Kuchelmeister-D, RTHK Munich Dec 3) ARGENTINA The Argentine government is prohibiting the use of any equipment containing injurious Polychlorinated Biphenyl (PCB) from January 1 2011. All the shortwave transmitters of RAE, installed many years ago and which use PCB contained parts, will not allowed to be on air after January 1 unless they are replaced or repaired. The Argentine government has not prepared any budget for this. Their shortwave transmitter is probably a Harris SW-100 at General Pacheco installed in 1977. (Takahito Akabayashi-JPN, dxld and direct) RAE signal quality has been poor to nonexistent for years now. Wasn't always that way back in the 70's I recall decent reception of their late night English broadcasts on 9690. The last time I heard RAE approaching a reasonably listenable signal here was 7 or 8 years ago. Now it is just barely fluttering above the noise floor, or completely inaudible. RAE needs to get serious about a shortwave operation, or pull the plug. Images of transmitter under flooding : (via Alokesh Gupta-IND, dxld Nov 24) CHAD [and non] 6165 Saturday Nov 20 at 2255 UT, fair signal with hilifish music, 2300 French announcements but could not make out an ID or sign-off, yet 2301 right into military band with anthem to 2302* UT. RNT presumably still signs off a semihour earlier on days other than Saturday. And Jean-Michel Aubier reports it's about to get whammed by KBS World Radio via France on 6165 at 2100-2200 UT starting Dec 1, in French to Africa! What are they thinking? Poor Chad is not in HFCC, so ignore it! And why should Chad bother, with only one active SW transmitter? Will it be driven back to 4905 kHz, or even 7120 kHz? And what about Croatia, also on 6165 kHz? Another failure of frequency management, by KBS and/or M&B/TDF, relying on documents rather than turning on a radio, or godforbid, consulting DX bulletins to find out what is really on a frequency before picking it.
