cooperatives have been an important option in recent decades and especially valuable in<br />

promoting distributed power generation. German, Danish, and Swedish shared<br />

cooperatives have been instrumental in the large-scale expansion of wind and solar PV<br />

systems in their nations. Expanding the use of energy cooperatives in Luxembourg is an<br />

update of the traditional sharing economy, while also incorporating the latest in high-tech,<br />

knowledge-driven opportunities for deriving value from the community’s renewable<br />

energy resources.<br />

2 Technical<br />

2.1 Blockchain technology should be examined as a useful tool to track prosumer/Sharing<br />

Economy activities and avoid clandestine employment. The development of a core<br />

platform, through which all transactions relative to the Sharing Economy and prosumer<br />

activities must be included, will facilitate the task of tax authorities. Blockchain technology<br />

could be used for registering purposes, in order to build in security in value chains and<br />

record the transactions.<br />

3 Regulatory<br />

3.1 Sensitize and inform prosumers about legal rights and obligation in the Sharing<br />

Economy. When consumers also become producers – prosumers – or service providers at<br />

once, they are confronted with questions regarding product safety, consumer rights, etc.,<br />

as well as commercial and fiscal issues in the Sharing Economy. To raise awareness on<br />

these important topics, prosumers must be sensitized and informed. To this end, a<br />

campaign should be launched, for example, in collaboration with the Chamber of<br />

Commerce or consumer protection organizations. The centralized web-based platform<br />

mentioned in proposal 4.7 below and intermediation websites offering services in<br />

Luxembourg are also appropriate partners to publicize relevant information on legal rights<br />

and responsibilities in the Sharing Economy.<br />

3.2 The State must ensure via legal guidelines and action that different business models<br />

underlie the same regulations and different operators and service providers comply with<br />

the same legal obligations. Anticipating and recommending suitable regulations that<br />

remain pertinent in a rapidly and continuously changing environment will continue to be a<br />

substantial challenge. It is important to recognize that the Sharing Economy operates by a<br />

different set of regulatory aspirations and requirements than the traditional capital<br />

market.<br />
