House OKs plan to increase ag-tax<br />

values at a faster pace<br />

Assessed values of farm and<br />

ranch lands in many parts of South<br />

Dakota would be allowed to increase<br />

or decrease at a much faster<br />

rate for property tax purposes,<br />

under legislation that gained widespread<br />

approval Friday from the<br />

state House of Representatives.<br />

The plan, which now moves to<br />

the Senate for consideration, is an<br />

attempt to smooth the transition<br />

from a system that was based on<br />

market values to a one that reflects<br />

productivity and soil types.<br />

The legislation would allow annual<br />

increases and decreases ranging<br />

as high as 15 to 25 percent for<br />

cropland and non-cropland. The<br />

current law limits those changes to<br />

no more than 10 percent per year.<br />

The problem that developed in<br />

recent years is 10 percent isn’t sufficient<br />

for adjusting assessed values<br />

fast enough in many counties,<br />

especially on much of the cropland.<br />

The fear among legislators is many<br />

landowners would face extremely<br />

large increases in 2018 when the<br />

10 percent cap is set to expire.<br />

The new plan would set a range<br />

of caps – 10 percent, 15 percent<br />

and 25 percent – depending upon<br />

how far behind a county is in its<br />

adjustments. The plan also would<br />

extend the transition period by two<br />

more years so the caps wouldn’t<br />

expire until 2020.<br />

House members voted 56-8 in<br />

support of the changes Friday. The<br />

legislation, House Bill 1003, was<br />

the product of the state’s agricultural<br />

land assessment implantation<br />

and oversight advisory task<br />

force that was established years<br />

ago by the Legislature to guide the<br />

agricultural-income approach into<br />

effect.<br />

Rep. Paul Dennert, D-Columbia,<br />

led the debate in favor of the legislation<br />

Friday. He had brought a<br />

generally similar plan in the 2011<br />

session. House members supported<br />

it then but senators weren’t comfortable<br />

moving forward with it,<br />

because Dennert hadn’t taken it<br />

through the task force.<br />

After reviewing the 2011 statistics<br />

the task force decided his concept<br />

had merit.<br />

Dennert showed House members<br />

Friday that non-cropland in<br />

Brown County was behind about 4<br />

percent while cropland was behind<br />

by 73 percent. He said that after<br />

two years the 10 percent cap on increases<br />

is too little.<br />

“It’s an equalization issue,” he<br />

said. He acknowledged he’s not totally<br />

in favor of the additional two<br />

years but said he’s willing to “take<br />

half a loaf.”<br />

Rep. Kim Vanneman, R-Ideal,<br />

said the House committee on agriculture<br />

was unanimous Thursday<br />

in endorsing passage. “This is a<br />

very complicated system,” she<br />

said. “We have to remember this is<br />

statewide, and it does take state<br />

equalization.”<br />

Rep. Steve Street, D-Revillo,<br />

said the 10 percent cap was unfairly<br />

limiting the changes. “The<br />

quicker we can get implemented,<br />

the fairer it will be,” he said.<br />

The legislation was opposed by a<br />

smattering of Republicans including<br />

the House majority leader,<br />

David Lust of Rapid City, and the<br />

assistant majority leader, Justin<br />

Cronin of Gettysburg.<br />

David Novstrup of Aberdeen,<br />

Mark Venner of Pierre,<br />

Lance Russell of Hot Springs,<br />

Mike Verchio of Hill City, Brian<br />

Liss of Sioux Falls and Laura<br />

Hubbel of Sioux Falls.<br />

The Legislature had shifted<br />

away from using market values for<br />

assessing agricultural land because<br />

there weren’t sufficient sales<br />

meeting the criteria necessary to<br />

get an accurate read of the market<br />

in many counties. A result was<br />

wide variations county to county in<br />

values used for taxation.<br />

When John Kinney arrived in<br />

<strong>Wall</strong> 23 months ago to take over as<br />

District Ranger for the <strong>Wall</strong><br />

Ranger District and National<br />

Grasslands Visitor Center he<br />

brought those ideas and skills that<br />

the human resource department<br />

described.<br />

John and his wife Karla will be<br />

moving to Helena, Mont., the end<br />

of February where John will be a<br />

Natural Resource Staff Officer for<br />

the Helena National Forest and<br />

Lewis and Clark National Forest.<br />

John said it was a hard decision<br />

for them to make but it all came<br />

down to medical reasons. Ninetyeight<br />

percent reason for the move<br />

is to be closer to hospitals and doctors.<br />

A series of people may be coming<br />

in to act as District Ranger until a<br />

new Ranger is hired for the <strong>Wall</strong><br />

area of the Buffalo Gap National<br />

Site. John went on to explain that<br />

the goal of the agreement is not to<br />

combine the three entities into one<br />

agency, but to take advantage of<br />

the staff and the different programs<br />

that each one has. Washington,<br />

D. C. was impressed by the<br />

agreement and John said, “it looks<br />

like Hot Springs, Wind Cave, a district<br />

in the Black Hills and the<br />

Corp of Engineers will be establishing<br />

a ‘Service First Agreement’<br />

for their area”.<br />

As far as other staffing positions<br />

being filled for the Forest Service,<br />

John related those duties could be<br />

done by one person instead of two,<br />

which could result in a better job<br />

being done by less people.<br />

His replacement in the mean<br />

time may come from the Badlands<br />

National Park. This will give the<br />

park employees an in-sight as to<br />

how the day-to-day business of the<br />

Forest Service and Visitor Center<br />

are managed.<br />

The community will certainly<br />

miss John and Karla. John has<br />

been very hands-on in the local<br />

community and with landowners<br />

who are sorry to see him leave.<br />

John remarked of all the places<br />

they have lived, <strong>Wall</strong> has been the<br />

greatest.<br />

the Kinneys at the <strong>Wall</strong> District<br />

Ranger Station on Thursday, February<br />

House encourages<br />

allowing Bible to be<br />

taught in public schools<br />

Local school boards are being encouraged<br />

to support the teaching of<br />

the Bible in their schools with a<br />

resolution passed by the South<br />

Dakota House of Representatives<br />

Jan. 25.<br />

Sponsor Steve Hickey, R-Sioux<br />

Falls, said teaching of the Bible is<br />

the cornerstone of western civilization,<br />

its culture, law, literature, art<br />

and philosophy.<br />

In 1953, he said, prayer was<br />

thrown out of schools, but “the<br />

Bible is worthy of studies.”<br />

Hickey said there were two reasons<br />

for approving the resolution,<br />

HCR1004. First, he said, he believes<br />

school boards should make<br />

their own decisions, “but this resolution<br />

would take away the fear of<br />

those who wish to teach the Bible.”<br />

Rep. Jim Bolin, R-Canton,<br />

agreed, noting that in using<br />

Phrasefinder on the Internet, top<br />

phrases were those found in<br />

Shakesperean plays, but the second<br />

most important source of<br />

phrase was the Bible.<br />

He also recalled The Birds’ popular<br />

song from the late 1960s and<br />

early 1970s, “Turn, Turn, Turn.”<br />

“The lyrics of that song,” said<br />

Bolin, “come from Ecclesiastes 3…”<br />

Rep. Shawn Torno, R-Sioux<br />

Falls, said if our motto is “Under<br />

God the people rule, it would be<br />

appropriate to allow our kids to<br />

know who God is.”<br />

No one spoke against the resolution,<br />

however the final vote of 55-<br />

15 reflected some opposition. The<br />

measure now goes on to the Senate<br />

for its consideration.


Area News<br />

Paddlefish snagging extended to Lake Francis Case<br />

Applications are now available<br />

from the South Dakota Department<br />

of Game, Fish and Parks for a<br />

paddlefish snagging season that<br />

will take place on Lake Francis<br />

Case from May 1 through May 31,<br />

2012.<br />

There are 350 tags available for<br />

the resident-only season. Tags will<br />

be issued by lottery drawing, with a<br />

first application deadline of February<br />

17. In addition, the Lower<br />

Brule and Crow Creek Sioux tribes<br />

will each issue 25 paddlefish snagging<br />

tags to tribal members for<br />

those season dates.<br />

Annual paddlefish stocking efforts<br />

initiated in the early 1990s<br />

have resulted in good numbers of<br />

paddlefish in Lake Francis Case.<br />

Jason Sorensen, a GPF fisheries biologist<br />

in Chamberlain, said one of<br />

the original goals of the stocking<br />

program was to develop a paddlefish<br />

sport fishery.<br />

“The season will be open reservoir-wide<br />

on Lake Francis Case,<br />

and anglers also may snag paddlefish<br />

in the White River, from the<br />

mouth upstream to the Highway<br />

47 bridge,” he said.<br />

“Since this is a new season on<br />

Lake Francis Case, we cannot be<br />

sure where anglers will concentrate<br />

their efforts, but we feel most<br />

activity will take place in the tailwaters<br />

below Big Bend Dam and<br />

near the White River confluence,”<br />

Sorensen said.<br />

Anglers will not be allowed to<br />

snag paddlefish from immediately<br />

below the Big Bend Dam powerhouse<br />

to the downstream chain<br />

link fence (about two-tenths of a<br />

mile). Snagging hours will be 6<br />

a.m. to 9 p.m. CST daily.<br />

Edgar Bros. to be honored as<br />

BHSS Stockmen of the Year<br />

Dick and Doug Edgar, Rockham,<br />

started Edgar Brothers Angus in<br />

1953, with the purchase of two registered<br />

heifers from Raymond,<br />

S.D., breeder Lester Hurlbut. This<br />

was at the time when it was hard<br />

to find an angus in the<br />

country.?Most people were breeding<br />

herefords.<br />

The brothers keep abreast of<br />

technology, incorporating new genetics<br />

and marketing tools into<br />

their program. They breed their<br />

cattle to be big, stout cattle that<br />

perform in any environment. They<br />

believe that selection of large<br />

framed cattle is what has set them<br />

apart from other breeders, especially<br />

in the early years.<br />

While they breed their cattle to<br />

what the commercial producer<br />

wants, they also hit the show circuit.<br />

Along with the Black Hills<br />

Stock Show, they hit many of the<br />

main shows East River. Their stock<br />

can also be found at the National<br />

Western Stock Show in Denver.<br />

Today, the brothers have<br />

brought other family members into<br />

the operation, which has one of the<br />

largest angus herds in South<br />

Dakota. They have an annual production<br />

sale each year in March.<br />

Typically, they sell 250 bulls and<br />

350 heifers each year.<br />

Dick married Mary Angela Gruenwald<br />

in 1954, and together they<br />

raised seven children. Sons Mark<br />

and Bruce stayed active in the operation.<br />

Today, some of the grandchildren<br />

are carrying the Edgar<br />

Brothers tradition to the next generation.<br />

The Edgar Brothers were part of<br />

the 2011 South Dakota Angus Association<br />

tour. They say a lot has<br />

changed in the last 60 years, when<br />

the angus cattle were sold after the<br />

herefords and they believe they<br />

have helped to lead the way in<br />

changing things.<br />

is such a small amount a little over<br />

$11 each for the 105 legislators it<br />

hardly seems worth the time to<br />

clutter up the ballot with this<br />

change to our constitution.<br />

I am pleased with the amount of<br />

bills that are repealing out dated<br />

and obsolete statutes. This will<br />

clean up and reduce the pages of<br />

our statutes. I hope this continues<br />

in coming sessions because we<br />

have barely scratched the surface.<br />

I am disappointed so far that<br />

second amendment and drivers license<br />

issues are not making it out<br />

of committee. Hopefully the health<br />

care issues will meet a better fate.<br />

Lady Eagles take a win<br />

over Lyman<br />

The Lady Eagles faced off<br />

against the Lady Lyman Raiders in<br />

Lyman on Saturday, January 28.<br />

The Eagles took the win over the<br />

Raiders with a score of 58 to 47 at<br />

Lyman.<br />

Sadie O'Rourke contributed 16 of<br />

those points while Autumn Schulz<br />

added 15 to the team's total.<br />

O'Rourke also lead the team in rebounds<br />

as she came down with<br />

nine boards, and Kaitlin Schreiber<br />

also contributed her seven rebounds,<br />

which helped the Eagles<br />

out-rebound the Raiders 37 to 24.<br />

play with some noteworthy intensity,<br />

and it paid off Tuesday night<br />

against Hot Springs.<br />

The ability to go hard all game<br />

after it, and playing hard. We have<br />

came along way this year as a<br />

team, and we all still know and understand<br />

we have further to grow<br />

as a team. However, I am very<br />

anxious to see how all their hard<br />

work and determination throughout<br />

the season pays off as the final<br />

weeks of the season draw near,"<br />

Chavis Shull put on a quality<br />

performance scoring 21 points,<br />

We are approaching February 1,<br />

and the weather has been great<br />

this winter. I am sure we will be receiving<br />

our share of snow in the<br />

next couple of months. It has been<br />

nice not having to worry about bad<br />

weather and getting students to<br />

school and/or activities.<br />

This time of year brings us to another<br />

South Dakota legislative session.<br />

Governor Daugaard has proposed<br />

some controversial reforms<br />

in the area of education.<br />

He would like to provide a bonus<br />

payment of $5,000.00 to the top 20<br />

percent of teachers in a school district<br />

and a $3,500.00 bonus to the<br />

Math and Science teachers.<br />

The third part of the plan is to<br />

eliminate teacher tenure (continuing<br />

contract). Tenure is granted to<br />

teachers when they receive their<br />

fourth contract from a district.<br />

Tenure allows teachers due process<br />

in any dismissal proceedings and<br />

they need to be given reasons why<br />

they are being let go. Prior to receiving<br />

tenure, teachers may be<br />

dismissed and not be given a reason<br />

for the dismissal, but most of<br />

the time it is pretty obvious why<br />

they were. It is a sensitive subject<br />

and has pros and cons to keep it or<br />

do away with it.<br />

The bonus plan I feel would be a<br />

mistake. In the <strong>Wall</strong> Schools the<br />

top 20 percent of the teachers allows<br />

five teachers to receive the<br />

bonus. I do not see a lot of positives<br />

to this proposal. It will be a decisive<br />

process and I believe a no win<br />

proposition.<br />

What makes Math and Science<br />

teachers worth anymore than an<br />

English or Social Studies teacher?<br />

The shortage of qualified Math and<br />

Science teachers is a national problem<br />

and I feel we do not see this as<br />

a big issue in South Dakota. We<br />

have just as big of a problem finding<br />

music and special education<br />

teachers. Bonus payments will not<br />

fix the problem of low teacher<br />

salaries which keeps qualified people<br />

from making education a career.<br />

School districts across South<br />

Dakota have made the cuts,<br />

streamlined their districts, and<br />

still have provided the students<br />

with a good education. It is time<br />

for the legislators and the Governor<br />

to provide the means to help<br />

districts pay their teachers and<br />

move South Dakota teacher pay<br />

from being 50th. Please keep an<br />

open mind and listen to both sides<br />

of the issues.<br />

and advisors of the One Act play<br />

on their advancement to the State<br />

One Act Contest in Aberdeen.<br />

We are heading into the last full<br />

month of winter athletic<br />

games/matches. District competition<br />

will start in the middle of February<br />

and ending with state events<br />

later on.<br />

Some of the elementary teachers<br />

and Mr. Sykora have returned<br />

from a trip to the National Title 1<br />

Convention, where the <strong>Wall</strong> Elementary<br />

school was recognized as<br />

an outstanding Title 1 School. Congratulations<br />

to the students and<br />

staff on a well deserved recognition.<br />

As we move along in the school<br />

year I would encourage parents to<br />

stress to their children the importance<br />

of attendance, respect, character,<br />

and doing what is right. We<br />

have good students in our school<br />

and we need to work together to<br />

strengthen what we already have.<br />

Good schools don’t just happen;<br />

they are a product of good families,<br />

good children, quality school staff<br />

and a supportive community.<br />

Black Hills Financial Services located at Black Hills Federal<br />

Credit Union is pleased to announce that Kyle Harris has been<br />

selected as January’s student of the month. Kyle is a senior at<br />

<strong>Wall</strong> High School that keeps busy being involved in football,<br />

track and a member of FCA. Kyle excels in school with his positive<br />

attitude and maintains a 3.9 GPA. He is always ready to lend<br />

a hand in community service; Kyle recently completed his Senior<br />

Project helping at Catholic Youth Group in Rapid City in public<br />

speaking and with Youth Group night Ministry Retreat. In his<br />

spare time he likes to read, listen to music, lift weights and cheer<br />

on the Green Bay Packers. Even though the Packers are not<br />

playing in the Super Bowl, Kyle predicts the NY Giants will win<br />

this year. The last three summers Kyle has worked as a life guard<br />

at the swimming pool. This summer he is hoping to work with a<br />

traveling Vacation Bible School. After he graduates from High<br />

School, he looks forward to attending Catholic Seminary in<br />

We are approaching February 1,<br />

and the weather has been great<br />

this winter. I am sure we will be receiving<br />

our share of snow in the<br />

next couple of months. It has been<br />

nice not having to worry about bad<br />

weather and getting students to<br />

school and/or activities.<br />

This time of year brings us to another<br />

South Dakota legislative session.<br />

Governor Daugaard has proposed<br />

some controversial reforms<br />

in the area of education.<br />

He would like to provide a bonus<br />

payment of $5,000.00 to the top 20<br />

percent of teachers in a school district<br />

and a $3,500.00 bonus to the<br />

Math and Science teachers.<br />

The third part of the plan is to<br />

eliminate teacher tenure (continuing<br />

contract). Tenure is granted to<br />

teachers when they receive their<br />

fourth contract from a district.<br />

Tenure allows teachers due process<br />

in any dismissal proceedings and<br />

they need to be given reasons why<br />

they are being let go. Prior to receiving<br />

tenure, teachers may be<br />

dismissed and not be given a reason<br />

for the dismissal, but most of<br />

the time it is pretty obvious why<br />

they were. It is a sensitive subject<br />

and has pros and cons to keep it or<br />

do away with it.<br />

The bonus plan I feel would be a<br />

mistake. In the <strong>Wall</strong> Schools the<br />

top 20 percent of the teachers allows<br />

five teachers to receive the<br />

bonus. I do not see a lot of positives<br />

to this proposal. It will be a decisive<br />

process and I believe a no win<br />

proposition.<br />

What makes Math and Science<br />

teachers worth anymore than an<br />

English or Social Studies teacher?<br />

The shortage of qualified Math and<br />

Science teachers is a national problem<br />

and I feel we do not see this as<br />

a big issue in South Dakota. We<br />

have just as big of a problem finding<br />

music and special education<br />

teachers. Bonus payments will not<br />

fix the problem of low teacher<br />

salaries which keeps qualified people<br />

from making education a career.<br />

School districts across South<br />

Dakota have made the cuts,<br />

streamlined their districts, and<br />

still have provided the students<br />

with a good education. It is time<br />

for the legislators and the Governor<br />

to provide the means to help<br />

districts pay their teachers and<br />

move South Dakota teacher pay<br />

from being 50th. Please keep an<br />

open mind and listen to both sides<br />

of the issues.<br />

Congratulations to the students<br />

and advisors of the One Act play<br />

on their advancement to the State<br />

One Act Contest in Aberdeen.<br />

We are heading into the last full<br />

month of winter athletic<br />

games/matches. District competition<br />

will start in the middle of February<br />

and ending with state events<br />

later on.<br />

Some of the elementary teachers<br />

and Mr. Sykora have returned<br />

from a trip to the National Title 1<br />

Convention, where the <strong>Wall</strong> Elementary<br />

school was recognized as<br />

an outstanding Title 1 School. Congratulations<br />

to the students and<br />

staff on a well deserved recognition.<br />

As we move along in the school<br />

year I would encourage parents to<br />

stress to their children the importance<br />

of attendance, respect, character,<br />

and doing what is right. We<br />

have good students in our school<br />

and we need to work together to<br />

strengthen what we already have.<br />

Good schools don’t just happen;<br />

they are a product of good families,<br />

good children, quality school staff<br />

and a supportive community.<br />

Black Hills Financial Services located at Black Hills Federal<br />

Credit Union is pleased to announce that Kyle Harris has been<br />

selected as January’s student of the month. Kyle is a senior at<br />

<strong>Wall</strong> High School that keeps busy being involved in football,<br />

track and a member of FCA. Kyle excels in school with his positive<br />

attitude and maintains a 3.9 GPA. He is always ready to lend<br />

a hand in community service; Kyle recently completed his Senior<br />

Project helping at Catholic Youth Group in Rapid City in public<br />

speaking and with Youth Group night Ministry Retreat. In his<br />

spare time he likes to read, listen to music, lift weights and cheer<br />

on the Green Bay Packers. Even though the Packers are not<br />

playing in the Super Bowl, Kyle predicts the NY Giants will win<br />

this year. The last three summers Kyle has worked as a life guard<br />

at the swimming pool. This summer he is hoping to work with a<br />

traveling Vacation Bible School. After he graduates from High<br />

School, he looks forward to attending Catholic Seminary in<br />

Winona, MN. Kyle is the son of Terri Harris, Quinn, SD and<br />

Black Hills Financial Services located at Black Hills Federal<br />

Credit Union is pleased to announce that Kyle Harris has been<br />

selected as January’s student of the month. Kyle is a senior at<br />

<strong>Wall</strong> High School that keeps busy being involved in football,<br />

track and a member of FCA. Kyle excels in school with his positive<br />

attitude and maintains a 3.9 GPA. He is always ready to lend<br />

a hand in community service; Kyle recently completed his Senior<br />

Project helping at Catholic Youth Group in Rapid City in public<br />

speaking and with Youth Group night Ministry Retreat. In his<br />

spare time he likes to read, listen to music, lift weights and cheer<br />

on the Green Bay Packers. Even though the Packers are not<br />

playing in the Super Bowl, Kyle predicts the NY Giants will win<br />

this year. The last three summers Kyle has worked as a life guard<br />

at the swimming pool. This summer he is hoping to work with a<br />

traveling Vacation Bible School. After he graduates from High<br />

School, he looks forward to attending Catholic Seminary in<br />

Winona, MN. Kyle is the son of Terri Harris, Quinn, SD and<br />

We are approaching February 1,<br />

and the weather has been great<br />

this winter. I am sure we will be receiving<br />

our share of snow in the<br />

next couple of months. It has been<br />

nice not having to worry about bad<br />

weather and getting students to<br />

school and/or activities.<br />

This time of year brings us to another<br />

South Dakota legislative session.<br />

Governor Daugaard has proposed<br />

some controversial reforms<br />

in the area of education.<br />

He would like to provide a bonus<br />

payment of $5,000.00 to the top 20<br />

percent of teachers in a school district<br />

and a $3,500.00 bonus to the<br />

Math and Science teachers.<br />

The third part of the plan is to<br />

eliminate teacher tenure (continuing<br />

contract). Tenure is granted to<br />

teachers when they receive their<br />

fourth contract from a district.<br />

Tenure allows teachers due process<br />

in any dismissal proceedings and<br />

they need to be given reasons why<br />

they are being let go. Prior to receiving<br />

tenure, teachers may be<br />

dismissed and not be given a reason<br />

for the dismissal, but most of<br />

the time it is pretty obvious why<br />

they were. It is a sensitive subject<br />

and has pros and cons to keep it or<br />

do away with it.<br />

The bonus plan I feel would be a<br />

mistake. In the <strong>Wall</strong> Schools the<br />

top 20 percent of the teachers allows<br />

five teachers to receive the<br />

bonus. I do not see a lot of positives<br />

to this proposal. It will be a decisive<br />

process and I believe a no win<br />

proposition.<br />

What makes Math and Science<br />

teachers worth anymore than an<br />

English or Social Studies teacher?<br />

The shortage of qualified Math and<br />

Science teachers is a national problem<br />

and I feel we do not see this as<br />

a big issue in South Dakota. We<br />

have just as big of a problem finding<br />

music and special education<br />

teachers. Bonus payments will not<br />

fix the problem of low teacher<br />

salaries which keeps qualified people<br />

from making education a career.<br />

School districts across South<br />

Dakota have made the cuts,<br />

streamlined their districts, and<br />

still have provided the students<br />

with a good education. It is time<br />

for the legislators and the Governor<br />

to provide the means to help<br />

districts pay their teachers and<br />

move South Dakota teacher pay<br />

from being 50th. Please keep an<br />

open mind and listen to both sides<br />

of the issues.<br />

Congratulations to the students<br />

and advisors of the One Act play<br />

on their advancement to the State<br />

One Act Contest in Aberdeen.<br />

We are heading into the last full<br />

month of winter athletic<br />

games/matches. District competition<br />

will start in the middle of February<br />

and ending with state events<br />

later on.<br />

Some of the elementary teachers<br />

and Mr. Sykora have returned<br />

from a trip to the National Title 1<br />

Convention, where the <strong>Wall</strong> Elementary<br />

school was recognized as<br />

an outstanding Title 1 School. Congratulations<br />

to the students and<br />

staff on a well deserved recognition.<br />

As we move along in the school<br />

year I would encourage parents to<br />

stress to their children the importance<br />

of attendance, respect, character,<br />

and doing what is right. We<br />

have good students in our school<br />

and we need to work together to<br />

strengthen what we already have.<br />

Good schools don’t just happen;<br />

they are a product of good families,<br />

good children, quality school staff<br />

and a supportive community.<br />

Black Hills Financial Services located at Black Hills Federal<br />

Credit Union is pleased to announce that Kyle Harris has been<br />

selected as January’s student of the month. Kyle is a senior at<br />

<strong>Wall</strong> High School that keeps busy being involved in football,<br />

track and a member of FCA. Kyle excels in school with his positive<br />

attitude and maintains a 3.9 GPA. He is always ready to lend<br />

a hand in community service; Kyle recently completed his Senior<br />

Project helping at Catholic Youth Group in Rapid City in public<br />

speaking and with Youth Group night Ministry Retreat. In his<br />

spare time he likes to read, listen to music, lift weights and cheer<br />

on the Green Bay Packers. Even though the Packers are not<br />

playing in the Super Bowl, Kyle predicts the NY Giants will win<br />

this year. The last three summers Kyle has worked as a life guard<br />

at the swimming pool. This summer he is hoping to work with a<br />

traveling Vacation Bible School. After he graduates from High<br />

School, he looks forward to attending Catholic Seminary in<br />

Winona, MN. Kyle is the son of Terri Harris, Quinn, SD and<br />

We are approaching February 1,<br />

and the weather has been great<br />

this winter. I am sure we will be receiving<br />

our share of snow in the<br />

next couple of months. It has been<br />

nice not having to worry about bad<br />

weather and getting students to<br />

school and/or activities.<br />

This time of year brings us to another<br />

South Dakota legislative session.<br />

Governor Daugaard has proposed<br />

some controversial reforms<br />

in the area of education.<br />

He would like to provide a bonus<br />

payment of $5,000.00 to the top 20<br />

percent of teachers in a school district<br />

and a $3,500.00 bonus to the<br />

Math and Science teachers.<br />

The third part of the plan is to<br />

eliminate teacher tenure (continuing<br />

contract). Tenure is granted to<br />

teachers when they receive their<br />

fourth contract from a district.<br />

Tenure allows teachers due process<br />

in any dismissal proceedings and<br />

they need to be given reasons why<br />

they are being let go. Prior to receiving<br />

tenure, teachers may be<br />

dismissed and not be given a reason<br />

for the dismissal, but most of<br />

the time it is pretty obvious why<br />

they were. It is a sensitive subject<br />

and has pros and cons to keep it or<br />

do away with it.<br />

The bonus plan I feel would be a<br />

mistake. In the <strong>Wall</strong> Schools the<br />

top 20 percent of the teachers allows<br />

five teachers to receive the<br />

bonus. I do not see a lot of positives<br />

to this proposal. It will be a decisive<br />

process and I believe a no win<br />

proposition.<br />

What makes Math and Science<br />

teachers worth anymore than an<br />

English or Social Studies teacher?<br />

The shortage of qualified Math and<br />

Science teachers is a national problem<br />

and I feel we do not see this as<br />

a big issue in South Dakota. We<br />

have just as big of a problem finding<br />

music and special education<br />

teachers. Bonus payments will not<br />

fix the problem of low teacher<br />

salaries which keeps qualified people<br />

from making education a career.<br />

School districts across South<br />

Dakota have made the cuts,<br />

streamlined their districts, and<br />

still have provided the students<br />

with a good education. It is time<br />

for the legislators and the Governor<br />

to provide the means to help<br />

districts pay their teachers and<br />

move South Dakota teacher pay<br />

from being 50th. Please keep an<br />

open mind and listen to both sides<br />

of the issues.<br />

and advisors of the One Act play<br />

on their advancement to the State<br />

One Act Contest in Aberdeen.<br />

We are heading into the last full<br />

month of winter athletic<br />

games/matches. District competition<br />

will start in the middle of February<br />

and ending with state events<br />

later on.<br />

and Mr. Sykora have returned<br />

from a trip to the National Title 1<br />

Convention, where the <strong>Wall</strong> Elementary<br />

school was recognized as<br />

an outstanding Title 1 School. Congratulations<br />

to the students and<br />

staff on a well deserved recognition.<br />

As we move along in the school<br />

year I would encourage parents to<br />

stress to their children the importance<br />

of attendance, respect, character,<br />

and doing what is right. We<br />

have good students in our school<br />

and we need to work together to<br />

strengthen what we already have.<br />

Good schools don’t just happen;<br />

they are a product of good families,<br />

good children, quality school staff<br />

and a supportive community.<br />
