Foreword<br />
Road traffic crashes are a major problem <strong>in</strong> low <str<strong>on</strong>g>and</str<strong>on</strong>g> middle-<strong>in</strong>come countries (LMICs). Over<br />
90 percent of the world’s road traffic deaths occur <strong>in</strong> LMICs. Low-<strong>in</strong>come countries (LICs)<br />
bear a disproporti<strong>on</strong>al risk; with <strong>on</strong>ly 1% of the world’s registered motorized vehicles,<br />
LICs have 12% of the world’s road traffic deaths. Around 60% of road traffic deaths <strong>in</strong><br />
LICs are vulnerable road users. Pedestrians <str<strong>on</strong>g>and</str<strong>on</strong>g> cyclists are especially at risk of an <strong>in</strong>jury<br />
as a result of excessive vehicle speeds (WHO, 2013).<br />
<strong>Bangladesh</strong> has over 100 road traffic deaths per 10,000 motor vehicles, <strong>on</strong>e of the<br />
highest rates <strong>in</strong> the world. Many crashes occur at ‘black spots’, c<strong>on</strong>centrated areas with a<br />
high road crash burden <str<strong>on</strong>g>and</str<strong>on</strong>g> about 70% of crash fatalities occur <strong>in</strong> rural areas.<br />
This pilot dem<strong>on</strong>strati<strong>on</strong> project <str<strong>on</strong>g>Speed</str<strong>on</strong>g> <str<strong>on</strong>g>Management</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>Safe</str<strong>on</strong>g> <str<strong>on</strong>g>Cross<strong>in</strong>g</str<strong>on</strong>g> <strong>on</strong> <strong>N2</strong> <strong>Highway</strong> <strong>in</strong><br />
<strong>Bangladesh</strong>’ has been implemented at three locati<strong>on</strong>s (Nilkuthi, Namapara <str<strong>on</strong>g>and</str<strong>on</strong>g> Kunderpara)<br />
of <strong>Dhaka</strong>-<strong>Sylhet</strong> (<strong>N2</strong>) highway of <strong>Bangladesh</strong>. This road has many black spots <str<strong>on</strong>g>and</str<strong>on</strong>g> a high<br />
number of pedestrian fatalities. The pilot is <strong>in</strong>novative <strong>in</strong> both the selecti<strong>on</strong> of implemented<br />
<strong>in</strong>terventi<strong>on</strong>s (a comb<strong>in</strong>ati<strong>on</strong> of effective <str<strong>on</strong>g>and</str<strong>on</strong>g> relatively low-cost measures) <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong> the<br />
approach to m<strong>on</strong>itor pre- <str<strong>on</strong>g>and</str<strong>on</strong>g> post-<strong>in</strong>terventi<strong>on</strong> data.<br />
Our <strong>in</strong>terventi<strong>on</strong>s, which c<strong>on</strong>sisted of small scale <strong>in</strong>frastructural measures for traffic<br />
calm<strong>in</strong>g, educati<strong>on</strong> to vulnerable road users <str<strong>on</strong>g>and</str<strong>on</strong>g> an active community <strong>in</strong>volvement have<br />
resulted <strong>in</strong> a reducti<strong>on</strong> of more than 60% <strong>in</strong> road crashes, traffic fatalities <str<strong>on</strong>g>and</str<strong>on</strong>g> traffic<br />
<strong>in</strong>juries at the selected spots. Moreover, estimated social ec<strong>on</strong>omic return at 6000 % for<br />
this project which is tremendous.<br />
This program shows the enormous impact that can be made by <strong>in</strong>vest<strong>in</strong>g <strong>in</strong> road safety.<br />
Achiev<strong>in</strong>g the target set by <strong>Bangladesh</strong> government to make the number of road fatalities<br />
half by 2020 is possible if the <strong>Bangladesh</strong> government acts now. The project has got an<br />
extensive coverage <strong>in</strong> lead<strong>in</strong>g both electr<strong>on</strong>ic <str<strong>on</strong>g>and</str<strong>on</strong>g> pr<strong>in</strong>t media. Moreover, its be<strong>in</strong>g presented<br />
<strong>in</strong> the Netherl<str<strong>on</strong>g>and</str<strong>on</strong>g>s, Brazil, Ch<strong>in</strong>a, where it’s be<strong>in</strong>g praised as a perfect dem<strong>on</strong>strati<strong>on</strong> of<br />
evidence based <strong>in</strong>terventi<strong>on</strong> project.<br />
We would like to acknowledge the M<strong>in</strong>istry of Road Transport <str<strong>on</strong>g>and</str<strong>on</strong>g> Bridges, Roads <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

Executive Summary<br />
Around 90% of the world’s road traffic deaths occur <strong>in</strong> low <str<strong>on</strong>g>and</str<strong>on</strong>g> middle <strong>in</strong>come countries<br />
(LMIC). <strong>Bangladesh</strong> has over 100 road traffic deaths per 10,000 motor vehicles, <strong>on</strong>e of the<br />
highest rates <strong>in</strong> the world. Most of the crashes occurr<strong>in</strong>g at ‘black spots’ <str<strong>on</strong>g>and</str<strong>on</strong>g> about 70% of<br />
crash fatalities occur <strong>in</strong> rural areas. This pilot dem<strong>on</strong>strati<strong>on</strong> project has been implemented<br />
<strong>on</strong> the <strong>Dhaka</strong>-<strong>Sylhet</strong> (<strong>N2</strong>) highway of <strong>Bangladesh</strong>. This road has many black spots <str<strong>on</strong>g>and</str<strong>on</strong>g> a high<br />
number of pedestrian fatalities. The pilot is <strong>in</strong>novative <strong>in</strong> both the selecti<strong>on</strong> of implemented<br />
<strong>in</strong>terventi<strong>on</strong>s (a comb<strong>in</strong>ati<strong>on</strong> of effective <str<strong>on</strong>g>and</str<strong>on</strong>g> relatively low-cost measures) <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong> the approach<br />
to m<strong>on</strong>itor pre- <str<strong>on</strong>g>and</str<strong>on</strong>g> post-<strong>in</strong>terventi<strong>on</strong> data.<br />
The <strong>in</strong>terventi<strong>on</strong> program comb<strong>in</strong>es small-scale <strong>in</strong>frastructural measures for traffic calm<strong>in</strong>g<br />
(e.g., us<strong>in</strong>g speed humps, signs, <str<strong>on</strong>g>and</str<strong>on</strong>g> mark<strong>in</strong>g) with practical tra<strong>in</strong><strong>in</strong>g (e.g., to school children)<br />
<str<strong>on</strong>g>and</str<strong>on</strong>g> active community <strong>in</strong>volvement. Three methods are used for m<strong>on</strong>itor<strong>in</strong>g: development of<br />
own crash database with local record keepers, speed analysis, <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>flict observati<strong>on</strong> study<br />
us<strong>in</strong>g video (DOCTOR).<br />
The dem<strong>on</strong>strati<strong>on</strong> project reveals some new knowledge <str<strong>on</strong>g>and</str<strong>on</strong>g> the precise causes of crashes <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
c<strong>on</strong>flicts. Buses are <strong>in</strong>volved <strong>in</strong> 71% of dangerous road situati<strong>on</strong>s. <str<strong>on</strong>g>Speed</str<strong>on</strong>g><strong>in</strong>g <str<strong>on</strong>g>and</str<strong>on</strong>g> overtak<strong>in</strong>g<br />
are the ma<strong>in</strong> risk-enhanc<strong>in</strong>g factors. The project has been fruitful <strong>in</strong> reduc<strong>in</strong>g excessive speed<br />
of the vehicles to moderate <strong>on</strong>e <str<strong>on</strong>g>and</str<strong>on</strong>g> hence improv<strong>in</strong>g overall crash situati<strong>on</strong><br />
After implementati<strong>on</strong> of the pilot, the crash database showed a 63% reducti<strong>on</strong> <strong>in</strong> the number<br />
of crashes <str<strong>on</strong>g>and</str<strong>on</strong>g> a reducti<strong>on</strong> of over 70% <strong>in</strong> the number of people killed <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong>jured.<br />
An additi<strong>on</strong>al advantage of the <strong>in</strong>tegrated speed management program is that it can be<br />
implemented relatively quickly (<strong>in</strong> 6 to 12 m<strong>on</strong>ths) <str<strong>on</strong>g>and</str<strong>on</strong>g> that the cost-effectiveness is very high.<br />
Moreover, estimated social ec<strong>on</strong>omic return at 6000 % for this project which is tremendous.<br />
It’s clear from the study f<strong>in</strong>d<strong>in</strong>gs that speed management <strong>in</strong>terventi<strong>on</strong>s can be effectively<br />
implemented <strong>on</strong> exist<strong>in</strong>g dangerous roads <strong>in</strong> <strong>Bangladesh</strong> to improve road safety. Furthermore,<br />
the c<strong>on</strong>cept should also be an <strong>in</strong>tegral part of the design of new <strong>in</strong>frastructure. This speed<br />
management project can be implemented <strong>in</strong> many more risky locati<strong>on</strong>s al<strong>on</strong>g the highway,<br />
both <strong>in</strong> rural sett<strong>in</strong>gs as well <strong>in</strong> urban areas. Invest<strong>in</strong>g <strong>in</strong> effective, low cost speed management<br />
programs will significantly reduce the number of crashes <str<strong>on</strong>g>and</str<strong>on</strong>g> makes the roads much safer<br />
<str<strong>on</strong>g>and</str<strong>on</strong>g> therefore we recommend the Government to <strong>in</strong>vest more <strong>in</strong> these programs. We str<strong>on</strong>gly<br />
recommend that the respective government agencies act now with decisive acti<strong>on</strong>s <strong>in</strong> order to<br />
reduce the death <strong>in</strong> road by 50% with<strong>in</strong> 2020.<br />

Introducti<strong>on</strong><br />
Road traffic crashes - the lead<strong>in</strong>g cause of death by <strong>in</strong>jury <str<strong>on</strong>g>and</str<strong>on</strong>g> the tenth lead<strong>in</strong>g cause of all<br />
deaths globally - now make up a surpris<strong>in</strong>gly significant porti<strong>on</strong> of the worldwide burden of<br />
ill health. Eighty eight countries have reduced the number of deaths <strong>on</strong> their roads – but the<br />
total number of road traffic deaths rema<strong>in</strong>s unacceptably high at 1.24 milli<strong>on</strong> per year (WHO,<br />
2013). The fatality rate is c<strong>on</strong>siderably <strong>in</strong>creas<strong>in</strong>g <strong>in</strong> develop<strong>in</strong>g countries than the developed<br />
countries. And, if present trends c<strong>on</strong>t<strong>in</strong>ue, road traffic <strong>in</strong>juries are predicted to be the fifth -<br />
lead<strong>in</strong>g c<strong>on</strong>tributor to the global burden of disease <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong>jury by 2030 (WHO, 2013).<br />
Road Traffic Injury (RTI) is <strong>on</strong>e of the lead<strong>in</strong>g health burdens for children aged over<br />
five years <strong>in</strong> LMICs. Every year, around 80,000 children aged 5-14 <strong>in</strong> LMICs lose their<br />
right to educati<strong>on</strong> for a s<strong>in</strong>gle tragic reas<strong>on</strong>, that of RTIs <str<strong>on</strong>g>and</str<strong>on</strong>g> it is the lead<strong>in</strong>g cause<br />
of death for young people aged 15–29. However, <strong>Bangladesh</strong> still has a very<br />
low level of motorizati<strong>on</strong> compared to other neighbor<strong>in</strong>g countries but its RTI<br />
rate is high, almost 100 times greater than Norway <str<strong>on</strong>g>and</str<strong>on</strong>g> Sweden.<br />
In ec<strong>on</strong>omic terms, the cost of road crash <strong>in</strong>juries is also estimated at roughly 1% of gross<br />
nati<strong>on</strong>al product <strong>in</strong> low <strong>in</strong>come countries, 1.5% <strong>in</strong> middle <strong>in</strong>come countries <str<strong>on</strong>g>and</str<strong>on</strong>g> 2% <strong>in</strong><br />
high-<strong>in</strong>come countries (WHO, 2004). This shows that RTIs are not limited to develop<strong>in</strong>g<br />
nati<strong>on</strong>s but are also universal phenomena. Globally, the annual ec<strong>on</strong>omic burden of RTI is<br />
estimated to be approximately US$ 518 billi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> the total annual cost of RTIs for LMICs<br />
is estimated to be approximately US$ 65 billi<strong>on</strong>, which is more than the amount received<br />
through developmental assistance. In <strong>Bangladesh</strong>, annual cost of RTIs is estimated to be<br />
approximately BDT 45 billi<strong>on</strong> (US$ 76 milli<strong>on</strong>).<br />
Accord<strong>in</strong>g to official police statistics 3,160 road traffic deaths were reported <strong>in</strong> 2003 while<br />
BHIS reported a number of 13,000. In 2015 the reported number by the police (2012) was<br />
2,538 while WHO estimated the number of road traffic deaths to be 21,316. Underreport<strong>in</strong>g<br />
by the police happens due to poor data collecti<strong>on</strong> system <str<strong>on</strong>g>and</str<strong>on</strong>g> because the police ma<strong>in</strong>ly records<br />
cases where legal acti<strong>on</strong> is required. Terrible losses of these lives <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong>juries with c<strong>on</strong>sequent<br />
property damages result<strong>in</strong>g from road traffic crashes have now emerged as serious issues <strong>in</strong><br />
<strong>Bangladesh</strong> affect<strong>in</strong>g the community pers<strong>on</strong>ally, socially <str<strong>on</strong>g>and</str<strong>on</strong>g> ec<strong>on</strong>omically.<br />
Investigati<strong>on</strong> reveals that significant numbers of crashes are highly c<strong>on</strong>centrated at few<br />
locati<strong>on</strong>s. Such locati<strong>on</strong>s with abnormally high c<strong>on</strong>centrati<strong>on</strong> of road crashes are identified as<br />
‘Hazardous Road Locati<strong>on</strong>s’ (HRL). About 43 percent of nati<strong>on</strong>al highway crashes c<strong>on</strong>centrated<br />

<strong>on</strong> 5 percent of the total length, dem<strong>on</strong>strat<strong>in</strong>g that crashes are highly clustered at few secti<strong>on</strong>s<br />
<str<strong>on</strong>g>and</str<strong>on</strong>g> they are amenable to targeted <str<strong>on</strong>g>and</str<strong>on</strong>g> site specific treatments (Hoque, 2006).<br />
This road safety dem<strong>on</strong>strati<strong>on</strong> project is <strong>on</strong>e of the first to c<strong>on</strong>sider small-scale measures<br />
for traffic calm<strong>in</strong>g <strong>in</strong> rural areas of a LMIC. In high-<strong>in</strong>come countries, traffic calm<strong>in</strong>g measures<br />
that reduce vehicle speeds <strong>in</strong> areas with c<strong>on</strong>centrated numbers of pedestrians <str<strong>on</strong>g>and</str<strong>on</strong>g> cyclists<br />
are proven effective <strong>in</strong> reduc<strong>in</strong>g road traffic <strong>in</strong>juries (WHO (2013)). Especially vulnerable<br />
road users (VRUs) can survive a crash with motorized traffic more likely when the impact<br />
speed is reduced (Rósen et al., 2011). The C<strong>on</strong>chrane review <strong>in</strong> 2007 (Perel et al. (2007))<br />
found no road safety trials <strong>in</strong> LMICs <strong>on</strong> traffic calm<strong>in</strong>g by <strong>in</strong>frastructural measures. S<strong>in</strong>ce<br />
then a few studies have been published. Afukaar (2008) evaluates the use of traffic calm<strong>in</strong>g<br />
<strong>in</strong>terventi<strong>on</strong>s <strong>in</strong> at black spots al<strong>on</strong>g truck roads <strong>in</strong> Ghana that pass through settlement<br />
areas. He c<strong>on</strong>cludes that traffic calm<strong>in</strong>g is an effective measure for most of the treated black<br />
spots. Hyden <str<strong>on</strong>g>and</str<strong>on</strong>g> Svenss<strong>on</strong> (2009) have d<strong>on</strong>e a before-study <strong>on</strong> the possibilities of traffic<br />
calm<strong>in</strong>g <strong>in</strong> an urban sett<strong>in</strong>g <strong>in</strong> India <str<strong>on</strong>g>and</str<strong>on</strong>g> evaluated the use of speed humps. He recommends<br />
<strong>in</strong>troduc<strong>in</strong>g st<str<strong>on</strong>g>and</str<strong>on</strong>g>ardized traffic calm<strong>in</strong>g measures that ensure low speeds <str<strong>on</strong>g>and</str<strong>on</strong>g> organized<br />
traffic at <strong>in</strong>tersecti<strong>on</strong>s.<br />
Specific focus was <strong>on</strong> small-scale <strong>in</strong>frastructural adaptati<strong>on</strong>s for traffic calm<strong>in</strong>g that are<br />
low cost <str<strong>on</strong>g>and</str<strong>on</strong>g> can be implemented <str<strong>on</strong>g>and</str<strong>on</strong>g> evaluated locally relatively quickly <strong>in</strong> a local sett<strong>in</strong>g.<br />
In terms of the evaluati<strong>on</strong> methodology, ma<strong>in</strong> focus is <strong>on</strong> observati<strong>on</strong>al methods with which<br />
traffic measures can be evaluated quickly at relatively low cost.<br />
Supported by lead<strong>in</strong>g expert <strong>in</strong> the Netherl<str<strong>on</strong>g>and</str<strong>on</strong>g>s <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>Bangladesh</strong>, <str<strong>on</strong>g>Safe</str<strong>on</strong>g> <str<strong>on</strong>g>Cross<strong>in</strong>g</str<strong>on</strong>g>s, the<br />
Netherl<str<strong>on</strong>g>and</str<strong>on</strong>g>s <str<strong>on</strong>g>and</str<strong>on</strong>g> Centre for Injury Preventi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> Research, <strong>Bangladesh</strong> (CIPRB) have<br />
developed this <strong>in</strong>tegrated approach that could be implemented <strong>on</strong> the ma<strong>in</strong> roads <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
will improve the safety situati<strong>on</strong> without hamper<strong>in</strong>g the ma<strong>in</strong> role of the road i.e. efficient<br />
transportati<strong>on</strong> <strong>on</strong> the road.<br />
To <strong>in</strong>troduce the collaborati<strong>on</strong> <strong>in</strong> short, <str<strong>on</strong>g>Safe</str<strong>on</strong>g> <str<strong>on</strong>g>Cross<strong>in</strong>g</str<strong>on</strong>g>s is a charity registered <strong>in</strong> The<br />
Netherl<str<strong>on</strong>g>and</str<strong>on</strong>g>s with the objective to improve road safety <strong>in</strong> low <str<strong>on</strong>g>and</str<strong>on</strong>g> middle <strong>in</strong>come countries.<br />
CIPRB is a N<strong>on</strong>-Government Organizati<strong>on</strong> (NGO) <strong>in</strong> <strong>Bangladesh</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> is work<strong>in</strong>g <strong>in</strong> the field<br />
of <strong>in</strong>jury preventi<strong>on</strong> s<strong>in</strong>ce 2005.<br />
For the pilot, <strong>Dhaka</strong>-<strong>Sylhet</strong> (<strong>N2</strong>) highway had been chosen. Three busy juncti<strong>on</strong>s <strong>in</strong> Nars<strong>in</strong>gdi,<br />
al<strong>on</strong>g this highway were selected up<strong>on</strong> verify<strong>in</strong>g certa<strong>in</strong> criteria.<br />

The selecti<strong>on</strong> of the <strong>in</strong>terventi<strong>on</strong> locati<strong>on</strong>s happened <strong>in</strong> the follow<strong>in</strong>g way. The team (<str<strong>on</strong>g>Safe</str<strong>on</strong>g><br />
<str<strong>on</strong>g>Cross<strong>in</strong>g</str<strong>on</strong>g>s <str<strong>on</strong>g>and</str<strong>on</strong>g> CIPRB) had heard from people <strong>in</strong> <strong>Bangladesh</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> also read <strong>in</strong> an article <strong>in</strong><br />
the newspaper the Guardian (Kelly, 2012) that the <strong>N2</strong> highway had a poor reputati<strong>on</strong> <strong>in</strong><br />
terms of road safety. In the first m<strong>on</strong>ths of 2014 team went <strong>on</strong> a trip by car <strong>on</strong> the highway,<br />
start<strong>in</strong>g from <strong>Dhaka</strong>. At that time, the team did not possess any quantitative <strong>in</strong>formati<strong>on</strong> <strong>on</strong><br />
the number <str<strong>on</strong>g>and</str<strong>on</strong>g> severity of road crashes at any of the <strong>in</strong>terventi<strong>on</strong> locati<strong>on</strong>s. Dur<strong>in</strong>g this trip<br />
team stopped at sites where there was an absence of road safety measures, a village with a<br />
school nearby, <str<strong>on</strong>g>and</str<strong>on</strong>g> a presence of a ma<strong>in</strong> ‘c<strong>on</strong>flict z<strong>on</strong>e’ between motorized traffic <str<strong>on</strong>g>and</str<strong>on</strong>g> VRUs<br />
that is limited <strong>in</strong> space.<br />
Pedestrians were the ma<strong>in</strong> focus because they accounted for 63% of all fatalities <strong>in</strong> the<br />
Before Period. For all road users comb<strong>in</strong>ed, prior to <strong>in</strong>stall<strong>in</strong>g the <strong>in</strong>terventi<strong>on</strong>s, the three<br />
<strong>in</strong>terventi<strong>on</strong> locati<strong>on</strong>s comb<strong>in</strong>ed had, <strong>on</strong> average, per year: 110 serious crashes, 12 deaths,<br />
<str<strong>on</strong>g>and</str<strong>on</strong>g> 240 <strong>in</strong>jured people. The program did not <strong>on</strong>ly reduce the number of fatalities for<br />
vulnerable road users but also for other road users. The number of fatalities as a result of<br />
head-<strong>on</strong>-collisi<strong>on</strong>s has been decreased significantly. Thus, the program <strong>in</strong>creased the road<br />
safety for all road users.<br />
A comprehensive plan <strong>in</strong>clud<strong>in</strong>g low cost eng<strong>in</strong>eer<strong>in</strong>g measures, tra<strong>in</strong><strong>in</strong>g, educati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
community engagement process had been designed for these locati<strong>on</strong>s. A comprehensive beforeafter<br />
study was d<strong>on</strong>e us<strong>in</strong>g three methods with 3 c<strong>on</strong>trol locati<strong>on</strong>s for speed measurement.<br />
Firstly, a st<str<strong>on</strong>g>and</str<strong>on</strong>g>ardized method for c<strong>on</strong>flict observati<strong>on</strong> called DOCTOR was used. Sec<strong>on</strong>dly,<br />
the speed of pass<strong>in</strong>g motorized traffic was measured. Us<strong>in</strong>g known relati<strong>on</strong>ships, the results<br />
were translated <strong>in</strong>to a predicted improvement <strong>in</strong> road safety. Thirdly, we created our own<br />
crash database to m<strong>on</strong>itor the number of crashes, traffic fatalities <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong>juries.<br />
The predicted pattern was that traffic calm<strong>in</strong>g would reduce the speed of motorized traffic.<br />
This <strong>in</strong> turn would reduce the number <str<strong>on</strong>g>and</str<strong>on</strong>g> severity of c<strong>on</strong>flicts <str<strong>on</strong>g>and</str<strong>on</strong>g> crashes. Us<strong>in</strong>g the models<br />
of Elvik (2009) <str<strong>on</strong>g>and</str<strong>on</strong>g> Nilss<strong>on</strong> (1982), we can translate a reducti<strong>on</strong> <strong>in</strong> the measured c<strong>on</strong>flicts<br />
<strong>in</strong>to reducti<strong>on</strong>s of fatal crashes <str<strong>on</strong>g>and</str<strong>on</strong>g> crashes with severe <strong>in</strong>juries. Assum<strong>in</strong>g a reducti<strong>on</strong><br />
<strong>in</strong> average speed from 70 km/hr to 50 km/hr, the models of Elvik <str<strong>on</strong>g>and</str<strong>on</strong>g> Nilss<strong>on</strong> predict a<br />
reducti<strong>on</strong> <strong>in</strong> fatal crashes of 75%.<br />
The results may well affect the health <str<strong>on</strong>g>and</str<strong>on</strong>g> transport policy <strong>in</strong> <strong>Bangladesh</strong>. Tak<strong>in</strong>g <strong>in</strong>to account<br />
the positive results of this study, the logical next step would be to implement a similar program<br />
across <strong>Bangladesh</strong>.<br />

Project <str<strong>on</strong>g>Management</str<strong>on</strong>g><br />
The project is a jo<strong>in</strong>t effort of CIPRB <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>Safe</str<strong>on</strong>g> <str<strong>on</strong>g>Cross<strong>in</strong>g</str<strong>on</strong>g>s with the c<strong>on</strong>t<strong>in</strong>uous support from<br />
M<strong>in</strong>istry of Road Transport <str<strong>on</strong>g>and</str<strong>on</strong>g> Bridges <str<strong>on</strong>g>and</str<strong>on</strong>g> NGO affairs bureau. Experts from <strong>Bangladesh</strong><br />
<str<strong>on</strong>g>and</str<strong>on</strong>g> the Netherl<str<strong>on</strong>g>and</str<strong>on</strong>g>s played key role with all sorts of technical expertise. Project officials<br />
from different professi<strong>on</strong>al sector were recruited prior to start<strong>in</strong>g the activities. After gett<strong>in</strong>g<br />
necessary permissi<strong>on</strong> from Government of <strong>Bangladesh</strong>, the project was <strong>in</strong>itiated <strong>in</strong> field with<br />
crash record<strong>in</strong>g <str<strong>on</strong>g>and</str<strong>on</strong>g> basel<strong>in</strong>e survey. Through rigorous field visit by experts <str<strong>on</strong>g>and</str<strong>on</strong>g> project team<br />
<strong>on</strong> site, the <strong>in</strong>terventi<strong>on</strong> plan was developed <str<strong>on</strong>g>and</str<strong>on</strong>g> implemented <strong>in</strong> field. Follow<strong>in</strong>g figure 2.1<br />
illustrates the total project management <strong>in</strong> brief.<br />

The objective of this MoU was<br />

facilitate collaborati<strong>on</strong> between<br />
<str<strong>on</strong>g>Safe</str<strong>on</strong>g> <str<strong>on</strong>g>Cross<strong>in</strong>g</str<strong>on</strong>g>s <str<strong>on</strong>g>and</str<strong>on</strong>g> CIPRB to<br />
promote the road safety program<br />
that would save lives <str<strong>on</strong>g>and</str<strong>on</strong>g> generate<br />
wider community benefits, both <strong>in</strong><br />
the area of health <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong> the area<br />
of ec<strong>on</strong>omic development. The<br />
<strong>in</strong>itial focus of the program is <strong>on</strong><br />
the <strong>N2</strong> highway between <strong>Dhaka</strong><br />
<str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>Sylhet</strong>. The program may subsequently be implemented <strong>on</strong> other <strong>Highway</strong>s of <strong>Bangladesh</strong> if<br />
both parties agree to do so.<br />
For this pilot project, <str<strong>on</strong>g>Safe</str<strong>on</strong>g> <str<strong>on</strong>g>Cross<strong>in</strong>g</str<strong>on</strong>g>s provided all necessary funds al<strong>on</strong>g with technical expertise<br />
while CIPRB arranged all the activities to implement the program. The activities <strong>in</strong>cluded<br />
tender<strong>in</strong>g, c<strong>on</strong>tractor selecti<strong>on</strong>, provid<strong>in</strong>g assistance <strong>in</strong> c<strong>on</strong>structi<strong>on</strong> supervisi<strong>on</strong>, quality c<strong>on</strong>trol<br />
<str<strong>on</strong>g>and</str<strong>on</strong>g> quality acceptance of materials <str<strong>on</strong>g>and</str<strong>on</strong>g> management works for highway <strong>in</strong>terventi<strong>on</strong> program<br />
<str<strong>on</strong>g>and</str<strong>on</strong>g> arrang<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g <str<strong>on</strong>g>and</str<strong>on</strong>g> educati<strong>on</strong> program, ACE <strong>in</strong> short for creat<strong>in</strong>g safe road user.<br />
2.2 Project team<br />
The team was guided by <strong>in</strong>dependent advisory board <strong>in</strong>clud<strong>in</strong>g nati<strong>on</strong>ally <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong>ternati<strong>on</strong>ally<br />
renowned road safety experts <str<strong>on</strong>g>and</str<strong>on</strong>g> researchers. 2.3 RHD cooperati<strong>on</strong><br />

Impact Measurement<br />
3.1 Spot <str<strong>on</strong>g>and</str<strong>on</strong>g> Interventi<strong>on</strong> selecti<strong>on</strong><br />
Through detailed field study <str<strong>on</strong>g>and</str<strong>on</strong>g> crash record analysis, three spots have been selected <strong>on</strong><br />
<strong>Dhaka</strong>-<strong>Sylhet</strong> (<strong>N2</strong>) <strong>Highway</strong>. The locati<strong>on</strong> details is be<strong>in</strong>g reflected <strong>on</strong> table 3.1.<br />

The criteria for select<strong>in</strong>g these sites were: high risk of road crashes, high number of vulnerable<br />
road users, high speed of motorized traffic – often above 80 km/hr, absence of road safety<br />
measures, <str<strong>on</strong>g>and</str<strong>on</strong>g> presence of a ma<strong>in</strong> ‘c<strong>on</strong>flict z<strong>on</strong>e’ between motorized traffic <str<strong>on</strong>g>and</str<strong>on</strong>g> vulnerable<br />
road users that is limited <strong>in</strong> space. Over 2,000 pedestrians <str<strong>on</strong>g>and</str<strong>on</strong>g> 5,000 motorized vehicles pass<br />
through each of these black spots daily.<br />
The <strong>in</strong>itial c<strong>on</strong>centrati<strong>on</strong> was <strong>in</strong> the locati<strong>on</strong>s where first traffic mixed with slow traffic<br />
with significant road side development. After the analysis of crash data, previous black<br />
spot list, rigorous field visit, stakeholder analysis, road user <strong>in</strong>terview, the spots <str<strong>on</strong>g>and</str<strong>on</strong>g> the<br />
<strong>in</strong>terventi<strong>on</strong> were selected.<br />
Another ma<strong>in</strong> c<strong>on</strong>siderati<strong>on</strong><br />
dur<strong>in</strong>g <strong>in</strong>terventi<strong>on</strong> selecti<strong>on</strong><br />
was the dem<str<strong>on</strong>g>and</str<strong>on</strong>g> of local<br />
road user. The design<br />
was replicated <strong>in</strong> all three<br />
locati<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> evaluated later<br />
with basel<strong>in</strong>e data.<br />

for speed management were<br />
designed follow<strong>in</strong>g Dutch<br />
road design guidel<strong>in</strong>es,<br />
applied to the specific<br />
situati<strong>on</strong> of the locati<strong>on</strong>s <strong>in</strong><br />
<strong>Bangladesh</strong>, <str<strong>on</strong>g>and</str<strong>on</strong>g> have been<br />
validated by road safety<br />
experts <strong>in</strong> <strong>Bangladesh</strong>. Figure<br />
3.3 shows the measures<br />
for Nilkuthi, <strong>on</strong>e of the<br />
3 <strong>in</strong>terventi<strong>on</strong> locati<strong>on</strong>s.<br />
The measures <strong>in</strong> all three<br />
<strong>in</strong>terventi<strong>on</strong> locati<strong>on</strong>s are<br />
similar <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong>clude: speed<br />
humps that reduce speed<br />
of motorized traffic to an<br />
expected 50 km/h, lateral rumble strips, <strong>on</strong>e or two pedestrian cross<strong>in</strong>gs, signs <str<strong>on</strong>g>and</str<strong>on</strong>g> l<strong>in</strong><strong>in</strong>g,<br />

3.2 Basel<strong>in</strong>e <str<strong>on</strong>g>and</str<strong>on</strong>g> endl<strong>in</strong>e study<br />
To measure the impact of the <strong>in</strong>terventi<strong>on</strong> <strong>in</strong> improv<strong>in</strong>g overall road safety situati<strong>on</strong>s <strong>on</strong> these<br />
area, a detailed before-after study was designed prior to start the project. The detailed study<br />
c<strong>on</strong>sisted of crash data record<strong>in</strong>g, analysis of near crash (DOCTOR), speed measurement <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
beneficiary survey. The before study (basel<strong>in</strong>e) d<strong>on</strong>e approximately 1 m<strong>on</strong>th before the start of<br />
the small-scale traffic calm<strong>in</strong>g program at the site. The basel<strong>in</strong>e was the official kick off of this<br />
project <strong>in</strong> <strong>Bangladesh</strong>. It took nearly 2 m<strong>on</strong>ths to f<strong>in</strong>ish all the basel<strong>in</strong>e activity. The after study<br />
(endl<strong>in</strong>e) d<strong>on</strong>e m<strong>on</strong>ths after completi<strong>on</strong> of the small-scale traffic calm<strong>in</strong>g program. For c<strong>on</strong>trol<br />
purposes, we measured the speed of pass<strong>in</strong>g motorized traffic at 3 c<strong>on</strong>trol locati<strong>on</strong>s. Given the<br />
logistical complexity, <str<strong>on</strong>g>and</str<strong>on</strong>g> cost <strong>in</strong>volved, we will not record c<strong>on</strong>flicts or analyze behavior <strong>in</strong> the<br />
c<strong>on</strong>trol locati<strong>on</strong>s.<br />
3.2.1 Crash record<strong>in</strong>g<br />
One of the major challenges <strong>in</strong> road safety is the less availability of proper crash data,<br />
whereas most of the crash record are be<strong>in</strong>g underreported at large marg<strong>in</strong>. To develop road<br />
crashes database as well as to check road crash pattern <strong>in</strong> the project locati<strong>on</strong>s, six record<br />
keepers (RK) has been appo<strong>in</strong>ted from June 2013 till date. The keepers are those local people<br />
who have bus<strong>in</strong>ess close to the road. Before that, a comprehensive checklist, highlight<strong>in</strong>g<br />
some key variables, was developed <str<strong>on</strong>g>and</str<strong>on</strong>g> provided to the RKs for this purpose. Orientati<strong>on</strong><br />
sessi<strong>on</strong> has been arranged <strong>on</strong> process for fill<strong>in</strong>g the checklist <str<strong>on</strong>g>and</str<strong>on</strong>g> other related issues for all<br />

3.2.2 DOCTOR<br />

Field observati<strong>on</strong> had been<br />
d<strong>on</strong>e <strong>on</strong> the spots by two<br />
tra<strong>in</strong>ed human observers,<br />
backed-up by unobtrusive<br />
video record<strong>in</strong>g. The total<br />
observati<strong>on</strong> per black spot<br />
were at least 18 hours,<br />
divided <strong>in</strong>to 6 blocks of 3<br />
hours. This is a st<str<strong>on</strong>g>and</str<strong>on</strong>g>ard<br />

limited traffic <str<strong>on</strong>g>and</str<strong>on</strong>g> relatively few <strong>in</strong>teracti<strong>on</strong>s with VRUs. The video record<strong>in</strong>g a total of 9 days<br />
(day + night). This helped to also analyze periods <str<strong>on</strong>g>and</str<strong>on</strong>g> events that had not been captured by<br />
human observers. For all measur<strong>in</strong>g periods, Representative traffic counts has been c<strong>on</strong>ducted<br />
to analyze the data from the recorded video.<br />
3.2.3 <str<strong>on</strong>g>Speed</str<strong>on</strong>g> measurement<br />
The speed distributi<strong>on</strong> of each<br />
type of motorized traffic was<br />
be<strong>in</strong>g measured (buses, trucks,<br />
cars, m<strong>in</strong>ivans, motorcycles),<br />
when they entered the<br />
‘cross<strong>in</strong>g c<strong>on</strong>flict z<strong>on</strong>e’, i.e.,<br />
where most pedestrians <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
other vulnerable road users<br />
cross. Only the speed of freerid<strong>in</strong>g<br />
<str<strong>on</strong>g>and</str<strong>on</strong>g> pass<strong>in</strong>g traffic<br />
was measured. For each<br />
type of motorized traffic<br />
at least 200 objects were<br />
recorded. As measurement<br />
tools, a laser gun, backed-up<br />
by speed measurements from<br />
video was used.<br />

3.2.4 Beneficiary survey<br />
To know the exist<strong>in</strong>g road crash situati<strong>on</strong> of the project locati<strong>on</strong>s, percepti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> recommendati<strong>on</strong><br />
of the community stakeholders, beneficiary survey was c<strong>on</strong>ducted <strong>in</strong> all the project locati<strong>on</strong>. A<br />
detailed questi<strong>on</strong>naire,<br />
developed by the<br />
renowned expert<br />
used <strong>in</strong> this survey.<br />

The traffic calm<strong>in</strong>g adaptati<strong>on</strong>s were based <strong>on</strong> best-practices, applied to the specific situati<strong>on</strong> of<br />
the black spots <strong>in</strong> <strong>Bangladesh</strong>. After c<strong>on</strong>sultati<strong>on</strong> with <strong>in</strong>ternati<strong>on</strong>al experts it was c<strong>on</strong>cluded that<br />
the first priority was to significantly reduce the speed of fast-mov<strong>in</strong>g motorized traffic. To achieve<br />
this goal, the selected measures <strong>in</strong> the program (speed humps, rumble strips, supplemented by signs<br />
<str<strong>on</strong>g>and</str<strong>on</strong>g> mark<strong>in</strong>gs) were the most effective measures that are at the same time relatively low-cost <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
susta<strong>in</strong>able. Install<strong>in</strong>g a footbridge for example would have been quite costly <str<strong>on</strong>g>and</str<strong>on</strong>g> it is questi<strong>on</strong>able<br />
how many pedestrians would have used the foot over bridge.<br />
The design of the small-scale <strong>in</strong>frastructural measures was made by lead<strong>in</strong>g road safety experts <strong>in</strong><br />
<strong>Bangladesh</strong> with the help of Gr<strong>on</strong>tmij, a lead<strong>in</strong>g eng<strong>in</strong>eer<strong>in</strong>g company <strong>in</strong> the Netherl<str<strong>on</strong>g>and</str<strong>on</strong>g>s.<br />

4.2 Activities<br />
4.2.1 Approval from m<strong>in</strong>istry<br />
The Project has got approval from the m<strong>in</strong>istry of road transport <str<strong>on</strong>g>and</str<strong>on</strong>g> bridges <strong>on</strong> 26th May<br />
2014. Prior to that approval there were several meet<strong>in</strong>gs held <strong>in</strong> RHD Technical service w<strong>in</strong>g<br />
<str<strong>on</strong>g>and</str<strong>on</strong>g> m<strong>in</strong>istry for discuss<strong>in</strong>g the design <str<strong>on</strong>g>and</str<strong>on</strong>g> other aspects of the project. The meet<strong>in</strong>g participants<br />
checked the feasibility of the design <str<strong>on</strong>g>and</str<strong>on</strong>g> effectiveness <strong>in</strong> the highway. All of the participants<br />
were made assured by local <str<strong>on</strong>g>and</str<strong>on</strong>g> foreign expert that the project would be highly beneficial for<br />
the country. The m<strong>in</strong>istry gave the f<strong>in</strong>al c<strong>on</strong>firmati<strong>on</strong> with a c<strong>on</strong>diti<strong>on</strong> of not us<strong>in</strong>g any name of<br />
CIPRB or <str<strong>on</strong>g>Safe</str<strong>on</strong>g> <str<strong>on</strong>g>Cross<strong>in</strong>g</str<strong>on</strong>g>s <strong>in</strong> project locati<strong>on</strong>s which was followed very strictly later <strong>on</strong>.<br />
4.2.2 Mobilizati<strong>on</strong><br />
The c<strong>on</strong>tractor was awarded of the c<strong>on</strong>tract <strong>on</strong> 11th September 2014 <str<strong>on</strong>g>and</str<strong>on</strong>g> the c<strong>on</strong>tractor<br />
has started preparatory works for mobilizati<strong>on</strong> of their resources. Significant progress <strong>in</strong> the<br />
procurement of materials <str<strong>on</strong>g>and</str<strong>on</strong>g> hir<strong>in</strong>g equipment was be<strong>in</strong>g made <strong>in</strong> time. Road Side unauthorized<br />
shop were be<strong>in</strong>g removed with the help of RHD <strong>on</strong> 16th September 2014. All site was be<strong>in</strong>g<br />
cleared <str<strong>on</strong>g>and</str<strong>on</strong>g> made ready for <strong>in</strong>terventi<strong>on</strong>. Required Equipment’s (viz. excavator, soil compactor,<br />

4.2.3. Physical work plan by c<strong>on</strong>tractor<br />
M/S Taher Enterprise, the c<strong>on</strong>tractor submitted a work schedule for the project before<br />
start<strong>in</strong>g c<strong>on</strong>structi<strong>on</strong>. Necessary preparati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> deployment of resources for the ensu<strong>in</strong>g<br />
best c<strong>on</strong>structi<strong>on</strong> organized prior to c<strong>on</strong>structi<strong>on</strong>.<br />
4.2.4 Road <strong>in</strong>specti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>diti<strong>on</strong> survey<br />
For better C<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> project susta<strong>in</strong>ability, several road <strong>in</strong>specti<strong>on</strong>s d<strong>on</strong>e with the<br />
help of RHD, local <str<strong>on</strong>g>and</str<strong>on</strong>g> foreign expert.<br />
4.2.4.1 Survey by CIPRB & RHD<br />
For proper estimati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> quality c<strong>on</strong>trol, a survey was c<strong>on</strong>ducted with the help of Nars<strong>in</strong>gdi<br />
RHD <strong>in</strong> all project locati<strong>on</strong> through level mach<strong>in</strong>e. The c<strong>on</strong>structi<strong>on</strong> estimati<strong>on</strong> was made<br />
based <strong>on</strong> this survey report.<br />
4.2.4.2 Road <strong>in</strong>specti<strong>on</strong> by CIPRB & <str<strong>on</strong>g>Safe</str<strong>on</strong>g> <str<strong>on</strong>g>Cross<strong>in</strong>g</str<strong>on</strong>g>s<br />
For road c<strong>on</strong>diti<strong>on</strong> survey, a two days exclusive road side <strong>in</strong>specti<strong>on</strong> survey was d<strong>on</strong>e with<br />
the presence of representative of <str<strong>on</strong>g>Safe</str<strong>on</strong>g> <str<strong>on</strong>g>Cross<strong>in</strong>g</str<strong>on</strong>g>s <str<strong>on</strong>g>and</str<strong>on</strong>g> CIPRB representative. It helped to get<br />
proper underst<str<strong>on</strong>g>and</str<strong>on</strong>g><strong>in</strong>g of local feature <str<strong>on</strong>g>and</str<strong>on</strong>g> required acti<strong>on</strong> to make safer road for traffic.<br />
4.2.4.3 Design layout mark<strong>in</strong>g by CIPRB <str<strong>on</strong>g>and</str<strong>on</strong>g> Taher Enterprise<br />
After complet<strong>in</strong>g all pre-requisite activities for c<strong>on</strong>tractor selecti<strong>on</strong>, layout of the proposed<br />
design was be<strong>in</strong>g established <strong>in</strong> all three locati<strong>on</strong>s with the associati<strong>on</strong> of representative<br />
from Taher Enterprise. It was helpful to get proper underst<str<strong>on</strong>g>and</str<strong>on</strong>g><strong>in</strong>g of the <strong>in</strong>terventi<strong>on</strong> items.<br />
4.2.5 Top supervisi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> m<strong>on</strong>itor<strong>in</strong>g by RHD<br />
Accord<strong>in</strong>g to project management plan, Roads <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>Highway</strong>s Department (RHD) acted as a<br />
top supervisor. They were actively <strong>in</strong>volved <strong>in</strong> design verificati<strong>on</strong>, <strong>in</strong>terventi<strong>on</strong> modificati<strong>on</strong>,<br />
field survey, quality c<strong>on</strong>trol of c<strong>on</strong>structi<strong>on</strong>, cooperati<strong>on</strong> <strong>in</strong> community <strong>in</strong>volvement <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
c<strong>on</strong>structi<strong>on</strong> safety assurance.<br />
Their overall participati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> str<strong>on</strong>g support <strong>in</strong> all phase of implementati<strong>on</strong> ensured better<br />
site management <str<strong>on</strong>g>and</str<strong>on</strong>g> ownership creati<strong>on</strong> am<strong>on</strong>g the stake holders. The c<strong>on</strong>tributi<strong>on</strong> for RHD,<br />
especially from Nars<strong>in</strong>gdi Roads Divisi<strong>on</strong> is highly appreciat<strong>in</strong>g <str<strong>on</strong>g>and</str<strong>on</strong>g> a pi<strong>on</strong>eer role from a<br />
government agency.<br />

4.3.4 Materials test results<br />
S<strong>in</strong>ce the mobilizati<strong>on</strong> of the materials at site, a number of tests had been carried out <strong>on</strong> the<br />
LGED laboratory as per directi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> recommendati<strong>on</strong> of the CIPRB team. For the purpose<br />
of ascerta<strong>in</strong> the design requirements of asphalt c<strong>on</strong>crete, test results <strong>on</strong> material properties<br />
are summarized <strong>in</strong> Table 4.3<br />

4.3.7 Important discussi<strong>on</strong>s regard<strong>in</strong>g the work progress<br />
Key decisi<strong>on</strong> dur<strong>in</strong>g the work<strong>in</strong>g time was as follows:<br />
• Limited tender<strong>in</strong>g method used to f<strong>in</strong>d the appropriate c<strong>on</strong>tract for this<br />
dem<strong>on</strong>strati<strong>on</strong> project.<br />
• Project liability period would be three m<strong>on</strong>ths after completi<strong>on</strong>.<br />
• Total C<strong>on</strong>structi<strong>on</strong> safety should be assured by selected c<strong>on</strong>tractor.<br />
• C<strong>on</strong>structi<strong>on</strong> material would be tested <strong>in</strong> local LGED lab <strong>in</strong> Nars<strong>in</strong>gdi<br />

4.4 C<strong>on</strong>clud<strong>in</strong>g comments<br />
The chapter summarizes the progress of highway <strong>in</strong>terventi<strong>on</strong> for the whole project period.<br />
C<strong>on</strong>tractor was selected through tender<strong>in</strong>g. Site has been h<str<strong>on</strong>g>and</str<strong>on</strong>g>ed over <strong>in</strong> time. Necessary<br />
resource deployment <str<strong>on</strong>g>and</str<strong>on</strong>g> mobilizati<strong>on</strong> works were <strong>on</strong> time. Transportati<strong>on</strong>, logistics <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
procurement of the c<strong>on</strong>structi<strong>on</strong> materials were d<strong>on</strong>e <strong>in</strong> time. C<strong>on</strong>diti<strong>on</strong> survey, topographical<br />
survey <str<strong>on</strong>g>and</str<strong>on</strong>g> pre-secti<strong>on</strong>s survey works <strong>on</strong> the project were completed before c<strong>on</strong>structi<strong>on</strong>.<br />
Necessary material test were <strong>in</strong> regular progress for quality c<strong>on</strong>trol aspect. <str<strong>on</strong>g>Safe</str<strong>on</strong>g>ty precauti<strong>on</strong><br />
taken by the c<strong>on</strong>tractor was satisfactory. However due to weather c<strong>on</strong>diti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> adverse<br />
socio -ec<strong>on</strong>omic c<strong>on</strong>diti<strong>on</strong>, the activity required more time than planned to be completed.<br />

ACE Program is the best tools to create safe road user <str<strong>on</strong>g>and</str<strong>on</strong>g> to c<strong>on</strong>firm project susta<strong>in</strong>ability<br />
through creat<strong>in</strong>g str<strong>on</strong>g local ownership <str<strong>on</strong>g>and</str<strong>on</strong>g> commitment from local stakeholders. It has been<br />
observed that without community <strong>in</strong>volvement <str<strong>on</strong>g>and</str<strong>on</strong>g> proper tra<strong>in</strong><strong>in</strong>g of road user, eng<strong>in</strong>eer<strong>in</strong>g<br />
<strong>in</strong>terventi<strong>on</strong> did not perform at its best. Hence, with the jo<strong>in</strong>t participati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>tributi<strong>on</strong><br />
from the expert of home <str<strong>on</strong>g>and</str<strong>on</strong>g> abroad, this comprehensive plan has been prepared <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
implemented. The key activities will be highlighted <strong>in</strong> this chapter.<br />
5.1 Road safet y committee<br />
Formati<strong>on</strong> of Road <str<strong>on</strong>g>Safe</str<strong>on</strong>g>ty Committee was <strong>on</strong>e of the major comp<strong>on</strong>ents of the project that<br />
<strong>in</strong>volved local community <strong>in</strong> all steps of the program. The committees are resp<strong>on</strong>sible for<br />
ensur<strong>in</strong>g proper utilizati<strong>on</strong> of the project <strong>in</strong>terventi<strong>on</strong> by the road users as well as to provide<br />
overall help <strong>in</strong> any aspect related to the project.<br />
The committee was c<strong>on</strong>sist<strong>in</strong>g of 11 key members of the local community. Chairman of the local<br />
uni<strong>on</strong> parishad is chairpers<strong>on</strong> of the committee, where record keepers, other local government<br />
representatives, school teacher, local market committee member, religious leader, member of<br />
local CNG driver associati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> other <strong>in</strong>fluential community are also act<strong>in</strong>g as general member.<br />
Rout<strong>in</strong>e meet<strong>in</strong>g is <strong>on</strong>go<strong>in</strong>g <strong>on</strong> some prefixed agenda such as updat<strong>in</strong>g of project activities,<br />
upcom<strong>in</strong>g activities, resp<strong>on</strong>sibilities of the committee members, their behaviour <strong>on</strong> road,<br />
issues the committee members faced from the community <str<strong>on</strong>g>and</str<strong>on</strong>g> look for soluti<strong>on</strong>s etc. S<strong>in</strong>ce<br />
formati<strong>on</strong>, 11 meet<strong>in</strong>gs <strong>in</strong> Nilkuthi <str<strong>on</strong>g>and</str<strong>on</strong>g> 10 each <strong>in</strong> Namapara <str<strong>on</strong>g>and</str<strong>on</strong>g> Kunderpara have been<br />
c<strong>on</strong>ducted. However, it will be c<strong>on</strong>t<strong>in</strong>ued till next October, 2016.<br />
5.2 Warn<strong>in</strong>g sticker stitch<strong>in</strong>g<br />
To ensure safety of the passengers, pedestrians <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>structi<strong>on</strong> workers, comprehensive<br />
precauti<strong>on</strong>ary measures were taken before start<strong>in</strong>g of c<strong>on</strong>structi<strong>on</strong> activities that <strong>in</strong>cludes<br />
attach<strong>in</strong>g sticker <strong>on</strong> high speedy buses <strong>in</strong> larger bus st<str<strong>on</strong>g>and</str<strong>on</strong>g>s at <strong>Dhaka</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> central bus st<str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong><br />
Bairab. Sticker was stitched <strong>on</strong> buses before 7-10 days of start<strong>in</strong>g c<strong>on</strong>structi<strong>on</strong> work.<br />
Al<strong>on</strong>g with the sticker, letters were issued to the owner of the major bus companies. Sticker<br />
was stitched <strong>in</strong> two phases. 250 <strong>in</strong> the first phase <str<strong>on</strong>g>and</str<strong>on</strong>g> 160 <strong>in</strong> sec<strong>on</strong>d phase. After completi<strong>on</strong><br />
of first phase, a short assessment was c<strong>on</strong>ducted <str<strong>on</strong>g>and</str<strong>on</strong>g> based <strong>on</strong> that assessment, sec<strong>on</strong>d<br />
phase was completed.<br />
5.3 Communicative materials (Leaflet)<br />
To make community people aware <strong>on</strong> road safety, leaflet with six key pictorial messages<br />
were distributed to the local stakeholders. Proper messages were selected <str<strong>on</strong>g>and</str<strong>on</strong>g> illustrated,<br />
c<strong>on</strong>sider<strong>in</strong>g the simplicity <str<strong>on</strong>g>and</str<strong>on</strong>g> visit<strong>in</strong>g the project locati<strong>on</strong>s. Leaflet were distributed to all<br />
road users from pers<strong>on</strong> to pers<strong>on</strong> <strong>in</strong> the project area. For better underst<str<strong>on</strong>g>and</str<strong>on</strong>g><strong>in</strong>g, the officials<br />
helped the villagers to make them underst<str<strong>on</strong>g>and</str<strong>on</strong>g> the messages.<br />

5.4 <str<strong>on</strong>g>Safe</str<strong>on</strong>g> child pedestrian tra<strong>in</strong><strong>in</strong>g (SCPT)<br />
<str<strong>on</strong>g>Safe</str<strong>on</strong>g> child pedestrian tra<strong>in</strong><strong>in</strong>g is a practical tra<strong>in</strong><strong>in</strong>g for the young children for us<strong>in</strong>g road<br />
safely. Tra<strong>in</strong><strong>in</strong>g was c<strong>on</strong>ducted for grade I <str<strong>on</strong>g>and</str<strong>on</strong>g> II students <strong>in</strong> some selected primary schools,<br />
close to the project locati<strong>on</strong>s.<br />
Tra<strong>in</strong><strong>in</strong>g was c<strong>on</strong>ducted by volunteer teachers. Tra<strong>in</strong><strong>in</strong>g was c<strong>on</strong>ducted <strong>in</strong> two major parts. First<br />
<strong>on</strong>e was 10-15 m<strong>in</strong>utes classroom discussi<strong>on</strong> <strong>on</strong> flip chart <str<strong>on</strong>g>and</str<strong>on</strong>g> then 15-20 m<strong>in</strong>utes practical<br />
dem<strong>on</strong>strati<strong>on</strong> <strong>on</strong> road. A batch of four children was formed by the tra<strong>in</strong>er. At least four sessi<strong>on</strong>s<br />
were c<strong>on</strong>ducted with each batch for mak<strong>in</strong>g the tra<strong>in</strong>ee children graduate. C<strong>on</strong>sider<strong>in</strong>g the<br />
challenge <str<strong>on</strong>g>and</str<strong>on</strong>g> risk of tra<strong>in</strong><strong>in</strong>g <strong>on</strong> the highway, village road was used for practical dem<strong>on</strong>strati<strong>on</strong><br />
with demo zebra cross<strong>in</strong>g.<br />
Day l<strong>on</strong>g tra<strong>in</strong><strong>in</strong>g of tra<strong>in</strong>ers (ToT) was organized for the volunteer teachers. Necessary<br />
materials <str<strong>on</strong>g>and</str<strong>on</strong>g> logistics like flip chart, tra<strong>in</strong><strong>in</strong>g manual, safety vest for teachers <str<strong>on</strong>g>and</str<strong>on</strong>g> students<br />
were distributed before start<strong>in</strong>g the tra<strong>in</strong><strong>in</strong>g. This activity was c<strong>on</strong>ducted <strong>on</strong> May-June<br />
2015. Total eligible children were 181 <strong>in</strong> all the selected schools <str<strong>on</strong>g>and</str<strong>on</strong>g> am<strong>on</strong>g them, 116<br />
(64% overall) were completed the tra<strong>in</strong><strong>in</strong>g successfully.<br />
5.5 Video show<br />
As an <strong>in</strong>dispensable part of awareness <str<strong>on</strong>g>and</str<strong>on</strong>g> educati<strong>on</strong> program, <strong>in</strong>teractive popular theatre (video<br />
show) was c<strong>on</strong>ducted for the school children. Focus<strong>in</strong>g some key road safety messages, a 20 m<strong>in</strong>utes<br />
video clip was developed. This is a very effective method for provid<strong>in</strong>g messages <str<strong>on</strong>g>and</str<strong>on</strong>g> mak<strong>in</strong>g the<br />
young children aware to be a safe road user. Students of grade IV-VIII were the target group.<br />
Around project locati<strong>on</strong>s, there are 7 primary <str<strong>on</strong>g>and</str<strong>on</strong>g> 1 comb<strong>in</strong>ed (primary <str<strong>on</strong>g>and</str<strong>on</strong>g> sec<strong>on</strong>dary) schools.<br />
Around 1200 students are enrolled <strong>in</strong> those school. Through c<strong>on</strong>ducted 20 number of shows, all<br />
the targeted students were covered. Us<strong>in</strong>g multimedia projector <str<strong>on</strong>g>and</str<strong>on</strong>g> digital sound system, shows<br />
were c<strong>on</strong>ducted <strong>in</strong> the classroom while generator ensured un<strong>in</strong>terrupted power supply.<br />
Introductory discussi<strong>on</strong>, knowledge assessment through pre- <str<strong>on</strong>g>and</str<strong>on</strong>g> post-test, display<strong>in</strong>g of<br />
show <str<strong>on</strong>g>and</str<strong>on</strong>g> post show discussi<strong>on</strong> was the major activities of the video show.<br />
5.6 CNG drivers’ orientati<strong>on</strong><br />
Basel<strong>in</strong>e f<strong>in</strong>d<strong>in</strong>gs revealed that CNGs are directly <strong>in</strong>volved with more than half of total road<br />
crashes <strong>in</strong> the project locati<strong>on</strong>s. Based <strong>on</strong> this f<strong>in</strong>d<strong>in</strong>gs, project organized orientati<strong>on</strong> for the<br />
CNG drivers. The events <strong>in</strong>cluded display<strong>in</strong>g pictures <str<strong>on</strong>g>and</str<strong>on</strong>g> videos of some crashes <str<strong>on</strong>g>and</str<strong>on</strong>g> near<br />
crashes <str<strong>on</strong>g>and</str<strong>on</strong>g> participatory discussi<strong>on</strong> <strong>on</strong> 10 basic safe less<strong>on</strong>s <strong>on</strong> road safety.<br />
CNG drivers were identified from the drivers’ associati<strong>on</strong>s close to project locati<strong>on</strong>s who were<br />
selected by the secretary of the associati<strong>on</strong>. 120 Drivers were r<str<strong>on</strong>g>and</str<strong>on</strong>g>omly selected from different<br />
four associati<strong>on</strong>s (Nilkuthi, Taluk K<str<strong>on</strong>g>and</str<strong>on</strong>g>i, Baroicha <str<strong>on</strong>g>and</str<strong>on</strong>g> Narayanpur). Current drivers who were<br />
runn<strong>in</strong>g their CNG were participated <strong>in</strong> the orientati<strong>on</strong>. Each group c<strong>on</strong>sisted of 10 members.<br />
The event c<strong>on</strong>ducted <strong>in</strong> two phase. In the first phase, some pictures <str<strong>on</strong>g>and</str<strong>on</strong>g> videos of crashes <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
near crash' were illustrated. Mak<strong>in</strong>g pledge by the drivers for become a safe driver was the topic<br />
of sec<strong>on</strong>d phase.<br />

5.7 <str<strong>on</strong>g>Safe</str<strong>on</strong>g> crosser<br />
<str<strong>on</strong>g>Safe</str<strong>on</strong>g> crossers are <strong>on</strong>e of the effective comp<strong>on</strong>ents of the project. They were help<strong>in</strong>g<br />
vulnerable road users dur<strong>in</strong>g cross<strong>in</strong>g the road. For better road capacity, they were also<br />
resp<strong>on</strong>sible for manag<strong>in</strong>g traffic, close to the cross<strong>in</strong>g.<br />
After completi<strong>on</strong> of <strong>in</strong>terventi<strong>on</strong> <strong>on</strong> road, comprehensive observati<strong>on</strong> directed appo<strong>in</strong>t<strong>in</strong>g<br />
<str<strong>on</strong>g>Safe</str<strong>on</strong>g> Crossers for better traffic management. They briefed the road users about safe<br />
behaviour <str<strong>on</strong>g>and</str<strong>on</strong>g> proper utilizati<strong>on</strong> of the provided <strong>in</strong>terventi<strong>on</strong>. Twelve members of Ansar<br />
VDP was deployed for this purpose. Four pers<strong>on</strong>s <strong>in</strong> each locati<strong>on</strong> were provid<strong>in</strong>g duty <strong>in</strong><br />
shift basis. Two pers<strong>on</strong>s were <strong>in</strong> each shift where shift divided by day <str<strong>on</strong>g>and</str<strong>on</strong>g> even<strong>in</strong>g. Day shift<br />
started from 6 am to 2 pm <str<strong>on</strong>g>and</str<strong>on</strong>g> even<strong>in</strong>g shift was up to 10 pm from 2 pm.<br />
Major activities of safe crossers are to <strong>in</strong>struct bus drivers for us<strong>in</strong>g the bay, not to park<br />
vehicles <strong>on</strong> road <str<strong>on</strong>g>and</str<strong>on</strong>g> close to cross<strong>in</strong>g, ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g discipl<strong>in</strong>e <strong>on</strong> the <strong>in</strong>tersecti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> help<br />
vulnerable road users to cross the road etc.<br />
5.8 Challenges<br />
Some challenges were be<strong>in</strong>g faced by project pers<strong>on</strong>nel to manage this cost effective awareness<br />
<str<strong>on</strong>g>and</str<strong>on</strong>g> educati<strong>on</strong> activities <strong>in</strong> rural sett<strong>in</strong>gs. The challenges are as follows:<br />
Regard<strong>in</strong>g village road safety committee, at <strong>in</strong>itial stage, there was a plan for c<strong>on</strong>duct<strong>in</strong>g<br />
committee meet<strong>in</strong>g twice a m<strong>on</strong>th but it was not possible. Less attend<strong>in</strong>g tendency by the<br />
members, members' bus<strong>in</strong>ess with their own job <str<strong>on</strong>g>and</str<strong>on</strong>g> country's political situati<strong>on</strong> are the ma<strong>in</strong><br />
obstacles <strong>in</strong> this regard.<br />
Regard<strong>in</strong>g sticker attach<strong>in</strong>g, sometimes bus companies were refused to stick the messages<br />
for fear of damag<strong>in</strong>g vehicle colour.<br />
Regard<strong>in</strong>g Leaflet distributi<strong>on</strong>, literacy rate <str<strong>on</strong>g>and</str<strong>on</strong>g> level of educati<strong>on</strong> of the general people<br />
varies. Sometimes uneducated villagers were unwill<strong>in</strong>g to learn <str<strong>on</strong>g>and</str<strong>on</strong>g> project staff managed<br />
them by describ<strong>in</strong>g the messages which was time c<strong>on</strong>sum<strong>in</strong>g.<br />
Regard<strong>in</strong>g school educati<strong>on</strong> program, rout<strong>in</strong>e exam<strong>in</strong>ati<strong>on</strong> <strong>in</strong> the schools, teachers’ assignment<br />
with regular school activities, special holidays <str<strong>on</strong>g>and</str<strong>on</strong>g> country's unrest political situati<strong>on</strong> were<br />
the ma<strong>in</strong> challenges for tra<strong>in</strong><strong>in</strong>g <str<strong>on</strong>g>and</str<strong>on</strong>g> video show.<br />
In CNG orientati<strong>on</strong>, Drivers were busy <strong>on</strong> driv<strong>in</strong>g CNG then attend<strong>in</strong>g the program. Hence,<br />
mak<strong>in</strong>g them c<strong>on</strong>venient with their preferable time <str<strong>on</strong>g>and</str<strong>on</strong>g> locati<strong>on</strong> were challeng<strong>in</strong>g.<br />
Regard<strong>in</strong>g <str<strong>on</strong>g>Safe</str<strong>on</strong>g> Crosser, the major difficulties faced <strong>on</strong> that time were: less resp<strong>on</strong>se <strong>on</strong> <strong>in</strong>structi<strong>on</strong>s<br />
of supervisor, unnecessary quarrel with drivers <str<strong>on</strong>g>and</str<strong>on</strong>g> negligence <strong>on</strong> duty at less supervisi<strong>on</strong>,<br />
unwill<strong>in</strong>gness <strong>on</strong> wear<strong>in</strong>g reflective safety vest; risky road cross<strong>in</strong>g attitudes from newly recruited<br />
pers<strong>on</strong>s etc. were the ma<strong>in</strong> challenges. Moreover, local people were creat<strong>in</strong>g pressures to recruit<br />
themselves as safe crosser were also the menti<strong>on</strong>able challenge from the community.<br />
5.9 C<strong>on</strong>clud<strong>in</strong>g comments<br />
In additi<strong>on</strong> to the eng<strong>in</strong>eer<strong>in</strong>g activities, the program c<strong>on</strong>sisted of educati<strong>on</strong> activities <str<strong>on</strong>g>and</str<strong>on</strong>g> activities<br />
to <strong>in</strong>volve the local community. It has been the comb<strong>in</strong>ati<strong>on</strong> of all three activities that has caused the<br />
success of the program.<br />

Project Outcomes<br />
The project has been fruitful <strong>in</strong> reduc<strong>in</strong>g excessive speed of the vehicle to moderate <strong>on</strong>e <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
hence improv<strong>in</strong>g overall crash situati<strong>on</strong>. The follow<strong>in</strong>g secti<strong>on</strong> will highlight the achievements of<br />
the project <strong>in</strong> brief.<br />
6.1 Travel speed<br />
Dur<strong>in</strong>g basel<strong>in</strong>e survey <str<strong>on</strong>g>and</str<strong>on</strong>g> previous crash pattern analysis, it has been proved that <strong>in</strong>ter <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
<strong>in</strong>tra district Bus, Car <str<strong>on</strong>g>and</str<strong>on</strong>g> Truck were the ma<strong>in</strong> causes of crash whereas slow <str<strong>on</strong>g>and</str<strong>on</strong>g> vulnerable road<br />
user like pedestrians <str<strong>on</strong>g>and</str<strong>on</strong>g> slow motorized vehicles are the worst victims of these killer vehicles.<br />
Reducti<strong>on</strong> of operat<strong>in</strong>g speed <strong>in</strong> the project areas are illustrated <strong>in</strong> follow<strong>in</strong>g figures 6.1.<br />

6. 2 Crash reducti<strong>on</strong><br />
The Crash data collected <strong>in</strong> all three locati<strong>on</strong>s dur<strong>in</strong>g before c<strong>on</strong>structi<strong>on</strong> period ranges<br />
from June 1st 2013 to December 31st 2014 (19 m<strong>on</strong>ths) <str<strong>on</strong>g>and</str<strong>on</strong>g> the after c<strong>on</strong>structi<strong>on</strong> period<br />
from May 1st 2015 to January 31st 2016 (9 m<strong>on</strong>ths). Table 6.5 shows the total number of<br />
crashes, <strong>in</strong>juries, <str<strong>on</strong>g>and</str<strong>on</strong>g> fatalities <strong>in</strong> the before <str<strong>on</strong>g>and</str<strong>on</strong>g> after periods. The numbers shown are the<br />

y type of road crash. Pedestrians account for 63% of all <str<strong>on</strong>g>and</str<strong>on</strong>g> motorbikes for 16% where buspedestrian<br />
crashes accounted for relative most fatalities.<br />
S<strong>in</strong>ce the completi<strong>on</strong> of the speed hump, there have been 3 fatalities <strong>in</strong> the <strong>in</strong>terventi<strong>on</strong> locati<strong>on</strong>s<br />
till March 2016. All three fatalities resulted from a bus-passenger crash. In the first fatality<br />
(August 2015), an adult man jumped off a bus that was still driv<strong>in</strong>g <str<strong>on</strong>g>and</str<strong>on</strong>g> his clothes got caught<br />
under the wheels of the bus. In the sec<strong>on</strong>d fatality (October 2015), a bus hit young boy who<br />
was cross<strong>in</strong>g the highway. In the third fatality, a bus hit an adult who was cross<strong>in</strong>g the highway<br />
(November 2015).<br />
Figure 6.3 shows the m<strong>on</strong>thly totals for the number of crashes, the number of <strong>in</strong>juries, <str<strong>on</strong>g>and</str<strong>on</strong>g> the<br />
number of fatalities respectively. We have excluded the numbers for the m<strong>on</strong>ths dur<strong>in</strong>g which the<br />
speed humps were <strong>in</strong>stalled (Jan 2015 – April 2015).<br />

Compar<strong>in</strong>g the average numbers per m<strong>on</strong>th for the before <str<strong>on</strong>g>and</str<strong>on</strong>g> after period. The table<br />
shows an average reducti<strong>on</strong> <strong>in</strong> the number of crashes of 66%, <strong>in</strong> the number of people killed<br />
of 67% <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong> the number of <strong>in</strong>juries of 73%. For pedestrians, comparis<strong>on</strong> between before<br />
<str<strong>on</strong>g>and</str<strong>on</strong>g> after period reveals a reducti<strong>on</strong> <strong>in</strong> the average number of crashes of 65% while the<br />
average number of pedestrian <strong>in</strong>juries decl<strong>in</strong>ed by 81%.<br />
6.3 C<strong>on</strong>flict observati<strong>on</strong> (DOCTOR) us<strong>in</strong>g video record<strong>in</strong>gs<br />
Dur<strong>in</strong>g the project, <strong>on</strong>e of the major comp<strong>on</strong>ents was analys<strong>in</strong>g the c<strong>on</strong>flicts (near crash)<br />
through DOCTOR (Dutch objective of c<strong>on</strong>flict technique observati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> research) techniques.<br />
For analys<strong>in</strong>g the traffic behaviour, the DOCTOR method requires a total c<strong>on</strong>flict observati<strong>on</strong><br />
period of 18 hours. For the sampl<strong>in</strong>g of the record<strong>in</strong>g for each locati<strong>on</strong>, 3 days with specific time<br />
block (4.5 hours each <strong>in</strong> Before-After per locati<strong>on</strong>) were selected to analyse the data. As we<br />
analysed these videos it became clear that slight c<strong>on</strong>flicts accord<strong>in</strong>g to the DOCTOR technique<br />
(severity category 1-2) are c<strong>on</strong>sidered as more or less normal behaviour <strong>in</strong> the <strong>Bangladesh</strong><br />
sett<strong>in</strong>g compar<strong>in</strong>g with developed world. Therefore, we decided to focus our analysis <strong>on</strong> the<br />
severe c<strong>on</strong>flicts (severity category 3-5) <strong>on</strong>ly.<br />
In Nilkuthi, 4.5h period analyses revealed that the number of serious c<strong>on</strong>flicts was reduced<br />
from 56 <strong>in</strong> the before period to 38 <strong>in</strong> the after period (Figure 6.4). In additi<strong>on</strong>, this also<br />
<strong>in</strong>dicates a shift to the left <strong>in</strong> c<strong>on</strong>flict severity, imply<strong>in</strong>g that the c<strong>on</strong>flicts <strong>in</strong> the after period are<br />
less severe than <strong>in</strong> the before period with no c<strong>on</strong>flicts of the highest level 5 anymore. C<strong>on</strong>flicts<br />
with severity 5 represented 12.5% of serious c<strong>on</strong>flicts <strong>in</strong> the before period.<br />
In Kunderpara the number of serious c<strong>on</strong>flicts was reduced from 73 to 22 <strong>in</strong> the after period<br />
(Figure 6.4), a larger reducti<strong>on</strong> than <strong>in</strong> Nilkuthi. When we take the road user volumes <strong>in</strong>to<br />
account by the number of c<strong>on</strong>flicts/volume, we see a reducti<strong>on</strong> <strong>in</strong> c<strong>on</strong>flict risks of 67%<br />
(22/5.645 After versus 73/5.724 Before).<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> 5) was significantly reduced from 65 serious c<strong>on</strong>flicts per locati<strong>on</strong> <strong>in</strong> a 4.5 hour period<br />
before to 30 serious c<strong>on</strong>flicts <strong>in</strong> the after period, Besides, no c<strong>on</strong>flicts of the highest severity<br />

6.5 Hourly variati<strong>on</strong> of crash<br />
After analyz<strong>in</strong>g total crash record, recorded by local record keepers, showed that nearly<br />
86% of crashes happened between 10:00 to 20:00. The plotted crash variati<strong>on</strong> is be<strong>in</strong>g<br />

6.6 Benefit cost ratio of the project<br />
Estimated social ec<strong>on</strong>omic return at 6000% for this project which is tremendous. The<br />
total benefit of the project is <strong>in</strong> the order of Taka 780 Milli<strong>on</strong> due to avoided health cost,<br />
c<strong>on</strong>gesti<strong>on</strong>, damage, producti<strong>on</strong> loss etc. Measured <strong>in</strong> another way, the ‘cost per DALY<br />

passes through villages, comb<strong>in</strong>ed with active community <strong>in</strong>volvement <str<strong>on</strong>g>and</str<strong>on</strong>g> road user educati<strong>on</strong><br />
has shown a reducti<strong>on</strong> <strong>in</strong> travell<strong>in</strong>g speeds <strong>in</strong> the villages <str<strong>on</strong>g>and</str<strong>on</strong>g> as a result a reducti<strong>on</strong> <strong>in</strong> road<br />
traffic fatalities <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong>juries of at least 60%. The result is prov<strong>in</strong>g the effectiveness of the<br />
program. An additi<strong>on</strong>al advantage of the <strong>in</strong>tegrated speed management program is that it<br />
can be implemented relatively quickly (<strong>in</strong> 6 to 12 m<strong>on</strong>ths) <str<strong>on</strong>g>and</str<strong>on</strong>g> that the cost-effectiveness is<br />
very high. Analysis suggests that a ‘cost per DALY saved’ of below USD 100.<br />
Active <str<strong>on</strong>g>and</str<strong>on</strong>g> prompt support of RHD <strong>in</strong> all aspect of project activity is highly appreciated.<br />
Efficient participati<strong>on</strong> of local community <str<strong>on</strong>g>and</str<strong>on</strong>g> government agencies has made the project<br />
a perfect example of local ownership <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong>volvement, which paved the implementati<strong>on</strong> <strong>in</strong><br />
various aspect.<br />
Dur<strong>in</strong>g the project, a perfect dem<strong>on</strong>strati<strong>on</strong> of c<strong>on</strong>structi<strong>on</strong> safety had been showed as there<br />
is no s<strong>in</strong>gle crash or <strong>in</strong>jury all al<strong>on</strong>g the work<strong>in</strong>g days, which is highly appreciated by all. The<br />
str<strong>on</strong>g commitment of the c<strong>on</strong>tractor to safety greatly c<strong>on</strong>tributed <strong>in</strong> this aspect. Moreover,<br />
the project <strong>in</strong>troduces some new <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong>novative low cost <strong>in</strong>terventi<strong>on</strong> such as village road<br />
safety committee, crash record keep<strong>in</strong>g at relatively faster <str<strong>on</strong>g>and</str<strong>on</strong>g> accurately, placement of<br />
road sign with better visibility, safe crosser <strong>on</strong> the highway etc.<br />
The project can be implemented <strong>in</strong> much more risky locati<strong>on</strong>s al<strong>on</strong>g the highway, even <strong>in</strong> the<br />
urban areas. Active <str<strong>on</strong>g>and</str<strong>on</strong>g> jo<strong>in</strong>t effort of the respective government agencies can make the<br />
highway much safer to reduce the death <strong>in</strong> road by 50% with<strong>in</strong> 2020. We highly recommend<br />
the Government of <strong>Bangladesh</strong> to replicate this speed management project across the country.<br />
This can be d<strong>on</strong>e both <strong>on</strong> exist<strong>in</strong>g highways <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong>cluded <strong>in</strong> the design of new highways. This<br />
project has clearly dem<strong>on</strong>strated that <strong>in</strong>vest<strong>in</strong>g <strong>in</strong> road safety results <strong>in</strong> social, health <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
ec<strong>on</strong>omic benefits for the country.<br />
