o 1 day/week: no home to work trips (particularly important for Luxembourg<br />

commuters) leads to a potential reduction of traffic by 20%, which has a huge<br />

effect on traffic congestion and related negative externalities. Considering<br />

specific constraints for crossborder workers, a first step could be to reach this<br />

target for all Luxembourg residents with compatible functions and enclined to<br />

change their habits in the short-term. Discussion at the regional level should<br />

seek harmonization between neighbouring countries.<br />

o Telework during peak hours. Some employees can already adapt their starting<br />

and end time in-between predefined time slots. Further flexibility and especially<br />

the possibility to work at certain days directly from home should be allowed.<br />

While this solution avoids congestion, it does not reduce total travel.<br />

- A dedicated taskforce should be created, with the aim of adopting new legislation on<br />

telework; its members will discuss various aspects such as fiscal and social benefits<br />

issues, data privacy, and flexibility with adjustable working hours or days.<br />

- Develop co-working spaces in outskirt areas (close to borders as a first stage in<br />

Luxembourg to avoid current taxation and social protection barriers) and build adequate<br />

infrastructures that will allow for remote work, videoconferences, etc. (cf. the New<br />

World of Work). These new office spaces should be located near multimodal transports<br />

hubs for flexibility.<br />

- Create a prototype in targeted areas with work spaces (from the municipalities or<br />

companies pooling) and subscription cards (per hour fees).<br />

4.3 Regulatory<br />

4.3.1 Integrate transport policies and Urban Policies<br />

The shift to a digital Third Industrial Revolution mobility, transportation, and logistics<br />

infrastructure that is interconnected and highly efficient will need to be accompanied by a<br />

regulatory regime that enables all of the facets of mobility to operate together seamlessly. The<br />

regulatory regime needs to prioritize the following:<br />

- Ensure easy access to public transports and develop transit options through multimodal<br />

infrastructures. Switching between transport modes should be effortless.<br />

- Encourage active mobility through pedestrian pathways and bicycle lanes with<br />

connections to external cycling paths. Active mobility should also be encouraged through<br />
