Dear Members 

I am happy to inform the esteemed members that the Inaugural of our e-Magazine was a successful event. I was very much 

delighted that more than 100 of the members of our Padmashali Udyogula Sangam graced the occasion despite their busy 

schedule. It was, I feel, a proud moment for each and everyone of us that we were successful in launching a website of our 

own and now an e-Magazine to showcase our Padmashali talent. The inaugural coincided with the Birth Anniversary of 

Sri Konda Laxman Bapuji, a visionary added to the grace of the event. 

I must also admit that the Birth anniversary celebrations of our Konda Laxman Bapuji were a grand success. It is 

beyond doubt that the Government emphasized the development of the BCs and I am confident that it will benefit the 

community. 

The activities of the Sangam last month were extraordinary. Through our matrimony 2 matches were settled and more 

than 15 profiles of grooms and brides were added taking the total count to about 300 profiles. For the information of newcomers, 

I reiterate that the Matrimony operates on all Sundays of the Month from 9 a.m. to 1p.m. Parents who are Interested can 

register profiles of their children by paying a one-time nominal registration fee of Rs.500/-. 

The website of our Sangam has so far recorded more than 600 visitors. Though its an encouraging figure, I feel it deserves 

more visitors. The efforts made by our Treasurer Shri Adepu Mallikarjun are extraordinary and commendable as he is 

instrumental in running the website with up-to-date content. I also request the esteemed members of the Sangam to support 

by contributing suggestions, articles and also by referring the website to others. 

I also encourage the members of the Sangam to post articles, poems, drawings or any other such articles which they 

may deem fit for inclusion in this magazine. You can send your contributions neatly typed in Microsoft Word by WhatsApp to

The Parkal people 

applauded the 

yeomen services of 

the Commissioner for 

tactfully resolving the 

drinking water 

problem in Parkal 

town since it had 

experienced acute 

scarcity of drinking 

water after 15 years, 

during summer. 

Did you know the only 

Municipal Commissioner 

who wisely resolved the 

problem of scarcity of drinking 

water in Parkal town? 

He is non-other than our 

Racharla Parameshwar 

padmashali, who took 

charge as Commissioner of 

Parkal Nagara Panchayath 

on 16 th September 2015 

had settled the long pending 

problem and proved himself as a 

successful officer. The Parkal people 

applauded the yeomen services of the 

Commissioner for tactfully resolving 

the drinking water problem in Parkal 

town since it had experienced acute 

scarcity of drinking water after 15 

years, during summer. Though the villagers 

of Jogampally deny to draw 

drinking water from Jogampally Reservoir, 

he had successfully arbitrated and 

convinced those villagers to get the 

water from Jogampally Reservoir to 

Chalivagu Check Dam in the first 

phase. He had played an instrumental 

role in the diversion of Godavari water 

to Parkal town under Devadula project 

in the second phase by influencing the 

government and local public representatives 

as a permanent solution for 

drinking water problem in Parkal town. 

In the meantime to overcome the scarcity 

of drinking water, his efforts for 

continuous supply of drinking water 

with about 70 to 80 Tankers, every day 

to the people of Parkal were praised by 

one and all. 

Racharla Parameshwar was 

born in a poor weaving family in Rayaparthy 

(v), Parkal (M) of (erstwhile Warangal 

district, United AP State) 

Warangal Rural of Telangana State. He 

was the last of seven children (sons) 

born to Sri.Venkata Narsaiah and 

Smt.Shyamala. 

As a child, Parameshwar helped his 

father in the weaving at his village and shown 

his zeal and zest in studies since his 

childhood. He completed his primary 

education in UPS Rayaparthy and higher 

secondary education in Ghanpur (Mulug) and 

subsequently completed his Intermediate at 

Parkal, Degree (BA) in LB College, Warangal. 

He got 4 th Rank in Master’s degree/PG i.e. MA 

(Political Science) and did B.Ed., from Kakatiya 

University. He also qualified for UGC NET and 

also completed his Pre-Ph.D. 

After his studies, he started an educational 

institution, RD. Junior College in Hanamkonda, 

rendered his services as a Director 

cum Lecturer with commitment and dedication 

to students and played a pivot role in securing 

good ranks to his students during 2001 to 

2005. 

In the meantime, Racharla 

Parameshwar had succeeded in the APPSC 

Group-IIA exams and got appointed as 

Co-operative Sub-Registrar in Co-operative 

Department in 2005. Before that he narrowly 


missed the opportunity to get selected 

for Group-I services in 1995 after 

attending the Interviews. While working 

in Co-operative department, he had 

shown his outstanding performance in 

the establishments of MACS Societies in 

Warangal. 

His wife, Smt. Neeraja who is also 

a Master’s degree holder is now looking 

after the RD College as a Director. His 

daughter Sahaja is pursuing her B.Tech., 

1 st year in GNIT, Hyderabad while his son 

Vishwas is studying 7 th Class in Shine 

School, Hanamkonda. 

Being a young and energetic 

Commissioner of Nagarapanchayath, he 

took active initation, participation in all 

developmental, welfare and other 

programs of the government like, 

Harithaharam, Swacha Bharath – 

Swacha Telangana, etc.. As part of 

Harithaharam, about 34,000 saplings 

were distributed to the people through 

various organisations and planted while 

construction of 500 Toilets were taken 

up under Swacha-Bharath mission. 

Further, he had initiated to make Parkal 

town as plastic-less town and prohibited

made by him, 

which ultimately 

attracted the 

women folk who 

thronged to play

the usage of plastic in the city, for which many 

awareness programmes were taken up in the 

shops, houses, etc., and fines were imposed 

on the shop owners who violated the rules. 

Apart from the above, he had 

concentrated to chalk out various plans for the 

all-round development of Parkal town, being a 

native of Parkal Mandal, with the help of local 

MLA Sri Challa Dharma Reddy and succeeded. 

The following are few of such initiatives 

taken up by Racharla Parameshwar. 

* Ensured to maintain clean and green on 

main roads in the town duly 

announcing anti-dumping of garbage. 

* Collection of 100% garbage from home to 

home. 

* Construction of separate Toilets for women 

at many places in Parkal town. 

* Construction of new office building for 

Nagara Panchayath, Central Lighting 

system in the town and other developmental 

works worth of Rs.4.60 Crore. 

First time in the history of Parkal town, the 

prestigious floral festival of Bathukamma was 

vibrantly celebrated with adequate 

arrangements made by him, which ultimately 

attracted the women folk who thronged to play 

Bathukamma in the brightly decorated play 

ground with colorful lights. It is pertinent to say 

that the local MLA Sri Challa Dharma Reddy 

who participated, appreciated the efforts and 

commitment of the Commissioner. On that 

occasion, he announced an amount of Rs.3 

Crore for the renovation of Damera tank for its 

beautification and to develop it as a Mini Tank 

bund. The amount was sanctioned and the 

developmental works were taken up at 

Damera Tank for it’s renovation and it would 

certainly become one of the most favourite 


spots in Parkal town. 

Recognising his sincerity, dedication and 

determination in rendering the outstanding 

services to the people as Commissioner, he 

was nominated for ‘the Best Officer’ award on 

the eve of 70 th Independence day and the 

‘award’ was given to him by the Hon’ble Dy.CM 

of TS, Sri Kadiam Srihari. 

All sections of People/leaders are very happy 

with his administration because he is not only 

accessible to them but also maintains good 

rapport with them. His services are praised by 

all the telugu newspapers by publishing on 

front pages of their district editions. Besides 

his routine duties, he has been extending his 

excellent service and cooperation to the 

Padmashali Community since Padmashali 

community is the predominant caste in the 

town, whenever they approach him. At present, 

he is acting as Vice-President of Padmashali 

Vidya-Vibhagam, Warangal district. The 

Padmashali Udyogula Sangam congratulates 

him for his great success and wishes good 

name and fame in his endeavor.

India by him and they were being 

inspected by the 

Inspector. Later, they were 

supplied to BSF,CRPF, etc, as 

per the directions of the Central 

government.

1.The initiation of Marriage Bureau is purely taken as a 

social service and not as a commercial. 

2. It functions on every Sunday from 10am to 1 pm at the 

BC Netha Hostel , Hunter Road Warangal. 

3. Profiles have to be registered by submitting one photo 

and Bio-data. A nominal registration fee of Rs 500/- is 

to be paid. 

4. After registration, you or your parents can check profiles 

and directly approach the prospective brides/bride 

grooms. 

5. Please bring the Receipt to the Marriage Bureau while 

you are visiting for verification of profiles.
