be ready for rapid activation in case of necessity when starting an enterprise.<br />

4.3 Document Luxembourg’s Quality of Life Indicators Annually: Set up a commission to<br />

determine the cluster of indicators encompassing quality of life measures. Set up a public<br />

platform for sharing and posting these indicators (in real-time or some proximity thereof,<br />

depending on the data gathering timeframes), as well as soliciting interaction, feedback<br />

and suggestions from citizens on how to further enhance the quality of life indicators.<br />

While much of the Sharing Economy is not counted in the GDP, sharing activities do<br />

increase the quality of life, a sense of well-being and life satisfaction. As such, quality of<br />

life indicators are as important to inform citizens as historical economic indicators that do<br />

not capture or showcase such critical benefits.<br />

4.4 Release “The Third Industrial Revolution Strategy Study” for Luxembourg in different<br />

languages, notably English, French, German and Portuguese. It will be crucial to engage<br />

the whole society in the TIR transition by making Luxembourg’s Third Industrial Revolution<br />

Strategy Study available in multiple languages.<br />

4.5 Plan a public information and discussion campaign after the release of “The Third<br />

Industrial Revolution Strategy Study.” A specific campaign should aim to raise awareness<br />

within the general public of the importance of the Sharing Economy and the involvement<br />

of all stakeholders necessary for a successful transition into the Third Industrial Revolution.<br />

The study on Luxembourg’s TIR strategy should be part of a broad and fundamental public<br />

debate on the nation’s economic and societal future. To support economic transition and<br />

the associated socio-cultural shift, a general communication campaign should be<br />

undertaken to familiarize the population and all socio-economic actors not only with<br />

Luxembourg’s TIR strategy, objectives and motivations, but also with the general concept<br />

of TIR and its holistic approach, including underlying principles like collaborative commons,<br />

sustainability and circularity.<br />

4.6 Analyze Sharing Economy activities in Luxembourg. To be able to develop well-grounded<br />

and pertinent policies, it is necessary to assess the extent and impact of Sharing Economy<br />

activities. In particular, its contribution to GDP and tax revenues, as well as the number<br />

and quality of jobs generated. These and related issues will need to be addressed in<br />

corresponding studies. The establishment of a specific inventory is a first step to providing<br />

an overview of sharing activities in Luxembourg. Additional surveys on people’s<br />

motivations to participate or not in the Sharing Economy will need to be conducted to help<br />
