<strong>The</strong> Ministry of Health (MOH) in <strong>New</strong><br />

<strong>Zealand</strong> continues to encourage<br />

the promotion of shared services<br />

between District Health Boards<br />

(DHBs) to reduce the long term<br />

operating cost to the NZ health<br />

sector. Canterbury DHB (CDHB)<br />

together with Taranaki DHB (TDHB),<br />

Nelson Marlborough DHB (NMDHB)<br />

and the Hawke’s Bay DHB (HBDHB)<br />

is an effective working model of<br />

such a Shared Services Network.<br />

<strong>The</strong> Configuration<br />

CDHB operate the Delphic Laboratory Information<br />

System (Delphic LIS). <strong>The</strong> CDHB Delphic LIS is on<br />

an IBM RS 6000 HA70 Unix platform (HACMP) using<br />

an Oracle Database. As part of the shared services<br />

environment, the system supports all of the CDHB<br />

laboratories as well as the laboratories operating<br />

within Nelson Marlborough, Taranaki and Hawke’s<br />

Bay DHBs.<br />

Canterbury DHB<br />

CDHB provide, plan and fund local public<br />

hospital and health services throughout the<br />

Canterbury region of the South Island of <strong>New</strong><br />

<strong>Zealand</strong>, serving an approximate population of<br />

480,000 people. Canterbury Health Laboratories<br />

(CHL) is an integral component of the DHB.<br />

Multilab Shared Services<br />

LabAlliance, <strong>New</strong> <strong>Zealand</strong><br />

CHL is the largest and most well equipped laboratory<br />

in the South Island of <strong>New</strong> <strong>Zealand</strong>. <strong>The</strong>y provide<br />

laboratory services to the city of Christchurch<br />

and several regional hospitals and communities,<br />

as well as acting as a referral laboratory for other<br />

sites throughout the country.<br />

Nelson Marlborough DHB<br />

NMDHB provide an extensive range of services<br />

and managed patient facilities extending across<br />

the north of <strong>New</strong> <strong>Zealand</strong>’s South Island, serving<br />

approximately 120,000 people.<br />

Laboratory services operate at both of the DHBs key<br />

hospitals i.e. Nelson Hospital and Wairau Hospital.<br />

NMDHB joined the Delphic LIS Shared Services<br />

Network at CDHB in February 1999.<br />

benefits the Laboratory, health<br />

providers and ultimately,<br />

<strong>The</strong> <strong>Patient</strong><br />

Taranaki DHB<br />

Canterbury Health Laboratory<br />

TDHB provide public health, medical, surgical, mental<br />

health, allied health, ambulance and primary<br />

health care services to the Taranaki region and<br />

approximately 106,000 people.<br />

Taranaki has two hospitals, Taranaki Base Hospital<br />

in <strong>New</strong> Plymouth and Hawera Hospital, with outlying<br />

health centres at smaller remote sites. TDHB joined<br />

the Delphic LIS Shared Service system at CDHB in<br />

January 2001.<br />

<strong>The</strong> LabAlliance Shared Services Network<br />

<strong>The</strong> diagram below shows the four DHBs included in the Shared Services Network. TDHB and HBDHB<br />

connect to the Wide Area Network(WAN) through a ‘Health Intranet’ funded the NZ Government.<br />

Hawke’s Bay District Health Board<br />

<strong>The</strong> HBDHB consists of a 400 bed hospital in<br />

Hastings and a number of health centres throughout<br />

the Hawke’s Bay region and the Chatham<br />

Islands. Serving an approximate population of<br />

146,000, the HBDHB provides hospital and community<br />

healthcare services, information and support<br />

services, health promotion and environmental<br />

protection services to the region.<br />

<strong>The</strong> HBDHB joined the CDHB Delphic MultiLab<br />

Shared Services Environment in April 2003, allowing<br />

them to provide quality laboratory services in a<br />

cost-efficient manner.<br />

<strong>The</strong> Benefits<br />

By sharing the Delphic LIS application across a Wide<br />

Area Network (WAN), the four DHBs have reduced<br />

associated costs dramatically. Purchasing of hardware<br />

can be shared and software upgrade costs<br />

are effectively reduced by up to 50%.<br />

As TDHB , NMDHB and HBDHB utilise CDHB as a<br />

referral site, the Shared Services Network allows<br />

enhanced reporting efficiency for referred tests,<br />

thereby reducing turnaround times.<br />

Additionally there are obvious benefits to the patient<br />

care process. Each DHB can benefit from the ability<br />

to access cumulative patient information using<br />

a Clinical Information Reporsitory, such as Eclair<br />

(Electronic Clinical Information Repository).<br />

Overall, the Shared Services Network benefits the<br />

laboratory, the health provider and ultimately, the<br />

patient.<br />

Models such as that exemplified in the Lab Alliance<br />

Shared Services Network, assist not only in the<br />

reduction of long term operating costs to the NZ<br />

health sector, but also align themselves to the current<br />

MOH/DHB philosophy.<br />
