WATCHING BBC iPLAYER?<br />
YOU NOW NEED A TV LICENCE<br />
If you’re a fan of EastEnders or the Great British Bakeoff,<br />
then watching an episode online is about to get a whole<br />
load more costly. It’s now illegal to use the BBC iPlayer<br />
catch-up service without paying for a TV licence – but are<br />
you prepared?<br />
Before September, it was perfectly legal to watch anything<br />
on BBC iPlayer on your laptop or smartphone without a<br />
license – in fact, you only needed a TV license to watch<br />
live television.<br />
Now, in a bid to generate additional income for the<br />
BBC, the TV Licensing authority has closed the loophole,<br />
meaning anybody who chooses to access content from<br />
iPlayer demand will be expected to have a TV licence, which<br />
currently costs £145.50 per year.<br />
Anybody who uses the service without a license will be<br />
breaking the law, and could risk prosecution and even a<br />
fine of up to £1,000 – expensive for a single episode of<br />
Top Gear!<br />
Although the Government’s report suggested that the TV<br />
Licensing authority adopted a verification method – such as<br />

This means that you could receive a letter or even a visit<br />
from an enquiry officer if you are believed to have been<br />
watching television without a license.<br />
Some people – such as the blind, the elderly and those<br />
with black and white televisions - are eligible for a free or<br />
discounted licence, but the vast majority are still expected<br />
to pay.<br />
Although the new enforcement is likely to raise further<br />
questions, everything you already knew about the TV Licence<br />
remains. You’ll still need to pay if you want to watch or<br />
record any live TV on any channel, regardless of the device<br />

Following the success of last year’s event, families<br />
can get involved in exciting activities and see<br />
demonstrations from real life local superheroes.<br />
Hosted by Ron Hogg, the Durham Police, Crime<br />
and Victims’ Commissioner, the event is free,<br />
with free parking, and will be held on Saturday<br />
29 October 2016 at Locomotion, The National<br />
Railway Museum in Shildon from 10am – 3pm.<br />
It will showcase and raise awareness of all the good<br />
work that is happening in our local communities.<br />

service, mountain rescue and many other local<br />

The Bowes Museum - a<br />
Napoleonic treasure trove<br />
Conquering Europe was very much a family affair<br />
for Napoleon Bonaparte. While he himself had the<br />
impressive titles of Emperor of the French and King of<br />
Italy at the height of his power in the early 19th century,<br />
he also placed a brother, Joseph, on the Spanish throne<br />
and made another, Louis, King of Holland. And then there<br />
was Napoleon’s notorious younger sister, Pauline. All<br />
four of these Bonapartes are depicted in exhibits at the<br />
Bowes Museum in Barnard Castle.<br />
Walk through the museum and you’ll struggle to miss<br />
its most impressive depiction of the Emperor himself:<br />
a portrait, commissioned in 1812, of Napoleon in his<br />
coronation robes. The Emperor holds a sceptre in one<br />
hand, while prominent on the robes are symbols of the<br />
gold bee, as commonly worn by the old kings of France.<br />
There’s also a similarly imposing portrait of Napoleon<br />
III, the first Napoleon’s nephew who would become<br />
Emperor of the French much later in the century.<br />
But anyway, let’s return to the period of the original<br />
Napoleonic Wars – and more specifically, the museum’s<br />
portrait of Joseph Bonaparte as King of Spain. While<br />
the portrait, dating from 1811, unsurprisingly serves as<br />
a piece of propaganda, it was especially needed in the<br />
case of Joseph, whose rule of Spain was, in a word, inept.<br />
Napoleon’s forces never managed to entirely conquer<br />
the country – and Joseph, who originally took the Spanish<br />
throne in 1808, eventually abdicated in 1813.<br />
Similarly unsuccessful was Louis in Holland, where he<br />
reigned from 1806 until 1810. While Louis gained a<br />
degree of respect from his subjects, his tendency to act<br />
in Dutch interests rather than Napoleon’s saw Louis<br />
increasingly lose favour with his brother – who, following<br />
Louis’ abdication, annexed the Netherlands to France.<br />
Today, the museum has a Louis bust, dating from 1810,<br />
on display – and Louis also fathered who would, over<br />
three decades after the first Napoleon’s death, become<br />
Napoleon III…<br />
Unlike Napoleon, Joseph and Louis, the Bonaparte sister<br />
Pauline would never rule a country. However, the onetime<br />
Duchess of Guastalla, two 1810 busts of which<br />
appear in the museum, certainly developed something of<br />
a reputation, due to her forward and provocative nature.<br />
The museum displays a Louise-Marie-Jeanne Mauduit<br />
portrait of Pauline, made when the subject was in her<br />
mid-twenties. Amusingly, Pauline here comes across as far<br />
more wholesome than she actually was. A great example<br />
of how propaganda could be intended to help not only<br />
political rulers…<br />

Make sure you read these tips to make sure your<br />
running correctly.<br />
Running should be as easy as putting one<br />
foot in front of the other, right? Anyone can<br />
run, but having proper technique can make a<br />
huge difference.<br />
Good running technique will help make your<br />
runs feel less tiring, reduce your risk of injury and<br />
ultimately be more enjoyable.<br />
Keep your head straight<br />
Look straight ahead of you, about 30 to 40 metres<br />
out in front, and avoid looking down at your feet.<br />
Looking down will create tension in your neck and<br />
shoulders. Keep your jaw and neck relaxed.<br />
Don’t hunch your shoulders<br />
Your shoulders should be back and down. Keep<br />
them relaxed and avoid tensing them. Don’t hunch<br />
over as this restricts breathing, allowing less oxygen<br />
to get to the muscles.<br />
Keep your hands relaxed<br />
Your hands should be relaxed, but don’t let<br />
them flop. Tight hands can cause tension all the<br />
way up to the back and shoulders.<br />
Keep your arms at 90 degrees<br />
Your arms should be bent at a 90-degree angle.<br />
Try to swing them forward and back, not across<br />
your body. The arm movement helps to propel<br />
you forward, so swinging them sideways is a waste<br />
of energy.<br />
Lean forward while running<br />
Don’t bend forward or backward from the waist<br />
as this places pressure on the hips. Some experts<br />
advise running in an upright position, but Phillips<br />
believes using your body weight to lean forward a<br />
bit while running can reduce heel strike and help<br />
you land on the middle of your foot.<br />
Keep your hips stable<br />
Your hips should remain stable and forward-facing.<br />
Don’t stick your bottom out or rock your hips<br />
from side to side. Keeping this position in your hips<br />
can help prevent low back and hip pain.<br />

Must Do Garden Tasks For October<br />
Watering - Should it turn into an Indian summer,<br />
remember to keep watering thoroughly once<br />
or twice a week rather than little and often.<br />
Containers and hanging baskets need watering<br />
every day.<br />
For recently planted large shrubs or trees, leave<br />
a hose trickling around the base for an hour. The<br />
same goes for established plants in dry periods -<br />
camellias, rhododendrons, azaleas and hydrangeas<br />
will abort next season’s flowers if they get too dry.<br />
Ensure trees or shrubs planted in the last couple<br />
of years on lawns or in areas of rough grass have a<br />
circle of clear earth around them - this MUST be<br />
kept clear or grass will prevent essential moisture<br />
getting through. Mulching with bark or compost<br />
will help.<br />
Planting - With the ideal planting conditions of<br />
autumn (warm moist soil), now is the time to<br />
plant container grown shrubs, trees, fruit bushes,<br />
perennials and bulbs. The key to successful<br />
planting is to water in well. Soak the rootball<br />
in a bucket until no air bubbles come to the<br />
surface, dig the planting hole, fill with water<br />
and allow to drain away. Place the plant in<br />
the hole, fill with soil, firm gently and water well<br />
with a watering can - this will give the plant a huge<br />
advantage over one planted with a dry rootball in a<br />
dry hole and watered only on the surface.<br />
Dig clay soil - If your soil is heavy clay, start<br />
digging it over now - add plenty of organic matter<br />
to improve the quality and pea shingle to improve<br />
the drainage. It can be left in a pretty rough state<br />
over the winter when the cold will break the lumps<br />
down, making spring planting easier!<br />
Start your Compost - Get your compost going<br />
by buying a compost bin or building a partially<br />
enclosed and easily accessible area for a heap. It<br />
is essential to replace the goodness in soil and<br />
autumn produces quantities of garden waste that<br />
will add invaluable organic richness back into your<br />
soil next spring.<br />
Clear garden debris - Keep weeding; most<br />
perennial weeds are susceptible to weedkiller<br />
this month and systemic weedkillers will carry<br />
on working throughout the winter. Also clear any<br />
debris and diseased material from your garden.<br />
Pests and diseases that overwinter in your garden<br />
will reappear next spring with a vengeance so get<br />
rid of them now. Burn diseased material and put<br />
the rest of your garden rubbish (apart from woody<br />
stems) in the compost.<br />
Clean out the greenhouse - Once tomatoes<br />
and other greenhouse crops are over, give the<br />
greenhouse a thorough clean to prevent pests from<br />
making a home in that lovely warm environment,<br />
ready to leap into action next spring.<br />

Our monthly report on Darlington 1883 from Ray Simpson, Communications and Media Manager<br />
Darlington Football Club have made a great start to the<br />
season, much to the encouragement of their supporters.<br />
The Quakers, playing in the Vanarama National<br />
League North, have won seven and drawn two of<br />
their eleven league games so far, to put them in<br />
fourth place in the table, just a point behind leaders<br />
Fylde and Kidderminster.<br />
They’ve already played a quarter of their league<br />
games, but now their hectic schedule eases off, and<br />
they have no more midweek games until nearer<br />
Christmas.<br />
Manager Martin Gray said; “The players are due<br />
plenty of credit, because they have put so much<br />
effort into the season so far. They have travelled<br />
some long distances, and come away with victories –<br />
for example, away at Gloucester.<br />

– sales of the new shirts are approaching the 1,000<br />
mark, a terrific performance for a club outside the<br />
Football League.<br />

One. Pre-heat the oven to 180 C /<br />

PIN-PRICK MENINGITIS TEST COULD<br />
BE AVAILABLE WITHIN FIVE YEARS.<br />
A test has been developed that could help to<br />
diagnose bacterial infections, including meningitis in<br />
minutes. If made available through the NHS, this test<br />
would significantly reduce the time taken to diagnose<br />
the disease and minimise the risk of misdiagnosis.<br />
The new test, developed by a team at Imperial<br />
College London, is a major breakthrough in the rapid<br />
diagnosis of meningitis and sepsis in children. If made<br />
available through the NHS, it could allow treatment<br />
to begin much earlier, saving hundreds of lives and<br />
reducing the risk of life-changing after-effects.<br />
The signs and symptoms of meningitis are notoriously<br />
difficult to diagnose, and can be dismissed as a cold<br />
or flu. Many young children presenting the early<br />
symptoms of the disease are initially sent home,<br />
before being rushed back to hospital a few hours<br />
later as their condition rapidly deteriorates.<br />
Currently, doctors grow bacteria in a sample of blood,<br />
in a process which can take up to 48 hours.<br />
Responding to the news, Liz Brown, CEO at<br />
Meningitis Now said:<br />
“A delay in life-saving treatment for bacterial<br />
meningitis can be a matter of life or death. We<br />
welcome this significant progress in the development<br />
of a rapid test for meningitis and sepsis.<br />
“We would however, continue to advise people to<br />
know the signs and symptoms of meningitis and<br />
to seek immediate medical attention if they have<br />
any concerns”.<br />
The study led by Professor Michael Levin has shown<br />
that a bacterial infection can be distinguished from<br />
other causes of fever, such as a viral infection, using<br />
a pattern of genes that are switched on or off in<br />
response to an infection.<br />
A larger project will now begin to develop these<br />
findings into a pin-prick diagnostic test, which<br />
Professor Levin believes could be available through<br />
the NHS within five years.<br />

Poole, Dorset<br />
For several years we had a booking clerk at Chester-le-Street<br />
by the name of David Poole and I took him once to his<br />
ancestral town for an event at Bournemouth University, which<br />
despite the name is mostly located in adjoining Poole. As I<br />
recall, we returned by car through the night – not as good as the<br />
railway. By train from the north east, it is possible to go direct<br />
via Birmingham to Southampton Central or Bournemouth, and<br />
take another train into Poole. Alternatively, it is often faster<br />
and cheaper to travel via London, into King’s Cross and out of<br />
Waterloo with South West Trains into Poole.<br />
12th. Nowadays the RNLI builds its own lifeboats since the few<br />
boatbuilders that survive are mostly building pleasure craft. A<br />
modern lifeboat is more akin to a warship than a pleasure craft<br />
and finding no suitable boatbuilders for its modern designs, the<br />
RNLI has taken to building them itself.<br />

Should bad employee handbooks and policing<br />
staff go into HR Room 101?<br />
At a recent gathering of HR professionals, the unheard of was<br />
heard! Abandon staff handbooks, tear up your rules and policies<br />
and allow staff more freedoms. Hummm… all very well and in<br />
ideal world it would be great wouldn’t it to think everyone<br />
will respect that freedom, but perhaps I’m too long in the tooth<br />
and have seen too much of life to be convinced this is the<br />
way forward.<br />
How I ask, would you defend a disciplinary sanction without<br />
referencing the procedure or even defining what constitutes<br />
misconduct? And how about redundancy selection if no one<br />
knows the criteria and how it would be applied? My generation,<br />
are becoming increasingly marginalized by the emergence of<br />
new and alternative HR models that are less prescriptive in<br />
approach, and that’s fine; we need new ideas, concepts, and<br />
professionals. I wholeheartedly sign up to the idea productivity<br />
must be inspired, not forced and employers must motivate their<br />
workforce to ensure quality output, not force them to work by<br />
imposing strict rules and working hours while breathing down<br />
their necks.<br />
But okay, I’m still biased and think HR still has a role to play in<br />
the modern workplace, if only to provide advice and guidance<br />
on the more bizarre cases that distract managers from the job<br />
in hand.<br />

I travelled again to Poole in September and travelled via<br />
London, arriving in Poole mid-afternoon with a First Class<br />
Advance ticket from Clapham Junction (with Annual Gold Card<br />
discount) following a visit to Southern Railway which has been<br />
hit by troubles recently. Poole station only has two platforms<br />
and not much cover and has been subject to development<br />
plans for years, but it is central and has a level crossing<br />
nearby which bisects the High Street which is quite unusual. I<br />
can only think of one other town, Paignton in Devon, which has<br />
a similar arrangement.<br />
Poole is the headquarters of the RNLI, the Lifeboats charity,<br />
and they have a well-equipped training facility with a 60 room<br />
hotel attached. This is for training lifeboat crews throughout<br />
the country, but, if not all rooms are required, the general public<br />
can book in to the Training College and enjoy what is now the<br />
#1 hotel in Poole on TripAdvisor. The bedrooms all have a view<br />
of the harbour and a proper study area as well as a bedroom,<br />
and for reasonable rates too. And what other hotel invites you<br />
to board a lifeboat simulator and head off into the waves from<br />
Dover Harbour to see a ship on fire in the busy shipping lanes? I<br />
was holding on tight until I realised there was no need…<br />
The photograph shows some of the RNLI training dinghies and<br />
on the right is the new Shannon Class lifeboat constructed in<br />
Poole for Amble in Northumberland. It is being prepared for its<br />
voyage to its new home, and is due to arrive in Amble on October<br />
Poole is a busy port town with ships sailing to France and<br />
to the Channel Islands, as well as pleasure boats sailing t<br />
o local islands, one of which is Brownsea Island.<br />
Lieutenant-General Robert Baden-Powell, a war hero<br />
from the Boer War, wanted to test his ideas for the book<br />
Scouting for Boys. Boys from different social backgrounds<br />
participated from 1 to 8 August 1907 in activities around<br />
camping, observation, woodcraft, chivalry, lifesaving and<br />
patriotism. Recognised as the world’s first Scout camp, the event<br />
is regarded as the real origin of the worldwide Scout movement.<br />
As a result, the local scout troops are the oldest established in<br />
the country.<br />
Poole also boasts one of the most expensive housing areas in the<br />
UK. Sandbanks was developed from holiday bungalows which<br />
were demolished and replaced with mansions for millionaires.<br />
There are many pubs and restaurants in the Old Town area,<br />
mostly with a nautical theme. Certainly one of the more<br />
interesting towns on the south coast.<br />

Such difficulties lie in the subconscious, where patterns of<br />
negative thinking take hold. Add anxiety and emotion to the<br />
mix and it’s no wonder that despite your best conscious, logical<br />
efforts, you haven’t achieved the change you so badly want.<br />
Hypnosis is a therapeutic technique used with success to treat<br />
many problems. It can help to train your brain to focus on what<br />
you want, rather than on what you don’t want. So if you want<br />
to make changes, try changing how you think to give you control.<br />

Darlington was named as one of 10 Healthy<br />
New Town (HNT) sites earlier this year.<br />

support. The outcome of all of these<br />
