CITY LINES QUARTERLY NEWSLETTER
WINTER EDITION 2017
PARKING BAN
The Marinette Police Department would like to remind area residents that the overnight parking ban has been in effect
since December 1, 2015 at 1:00 a.m. There does not need to be snow on the ground for this ordinance to be enforced.
The ordinance states that there will be NO overnight parking on City of Marinette streets from the hours of 1:00 a.m. –
7:00 a.m. from December 1 st – April 1 st . Residents are reminded that the parking violation penalties are $20.00 and they
double if not paid within 72 hours.
FAÇADE IMPROVEMENT PROGRAM
1 st FAÇADE IMPROVEMENT PROGRAM DEADLINE IS MARCH 1 ST FOR 2017
Effective in 2017, there is an increase in the Façade Improvement Program (FIP) City Grant from $7,500 to
$10,000. The goal of the FIP is to encourage improvements that stress the historic significance and uniqueness
of downtown structures through building restoration. New in 2017 are the retail/commercial areas near
Menekaunee Harbor that include businesses along Ogden and Hosmer Streets. The total project dollar amount
that could be considered for reimbursement is now up to $20,000. The City’s financial participation would be
50% of that eligible rehabilitation improvement project cost, bumping up the maximum matching grant award
to the $10,000. Applications, rules and the current boundary map may be obtained at the Community
Development Office, 1905 Hall Avenue or at the City website: www.marinette.wi.us. Also new for 2017 is the
creation of two grant application deadlines, retaining the current application deadline for end-of-day, March
1 st each year with the completion date no later than December 31 st of that current year. The second deadline
is end-of-day, September 1 st each year with a completion date no later than December 31 st of the following
year.
WINTER MAINTENANCE CAN SAVE LIVES
The Marinette Fire Department is asking citizens to once again “Adopt-a-Hydrant” during the winter months.
Neighbors can help protect neighbors by removing snow from around nearby fire hydrants so that they are
accessible to fire fighters from the street. This only takes a few minutes and saves precious time that can be
lost during a fire if hydrants are obstructed or not locatable because they are buried by snow.
TIMELY SNOW AND ICE REMOVAL
All City of Marinette residents and business owners are reminded that it is their responsibility to clear
sidewalks of snow and ice within twenty four (24) hours of the cessation of a snowfall, and sidewalks should
be kept clear of ice and snow thereafter.
Residents and business owners are also reminded that it is unlawful for any person clearing snow from parking
lots, driveways, garages, or other areas, to pile or distribute snow in a city street or alley.

City Ordinance 6-2-7 “Snow and Ice Removal” states as follows: “Owner’s Responsibility. The owner, lessee,
occupant, or person in charge of each and every building or structure or unoccupied lot in the City of
Marinette fronting or abutting any street shall clean, or cause to be cleaned, the sidewalk in front of or
adjoining each such home, building, or unoccupied lot, as the case may be of snow or ice to the width of such
sidewalk within twenty four (24) hours of the cessation of such snowfall and shall cause the same to be kept
clear from ice and snow…”
City Ordinance Section 6-2-8 “Deposit of Snow and Ice on Streets Prohibited,” states it is unlawful for any
person in clearing snow from parking lots, driveways, filling stations, garages, or other areas, to pile or
distribute snow, or cause snow to be piled or distributed in a city street or alley.
The city has the right to clear such snow at the property owner’s expense at a minimum rate of $100.00 per
hour (1 hr. minimum), or the city may impose a penalty for any violation of this ordinance.
Dear School District of Marinette Community Members, Staff, Parents, and Students:
As part of the state's ongoing accountability system, report cards are released for each school district in the state of
Wisconsin. For the 2015-16 school year, the Marinette School District achieved an overall rating of "Meets
Expectations.” While realizing it is important to score well on the State Report Card, we also realize it is important for
each student to meet his or her individual growth target. In Marinette, our educators work to ensure all students grow
at a rate appropriate to their current level. Using data, students understand where they are and how they can grow.
We are committed to providing an engaging educational experience for all learners, an excellent working environment
for all employees as well as developing community partnership so students are ready for the next economy.
Respectfully,
Wendy Dzurick, Ed.D, Superintendent
MARINETTE MIDDLE SCHOOL Students Get “Anchored” in Success: Since the beginning of the 2015-16 school year,
MMS staff and administration have been working to develop an academic intervention and enrichment experience for
ALL MMS students. Through the hard work and dedication of every instructional and support staff member, we have
identified and placed students in “Anchor Hours” that are targeted to support them in meeting their individual Reading
and Mathematics Growth Targets. This process is to ensure that students continue to grow, and in some cases “close
the gap” in these areas. For those students who are determined to be proficient or advanced in the areas of
Mathematics and/or Reading, they participate in groups that not only challenge them in Reading or Mathematics, but
also assist in skills such as technical writing, interviewing skills, collaboration, and problem-solving, just to name a few.
MMS instructional Grade-level staff meet every seven weeks to determine the appropriate supports for each MMS
student and the placement into the targeted groupings. In those discussions, staff use academic screening and progressmonitoring
data to determine through which intervention/support a student would benefit from. While the significant
portion of the experiences are aligned to the school’s learning goal of students meeting Reading Growth Targets,
students also have the ability to benefit from Targeted Math Intervention, ELA Enrichment Opportunities, or Projectbased/Inquiry-based
learning through the Genius Hour program. Whatever that support may be, our students are
reaping the benefits.
HIGH SCHOOL! One of our core values stresses learning is a collaborative responsibility. We have been able to work
closely as a team to enhance teaching and learning so that all students are getting high quality instruction at the
universal level. Teachers use collaborative time to plan effective lessons, share new ideas across content areas, discuss
successful student interventions and enrichment, and much more. After just one quarter, 60% of our staff reported an
increase in literacy skills in their students!
Another core value of The Marine Way that has enhanced learning and allowed us to build numerous positive
community partnerships focuses on every member of the community playing a vital role in the education process. One
example is with Boldt Construction. Boldt has 10-15 MHS students join them in the process of constructing the new
hospital. Mr. Eric Cooley and Mr. Matt Draheim are taking the students from the Residential Architecture and
Construction class to the construction site every month to see the progress on the new hospital. Our students have
even had the opportunity to lay some of the exterior brick on the east side of the building! We are very grateful to Boldt
Construction for the impact they are making on our students!
Another exciting opportunity for our students comes from Tyco. Once a month, students will be visiting the Tyco training
building to participate in collaborative projects with their professionals. Our Career and Technical Education Teachers
chaperone the experience and offer any help they can, however, a large part of the responsibility fall on our students.
We are grateful to Tyco for giving our students this amazing opportunity.

It’s elementary, my dear Watson!
GARFIELD ELEMENTARY SCHOOL has its sights set on growth! Like height, we can measure
the growth of our students’ reading ability. Learning is hard work. To honor our
students’ efforts, we are tracking the progress they are making on the district universal
screen called STAR. Walking into our school you will be welcomed by a student
growth chart. All Garfield students are represented on these charts. After the fall
STAR assessment, students met with their teacher and set a goal for the winter and
spring assessment. Students and teachers have identified skills they can work on
to help them attain the goal they set. Learning to read and reading to learn are critical
components of an elementary school. By connecting goals to these skill, we are contributing to critical
life skills as well. We are super excited to watch--literally--our students grow! Stop in to see it!
MENEKAUNEE SUNRISE EARLY LEARNING CENTER’S 5K
students are highly engaged in Writer's Workshop through
the “Being a Writer Program.” It blends the latest writing
research with support for student’s social and ethical
development. This program joins guided instruction with the
writing process. Students develop a strong love of writing.
They gain an ability to write clearly, creatively and
purposefully while becoming familiar with the crafts and
conventions of writing in the major genres. Students at
Sunrise have gained a love for writing and often choose to
write during free choice time.
Writers Workshop happens in caring classroom communities which help students become writers and thinkers
while learning and acting on the values of responsibility, respect, caring, fairness and helpfulness. Students
bring these values to life in their daily interactions.
MERRYMAN ELEMENTARY SCHOOL’S students are taking
responsibility for their own learning through the writing
process. This year all students in first-fourth grade have been
working on a balanced literacy framework using both whole
and small group instruction. So far students have been working
on writing personal narratives and will soon start fiction pieces.
Students utilize word walls, anchor charts, dictionaries, and a
variety of other strategies to support their individual learning
process.
The students are engaged and enjoy writing at school. We hope
they are taking the time to talk to you about writing at home.
The teachers explained this process during open house and at parent-teacher conferences. Want more

information about Collaborative Classroom-Writer’s Workshop? Please contact your child’s teacher. Or are
you interested in volunteering and helping out at school? Please - call at 715-735-2500
You will discover something new at PARK ELEMENTARY SCHOOL this year! It is our building, classroom and
individual data displayed around our building. Our focus is that 100% of our students will meet their individual
reading growth target as measured by the STAR assessment. We will show this three ways at Park. Each
teacher will conference with their students using the student Instructional Planning Report from STAR to
discuss their goals and the recommended skills they will be working on. This same information will be shared
with parents/guardians at upcoming conferences. Students will mark their own progress on individual charts
with their teachers, as well as a classroom chart. There will be growth celebrations when goals are met. Park
will display a chart of overall grade level progress being made from fall to winter and from winter to spring in
the front foyer. Visit us!
