active involvement and public support by the residents of the community.<br />

4.2 RDI: Strengthen the research sector for transitioning buildings and districts<br />

The construction of TIR districts requires a wide range of scientific and technological knowledge<br />

and expertise. This will require strengthening Luxembourg’s research sector.<br />

Research is needed on sustainable materials, construction elements, integration of<br />

functionalities, reusability of elements, refurbishment techniques, etc. Digitalization will<br />

enhance the design process in transforming buildings into nodes, while digitally mediated<br />

prototyping and virtual reality techniques will help establish the complex interconnections and<br />

synergies that optimize the building’s Internet of Things infrastructure. Transforming buildings<br />

into intelligent, distributed, and cognitive systems will require the coming together of skills<br />

across academic disciplines, raising the bar for world-class academic and research centers.<br />

Luxembourg will need to invest in establishing biosphere valley research centers that can<br />

attract the best scientific talent from around the world.<br />

4.3 RDI: Develop the University of Luxembourg as a TIR living lab<br />

A university is not only the place for research and education of students, but also a campus and<br />

community, not unlike other neighborhoods or districts, with its own buildings, transportation<br />

modes, and public commons. Consideration should be given to transforming the University of<br />

Luxembourg into a “Living Lab”, where professors and students from across the various<br />

academic disciplines can come together and transform the campus buildings and infrastructure<br />

into a nodal Internet of Things platform and Third Industrial Revolution test site for the<br />

research, development, and deployment of TIR technologies and concepts.<br />

The scientific priorities of the University of Luxembourg include Computational Sciences,<br />

Finance, Security, Reliability, and Trust, and fit well with the implementation of the TIR concept.<br />

University researchers and students can actively participate in transforming their campuses into<br />

a smart digital TIR community.<br />

5 Create a Resilience Commissioner in charge of economic, societal and<br />

environmental resilience<br />

The Commissioner should monitor upcoming worldwide trends and coordinate the efforts to<br />

prepare Luxembourg’s resiliency efforts. The building and infrastructure requirements in the<br />

emerging Third Industrial Revolution era are qualitatively different than in the past. Real-time<br />

climate change is dramatically impacting the water cycles of the Earth, resulting in extreme<br />
