THE CONSEQUENCE OF SOCIAL FACTORS IN THE DEVELOPMENT OF<br />

EDUCATIONAL POLICY IN NIGERIA<br />

The <strong>paper</strong> examines two fundamental issues of human existence; one, is the concept of social<br />

change and educational policy and the second, is how social factors affect the development of<br />

educational policies in Nigeria. The <strong>paper</strong> also highlighted on the concept of education from<br />

Islamic perspective, the global trend on the educational policy, the implication of the social factors<br />

such as, political, economical, socio-cultural, environmental, religious, and technological factors to<br />

the realization of the objectives of the Nigerian educational policy. Based on the literatures<br />

reviewed revealed that, the delivery of education in Nigeria has suffered from years of neglect,<br />

and compounded by numerous challenges which include: inadequate attention to policy<br />

frameworks; unqualified teaching staff; acute shortages of infrastructure and facilities at all levels;<br />

access to basic education is inhibited by <strong>gender</strong> issues and socio-cultural beliefs and practices;<br />

emphasis on theoretical knowledge at the expense of technical, vocational, and entrepreneurial<br />

education. The authors argue that, for an effective educational policy to prevailed in Nigeria there<br />

should be commitment to the policy execution by the government; commitment to<br />

professionalism; upward review of schools curricula to make it relevant and practice oriented<br />

more especially in the area of information and communication technology, there is also need for<br />

adequate funding of educational system in Nigeria to meet the minimum UNESCO’s bench-mark<br />

of 26% per capital annual budget.<br />

1. INTRODUCTION<br />

Social change is a transitional adaptation of culture, beliefs and values of people in a given society.<br />

These changes have a multi-dimensional effect which ranges from social, educational to the<br />

burden of economic global trend which is infiltrated by the advent of industrial and technological<br />

development or globalization. Societal changed usually result in a change in people’s ways of<br />

lives , thinking and values system. (EncyclopediBritannica)<br />

In addition to that, social change also involves change in social structure of the people in the<br />

society. There are many factors that might have come into play in the social change; this might<br />

include the social institutions, the social behavior, and the people inter-societal relations etc. What<br />
