4.8 Establishment of a material examination office. Creation of a national institute whose<br />

mission is the control and analysis of specific products in order to validate the quality of<br />

the used materials and to certify their technical nature. This institute should act<br />

independently and should not be subject to producers or suppliers. This office would also<br />

issue material passports.<br />

4.9 Material passports should be promoted through public procurement. Material passports<br />

integrated with blockchain technology could provide continuous tracking of products.<br />

Material content and assembly methods would always be traceable, and enable taxation<br />

to be automated, depending on the final destination of the product. Minimum legal<br />

standards for healthy design and design for disassembly should be established and<br />

periodically reviewed, for inclusion in material passports.<br />

4.10 Promote energy network stability and cost savings through instant pricing and local<br />

energy storage. Expand installation of smart meters, and implement a flexible short term<br />

energy pricing scheme which contributes to stabilizing the networks, saving money for<br />

both end-users and operators, supporting distributed production plants, and achieving the<br />

100% renewable energy goal faster. Promote smart-controlled equipment for enabling<br />

participation in real-time demand response options. Support technical development of<br />

energy storage solutions that are re-usable. Support fully autonomous energy<br />

consumption by electronic devices and machines, connected to the Internet, and<br />

automated energy storage based on energy availability and short term provisions around<br />

local consumption and production.<br />

4.11 Through a public-private partnership, promote smart supply chains, intelligent assets,<br />

and standardized logistics container/tray pool. Spread use of existing technologies (RFID,<br />

geo-localization) for high value items together with other information like usage, need for<br />

repair, and storage conditions (humidity/ temperature). Foster standardized packaging<br />

solutions for all local postal, parcel and logistic companies managed in a central pool.<br />

Develop a demonstration smart warehouse, that can easily be adapted to future needs<br />

and that detect material flows through the building. Develop low cost technologies to<br />

ensure tracking of goods, and packaging materials, and of transportation equipment for<br />

multiple industries (logistics, food, automotive suppliers, medical). Develop safe data<br />

transmission protocols (e.g., blockchain technologies).<br />
