House OKs plan to increase ag-tax
values at a faster pace
By Bob Mercer
for Community News Service
Assessed values of farm and
ranch lands in many parts of South
Dakota would be allowed to increase
or decrease at a much faster
rate for property tax purposes,
under legislation that gained widespread
approval Friday from the
state House of Representatives.
The plan, which now moves to
the Senate for consideration, is an
attempt to smooth the transition
from a system that was based on
market values to a one that reflects
productivity and soil types.
The legislation would allow annual
increases and decreases ranging
as high as 15 to 25 percent for
cropland and non-cropland. The
current law limits those changes to
no more than 10 percent per year.
The problem that developed in
recent years is 10 percent isn’t sufficient
for adjusting assessed values
fast enough in many counties,
especially on much of the cropland.
The fear among legislators is many
landowners would face extremely
large increases in 2018 when the
10 percent cap is set to expire.
The new plan would set a range
of caps – 10 percent, 15 percent
and 25 percent – depending upon
how far behind a county is in its
adjustments. The plan also would
extend the transition period by two
more years so the caps wouldn’t
expire until 2020.
House members voted 56-8 in
support of the changes Friday. The
legislation, House Bill 1003, was
the product of the state’s agricultural
land assessment implantation
and oversight advisory task
force that was established years
ago by the Legislature to guide the
agricultural-income approach into
effect.
Rep. Paul Dennert, D-Columbia,
led the debate in favor of the legislation
Friday. He had brought a
generally similar plan in the 2011
session. House members supported
it then but senators weren’t comfortable
moving forward with it,
because Dennert hadn’t taken it
through the task force.
After reviewing the 2011 statistics
the task force decided his concept
had merit.
Dennert showed House members
Friday that non-cropland in
Brown County was behind about 4
percent while cropland was behind
by 73 percent. He said that after
two years the 10 percent cap on increases
is too little.
“It’s an equalization issue,” he
said. He acknowledged he’s not totally
in favor of the additional two
years but said he’s willing to “take
half a loaf.”
Rep. Kim Vanneman, R-Ideal,
said the House committee on agriculture
was unanimous Thursday
in endorsing passage. “This is a
very complicated system,” she
said. “We have to remember this is
statewide, and it does take state
equalization.”
Rep. Steve Street, D-Revillo,
said the 10 percent cap was unfairly
limiting the changes. “The
quicker we can get implemented,
the fairer it will be,” he said.
The legislation was opposed by a
smattering of Republicans including
the House majority leader,
David Lust of Rapid City, and the
assistant majority leader, Justin
Cronin of Gettysburg.
Others voting against it included
David Novstrup of Aberdeen,
Mark Venner of Pierre,
Lance Russell of Hot Springs,
Mike Verchio of Hill City, Brian
Liss of Sioux Falls and Laura
Hubbel of Sioux Falls.
The Legislature had shifted
away from using market values for
assessing agricultural land because
there weren’t sufficient sales
meeting the criteria necessary to
get an accurate read of the market
in many counties. A result was
wide variations county to county in
values used for taxation.
The Human Resource department
for the Forest Service states:
“it continues to enhance its most
valuable asset—its employees—to
en-sure that we bring a diversity of
ideas and skills to the increasingly
diverse customer base. Ours is a
workplace that respects, appreciates,
and values individual differences
and uses those differences to
improve organizational performance,
customer service, and workplace
relations. We are committed
to developing our employees to
their fullest potential to ensure a
workforce that is successful in
today’s competitive environment.”
When John Kinney arrived in
Wall 23 months ago to take over as
District Ranger for the Wall
Ranger District and National
Grasslands Visitor Center he
brought those ideas and skills that
the human resource department
described.
John and his wife Karla will be
moving to Helena, Mont., the end
of February where John will be a
Natural Resource Staff Officer for
the Helena National Forest and
Lewis and Clark National Forest.
John said it was a hard decision
for them to make but it all came
down to medical reasons. Ninetyeight
percent reason for the move
is to be closer to hospitals and doctors.
A series of people may be coming
in to act as District Ranger until a
new Ranger is hired for the Wall
area of the Buffalo Gap National
Grasslands. John was an instru-
mental player in developing the
“Service First Agreement” with the
Badlands National Park and Minuteman
Missile National Historic
Site. John went on to explain that
the goal of the agreement is not to
combine the three entities into one
agency, but to take advantage of
the staff and the different programs
that each one has. Washington,
D. C. was impressed by the
agreement and John said, “it looks
like Hot Springs, Wind Cave, a district
in the Black Hills and the
Corp of Engineers will be establishing
a ‘Service First Agreement’
for their area”.
As far as other staffing positions
being filled for the Forest Service,
John related those duties could be
done by one person instead of two,
which could result in a better job
being done by less people.
His replacement in the mean
time may come from the Badlands
National Park. This will give the
park employees an in-sight as to
how the day-to-day business of the
Forest Service and Visitor Center
are managed.
The community will certainly
miss John and Karla. John has
been very hands-on in the local
community and with landowners
who are sorry to see him leave.
John remarked of all the places
they have lived, Wall has been the
greatest.
House encourages
allowing Bible to be
taught in public schools
By Elizabeth “Sam” Grosz
Community News Service
Local school boards are being encouraged
to support the teaching of
the Bible in their schools with a
resolution passed by the South
Dakota House of Representatives
Jan. 25.
Sponsor Steve Hickey, R-Sioux
Falls, said teaching of the Bible is
the cornerstone of western civilization,
its culture, law, literature, art
and philosophy.
In 1953, he said, prayer was
thrown out of schools, but “the
Bible is worthy of studies.”
Hickey said there were two reasons
for approving the resolution,
HCR1004. First, he said, he believes
school boards should make
their own decisions, “but this resolution
would take away the fear of
those who wish to teach the Bible.”
Rep. Jim Bolin, R-Canton,
agreed, noting that in using
Phrasefinder on the Internet, top
phrases were those found in
Shakesperean plays, but the second
most important source of
phrase was the Bible.
He also recalled The Birds’ popular
song from the late 1960s and
early 1970s, “Turn, Turn, Turn.”
“The lyrics of that song,” said
Bolin, “come from Ecclesiastes 3…”
Rep. Shawn Torno, R-Sioux
Falls, said if our motto is “Under
God the people rule, it would be
appropriate to allow our kids to
know who God is.”
No one spoke against the resolution,
however the final vote of 55-
15 reflected some opposition. The
measure now goes on to the Senate
for its consideration.

Paddlefish snagging extended to Lake Francis Case
Applications are now available
from the South Dakota Department
of Game, Fish and Parks for a
paddlefish snagging season that
will take place on Lake Francis
Case from May 1 through May 31,
2012.
There are 350 tags available for
the resident-only season. Tags will
be issued by lottery drawing, with a
first application deadline of February
17. In addition, the Lower
Brule and Crow Creek Sioux tribes
will each issue 25 paddlefish snagging
tags to tribal members for
those season dates.
Annual paddlefish stocking efforts
initiated in the early 1990s
have resulted in good numbers of
paddlefish in Lake Francis Case.
Jason Sorensen, a GPF fisheries biologist
in Chamberlain, said one of
the original goals of the stocking
program was to develop a paddlefish
sport fishery.
“Due to the success of our stockings
over the years, we can be con-
have profound negative implications
on the population of these
unusual fish,” Sorensen said.
“The season will be open reservoir-wide
on Lake Francis Case,
and anglers also may snag paddlefish
in the White River, from the
mouth upstream to the Highway
47 bridge,” he said.
“Since this is a new season on
Lake Francis Case, we cannot be
sure where anglers will concentrate
their efforts, but we feel most
activity will take place in the tailwaters
below Big Bend Dam and
near the White River confluence,”
Sorensen said.
Anglers will not be allowed to
snag paddlefish from immediately
below the Big Bend Dam powerhouse
to the downstream chain
link fence (about two-tenths of a
mile). Snagging hours will be 6
a.m. to 9 p.m. CST daily.
Edgar Bros. to be honored as
BHSS Stockmen of the Year
Dick and Doug Edgar, Rockham,
started Edgar Brothers Angus in
1953, with the purchase of two registered
heifers from Raymond,
S.D., breeder Lester Hurlbut. This
was at the time when it was hard
to find an angus in the
country.?Most people were breeding
herefords.
The brothers keep abreast of
technology, incorporating new genetics
and marketing tools into
their program. They breed their
cattle to be big, stout cattle that
perform in any environment. They
believe that selection of large
framed cattle is what has set them
apart from other breeders, especially
in the early years.
While they breed their cattle to
what the commercial producer
wants, they also hit the show circuit.
Along with the Black Hills
Stock Show, they hit many of the
main shows East River. Their stock
can also be found at the National
Western Stock Show in Denver.
Today, the brothers have
brought other family members into
the operation, which has one of the
largest angus herds in South
Dakota. They have an annual production
sale each year in March.
Typically, they sell 250 bulls and
350 heifers each year.
Dick married Mary Angela Gruenwald
in 1954, and together they
raised seven children. Sons Mark
and Bruce stayed active in the operation.
Today, some of the grandchildren
are carrying the Edgar
Brothers tradition to the next generation.
The Edgar Brothers were part of
the 2011 South Dakota Angus Association
tour. They say a lot has
changed in the last 60 years, when
the angus cattle were sold after the
herefords and they believe they
have helped to lead the way in
changing things.
The Edgar Brothers’ operation
also includes custom farming and
a pheasant hunting lodge.
The Wall varsity boys continue to
and it paid off Tuesday night
against Hot Springs.
The ability to go hard all game
came along way this year as a
team, and we all still know and understand
we have further to grow
as a team. However, I am very
anxious to see how all their hard
work and determination throughout
the season pays off as the final
weeks of the season draw near,"
Eagles pick up win against
Hot Springs
long is a valuable asset to this Eagles
team.
Hot Springs came out shooting
pretty hot in the first half, knocking
down 4-7 three-pointers, but
did not sustain that type of shooting
percentage in the second half.
It was quite a high scoring game,
however, with 48 total points being
put up in the fourth quarter alone.
Chavis Shull put on a quality
performance scoring 21 points,
picking up nine rebounds and
three steals, as did Lane Hustead
who scored 19 points, had five rebounds
and four steals.
Kale Lytle added 11 points and
five rebounds, and Tyler Trask
scored eight points and came up
with four steals and three assists,
as well.
For the Hot Springs Bison, Ryan
Merchan put up the most points
with 22, while Chad Janis and
Isaac Frieson each had 11 points
on the night. The game ended 76-
School & Sports Pennington County Courant • February 2, 2012• Page 7
From the desk of Superintendent
Dennis Rieckman
We are approaching February 1,
and the weather has been great
this winter. I am sure we will be receiving
our share of snow in the
next couple of months. It has been
nice not having to worry about bad
weather and getting students to
school and/or activities.
This time of year brings us to another
South Dakota legislative session.
Governor Daugaard has proposed
some controversial reforms
in the area of education.
He would like to provide a bonus
payment of $5,000.00 to the top 20
percent of teachers in a school district
and a $3,500.00 bonus to the
Math and Science teachers.
The third part of the plan is to
eliminate teacher tenure (continuing
contract). Tenure is granted to
teachers when they receive their
fourth contract from a district.
Tenure allows teachers due process
in any dismissal proceedings and
they need to be given reasons why
they are being let go. Prior to receiving
tenure, teachers may be
dismissed and not be given a reason
for the dismissal, but most of
the time it is pretty obvious why
they were. It is a sensitive subject
and has pros and cons to keep it or
do away with it.
The bonus plan I feel would be a
mistake. In the Wall Schools the
top 20 percent of the teachers allows
five teachers to receive the
bonus. I do not see a lot of positives
to this proposal. It will be a decisive
process and I believe a no win
proposition.
What makes Math and Science
teachers worth anymore than an
English or Social Studies teacher?
The shortage of qualified Math and
Science teachers is a national problem
and I feel we do not see this as
a big issue in South Dakota. We
have just as big of a problem finding
music and special education
teachers. Bonus payments will not
fix the problem of low teacher
salaries which keeps qualified people
from making education a career.
School districts across South
Dakota have made the cuts,
streamlined their districts, and
still have provided the students
with a good education. It is time
for the legislators and the Governor
to provide the means to help
districts pay their teachers and
move South Dakota teacher pay
from being 50th. Please keep an
open mind and listen to both sides
of the issues.
Congratulations to the students
and advisors of the One Act play
on their advancement to the State
One Act Contest in Aberdeen.
We are heading into the last full
month of winter athletic
games/matches. District competition
will start in the middle of February
and ending with state events
later on.
Some of the elementary teachers
and Mr. Sykora have returned
from a trip to the National Title 1
Convention, where the Wall Elementary
school was recognized as
an outstanding Title 1 School. Congratulations
to the students and
staff on a well deserved recognition.
As we move along in the school
year I would encourage parents to
stress to their children the importance
of attendance, respect, character,
and doing what is right. We
have good students in our school
and we need to work together to
strengthen what we already have.
Good schools don’t just happen;
they are a product of good families,
good children, quality school staff
and a supportive community.
If anyone has a concern or questions
concerning the school please
feel free to contact me.
the time it is pretty obvious why
they were. It is a sensitive subject
and has pros and cons to keep it or
do away with it.
The bonus plan I feel would be a
mistake. In the Wall Schools the
top 20 percent of the teachers allows
five teachers to receive the
bonus. I do not see a lot of positives
to this proposal. It will be a decisive
process and I believe a no win
proposition.
What makes Math and Science
teachers worth anymore than an
English or Social Studies teacher?
The shortage of qualified Math and
Science teachers is a national problem
and I feel we do not see this as
a big issue in South Dakota. We
have just as big of a problem finding
music and special education
teachers. Bonus payments will not
fix the problem of low teacher
salaries which keeps qualified people
from making education a career.
School districts across South
Dakota have made the cuts,
streamlined their districts, and
still have provided the students
with a good education. It is time
for the legislators and the Governor
to provide the means to help
districts pay their teachers and
move South Dakota teacher pay
from being 50th. Please keep an
open mind and listen to both sides
of the issues.
Congratulations to the students
and advisors of the One Act play
on their advancement to the State
One Act Contest in Aberdeen.
We are heading into the last full
month of winter athletic
games/matches. District competition
will start in the middle of February
and ending with state events
later on.
Some of the elementary teachers
and Mr. Sykora have returned
from a trip to the National Title 1
Convention, where the Wall Elementary
school was recognized as
an outstanding Title 1 School. Congratulations
to the students and
staff on a well deserved recognition.
As we move along in the school
year I would encourage parents to
stress to their children the importance
of attendance, respect, character,
and doing what is right. We
have good students in our school
and we need to work together to
strengthen what we already have.
Good schools don’t just happen;
they are a product of good families,
good children, quality school staff
and a supportive community.
If anyone has a concern or questions
concerning the school please
feel free to contact me.
From the desk of Superintendent
Dennis Rieckman
We are approaching February 1,
and the weather has been great
this winter. I am sure we will be receiving
our share of snow in the
next couple of months. It has been
nice not having to worry about bad
weather and getting students to
school and/or activities.
This time of year brings us to another
South Dakota legislative session.
Governor Daugaard has proposed
some controversial reforms
in the area of education.
He would like to provide a bonus
payment of $5,000.00 to the top 20
percent of teachers in a school district
and a $3,500.00 bonus to the
Math and Science teachers.
The third part of the plan is to
eliminate teacher tenure (continuing
contract). Tenure is granted to
teachers when they receive their
fourth contract from a district.
Tenure allows teachers due process
in any dismissal proceedings and
they need to be given reasons why
they are being let go. Prior to receiving
tenure, teachers may be
dismissed and not be given a reason
for the dismissal, but most of
the time it is pretty obvious why
they were. It is a sensitive subject
and has pros and cons to keep it or
School districts across South
Dakota have made the cuts,
streamlined their districts, and
still have provided the students
with a good education. It is time
for the legislators and the Governor
to provide the means to help
districts pay their teachers and
move South Dakota teacher pay
from being 50th. Please keep an
open mind and listen to both sides
of the issues.
Congratulations to the students
As we move along in the school
year I would encourage parents to
stress to their children the importance
of attendance, respect, character,
and doing what is right. We
have good students in our school
strengthen what we already have.
Good schools don’t just happen;
they are a product of good families,
feel free to contact me.
School & Sports Pennington County Courant • February 2, 2012• Page 7
From the desk of Superintendent
Dennis Rieckman
We are approaching February 1,
and the weather has been great
this winter. I am sure we will be receiving
our share of snow in the
next couple of months. It has been
nice not having to worry about bad
weather and getting students to
school and/or activities.
This time of year brings us to another
South Dakota legislative session.
Governor Daugaard has proposed
some controversial reforms
in the area of education.
He would like to provide a bonus
payment of $5,000.00 to the top 20
percent of teachers in a school district
and a $3,500.00 bonus to the
Math and Science teachers.
The third part of the plan is to
eliminate teacher tenure (continuing
contract). Tenure is granted to
teachers when they receive their
fourth contract from a district.
Tenure allows teachers due process
in any dismissal proceedings and
they need to be given reasons why
they are being let go. Prior to receiving
tenure, teachers may be
dismissed and not be given a reason
for the dismissal, but most of
the time it is pretty obvious why
they were. It is a sensitive subject
and has pros and cons to keep it or
do away with it.
The bonus plan I feel would be a
mistake. In the Wall Schools the
top 20 percent of the teachers allows
five teachers to receive the
bonus. I do not see a lot of positives
to this proposal. It will be a decisive
process and I believe a no win
proposition.
What makes Math and Science
teachers worth anymore than an
English or Social Studies teacher?
The shortage of qualified Math and
Science teachers is a national problem
and I feel we do not see this as
a big issue in South Dakota. We
have just as big of a problem finding
music and special education
teachers. Bonus payments will not
fix the problem of low teacher
salaries which keeps qualified people
from making education a career.
School districts across South
Dakota have made the cuts,
streamlined their districts, and
still have provided the students
an outstanding Title 1 School. Congratulations
to the students and
staff on a well deserved recognition.
As we move along in the school
year I would encourage parents to
stress to their children the importance
of attendance, respect, character,
and doing what is right. We
have good students in our school
and we need to work together to
strengthen what we already have.
Good schools don’t just happen;
they are a product of good families,
good children, quality school staff
and a supportive community.
If anyone has a concern or questions
concerning the school please
feel free to contact me.
BHFCU student of the month
Black Hills Financial Services located at Black Hills Federal
Credit Union is pleased to announce that Kyle Harris has been
selected as January’s student of the month. Kyle is a senior at
Wall High School that keeps busy being involved in football,
track and a member of FCA. Kyle excels in school with his positive
attitude and maintains a 3.9 GPA. He is always ready to lend
a hand in community service; Kyle recently completed his Senior
Project helping at Catholic Youth Group in Rapid City in public
speaking and with Youth Group night Ministry Retreat. In his
spare time he likes to read, listen to music, lift weights and cheer
on the Green Bay Packers. Even though the Packers are not
playing in the Super Bowl, Kyle predicts the NY Giants will win
this year. The last three summers Kyle has worked as a life guard
at the swimming pool. This summer he is hoping to work with a
traveling Vacation Bible School. After he graduates from High
School, he looks forward to attending Catholic Seminary in
Winona, MN. Kyle is the son of Terri Harris, Quinn, SD and
Stretch Harris, Wall, SD. Congratulations Kyle from Black Hills
Financial Services! ~Courtesy Photo
