong>and</strong> facilities. Major duties for<br />

MOS 31P at each level of skill are:<br />

(1) MOSC 31P1O. Configures, aligns, operates, <strong>and</strong> performs<br />

unit level <strong>and</strong> direct support maintenance on microwave communications<br />

<strong>and</strong> technical control equipment, <strong>and</strong> associated devices.<br />

Monitors, fault isolates, <strong>and</strong> restores telecommunications circuits,<br />

trunk groups, systems, <strong>and</strong> associated commercial <strong>and</strong> military interface<br />

equipment. Installs, operates, performs strapping, restrapping,<br />

preventive maintenance checks <strong>and</strong> services (PMCS) <strong>and</strong> unit level<br />

maintenance on COMSEC devices. Maintains circuit, link, system,<br />

<strong>and</strong> station records <strong>and</strong> reports. Operates <strong>and</strong> performs PMCS on<br />

a s s i g n e d t e l e c o m m u n i c a t i o n s e q u i p m e n t , v e h i c l e s , a n d p o w e r<br />

generators.<br />

( 2 ) M O S C 3 1 P 2 O . P e r f o r m s c o m p l e x m i c r o w a v e s y s t e m<br />

troubleshooting <strong>and</strong> maintenance tasks. Provides technical assistance<br />

to personnel engaged in the operation <strong>and</strong> maintenance of microwave<br />

communications systems or technical control of voice <strong>and</strong> data<br />

systems <strong>and</strong> networks. Identifies <strong>and</strong> reports electronic jamming <strong>and</strong><br />

deception, <strong>and</strong> applies appropriate electronic countermeasures. Activates<br />

<strong>and</strong> inactivates circuits, trunk groups, <strong>and</strong> systems. Supervises<br />

<strong>and</strong> assists subordinates in the performance of PMCS on assigned<br />

communications equipment, vehicles, <strong>and</strong> power generators. Requests<br />

logistic support <strong>and</strong> evacuates equipment to higher level<br />

maintenance facilities, when required.<br />

( 3 ) M O S C 3 1 P 3 O . S u b m i t s T e l e c o m m u n i c a t i o n s S e r v i c e R e -<br />

quests (TSR) <strong>and</strong> implements telecommunications service orders<br />

(TSO). Supervises the operation <strong>and</strong> maintenance of microwave<br />

communications <strong>and</strong> technical control systems or facilities. Supervises<br />

direct support maintenance on associated equipment <strong>and</strong> unit<br />

level maintenance on COMSEC devices. Ensures that governing<br />

regulations on accountability, maintenance, <strong>and</strong> TEMPEST st<strong>and</strong>ards<br />

are complied with. Establishes workload, work schedules, <strong>and</strong><br />

repair priorities. Performs or supervises quality control <strong>and</strong> technical<br />

evaluation inspections. Implements restoration priorities for circuit,<br />

trunk, <strong>and</strong> system outages. Coordinates Continuity of Operations<br />
