The November, 2016 meeting of the Board of Directors of the Economic Development Alliance<br />
for Brazoria County was held in the Auditorium of the Central Brazoria County Business Park,<br />
4005 Technology Drive, Angleton, Texas 77515, on Monday, November 14, 2016.<br />
The Alliance’s new Veteran’s Day video ran while attendees were arriving and networking.<br />
Chairman Shipp announced that the Kindle Fire devices for each of the attendees will be a cost<br />
savings over the binders, with about an eight to nine month pay back in cost.<br />
ITEM I.<br />
Call to Order – Earl Shipp. Chairman Shipp called the meeting to order at<br />
12:26 P. M.<br />
“Growing Dow’s Future Together” – Earl Shipp. Chairman Shipp gave an<br />
update on The Dow Chemical Company.<br />
ITEM II.<br />
Consider and Approve Minutes of September 12, 2016. Director Rinehart<br />
made a motion to approve the minutes, with a second by Director Croft. The<br />
motion passed unanimously.<br />
ITEM III. Presentation of Financial Reports as of September 30 and October 31,<br />
2016 – Stephanie Sherrodd. Treasurer Sherrodd reported that the September<br />
financials are for the fiscal year end for The Alliance. There is more income<br />
than planned for the year, due to stewardship and leadership. The October<br />
financial reports reflect net income loss. The overages were due to the budget<br />
spread, and the new budget structure not being taken into account. The<br />
budget spread will be revised.<br />
ITEM IV.<br />
Committee Reports<br />
A. Roads and Bridges Sub-Committee – Matt Sebesta. In Judge Sebesta’s<br />
absence, Gary Basinger reported. The notes from the most recent meeting<br />
are included in the packets. Matt Buchanan, from Pearland Economic<br />
Development Corporation, was the speaker.

B. Lower Brazos River Coalition – Matt Sebesta. In Judge Sebesta’s<br />
absence, Gary Basinger reported. The LBRC luncheon was held last<br />
week. The speaker was a climatologist, with a very interesting<br />
presentation.<br />
C. Aviation Marketing Task Force – Jeff Bilyeu. The team just returned<br />
from the National Business Aviation Association (NBAA) Convention and<br />
Exhibition in Orlando. There were over 1,100 exhibitors. Our group<br />
shared a booth with our fuel supplier, which saved us quite a bit on<br />
money. We had a team of six in attendance. This is a great aviation<br />
committee and it’s exciting to work with these folks. The lead generation<br />
firm locates interested parties in advance of the show. The team attended<br />
four to six target meetings each day. We are currently chasing three very<br />
good leads from this conference.<br />
The Maintenance, Repair, and Overhaul (MRO) show will be in April.<br />
We will take our large booth to this show.<br />
The county is finishing an 11,000-square foot hangar next to the terminal<br />
building. Expected completion is by the end of the year. One space in the<br />
hangar is already leased out and there are at least two other interested<br />
parties.<br />
ITEM V.<br />
President’s Report – Sean Stockard.<br />
A. The Alliance recognizes the airport as an untapped tool. We are working<br />
closely to develop the industrial park.<br />
B. Sean has attended several shows. In the future, he will be reporting<br />
following each show, reflecting information on the leads. Many of these<br />
leads have decision making eighteen to thirty-six months out. Over the<br />
past year, there have been six shows attended, which resulted in forty-two<br />
companies interested in doing business in Brazoria County. Sean met with<br />
forty-two companies in arranged meetings. In addition, there were<br />
hundreds of other contacts made at these shows. If you have any<br />
questions, feedback, or suggestions, please let Sean know.<br />
ITEM VI.<br />
Staff Reports<br />
A. Commerce & Industry – Gary Basinger<br />
1. Praxair has gone through the tax abatement process for a new plant.<br />
Hopefully, they will choose Brazoria County.<br />
2. October 21 st was our 6 th Industrial Job Fair. There were 276 people<br />
through the doors in the first hour, with a total of 611 attendees. Gary<br />
talked to a small group at the head of the line who arrived at 3:00 A.M.<br />
They drove five hours from McAllen. The companies with booths<br />
were pleased with the turnout and quality.<br />
3. On September 22 nd , the annual Transportation & Infrastructure<br />
Summit went well. Speaker of the House Joe Straus was the featured<br />
speaker for the event. Holly put together a survey on the event, which<br />
received good feedback.

4. Director Banta asked for an update on the Chocolate Bayou project<br />
mentioned at the last <strong>board</strong> meeting. Gary responded that they have<br />
hired a consultant to locate incentives. The investment decision is<br />
expected late 2016 or early 20<strong>17</strong>.<br />
B. Membership Relations – Holly Schroedter Adams<br />
1. We will continue to work through any issues with the Kindle Fire<br />
devices. You can access the <strong>board</strong> packets online.<br />
2. Appreciation gifts are being hand delivered upon renewal.<br />
3. The newsletters are going out monthly.<br />
4. The Business of the Quarter honor was awarded to Chevron Phillips.<br />
They will receive recognition at our December 1 st Special Membership<br />
Meeting.<br />

November 7, 2000 was the last day without a traffic fatality on Texas highways. Not wearing seat<br />
belts, impaired driving and distracted driving are the primary reasons for traffic fatalities.<br />
For updates on Highway 288 toll lanes construction go to www.drive288.com.<br />
TxDOT has $1.05 billion of projects under development in Brazoria County and $200 million of<br />
TxDOT projects are under construction now in Brazoria County.<br />
The typical Brazoria County TxDOT maintenance budget is $3.2 million, but this fiscal year<br />
TxDOT budgeted $5.5 million for maintenance in the county. Striping is the main maintenance<br />
expense because Brazoria County has more lane miles than any county in the Houston TxDOT<br />
District.<br />
