neighborhoods (last mile problem). This is the main reason why a scattered territory generates<br />

car use dependency.<br />

An integrated transport-land use policy must be planned in coordination with the<br />

implementation of transport solutions. This can only be achieved through closer cooperation<br />

between municipal and national authorities. The emphasis is on “an intelligent urban planning”<br />

as the centerpiece of a new mobility paradigm.<br />

4.2.2 Telework<br />

According to STATEC figures (2010), 7% of employees in Luxembourg work from home while<br />

75% of employees have no flexibility. Teleworking can significantly reduce employee<br />

commutes. Some studies 95 show that in principle:<br />

- a twice-a-week teleworker theoretically reduces commute trips by up to 40% for a typical<br />

5-day a week worker;<br />

- a telework program that reduces 10% of vehicle trips may reduce 15% of vehicle mileage<br />

if participants have longer than average commutes;<br />

- neighborhood telework centers reduce commute vehicle miles travelled by about 50%;<br />

This should be combined with attractive infrastructure for active mobility and emission-free<br />

vehicles between the home and the neighborhood’s telework center, making automobile use<br />

superfluous.<br />

However, telework does not always reduce total vehicle travel unless it is implemented in<br />

conjunction with other travel reduction strategies. The real impact is often much lower because<br />

people who telework are likely to substitute the travel to work with other non-work related<br />

travel (Rebound Effects). For Telework to provide significant vehicle travel reductions it must be<br />

implemented in conjunction with other travel demand push and pull strategies.<br />

The following measures need to be pursued in order to develop Teleworking:<br />

- Encourage flexibility with new adjustable working hours or days. In the case of<br />

Luxembourg, two forms of teleworking are suggested (to the extent possible):<br />
