WOMEN EMPOWERMENT AND CHILD DEVELOPMENT IN<br />

JAMMU AND KASHMIR : WHERE WE STAND?<br />

Abstract<br />

Children are considered as the assets of the future. Their protection, welfare and development is<br />

essential for the growth of future economy. Women are vital and productive workers in National<br />

economy. “Concept of Bharat Nirman”, “Feel Good”, “Socio Economic Development” and<br />

“Good Governance” is not possible without participation and empowerment of women. Women’s<br />

protection, welfare, participation and empowerment are, thus, important for human development<br />

and growth in economy. Women constitute about 47% of the total population of the State. This<br />

<strong>paper</strong> provides a complete look about present status of women in J&K, Occupational Status of<br />

Women, Unemployment rate for J&K State, vis-a-vis All India, and Funds received under<br />

Integrated Child Development Scheme (ICDS), Supplementary Nutrition under ICDS, Nonnutritional<br />

Assistance under ICDS, Number of beneficiaries under ICDS. And suggest suitable<br />

measures to overcome the problems.<br />

Introduction<br />

Development of children is undoubtedly at the centre of the 11 th Five Year Plan. The<br />

Plan strives to create a productive environment which will ensure every child’s rights to survival,<br />

participation and development. The education is the crucial input for empowering children with<br />

skills and knowledge and giving them access to productive employment in future. Improvements<br />

in education are not only expected to enhance efficiency but also augment the overall quality of<br />

life. Women development, no doubt, has been part of the development planning since the<br />

inception of five years plans but the shift in approach from welfare to the development of women<br />

took place in the 6 th Plan. 7 th Plan laid emphasis on identification and implementation of various<br />

beneficiary oriented schemes. 8 th Plan promised to ensure that benefits of development do not bypass<br />

women. The 9 th Plan changed the strategy for women from development to empowerment<br />

and adopted a system of preparation of Women Component Plan (WCP) through which not less<br />

than 30% of the funds / benefits were to flow to the women from all the women related<br />

development sectors. The 10 th Plan further strengthened the implementation of Women<br />

Component Plan.<br />

Objectives of the study:<br />

The focus of the study is on the following objectives:<br />

1. To review the present status of women in Jammu and Kashmir.<br />

2. To review the occupational status of women in Jammu and Kashmir.<br />

3. To review the unemployment rates for J&K state vis-à-vis all India.<br />

4. To review the funds received under Integrated Child Development Schemes.<br />

5. To review supplementary nutrition under Integrated Child Development Schemes.<br />

6. To review the number of beneficiaries under Integrated Child Development Schemes.<br />

7. To identify the problems and suggest suitable measures to overcome the problems.<br />
