The Ministry of Health (MOH) in New
Zealand continues to encourage
the promotion of shared services
between District Health Boards
(DHBs) to reduce the long term
operating cost to the NZ health
sector. Canterbury DHB (CDHB)
together with Taranaki DHB (TDHB),
Nelson Marlborough DHB (NMDHB)
and the Hawke’s Bay DHB (HBDHB)
is an effective working model of
such a Shared Services Network.
The Configuration
CDHB operate the Delphic Laboratory Information
System (Delphic LIS). The CDHB Delphic LIS is on
an IBM RS 6000 HA70 Unix platform (HACMP) using
an Oracle Database. As part of the shared services
environment, the system supports all of the CDHB
laboratories as well as the laboratories operating
within Nelson Marlborough, Taranaki and Hawke’s
Bay DHBs.
Canterbury DHB
CDHB provide, plan and fund local public
hospital and health services throughout the
Canterbury region of the South Island of New
Zealand, serving an approximate population of
480,000 people. Canterbury Health Laboratories
(CHL) is an integral component of the DHB.

Multilab Shared Services
LabAlliance, New Zealand
CHL is the largest and most well equipped laboratory
in the South Island of New Zealand. They provide
laboratory services to the city of Christchurch
and several regional hospitals and communities,
as well as acting as a referral laboratory for other
sites throughout the country.
Nelson Marlborough DHB
NMDHB provide an extensive range of services
and managed patient facilities extending across
the north of New Zealand’s South Island, serving
approximately 120,000 people.
Laboratory services operate at both of the DHBs key
hospitals i.e. Nelson Hospital and Wairau Hospital.
NMDHB joined the Delphic LIS Shared Services
Network at CDHB in February 1999.

Taranaki DHB
Canterbury Health Laboratory
TDHB provide public health, medical, surgical, mental
health, allied health, ambulance and primary
health care services to the Taranaki region and
approximately 106,000 people.
Taranaki has two hospitals, Taranaki Base Hospital
in New Plymouth and Hawera Hospital, with outlying
health centres at smaller remote sites. TDHB joined
the Delphic LIS Shared Service system at CDHB in
January 2001.

The LabAlliance Shared Services Network
The diagram below shows the four DHBs included in the Shared Services Network. TDHB and HBDHB
connect to the Wide Area Network(WAN) through a ‘Health Intranet’ funded the NZ Government.
Hawke’s Bay District Health Board
The HBDHB consists of a 400 bed hospital in
Hastings and a number of health centres throughout
the Hawke’s Bay region and the Chatham
Islands. Serving an approximate population of
146,000, the HBDHB provides hospital and community
healthcare services, information and support
services, health promotion and environmental
protection services to the region.
The HBDHB joined the CDHB Delphic MultiLab
Shared Services Environment in April 2003, allowing
them to provide quality laboratory services in a
cost-efficient manner.
The Benefits
By sharing the Delphic LIS application across a Wide
Area Network (WAN), the four DHBs have reduced
associated costs dramatically. Purchasing of hardware
can be shared and software upgrade costs
are effectively reduced by up to 50%.
As TDHB , NMDHB and HBDHB utilise CDHB as a
referral site, the Shared Services Network allows
enhanced reporting efficiency for referred tests,
thereby reducing turnaround times.
Additionally there are obvious benefits to the patient
care process. Each DHB can benefit from the ability
to access cumulative patient information using
a Clinical Information Reporsitory, such as Eclair
(Electronic Clinical Information Repository).
Overall, the Shared Services Network benefits the
laboratory, the health provider and ultimately, the
patient.
Models such as that exemplified in the Lab Alliance
Shared Services Network, assist not only in the
reduction of long term operating costs to the NZ
health sector, but also align themselves to the current
MOH/DHB philosophy.
