1.4 Promote agricultural, local and organic products. There are existing organic grocery<br />

stores selling regional products in Luxembourg. There are also local organic production<br />

initiatives: Naturata, Oikopolis. What is needed is greater support for the development of<br />

expanded organic agriculture, resulting in positive impacts generated by the farmers. This<br />

will require ongoing research combined with pilot projects to investigate potential positive<br />

impacts, for example chemical free areas, changes in yields, and soil carbon enhancement.<br />

1.5 Promote the Circular-Design of products and new business models. Potential<br />

collaborators in circular design include the Design School CAD Wiltz and the FAB Lab (3D<br />

Laboratory) in Belval, Esch-Alzette. The EU ECO Design Directive – the REACH process –<br />

promotes circular design requirements at the EU level and offers financial support for<br />

specific R&D projects. Part of the mandate of the REACH program is to definine minimum<br />

design standards. Luxembourg should champion the expansion of the existing ECO design<br />

directive to include a circular approach. Circular design should be phased-in as a<br />

mandatory module in technical education and efforts should be made to attract design<br />

schools to Luxembourg.<br />

1.6 Promote new business models: Product-as a-service and circular supplies. Some<br />

examples of product-as-a-service exist already in Luxembourg, e.g., agricultural machines<br />

and toys. Identify other products with potential to be shifted from traditional “buy and<br />

own” to “use as a service” and promote such transitions. Develop new business models<br />

and support pilot projects via specific national support programs (Fit 4 circularity). Provide<br />

financial support for this type of approach. Expand research in new IoT technologies<br />

(smart tags, low cost sensors, IoT tools and techniques, mobile apps) to help in the<br />

implementation of such a system. Promote public procurement that allows 'pay for<br />

performance’ contracts. Revise tax system to give preference to 'usage' of a product<br />

versus the possession of a product at the moment when the purchasing decision is made.<br />

2 Technical<br />

2.1 Develop nutrient recovery in wastewater treatment stations. Promote segregation of<br />

problematic waste streams at the source. Establish pilot projects for extracting phosphates<br />

and support research for extraction of other nutrients, followed by large-scale recovery<br />

programs. Implement infrastructure to separate grey water and wastewater. Require all<br />

new wastewater treatment stations to recover phosphates.<br />
