information systems to support the comm<strong>and</strong> <strong>and</strong> control of the<br />

<strong>Army</strong>’s combat forces during both peace <strong>and</strong> war. Manages, plans,<br />

d e s i g n s , e n g i n e e r s , i n s t a l l s , o p e r a t e s , a n d e v a l u a t e s a u t o m a t i o n ,<br />

communications, <strong>and</strong> visual information systems at all comm<strong>and</strong><br />

levels within the Department of the <strong>Army</strong> <strong>and</strong> the Department of<br />

Defense. Provides transmission, switching, <strong>and</strong> control facilities for<br />

weapons systems, comm<strong>and</strong> <strong>and</strong> control systems, <strong>and</strong> combat service<br />

support systems. Provides maintenance support for all of the<br />

<strong>Army</strong>’s Signal equipment. In support of division, corps, <strong>and</strong> theater<br />

combined arms operations, the Signal Corps installs, operates, a<br />

myriad of state-of-the-art voice, data, <strong>and</strong> record tactical communications<br />

systems including telephone, cable, switching, circuit con-<br />

satellite. At the strategic level, Signal units engineer, install, <strong>and</strong><br />

operate the <strong>Army</strong>’s portion of the Defense Communications System<br />

<strong>and</strong> its interface with tactical communications elements at theater<br />

<strong>and</strong> corps. Together with its Air Force <strong>and</strong> Navy counterparts, the<br />

Signal Corps manages <strong>and</strong> directs the operation of the global defense<br />

automation, communications, <strong>and</strong> visual information systems<br />

s e r v i n g t h e D e p a r t m e n t o f D e f e n s e a n d N a t i o n a l C o m m a n d<br />

Authority.<br />

8–37. Area of Concentration 250—Network Management<br />

There is one warrant officer specialty within this AOC. The skills<br />

<strong>and</strong> knowledge required to qualify for these specialties provide the<br />

<strong>Army</strong> with a source of expertise for the proper employment <strong>and</strong><br />

support of strategic <strong>and</strong> tactical communications <strong>and</strong> automation<br />

networks.<br />

8–38. <strong>Military</strong> <strong>Occupational</strong> Specialty 250A—<br />

Communications Security Technician<br />

a. Licensing/certification requirement. None.<br />

b. Prerequisites. DA Cir 601 series.<br />

c. MOS 250A. MOS 250A <strong>and</strong> 250A7 are accession MOSs. The<br />

enlisted feeder MOSs are 74C <strong>and</strong> 97G. MOSs 250A8 <strong>and</strong> 250AZ<br />

are nonaccession MOSs supported by officer first qualified in MOS<br />

250A0.<br />

d. Associated SQI.<br />

(1) 0—No special qualifications.<br />

(2) 7—Parachutist.<br />

(3) 8—Instructor.<br />

(4) T—Transition (personnel only).<br />

(5) Z—Research, Development, Test, <strong>and</strong> Evaluation Technician.<br />

e. Associated ASI.<br />

(1) 6M—Mobilization <strong>and</strong> Demobilization Operations.<br />

(2) 6P—Master Fitness Trainer.<br />

f. Qualifications.<br />

(1) WO1/CW2 must—<br />

(a) Complete the Communications Security Technician Warrant<br />

Officer Basic Course including the St<strong>and</strong>ardized COMSEC Custodian<br />

Course.<br />

(b) Meet vision <strong>and</strong> hearing st<strong>and</strong>ards of AR 40-501 for assignment<br />

of officers to Signal Corps <strong>and</strong> have full use of both h<strong>and</strong>s.<br />

( c ) B e a U . S . c i t i z e n . Q u a l i f y f o r a s e c u r i t y c l e a r a n c e o f<br />

SECRET.<br />

(2) CW3 must—<br />

(a) Meet qualifications described in paragraph f(1).<br />

(b) Complete the Communications Security Technician Warrant<br />

Officer Advance Course.<br />

(3) CW4 must—<br />

(a) Meet qualifications described in paragraph f(2).<br />

(b) Complete the Warrant Officer Staff Course (WOSC).<br />

(4) CW5 must—<br />

(a) Meet qualifications described in paragraph f(3).<br />

g. Duties.<br />

(1) WO1/CW2—<br />

(a) Manages personnel, equipment, <strong>and</strong> facility assets for the<br />

o p e r a t i o n o f t e l e c o m m u n i c a t i o n s a n d c o m m u n i c a t i o n s s e c u r i t y<br />

activities.<br />

(b) Supervises personnel operating COMSEC equipment.<br />

(c) Ensures compliance with operational, administrative activities<br />

<strong>and</strong> assigns work to subordinates.<br />

(d) Plans, supervises <strong>and</strong> conducts training in all phases of telecommunications<br />

center <strong>and</strong> COMSEC operations.<br />

(e) Ensures proper communications discipline.<br />

(f) Supervises operation of COMSEC inventory control facilities.<br />

(g) Manages COMSEC procurement actions.<br />

(h) Develops new equipment fielding plans <strong>and</strong> O&O concepts,<br />

<strong>and</strong> manages COMSEC material distribution.<br />

(i) Assists units in the development of language for low level<br />

cryptosystems.<br />

(j) Acts as COMSEC advisor to the comm<strong>and</strong>er.<br />

(k) Develops operating procedures <strong>and</strong> analyzes <strong>and</strong> interprets<br />

technical data employed in the operation of AUTODIN switching<br />

centers.<br />

(l) Ensures compliance with applicable security regulations.<br />

(m) Assumes responsibility for the COMSEC account.<br />

(2) CW3—<br />

(a) Performs duties described in paragraph g(1).<br />

(b) Provides guidance <strong>and</strong> technical direction to subordinate operating<br />

elements.<br />

(3) CW4—<br />

(a) Performs duties described in paragraph g(2).<br />

(b) Provides guidance <strong>and</strong> technical direction to subordinate operating<br />

<strong>and</strong> staff elements.<br />

(4) CW5—<br />

(a) Performs duties described in paragraph g(3).<br />

(b) Oversee the MOS life cycle management for all personnel<br />

proponent functions for all Signal Corps warrant officer MOS.<br />

h. Grading <strong>and</strong> position titles. Authorized position titles are provided<br />

in tables 6-2 <strong>and</strong> 6-3. The following grades are used to code<br />

positions into one of four definable skill levels: W2 equals WO1/<br />

CW2; W3 equals CW3; W4 equals CW4; <strong>and</strong> W5 equals CW5. The<br />

grades are listed in the following st<strong>and</strong>ards of grade tables:<br />

(1) Table 8-250A-1. St<strong>and</strong>ards of grade TOE/MTOE.<br />

(2) Table 8-250A-2. St<strong>and</strong>ards of grade TDA.<br />

8–39. <strong>Military</strong> <strong>Occupational</strong> Specialty 250B—Tactical<br />

Automated Network Technician<br />

a. Licensing/certification requirement. None.<br />

b. Prerequisites. DA Cir 601 series.<br />

c. MOS 250B. MOSs 250B0 <strong>and</strong> 250B7 are accession MOSs.<br />

of officers to Signal Corps, have normal color discrimination<br />

per AR 40-501, <strong>and</strong> have full use of both h<strong>and</strong>s.<br />

( c ) B e a U . S . c i t i z e n . Q u a l i f y f o r a s e c u r i t y c l e a r a n c e o f<br />

SECRET.<br />

(2) CW3 must—<br />

(a) Meet qualifications described in paragraph f(1).<br />
