organization. Applying outsourcing has been one of the characteristics of organizations from<br />

1990 onward. According to the view of many managers of the organizations who have got<br />

through outsourcing, its implementation results in reduction of costs, focusing on key<br />

(central) competencies and increasing of assets (Enarsson, 2008).<br />

We can discuss about outsourcing from various social, economical, professional aspects and<br />

the like but lack of written studies and subjects in this field is felt clearly.<br />

1.1.Importance and objectives of research<br />

This article is important in terms of:<br />

1.1.1.Although outsourcing is performed in the technical and vocational training centers in<br />

Iran and in the Chaharmahal Bakhtriary province but not any written study or survey has<br />

been done so far in such field in this province, so we have studied it in this survey.<br />

1.1.2.By proposing of privatization in the country (especially in the technico-vocational<br />

educations) it is possible and suitable to consider outsourcing as a practice for privatization.<br />

This survey tried to study the current situation of outsourcing "in the form of granting<br />

management of educational units and centers to nongovernmental sectors" with a scientific<br />

approach along with considering government's purposes in downsizing of governmental<br />

organizations and to activate private sectors for recognizing strength and weakness points of<br />

outsourcing based on experiences of other countries. It is hoped that future decisions related<br />

to outsourcing in the technical and vocational training organization would be resulted in<br />

better realization of the organization's objectives along article 44 of constitutional law<br />

through enjoying of its results.<br />

2.Review of related literature<br />

The term outsourcing has different definitions from various viewpoints like other scientific<br />

subjects and has traversed its evolutionary path like many other management concepts.<br />

Traditionally, managers intended to secure all of their working tasks inside of the<br />

organizational borders. Organizations have gradually learned that they can rely on external<br />

suppliers in securing of some of their tasks. Developing of outsourcing culture has been<br />

resulted in granting of problematic activities to the outside of the organization. Nowadays<br />

organizations have focused on their main capability and have resorted to outsourcing of<br />

activities which don't support the competitive position of the organization (Rahnavard, 2007).<br />

In other words the concept based on which a part of tasks of a company is transferred from<br />

inside to the outside and is performed by others recalls outsourcing. In the past outsourcing<br />

occurred when organizations weren't able to perform well, were weak in competition, had<br />

reduction of capacity, were faced with financial problems, were underdeveloped or failed in<br />

terms of technology. While, today those organizations that are totally successful use this tool<br />

in order to renew the structure of their organization. Today managers of such organizations<br />

have perceived outsourcing as vital subject that establishes key capabilities for satisfaction<br />

of customer's (addressee) needs, therefore, necessary attempts must be done in<br />

implementation of such tools (Cheshmberah & Mortazavi, 2008).<br />
