Value added is complicated by the terms and conditions set out by the EU’s Common<br />

Agricultural Policy (CAP), which provides EU farmers annual Direct Payments under support<br />

schemes. According to the most recent EU Regulation No 1307/2013, Luxembourg’s net ceiling<br />

is set at €33.6 million in 2015, slightly declining to €33.4 million by 2020. 120<br />

In addition to the first pillar, the second pillar of the CAP, implemented by the national<br />

Development Programme and by the new “agricultural law” (Loi du 27 juin 2016 concernant le<br />

soutien au développement durable des zones Rurales) provides almost €70 million per year of<br />
