(a) Serves in the Special Forces Operational Detachment “A”<br />

(ODA) as the Assistant Detachment Comm<strong>and</strong>er.<br />

(b) Is second in comm<strong>and</strong> of an ODA. Comm<strong>and</strong>s in the absence<br />

of the Detachment Comm<strong>and</strong>er.<br />

(c) Has the capability of comm<strong>and</strong>ing a task organized operational<br />

element.<br />

(d) Comm<strong>and</strong>s half the ODA during split team operations.<br />

(e) Provides technical expertise to the Comm<strong>and</strong>er in the areas of<br />

Special Forces operational administration, intelligence, operations,<br />

logistics, civil-military affairs, <strong>and</strong> psychological operations.<br />

( f ) D e v e l o p s , m a i n t a i n s , a n d c o n t i n u a l l y u p d a t e s o p e r a t i o n a l<br />

plans <strong>and</strong> targeting data for deployable elements.<br />

(g) Assists in the management of predeployment planning, training,<br />

<strong>and</strong> development of operational detachments.<br />

(h) Develops, directs, supervises, <strong>and</strong> conducts training for U.S.<br />

<strong>and</strong> foreign military/paramilitary forces worldwide.<br />

(i) Advises the Comm<strong>and</strong>er on all aspects of Special Forces Operations<br />

<strong>and</strong> Specialized Training to include: <strong>Military</strong> Free Fall<br />

(MFF), Combat Dive (UMO), Special Operations Training (SOT),<br />

Survival Evasion Resistance Escape (SERE), Special Forces Target<br />

Interdiction (SOTI). Special Forces Advanced Reconnaissance Target<br />

Analysis <strong>and</strong> Exploitation (SFARTAEC), Advanced Special Operations<br />

Techniques (ASOT), Psychological Operations (PSYOPS),<br />

<strong>and</strong> Civil Affairs (CA).<br />

(j) Advises the comm<strong>and</strong>er on the regional considerations of Special<br />

Forces Operations in the operational environment based upon<br />

his cultural awareness, regional ability <strong>and</strong> linguistic skills.<br />

(2) CW3—<br />

(a) Performs duties described in paragraph g(1).<br />

(b) Advises the Operational Detachment “B” Comm<strong>and</strong>er on all<br />

aspects of Special Forces Operations <strong>and</strong> Specialized Training.<br />

(3) CW4 performs duties described in paragraph g(1)(c) <strong>and</strong> (e-j).<br />

Group.<br />

(4) CW5—<br />

(a) Performs duties described in paragraph g(1)(c) <strong>and</strong> (e-j).<br />

(b) Develops, reviews, <strong>and</strong> updates the life cycle management<br />

process for Special Forces warrant officers.<br />

h. Grading <strong>and</strong> position titles. Authorized position titles are provided<br />

in tables 6-2 <strong>and</strong> 6-3. The following grades are used to code<br />

positions into one of four definable skill levels: WO1/CW2; W3<br />

equals CW3; W4 equals CW4; <strong>and</strong> W5 equals CW5. The grades are<br />

listed in the following st<strong>and</strong>ards of grade tables:<br />

(1) Table 8-180A-1. St<strong>and</strong>ards of grade TOE/MTOE.<br />

(2) Table 8-180A-2. St<strong>and</strong>ards of grade TDA.<br />

8–31. Branch 21—Corps of Engineers<br />

(Proponent: Engineer School) Organizes <strong>and</strong> manages personnel <strong>and</strong><br />

organizations responsible for providing engineer support on the battlefield.<br />

Plans, organizes, <strong>and</strong> supervises maintenance <strong>and</strong>/or repair<br />

of equipment to support comm<strong>and</strong>ers in their real property maintenance<br />

activities (RPMA) <strong>and</strong> the maintenance of installed electrical<br />

power plants of a least 500 KW capacity, of up to three generators<br />

having a combined capacity of 500 to 7500 KW capacity <strong>and</strong> the<br />

installation <strong>and</strong> maintenance of high voltage electrical power lines.<br />

Provides topographic operations <strong>and</strong> planning support to include<br />

terrain information <strong>and</strong> analysis, terrain data <strong>and</strong> maps, <strong>and</strong> expedient<br />

topographic products to intelligence, weapon, comm<strong>and</strong> <strong>and</strong><br />

control, <strong>and</strong> support systems. Manages training developments, prepares<br />

<strong>and</strong> presents instruction <strong>and</strong> written doctrine for Engineer<br />

Officers <strong>and</strong> Noncommissioned Officers.<br />

8–32. Area of Concentration 210—Utilities Operation <strong>and</strong><br />

Maintenance<br />

There is one warrant officer specialty within this AOC. The skills<br />

<strong>and</strong> knowledge required to qualify for this specialty provide technical<br />

expertise to operate, maintain, <strong>and</strong> repair the <strong>Army</strong>’s utility<br />

systems.<br />

8–33. <strong>Military</strong> <strong>Occupational</strong> Specialty 210A—Utilities<br />

Operation <strong>and</strong> Maintenance Technician<br />

a. Licensing/certification requirements. None.<br />

b. Prerequisites. DA Cir 601 series.<br />

c. MOS 210A. MOS 210A is an accession MOS. The enlisted<br />

feeder MOSs are 51B, 51H, 51K, 51R, 52C, 52D, 52G, <strong>and</strong> 52E.<br />

d. Associated SQI.<br />

(1) 0—No special qualifications.<br />

(2) 5—Power Systems Technician.<br />

(3) 7—Parachutist.<br />

(4) 8—Instructor.<br />

(5) T—Transition (personnel only).<br />

(6) Z—Research, Development, Test, <strong>and</strong> Evaluation Technician.<br />

e. Associated ASI.<br />

(1) 6M—Mobilization <strong>and</strong> Demobilization Operations.<br />

(2) 6P—Master Fitness Trainer.<br />

f. Qualifications.<br />

(1) WO1/CW2 must—<br />

(a) Complete the Utilities Operations <strong>and</strong> Maintenance Technician<br />

Warrant Officer Basic Course.<br />

(b) Have 20/20 correctable vision, normal color discrimination<br />

per AR 40-501 (for SQI 5 only), full use of upper <strong>and</strong> lower<br />

extremities, <strong>and</strong> have normal hearing per AR 40-501.<br />

( c ) B e a U . S . c i t i z e n . Q u a l i f y f o r a s e c u r i t y c l e a r a n c e o f<br />

SECRET.<br />

(2) CW3 must—<br />

(a) Meet qualifications described in paragraph f(1).<br />

(b) Complete the Utilities Operation <strong>and</strong> Technician Warrant Officer<br />

Advanced Course.<br />

(3) CW4 must—<br />

(a) Meet qualifications described in paragraph f(2).<br />

(b) Complete the Warrant Officers Staff Course (WOSC).<br />

(4) CW5 must—<br />

(a) Meet qualifications described in paragraph f(3).<br />

(b) Complete the Warrant Officer Senior Staff Course (WOSSC).<br />

g. Duties.<br />

(1) WO1/CW2—<br />

(a) Develops <strong>and</strong> provides detailed input to the repair <strong>and</strong> maintenance<br />

of power generation equipment <strong>and</strong> provides input to comm<strong>and</strong><br />

operating budgets.<br />

(b) Supervises organizational maintenance of wheeled vehicles,<br />

mobile medical support equipment, <strong>and</strong> utility power plants found in<br />

the mobile hospitals.<br />

(c) Supervises operations, repair, <strong>and</strong> maintenance of facilities<br />

<strong>and</strong> utilities found in a station hospital.<br />

(d) Supervises the Fire Prevention Program <strong>and</strong> fire fighting efforts<br />

in station hospitals.<br />

(e) Repairs, modifies, <strong>and</strong> rehabilitates utilities systems <strong>and</strong> subsystems,<br />

facilities, structures, powerplants, station <strong>and</strong> mobile hospitals.<br />

Performs quality assurance for all work within assigned mission<br />

areas.<br />

(f) Supervises preparation of log books, operating reports, malfunction<br />

reports, supply, <strong>and</strong> maintenance records.<br />

( g ) P r e p a r e s f o r m a l t e c h n i c a l a n d a d m i n i s t r a t i v e r e p o r t s a n d<br />

correspondence.<br />

( h ) S u p e r v i s e s t h e i n s t a l l a t i o n , o p e r a t i o n , a n d m a i n t e n a n c e o f<br />

high voltage transmission systems.<br />

(2) CW3—<br />

(a) Performs duties described in paragraph g(1).<br />

( b ) S u p e r v i s e s t h e r e p a i r o f f a c i l i t i e s w a t e r s u p p l y s y s t e m s ,<br />

plumbing, sewage, heating <strong>and</strong> air conditioning systems.<br />

(c) Reads <strong>and</strong> interprets blueprints, engineering drawings, electrical<br />

wiring schematic diagrams, <strong>and</strong> specifications.<br />

(d) Estimates construction material, equipment <strong>and</strong> personnel req<br />

u i r e m e n t s f o r m a i n t e n a n c e a n d r e p a i r o f f a c i l i t i e s , p l a n t s a n d<br />

utilities.<br />

(e) Comm<strong>and</strong>s separate detachments performing theater prime<br />

power production missions.<br />

(f) Supervises the installation, operation, <strong>and</strong> maintenance of high<br />

voltage transmission systems.<br />
