g. Duties.<br />

(1) WO1/CW2—<br />

(a) Manages assets of personnel, equipment, <strong>and</strong> facilities for the<br />

operation of tactical automated network message, circuit, <strong>and</strong> data<br />

switching systems at battalion level (primarily, but not limited to,<br />

M o b i l e S u b s c r i b e r E q u i p m e n t ( M S E ) ) a n d T r i - S e r v i c e T a c t i c a l<br />

Communications (TRI-TAC) Block III.<br />

(b) Advises comm<strong>and</strong>er <strong>and</strong> operations officer fully apprised of<br />

the status of the network <strong>and</strong> subnetworks.<br />

(c) Serves as officer in charge of AN/TYC-39 Message Switch.<br />

(d) Supervises personnel operating COMSEC equipment.<br />

( e ) E n s u r e s c o m p l i a n c e w i t h o p e r a t i o n a l , a d m i n i s t r a t i v e , a n d<br />

physical security requirements for classified material.<br />

(f) Plans, supervises, <strong>and</strong> conducts training in all phases of automated<br />

switching network management <strong>and</strong> operation.<br />

( g ) M a n a g e s k e y - v a r i a b l e s f o r s y s t e m s i n h i s / h e r a r e a o f<br />

responsibility.<br />

(h) Monitors key-variable status in network <strong>and</strong> subnetworks.<br />

(i) Implements the operational aspects of the Automated Message<br />

Processing System Security Officer (AMPSSO) for an integrated<br />

General Service/Special Intelligence terminal or network.<br />

(j) Implements procedures for detecting <strong>and</strong> reporting COMSEC<br />

insecurities.<br />

(k) Uses automated network management tools, <strong>and</strong> supervises<br />

others in their use.<br />

(l) Coordinates network troubleshooting <strong>and</strong> coordinates restoration<br />

of communications paths to maintain a robust network <strong>and</strong><br />

subnetworks.<br />

(m) Manages <strong>and</strong> monitors deployment, installation, activation,<br />

<strong>and</strong> movement of tactical communications facilities of the network<br />

<strong>and</strong> subnetworks.<br />

(2) CW3—<br />

(a) Performs duties described in paragraph g(1).<br />

(b) Plans automated message, circuit, <strong>and</strong> data switching networks<br />

for a brigade or larger network.<br />

(c) Manages assets of personnel, equipment <strong>and</strong> facilities to provide<br />

tactical automated network message, circuit, <strong>and</strong> data switching<br />

systems support to a corps area, including its subordinate divisions.<br />

(d) Manages assets of personnel, equipment <strong>and</strong> facilities to provide<br />

tactical automated network message, circuit, <strong>and</strong> data switching<br />

systems support on an area basis to echelons above corps.<br />

(e) Manages networks including, but not limited to, MSE, TRI-<br />

TAC, TRI-TAC Block III, Enhanced Position Location Reporting<br />

System (EPLRS), Joint Tactical Information Distribution System<br />

(JTIDS), their interfaces into commercial <strong>and</strong> strategic communications<br />

systems, <strong>and</strong> their interfaces at boundaries between <strong>and</strong> among<br />

divisions, corps, <strong>and</strong> echelons above corps.<br />

(f) Performs AMPSSO functions <strong>and</strong> provides oversight of the<br />

AMPSSO program.<br />

(g) Manages development of network databases.<br />

(h) Manages key variables for the corps, directs key variable<br />

management of subordinate elements of the network <strong>and</strong> subnetworks,<br />

<strong>and</strong> manages recovery from key variable compromise.<br />

(i) Plans, directs, <strong>and</strong> manages the deployment, installation, activation,<br />

<strong>and</strong> movement of communications facilities comprising the<br />

networks <strong>and</strong> subnetworks.<br />

(j) Provides technical guidance <strong>and</strong> direction to subordinate operating<br />

elements.<br />

(k) Identifies <strong>and</strong> resolves network problems.<br />

(3) CW4—<br />

(a) Performs duties described in paragraph g(2).<br />

(b) Develops policy <strong>and</strong> provides guidance for management of<br />

corps networks.<br />

(4) CW5—<br />

(a) Performs duties described in paragraph g(3).<br />

(b) Develops policy <strong>and</strong> provides guidance for management of<br />

theater networks.<br />

h. Grading <strong>and</strong> position titles. Authorized position titles are provided<br />

in tables 6-2 <strong>and</strong> 6-3. The following grades are used to code<br />

positions into one of four definable skill levels: W2 equals WO1/<br />

CW2; W3 equals CW3; W4 equals CW4; <strong>and</strong> W5 equals CW5. The<br />

grades are listed in the following st<strong>and</strong>ards of grade tables:<br />

(1) Table 8-250B-1. St<strong>and</strong>ards of grade TOE/MTOE.<br />

(2) Table 8-250B-2. St<strong>and</strong>ards of grade TDA.<br />

8–39.1. <strong>Military</strong> <strong>Occupational</strong> <strong>Classification</strong> 250N—<br />

Network Management Technician<br />

a. Licensing/certification reequirement. None.<br />

b. Prerequisites. DA Cir 601 series.<br />

c. MOS 250N. MOSs 250N0 <strong>and</strong> 250N7 are accession MOSs.<br />

The enlisted feeder MOSs are 31F, 31W <strong>and</strong> 74C (associated with<br />

ASI Z2). Enlisted MOSs 31P, 31R <strong>and</strong> 31S are also considered<br />

feeder MOSs when holders have unique experience <strong>and</strong> assignments<br />

related to MOS 250N duties. MOSs 250N8 <strong>and</strong> 250NZ are nonaccession<br />

MOSs supported by officers first qualified in MOS 250N.<br />

d. Associated SQIs.<br />

(1) 0—No special qualifications.<br />

(2) 7—Parachutist.<br />

(3) 8—Instructor.<br />

(4) T—Transition (personnel only).<br />

(5) Z—Research, Development, Test, <strong>and</strong> Evaluation Technician.<br />

e. Associated ASIs.<br />

(1) 3E—Satellite Communications System Repair Technician.<br />

(2) 6M—Mobilization <strong>and</strong> Demobilization Operations.<br />

(3) 6P—Master Fitness Trainer.<br />

f. Qualifications.<br />

(1) WO1/CW2 must—<br />

(a) Successfully complete the Network Management Technician<br />

Warrant Officer Basic Course (WOBC).<br />

(b) Meet vision <strong>and</strong> hearing st<strong>and</strong>ards of AR 40-501 for assignment<br />

of officers to Signal Corps, normal color discrimination per<br />

AR 40-501, <strong>and</strong> have full use of both h<strong>and</strong>s.<br />

(c) Be a U.S. citizen. Qualify for a security cleanrance of TOP<br />

SECRET.<br />

(2) CW3 must—<br />

(a) Meet qualifications listed in paragraph f(1).<br />

(b) Successfully complete the Network Management Technician<br />

Warrant Officer Advanced Course (WOAC).<br />

(3) CW4 must—<br />

(a) Meet qualifications listed in paragraph f(2).<br />

( b ) S u c c e s s f u l l y c o m p l e t e t h e W a r r a n t O f f i c e r S t a f f C o u r s e<br />

(WOSC).<br />

(4) CW5 must—<br />

(a) Meet qualications listed in paragraph f(3).<br />

Block III).<br />

(b) Advises the comm<strong>and</strong>er <strong>and</strong> operations officer of the status of<br />

network <strong>and</strong> subnetworks.<br />

( c ) S e r v e s a s t h e o f f i c e r i n c h a r g e o f A N / T Y C - 3 9 M e s s a g e<br />

Switch.<br />

(d) Supervises personnel operating COMSEC equipment.<br />

( e ) E n s u r e s c o m p l i a n c e w i t h o p e r a t i o n a l , a d m i n i s t r a t i v e , a n d<br />

physical security requirements for classified material.<br />

( f ) P l a n s , s u p e r v i s e s , a n d c o n d u c t s t r a i n i n g i n a l l p h a s e s o f<br />
