<strong>Rotorua</strong> Lakes local body elections deliver<br />

little change<br />

Elections are interesting<br />

because of the<br />

chance for the unexpected.<br />

But our local body<br />

elections brought little<br />

change to the makeup of<br />

the council. Mayor Chadwick<br />

and nine incumbent<br />

councillors were re-elected<br />

along with one new<br />

councillor.<br />

This election also provided<br />

the opportunity to reduce<br />

the number of councillors<br />

from 12 to a total of 10.<br />

I suppose I expect all who<br />

are entitled to, will vote.<br />

That they don’t - while<br />

not unexpected - is a mystery<br />

to me. We in the Third<br />

Age vote, so why don’t the<br />

younger sectors of our community<br />

exercise their right?<br />

Excluding special votes,<br />

why did only 45.99 percent<br />

[21,252] of eligible voters<br />

make the effort to participate<br />

in this democratic process?<br />

That the voting papers<br />

are “unfriendly” and confusing,<br />

that voting can’t be<br />

done on line, seem like excuses.<br />

Belief that our vote<br />

is valuable and that we can<br />

effect change, need to override<br />

the hurdles. However<br />

if these are genuine barriers,<br />

then it is a priority for<br />

the Electoral Commission to<br />

find ways to simplify voting.<br />

But what if a significant<br />

sector of our community just<br />

doesn’t connect with local<br />

body politics because they<br />

don’t see their core needs<br />

[housing, job security and<br />

health care] can be catered<br />

for via local government?<br />

This interpretation deserves<br />

further consideration, because<br />

it is perplexing and<br />

serious that so many in our<br />

community consider voting<br />

unimportant or irrelevant to<br />

their daily lives.<br />

For <strong>Grey</strong> <strong>Power</strong>, the result<br />

means little change in the<br />

communication lines with<br />

council. We need to build<br />

on these and strengthen our<br />

lobbying on members’ issues<br />

and concerns.<br />

We will continue to work<br />

with council towards <strong>Rotorua</strong><br />

developing into being<br />

truly age friendly, and easy<br />

access to and the use of<br />

council services and facilities<br />

remain high priority.<br />

Your committee also<br />

meets with local Members<br />

of Parliament regularly. The<br />

role of central government<br />

in providing for the wellbeing<br />

of our senior citizens<br />

is critical. Housing, health,<br />

welfare, wealth, are all areas<br />

needing to be addressed, as<br />

the proportion of us in, and<br />

entering the Third Age in our<br />

community continues to rise.<br />

Partnerships between central<br />

and local governments<br />

are pivotal to meeting these<br />

needs. With 25 percent of<br />

<strong>Rotorua</strong>’s population predicted<br />

to be over 65 in 15<br />

years, planning must address<br />

this growing need in our<br />

communities.<br />

State housing, public<br />

health, social welfare and living<br />

wage levels of superannuation<br />

entitlements must<br />

form part of this future.<br />

The General Election is<br />

only a year away. Three core<br />

issues have been identified<br />

by <strong>Grey</strong> <strong>Power</strong> to develop in<br />

the lead-up to the election:<br />

elective surgery, local body<br />

rates affordability, and maintaining<br />

the level of national<br />

superannuation. Having<br />

these issues identified early,<br />

along with the other issues<br />

already mentioned, will give<br />

<strong>Grey</strong> <strong>Power</strong> direction when<br />

lobbying candidates during<br />

the general election campaign.<br />

The Government has made<br />

changes to the Gold Card<br />

entitlements. Regional councils<br />

are now bulk funded for<br />

reimbursements to provide<br />

free off peak public transport<br />

to Gold Card holders.<br />

This fund is now capped at<br />

the current level of just over<br />

$28m annually for the next<br />

five years. Apart from annual<br />

CPI adjustments for inflation,<br />

any rise in costs will<br />

need to be met by regional<br />

councils’ rates. Already we<br />

are seeing some councils requiring<br />

GoldCard holders to<br />

purchase smartcards to travel<br />

‘free’ in off peak times.<br />

In concluding, I remind you<br />

how <strong>Grey</strong> <strong>Power</strong> was formed<br />

– from a protest against the<br />

port. Around 250 attended<br />

the mayoral forum and nearly<br />

200 came to hear councillor<br />

candidates.<br />

Of course the attendance of<br />

the candidates themselves determines<br />

the overall success, so<br />

<strong>Grey</strong> <strong>Power</strong> appreciated that<br />

all 7 mayoral candidates and<br />

34 of the 35 councillor candidates<br />

accepted our invitations.<br />

[The one apology was due to<br />

a prior out-of-town commitment.]<br />

At the mayoral forum, all candidates<br />

had 3 minutes to introduce<br />

themselves and then<br />

2 minutes to answer each of<br />

three standard questions.<br />

How to provide 34 councillor<br />

candidates with a similar opportunity<br />

was more challenging<br />

and required regimental<br />

organisation, but each had 3<br />

minutes to convince the audience<br />

‘Why you should vote for<br />

me’.<br />

The organisational objective<br />

was to provide all candidates<br />

with an equal opportunity to<br />

speak and put their case for<br />

election.<br />

Migrant Connect Service<br />

Most of us will know<br />

someone who has<br />

recently moved to settle<br />

in New Zealand – maybe a<br />

neighbour, a work mate, relation<br />

or family friend. Regardless<br />

of where someone<br />

has come from, chances are<br />

if they have recently moved<br />

to New Zealand they will<br />

probably have lots of questions<br />

about how things<br />

work here - and the Citizens<br />

Advice Bureau can help.<br />

Migrant Connect is the Settlement<br />

Information Service<br />

that is offered from 30 Bureau<br />

throughout the country,<br />

including the <strong>Rotorua</strong> Bureau.<br />

New migrants can visit the Bureau<br />

to find out all sorts of information<br />

that will help them<br />

settle into the Kiwi way of life<br />

– how to enrol with a GP, the<br />

education system, how to get<br />

an IRD number, your rights<br />

as a tenant, an employee, a<br />

consumer, what community<br />

groups and organisations you<br />

can join, who needs volunteers,<br />

local community organisations<br />

– and any other enquiries<br />

they may have about their<br />

new country.<br />

The Bureau also has access<br />

to Language Connect – a free,<br />

multi-lingual service providing<br />

Government Act Amendment<br />

This week we have one<br />

of those successes<br />

which come from quiet<br />

diplomacy, attention to<br />

detail and working with<br />

kindred groups.<br />

On Friday, September 23,<br />

the Government announced<br />

that the Local Government<br />

Act 2002 Amendment Bill<br />

(No 2) will now not be reported<br />

back to Parliament<br />

until March next year. It was<br />

originally going to be reported<br />

back by the Local Government<br />

and Environment Select<br />

Committee on October 28.<br />

The Government introduced<br />

the Bill to Parliament<br />

earlier this year which, if<br />

passed into law, would have<br />

removed much of our rights<br />

and abilities to have any say<br />

at all in how our local bodies<br />

operate. In particular the<br />

Bill included a proposal to extend<br />

the powers of the Local<br />

Government Commission to<br />

re-structure district councils<br />

without consultation with<br />

rate payers.<br />

That would have meant<br />

that the Local Government<br />

Commission could require<br />

neighbouring district councils<br />

to amalgamate some or all of<br />

their functions and ratepayers<br />

would have no say in the<br />

process.<br />

If we want to keep local<br />

body rates affordable it is essential<br />

that we must not lose<br />

the right to have our own local<br />

government and to elect<br />

who we want to represent us<br />

locally.<br />

Pete Matcham presented<br />

a submission to the Select<br />

Committee considering the<br />

Bill and we joined forces with<br />

Local Government New Zealand<br />

which also opposed that<br />

part of the Bill.<br />

The Government has now<br />

agreed to have further discussions<br />

with those who opposed<br />

the Bill in its original<br />

form with a view to making<br />

some radical changes and we<br />

will be part of that process.<br />

It was a good initial result<br />

brought about by hard work,<br />

cooperation and sound strategic<br />

planning.<br />

Be aware of what is going on around you<br />

Most of us are trusting<br />

of our fellow citizens<br />

and most of them can<br />

be trusted. Unfortunately<br />

there is a small minority<br />

who break that trust and<br />

we need to be aware of<br />

that.<br />

Coming from an era when<br />

doors were left unlocked and<br />

gardening equipment left in<br />

unlocked sheds and garages,<br />

we realise times have changed.<br />

It doesn’t matter how much<br />

we complain the situation remains<br />

the same. Your personal<br />

security and that of your property<br />

need to be in your mind at<br />

all times.<br />

Part of this is being aware of<br />

what is going on around you,<br />

not only at home but when<br />

you are out and about. Here<br />

are some tips from Neighbourhood<br />

Support Fact Sheets to<br />

help you:<br />

• Make sure doors, windows<br />

and other entry and exit<br />

points from your house have<br />

good quality, effective catches<br />

and locks - deadlocks if<br />

possible. Get into the habit<br />

of always using these locks<br />

• Always lock doors and windows<br />

at night, if you're out<br />

in the garden or going out or<br />

away.<br />

• Don't leave a door key hidden<br />

outside - burglars know<br />

all the places to look<br />

• Keep garden sheds and garages<br />

secure and lock away<br />

tools and ladders<br />

• Install a 'peep-hole' in a front<br />

door so you know who's visiting<br />

you<br />

• Ask unannounced visitors<br />

who they are and what they<br />

want. If you're not satisfied<br />

with their answer, don't<br />

open the door to them<br />

• Don’t let unknown unsupervised<br />

visitors go through your<br />

house<br />

• Trim trees or remove shrubbery<br />

which might 'hide' a<br />

burglar's activity<br />

• Get to know your neighbours<br />

and develop plans to<br />

deal with problems or suspicious<br />

activity. Form a Neighbourhood<br />

Support Group,<br />

exchanging phone numbers<br />

or emergency contact details<br />

is a good start.<br />

• If you're going away, neighbours<br />

can collect your mail or<br />

newspaper and make your<br />

place look occupied, for example<br />

by turning on lights,<br />

parking a vehicle in your<br />

driveway, hanging washing<br />

on your line or mowing<br />

lawns<br />

• Mark valuable property with<br />

serial numbers and keep a record<br />

of these numbers<br />

• If you have an answer phone,<br />

don't record a message that<br />

suggests you're out or alone.<br />

Awareness is also enhanced<br />

by knowing those<br />

around you at home. This<br />

can be achieved by joining<br />

or forming a Neighbourhood<br />

Support Group in your street.<br />

When you are out, be<br />

aware of what is going on<br />

around you:<br />

• Hold your handbag firmly at<br />

all times. Carry it so it can't<br />

be snatched from behind<br />

or grabbed by a person in a<br />

passing vehicle.<br />

• Be confident and aware of<br />

people around you. Keep<br />

away from isolated areas.<br />

• Walk with a friend if you<br />

don't feel secure by yourself.<br />

• If you think someone is following<br />

or watching you and<br />

you feel uncomfortable, walk<br />

faster and head in a safe direction.<br />

• Only withdraw small amounts<br />

of money from a money machine.<br />

Stand where you can<br />

see people, hide your PIN<br />

number and put your money<br />

away promptly.<br />

regional NZ are to<br />

be slammed with higher<br />

power charges because<br />

some economics boffin<br />

in the Electricity Authority<br />

thought it would be a<br />

good idea.<br />

“Many of those facing<br />

higher prices are in regions<br />

that are already struggling.<br />

Kawerau for example may<br />

have to close its mill because<br />

increased charges may add<br />

up to 15 million dollars. This<br />

is a further attack on ordinary<br />

Kiwis, and we call for fairness<br />

across the country.” says New<br />

Zealand First Commerce and<br />

Energy Spokesperson Fletcher<br />

people living in some areas<br />

which come off better in this<br />

Last year I upgraded from Boyfriend<br />

5.0 to Husband 1.0 and<br />

noticed a distinct slowdown<br />

in overall system performance,<br />

particularly in the flower and<br />

jewellery applications, which<br />

operated flawlessly under<br />

Boyfriend 5.0.<br />

In addition, Husband<br />

1.0 uninstalled many other<br />

valuable programs, such as<br />

Romance 9.5 and Personal Attention<br />

6.5, and then installed<br />

undesirable programs such<br />

as: NBA 5.0, NFL 3.0 and Golf<br />

Clubs 4.1.<br />

Conversation 8.0 no longer<br />

runs, and House cleaning 2.6<br />

simply crashes the system.<br />

Please note I have tried running<br />

Nagging 5.3 to fix these<br />

problems, but to no avail.<br />
