4.1.5.1 Bernalillo County<br />

<strong>Water</strong> use in Bernalillo County is regulated by ordinances, and guided by a <strong>Water</strong> Conservation<br />

<strong>Plan</strong> and the Albuquerque/Bernalillo County Comprehensive <strong>Plan</strong> (City of Albuquerque, as<br />

amended through 2013 [further updating is currently in progress]).<br />

The Bernalillo County Code of Ordinances has a number of provisions relating to water use.<br />

• Section 30-153 of the Code establishes a combined city, water authority, and county<br />

board called the <strong>Water</strong> Protection Advisory Board, the purpose of which is to advise the<br />

three governmental entities on surface and groundwater protection concerns, including<br />

policies necessary to enhance protection of surface and groundwater quality, oversee<br />

implementation of the groundwater protection policy and action plan, promote<br />

consistency in city, authority, and county actions to protect surface and groundwater<br />

quality, and advocate effective protection of surface and groundwater quality.<br />

• Section 30-241 of the Code sets forth water conservation requirements in order to reduce<br />

per capita water use, encourage responsible use of water, reduce water waste, require<br />

conservation measures for new developments, and preserve water supplies within the<br />

County.<br />

• Section 30-247 outlines outdoor water restrictions.<br />

• Section 30-248 prohibits water waste.<br />

• Section 30-249 sets forth design and construction requirements for new developments.<br />

The Subdivision Code, Sections 74-96 and 97 outlines the water availability assessments for<br />

subdivisions.<br />

Bernalillo County’s <strong>Water</strong> Conservation <strong>Plan</strong> (04/21/2006) sets for the following initial goals for<br />

the plan and its implementation:<br />

• Evaluate current water usage.<br />

• Evaluate mandatory, voluntary, and other conservation measures for the <strong>Water</strong><br />

Conservation <strong>Plan</strong>.<br />

• Determine resource levels for the water conservation program.<br />

• Determine sources of funding for the water conservation program.<br />

• Develop priorities.<br />

• Set measurement goals and criteria.<br />

• Improve baseline information on County water usage and update annually.<br />
