PEMRA without any public consultation had issued the following plan for digital switchover in<br />

Pakistan starting the digitalization process in first quarter of 2009 and achieving complete transition<br />

by December 2015. The plan from the outset was extremely ambitious setting staggering dates 2009-<br />

2015 for complete transition and missing out on the complex process of content regulation on the<br />

digital cable TV networks.<br />

Phase Wise Planning for Digital Switchover in Pakistan<br />

Phase-1 Issuance of Digital Cable TV licenses in the Metropolitan cities.<br />

Conversion of Headend in Metropolitan cities in which fiber<br />

optic and HFC networks have already been deployed like<br />

Karachi, Lahore, Islamabad, Peshawar, Quetta, Multan and<br />

Faisalabad.<br />

Start First Quarter 2009<br />

Completion December, 2011<br />

Phase -II New Licensing of digital cable television networks and<br />

conversion of existing license at district levels.<br />

Start January, 2010<br />

Complete December, 2015<br />

Transition September, 2016 (New Deadline)<br />
