CHAPTER -1<br />

Background


• Dr. A P J Abdul Kalam, the former President of India during his<br />

inaugural address to the <strong>Africa</strong>n Parliament in Johannesburg on<br />

16th Sep. 2004, proposed to connect all 53 AU member countries<br />

with Indian institutions with a satellite and fiber-optic network to<br />

share India’s expertise in the fields of Education and Health care for<br />

accelerated socio-economic development of <strong>Africa</strong><br />

• AU accepted the Indian proposal and signed an umbrella MOU with<br />

Govt. of India (through Ministry of External Affairs – Nodal<br />

Ministry)<br />

• Govt. of India appointed TCIL as the turnkey implementing Agency of<br />

the project network<br />

• The network primarily provides e-Services with priority on:<br />

- Tele-education, Tele-medicine, and VVIP Connectivity<br />

(video-conferencing and VoIP among the Heads of <strong>Africa</strong>n States)


• Ethiopia Pilot Project taken up from November 2006 to June<br />

2008 at a budgetary cost of 2 Million US Dollars to establish network<br />

and delivering tele-education, tele-medicine and Continued Medical<br />

Education (CME) connecting the following Centres:<br />

1. Indira Gandhi National Open University (IGNOU), New Delhi<br />

2. CARE Hospital, Hyderabad<br />

Ethiopia:<br />

1. Addis Ababa University, Addis Ababa<br />

2. Haramaya University (east of Addis Ababa)<br />

3. Black Lion Hospital, Addis Ababa<br />

4. Nekempte Hospital, Nekempte (west of Addis Ababa).<br />

• IGNOU delivered Tele-education for MBA Program with 34<br />

students.<br />

• Care Hospital delivered 43 Nos. of Tele-Consultations and 27 CME<br />

sessions<br />

• Project was merged into main project for operations and maintenance<br />

of Pilot Project services

Key Challenges Faced During<br />

Implementation Of The Project


A. IMPLEMENTATION PHASE CHALLENGES<br />

• The Implementation challenges included coordination<br />

for appointment of country<br />

coordinators, site coordinators, selection and<br />

deployment of suitable manpower for<br />

supervision and Implementation.<br />

• Challenges in most of the project life cycle<br />

activities were also faced such as during the<br />

design of the network, logistics, delivery, setting<br />

up of network, operations of network, delivery of<br />

services etc.<br />

• Experienced domain experts and project<br />

managers were involved for meeting the<br />

challenges and successful implementation of<br />

the project.


B. DESIGN PHASE CHALLENGES<br />

• Design stage challenges involved the selection of<br />

right technologies for the following :<br />

• infrastructure for communication<br />

• Tele- education services from 5 Indian universities and<br />

5 <strong>Africa</strong>n regional universities located in different<br />

parts of India and <strong>Africa</strong>n continent<br />

• Tele-medicine and Continued medical education<br />

services from 12 Indian super specialty hospitals and<br />

5 <strong>Africa</strong>n regional super specialty hospitals located in<br />

different parts of India and <strong>Africa</strong><br />

• Secured and non-intrusive VVIP communication<br />

amongst the head of states of <strong>Africa</strong>n countries.


C. LOGISTICS STAGE CHALLENGES<br />

• Logistics stage challenges involved planning and<br />

development of sub-projects and sub-components for<br />

implementation of project which included :<br />

• Communication network for connecting Indian<br />

University Centers (UCs) and Super Specialty<br />

Hospitals (SSHs) based on Multi Protocol layered<br />

Switching (MPLS)<br />

• Communication network for connecting Learning<br />

centers (LCs), Patient End Hospitals (PEH)<br />

• VVIP nodes in all <strong>Africa</strong>n countries

D. DELIVERY STAGE CHALLENGES<br />

• Delivery stage challenges involved monitoring of the<br />

deliveries of equipments from different vendors, coordination<br />

in different countries and sites with country<br />

coordinators and site coordinators for customs<br />

clearance, taking over the deliveries and their safe<br />

custody.<br />

E. EQUIPMENT DEPLOYMENT CHALLENGES<br />

• Equipment deployment challenges included follow up<br />

with country coordinators for site allotment, site<br />

preparation followed by surveys by TCIL to ensure<br />

effective deployment of the infrastructure in the<br />

countries.


• Operation of services on the pan <strong>Africa</strong>n e-<strong>Network</strong> threw<br />

challenges of defining timings for the delivery of Teleeducation<br />

and Tele-medicine services considering<br />

different time zones of India and east <strong>Africa</strong>n countries<br />

and West <strong>Africa</strong>n countries.<br />

• The time management for provision of services from the<br />

Indian universities and super specialty hospitals and time<br />

sharing of the common resources of the network was<br />

defined for effective operations of the services.

First Inaugural Special Lectures was delivered by Hon’ble<br />

Former President of India Dr APJ Abdul Kalam was held on 23<br />

May 2012 on the topic “Target 3 Billion People<br />

Target 3 billion" is a book Co-authored by Dr Kalam highlighting the vision<br />

for empowerment of 3 billion people who live in rural areas of the<br />

underdeveloped, developing and poorer parts of the developed world; who<br />

live in conditions of under-utilization of their talent and resources, with the<br />

global model of development failing to lift their lives out of poverty. The<br />

empowerment of the 3 billion people are envisioned by Dr Kalam through<br />

innovative , environment friendly solutions to get not only the urban<br />

amenities in the rural areas, but also to integrate with outside markets."
