efficient units but conversely in the input oriented state units with score of more than 100%<br />

are considered as inefficient units. Efficient units of the model (reference) for each of<br />

inefficient units are shown in Benchmark column in each of the executed states of the<br />

model. Inserted numbers for efficient units in this column show their number of presence as<br />

model unit that will be used in next steps for ranking of efficient units. Tables (6) and (7)<br />

are represented as an instance here that are related to execution of model in input oriented<br />

state and by assuming that return is constant:<br />

Given to table (6) it is observed that average amount of efficiency is equal to 89.67%. In<br />

other words, totally the studying universities apply about 10.33% inputs more than the<br />

desired amount. If universities act efficiently (are on the boundary function), they can offer<br />

the same level of outputs by decreasing of their inputs about 10.33%.<br />

As it is observed six universities from twenty (20) existent universities (equal to 30%<br />

of the studying universities) are at efficiency boundary and are declared as completely<br />

efficient universities. Hence universities F1, F4, F11, F16, F19 and F20 are the most<br />

efficient universities according to input oriented state and under constant return<br />

towards scale, while F14 has the lowest efficiency (72.79%). It means that the above<br />

university could use its inputs lower and continues to produce the same amount of<br />

outputs if it becomes efficient (27.21%).<br />
