3.1.5 Exploit the use of Drones<br />

Drones will increasingly be used to deliver goods in the coming years. However, potential safety<br />

concerns will likely limit payloads to below 50 kg. The potential of drones should be fully<br />

explored and Luxembourg could be a testbed for drone technologies. A priority could be given<br />

to remote locations, before expanding their use.<br />

Given Luxembourg’s commanding presence in the satellite sector and its strong economic<br />

support to developing countries, new opportunities should be explored for utilizing drones in<br />

emergency relief missions.<br />

3.2 Business Model Innovation<br />

3.2.1 Redefining “Mobility as a Service’<br />

Mobility as a Service is a new approach where each particular journey is offered as a service on<br />

a usage basis, as opposed to a one-off selling of a vehicle that is owned. This is strongly linked<br />

to the rise of the Sharing Economy, where access prevails over ownership.<br />

Mobility-as-a-Service is made possible by combining and managing all transport services and<br />

trips on the same digitalized platform – starting as early as 2018. This unique gateway to<br />

mobility should be based on a robust real-time and predictive data management system able to<br />
