“<strong>The</strong> journey <strong>of</strong> a thousand miles begins with a single step”<br />

<strong>Padmashali</strong> <strong>Udyogula</strong> <strong>Sangam</strong>, launched on the 12th July, 2015, is the brainchild <strong>of</strong> Sri Manthri<br />

Satheesh, Asst. Treasury Officer and Sri Kusuma Sathyanarayana and the initiative <strong>of</strong> yours<br />

sincerely. Initially with a membership <strong>of</strong> 5, it rose to the membership <strong>of</strong> more than 250 within a span<br />

<strong>of</strong> one year. <strong>The</strong> Objective <strong>of</strong> the <strong>Sangam</strong> is to lend a helping hand to the <strong>Padmashali</strong> employees.<br />

It is also aimed at providing a common intellectual platform for mutual cooperation and<br />

development. I am very happy and proud to declare that we have been growing stronger day by<br />

day with the active participation and enthusiasm <strong>of</strong> the esteemed members.<br />

<strong>Padmashali</strong> <strong>Udyogula</strong> <strong>Sangam</strong>, ever since its inception, has been running successfully various<br />

wings under its banner. It has a Parapatisangam with 85 members. <strong>The</strong> <strong>Sangam</strong> has also a<br />

marriage bureau with pr<strong>of</strong>iles <strong>of</strong> more than 120 brides and 150 bridegrooms, besides three<br />

WhatsApp groups with more than 540 members from all the districts in the State. <strong>The</strong> members <strong>of</strong><br />

the <strong>Sangam</strong> are from all the <strong>of</strong>fices <strong>of</strong> the State Government, Universities, LIC and banking sector.<br />

<strong>The</strong> <strong>Padmashali</strong> <strong>Udyogula</strong> <strong>Sangam</strong> has been striving to bring together all the employees belonging<br />

to <strong>Padmashali</strong> community for which the <strong>Sangam</strong> has been making use <strong>of</strong> the technology, the result<br />

<strong>of</strong> which is the website with the url www.padmashaliudyogulasangam.com, launched on August<br />

13, 2016, another milestone in the history <strong>of</strong> <strong>Sangam</strong>!<br />

<strong>The</strong> <strong>Sangam</strong> is very happy for bringing out an In-house E-journal titled Vidhatha from this month<br />

i.e., September, 2016. <strong>The</strong> title, chosen as a tribute to Sri Vidhata Rishi, grandfather <strong>of</strong> Sri Markandaya<br />

Rishi (father <strong>of</strong> SriMrukanda Rishi), has the approval <strong>of</strong> the EC. <strong>The</strong> objective <strong>of</strong> the e-zine<br />

is to bring to light the achievements, accomplishments and the intellectual abilities <strong>of</strong> its members.<br />

I would like to inform all the members to contribute their creative writing to the magazine.<br />

Special Story<br />

Sri Konda Laxman Bapuji..<br />

Sri Konda Laxman Bapuji, who fought against the despotic<br />

rule <strong>of</strong> Nizam and one <strong>of</strong> the major leaders in the<br />

movement for a separate State <strong>of</strong> Telangana, was born<br />

on September 27, 1915 in Wankhidi village <strong>of</strong> Adilabad<br />

district.<br />

He took an active part in the Indian Freedom Struggle<br />

and in the movement against the dictatorial regime <strong>of</strong><br />

the Nizam.<br />

A staunch Telangana protagonist, Konda Laxman<br />

represented Asifabad Assembly Constituency in the<br />

Legislative Assemblies <strong>of</strong> Hyderabad and Andhra Pradesh.<br />

Later elected to the Legislative Assembly, he continued<br />

as the Member till 1971.<br />

Sri Konda Laxman Bapuji, a committed politician with<br />

moral values, tendered resignation for the Ministership<br />

in 1969 for the cause <strong>of</strong> separate Statehood <strong>of</strong> Telangana.<br />

He took an active role in the agitations for the Statehood<br />

for Telangana in 1969 and from 2009-2012. He rendered<br />

yeoman service to the State Textile cooperative<br />

sector.<br />

Sri Bapuji joined the heavenly choir at the age <strong>of</strong> 97 on<br />

September 21, 2012 in Hyderabad.<br />

Education:<br />

Sri Bapuji had his schooling in Asifabad and graduated in<br />

Laws in Hyderabad and took to the pr<strong>of</strong>ession <strong>of</strong> Law in<br />

1940.<br />

Freedom Struggle and Nizam dictatorial rule :<br />

Sri Bapuji while practicing law used to support the people<br />

working against the dictatorial rule <strong>of</strong> Nizam and<br />

won many cases for them. He also took part in Quid India<br />

Movement. He was indicted along with Narayana<br />

Rao Pawar team who hurled bombs on Nizam Nawab on<br />

December 4, 1947, and consequently went into exile to<br />

save his life.<br />

Political Life:<br />

He was elected to the Legislative Assembly in 1952 from<br />

Asifabad constituency and from Chinnakoduru in 1957<br />

when he was elected the Deputy Speaker <strong>of</strong> the Assembly.<br />

He got elected as MLA again in 1967 from Bhuvanagiri.<br />

While working in the Cabinet <strong>of</strong> Kasu Brahmananda<br />

Reddy, he resigned for the cause <strong>of</strong> separate statehood<br />

for Telangana.<br />

Sri Konda Laxman Bapuji, a committed politician with<br />

Personal Life:<br />

- A Staunch Telangana Protagonist<br />

Shakuntala, a doctor <strong>of</strong> vocation, was his better-half. <strong>The</strong>y<br />

had two sons and a daughter. One <strong>of</strong> his sons laid down his<br />

life in the service <strong>of</strong> Indian Air Force.<br />

Sri Konda Laxman Bapuji bought a piece <strong>of</strong> land near<br />

Hussain Sagar (presently on Necklace Road) and constructed<br />

a house “Jaladrishyam” which was brought down by<br />

Chandra Babu Naidu in 2002 but the Court restored the<br />

same to Sri Bapuji where his last rites were performed on<br />

September 22, 2012.<br />

Personal Life & Education:<br />

Sri Vangari Padma Rao, a<br />

native <strong>of</strong> Warangal, was born<br />

on 10.03.1958 to the blessed<br />

couple Shri Govindu and Smt<br />

Susheela. His father worked in<br />

the AjamJahi mills for his<br />

livelihood. Padma Rao since his<br />

childhood was a brilliant<br />

student and completed his<br />

education in the Warangal<br />

district. He completed his<br />

primary education at Rudramamba<br />

Primary School, Girmajipet and High<br />

school education at Mahabubabad<br />

government high school. Later he<br />

moved to Government Junior college and<br />

completed his Intermediate. He holds a<br />

Diploma from the Polytechnic College at<br />

Warangal. His hardworking disposition<br />

and academic excellence helped him get<br />

admission in the prestigious Regional<br />

Engineering college, Warangal (present<br />

National Institute <strong>of</strong> Technology) from<br />

where he obtained his graduation as<br />

well as post-graduation degrees.<br />

Career:<br />

Sri Padma Rao started his career as a<br />

Junior Engineer (Irrigation Department)<br />

in the year 1978 and reached the<br />

pinnacle serving in his current position as<br />

Superintendent Engineer Medak.<br />

years includes the following milestones.<br />

From 1978 to 1980, he worked as<br />

Junior Engineer–NSP, Left Canal,<br />

Khammam.<br />

Later from 1981 to 1991 he worked<br />

in the SRSP Quality Control Circle,<br />

Chintagattu for 10 years.<br />

Between 1991 and 200, he worked at<br />

Sattupally Khammam, where he was<br />

actively involved in the construction<br />

<strong>of</strong> Baithupally Flood Flow Canal which<br />

brought a new drought prone land<br />

(ayacut) <strong>of</strong> 6000 acres in droughtaffected<br />

Vemur mandal <strong>of</strong> Khammam<br />

district providing a major boost to<br />

agriculture.<br />

• In 2001, his dedication to work was<br />

recognized and he was promoted to<br />

Deputy Executive Engineer (Dy. EE) in<br />

the Irrigation subdivision <strong>of</strong> Sattupally,<br />

Khammam. In his new assignment<br />

between 2001 and 2009 he undertook<br />

modernization works <strong>of</strong> Lankasagar<br />

Medium Irrigation Project which<br />

secured Japanese Aid to the tune <strong>of</strong> Rs<br />

12.00 crores. His efforts made about<br />

7200 acres irrigated.<br />

• In recognition <strong>of</strong> his pr<strong>of</strong>essional<br />

excellence he was promoted to the post<br />

<strong>of</strong> Executive Engineer in 2009. From<br />

2009 to 2011 he served as EE<br />

Khammam division. In a short span <strong>of</strong><br />

2 years, he brought successfully<br />

brought into cultivation unirrigated land<br />

<strong>of</strong> 4800 acres by proposing Jaalimudi<br />

ayacut on Wyra vaagu <strong>of</strong> Madhira,<br />

Khammam which convinced the<br />

Government to invest almost 33 crores.<br />

He also proposed an ayacut on Munneru<br />

Vaagu in Vandregupalli village <strong>of</strong><br />

Chinatakani Mandal, Khammam which<br />

irrigated 4900 crores with a modest<br />

expense <strong>of</strong> 44 crores.<br />

• In 2011 and 2012 while working as<br />

EE, Vijayawada, Krishna District, he<br />

restored the functional capacity <strong>of</strong><br />

more than 102 lakes with funding from<br />

the World Bank. He also implemented<br />

flood prevention measures at<br />

Budameru Vaagu with a<br />

budget <strong>of</strong> Rs 100 crores.<br />

• In 2012, Sri Vanagari Padma Rao got<br />

promoted to the post <strong>of</strong> Superintending<br />

Engineer and was posted to<br />

Vizianagaram, AP. <strong>The</strong> current capacity<br />

<strong>of</strong> Thotapalli Project in Vizianagaram<br />

district to serve 2 lakh acres was<br />

completed by the process <strong>of</strong><br />

retendering during his tenure.<br />

Mr Padma Rao was instrumental in<br />

restarting the work on Thotapalli<br />

project.<br />

• Between 2013 and 2015, he served<br />

as SE <strong>of</strong> Warangal putting Warangal in<br />

the top position on the map <strong>of</strong> Mission<br />

Kakatiya developments. Irrigation and<br />

sanitation facilities <strong>of</strong> “Medaram Jatara”<br />

<strong>of</strong> 2014 were successfully supervised<br />

by Shri Padma Rao. He also drew plans<br />

for implementation <strong>of</strong> Medaram 2016<br />

Jatara. <strong>The</strong> first Godavari Pushkaram<br />

arrangements <strong>of</strong> Telangana State were<br />

<strong>The</strong> <strong>Voice</strong> <strong>of</strong> <strong>Padmashali</strong> <strong>Udyogula</strong> <strong>Sangam</strong> Page 5

successfully completed earning him laurels<br />

from the higher authorities as well as<br />

devotees taking plunge in the holy waters.<br />

• From 21/12/2015 till date, he has been<br />

working as SE <strong>of</strong> Medak District<br />

implementing many new irrigation projects.<br />

• <strong>The</strong> newly formed Telangana<br />

Government in order to harness the rich<br />

expertise and knowledge <strong>of</strong> Sri Padma Rao<br />

for development <strong>of</strong> the State has taken a<br />

praiseworthy decision <strong>of</strong> extending his<br />

Service for an additional period <strong>of</strong> 2 years<br />

by enhancing the age limit <strong>of</strong> his<br />

retirement.<br />

Research works:<br />

Apart from his pr<strong>of</strong>essional excellence,<br />

Padma Rao has also demonstrated his<br />

scientific temper by publishing research<br />

papers <strong>of</strong> high standards. Some <strong>of</strong> his<br />

highly acclaimed works published and<br />

presented at National Symposia at National<br />

Institute <strong>of</strong> Warangal include<br />

"Irrigation Technologies <strong>of</strong> Kakatiyas",<br />

"View <strong>of</strong> Chain <strong>of</strong> Tanks in Medak and<br />

Warangal Districts".<br />

"A Presentation on Mission Kakathiya<br />

Climate Change and Sustainable Water<br />

Resources Management".<br />

Awards:<br />

<strong>The</strong> Telangana Government having<br />

recognized the invaluable services and<br />

contributions <strong>of</strong> Sri Padma Rao conferred<br />

him with the award <strong>of</strong> “Best Government<br />

Employee”. It is a matter <strong>of</strong> extreme pride<br />

that he is the FIRST person to receive the<br />

award in the newly-formed State <strong>of</strong><br />

Telangana. <strong>The</strong> award was presented on<br />

02/06/2015, the first Telangana State<br />

formation day, by the Honorable Chief<br />

Minister <strong>of</strong> Telangana along with a cash<br />

award <strong>of</strong> 1,00,116/-.<br />

Conclusion :<br />

To be conferred the State’s first “Best<br />

Government Employee” is an<br />

extraordinary achievement and a matter <strong>of</strong><br />

pride for the entire <strong>Padmashali</strong> community.<br />

We are also very much delighted to feature<br />

such a great stalwart as Margadarsi in this<br />

first issue <strong>of</strong> our in-house e-magazine<br />

Vidhata. We strongly believe Shri Vangari<br />

Padma Rao’s achievements will inspire<br />

many more community members to<br />

outperform and excel in their respective<br />

fields <strong>of</strong> work.<br />

For the new generations who believe that<br />

Government Jobs are lackluster, Shri<br />

Vangari Padma Rao dispels all myths and<br />

stands as a role model for the newer<br />

generation to pursue a career in Civil<br />

engineering and Government Jobs.<br />

RETIREMENTS<br />

A doyen among <strong>Padmashali</strong>s…<br />

Sri Margam Kumaraswamy<br />

He is an inspirational<br />

icon to all the<br />

employees. He being a<br />

<strong>Padmashali</strong>, is a proud<br />

moment for us.<br />

Sri Margam Kumaraswamy is the<br />

doyen in Revenue department who<br />

rendered an incredible 32 years <strong>of</strong><br />

service in various capacities and<br />

retired from service as Administrative<br />

Officer, Collectorate, Warangal on the<br />

31st July, 2016. He is an inspirational<br />

icon to all the employees. He is a <strong>Padmashali</strong><br />

which is a proud moment for<br />

all <strong>of</strong> us. His sincerity, hardwork, commitment<br />

and devotion to his work has<br />

proved himself a man <strong>of</strong> perfection<br />

and has been praised by one and all<br />

including the Collectors/IAS <strong>of</strong>ficials<br />

during his tenure. Many a time, his<br />

efforts helped the <strong>of</strong>ficials alleviate the<br />

crises in the administration.<br />

Personal Life:<br />

Sri Margam Kumaraswamy was born in<br />

Desaipet <strong>of</strong> Hanamkonda (M) <strong>of</strong><br />

Warangal district on the 15th July<br />

1958 in a poor ‘<strong>Padmashali</strong> family’. He<br />

is the second son <strong>of</strong> his parents, Sri<br />

Margam Uppalaiah and<br />

Smt.Uppalamma. He has three sisters<br />

and two brothers. He is married to<br />

Saraswathi and has three sons, Raj<br />

Bharath, Shashi Bharath and Bharath<br />

Raj who are all well-settled. Since his<br />

childhood he has been very<br />

hard-working and he used to help his<br />

father who was a mason in the<br />

construction works due to his poor<br />

financial background.<br />

Education and Career:<br />

After completion <strong>of</strong> his primary education<br />

at Govt.High School, Desaipet,<br />

higher education in Govt. High School,<br />

Girmajipet, Intermediate from Lal<br />

Bahudur College, he graduated from<br />

Govt. Kakatiya Degree College in<br />

Hanamkonda. He also acquired a post<br />

-graduation degree/MA from the<br />

Kakatiya University.<br />

Owing to his strenuous efforts and<br />

because <strong>of</strong> his triumph at winning the<br />

Competitive Exam <strong>of</strong> APPSC, he got his<br />

initial posting as Junior Assistant at the<br />

<strong>of</strong>fice <strong>of</strong> the Tahsildar, Maripeda on the<br />

18th June, 1984 where he started his<br />

successful career, thus paving a way<br />

for a role model in the prestigious<br />

Revenue Department and proved<br />

himself as an efficient worker. Since<br />

then, he had rendered his outstanding<br />

performance as Senior Assistant<br />

(1989), Deputy Tahsildar (2006). After<br />

getting promotion as Tahsildar on<br />

17-02-2013, he worked at various Offices <strong>of</strong><br />

Tahsildars, Mandal Revenue Offices, RDO<br />

Office, Warangal and won over the hearts <strong>of</strong><br />

all his superior <strong>of</strong>ficers as well as the local<br />

people. He also rendered his tremendous<br />

services during the General Elections not<br />

only in Warangal district but also in the<br />

neighboring district <strong>of</strong> Karimnagar, for<br />

which his services were applauded by one<br />

and all. In recognition <strong>of</strong> his sincerity,<br />

honesty and devotion to his duties, he was<br />

assigned to deal with the important subjects<br />

like, Establishment matters, Court disputes<br />

and other Revenue cases in the Collectorate<br />

<strong>of</strong> Warangal, where he proved his ability to<br />

excel, patience and perfection in his day-today<br />

<strong>of</strong>fice work while interacting with most<br />

<strong>of</strong> the RDOs, Joint Collectors and Collectors<br />

during his extensive tenure <strong>of</strong> 15 years <strong>of</strong><br />

service, till his retirement as a crucial post<br />

<strong>of</strong> an ‘Administrative Officer’.<br />

He has always used to take much strain and<br />

pain every time whatever a critical situation<br />

or crisis in the district. His services were<br />

praised by one-and-all Especially in<br />

assisting the senior <strong>of</strong>ficers/collectors not<br />

only during the Godavari Floods in 1986 for<br />

ensuring proper relief measures to the<br />

needy people <strong>of</strong> inundated villages but<br />

<strong>The</strong> <strong>Voice</strong> <strong>of</strong> <strong>Padmashali</strong> <strong>Udyogula</strong> <strong>Sangam</strong> Page 7

during the biennial Sammakka Saralamma Jathara.<br />

<strong>The</strong> entire Revenue department is inspired by his<br />

cordial attitude and perfection in the execution <strong>of</strong><br />

his work entrusted by the <strong>of</strong>ficers. <strong>The</strong> issuance <strong>of</strong><br />

appointment letters for the government jobs to the<br />

bereaved family members <strong>of</strong> 117 Telangana<br />

Martyrs who scarified their lives for the cause <strong>of</strong><br />

Telangana, is an evidence <strong>of</strong> his stellar<br />

performance.<br />

As a Leader <strong>of</strong> Revenue Services Association:<br />

Apart from his <strong>of</strong>ficial career, Sri Margam Kumara<br />

Swamy was a great leader <strong>of</strong> the Association <strong>of</strong><br />

Revenue Services who extended his unforgettable<br />

services for the welfare <strong>of</strong> Revenue employees in<br />

the capacity <strong>of</strong> Dist. Vice-President from 2008 to<br />

2012 and President from 2012 till his retirement.<br />

As the President <strong>of</strong> District Revenue Services<br />

Association, he played a vital role in the issue <strong>of</strong><br />

surrendering <strong>of</strong> 24 Tahsildars to CCLA and stopped<br />

the further action, which was a great achievement<br />

for the Association.<br />

He also played an instrumental role in the<br />

Telangana agitation, motivated and brought all the<br />

employees into the stream <strong>of</strong> great Telangana<br />

agitation for the cause <strong>of</strong> separate Telangana, to<br />

participate in various types <strong>of</strong> protest programmes<br />

like, work to rule, Sakala Janula Samme which<br />

lasted for 42 days, Vanta Vaarpu, Cultural<br />

Programmes, and many others.<br />

After 32 years <strong>of</strong> unblemished service, he retired<br />

from service on 31st July, 2016 from the<br />

<strong>Sangam</strong> led by Sri Eaga Venkateshwarlu and other<br />

<strong>of</strong>fice bearers have felicitated him on 31- 07-2016<br />

applauding his services. In the meanwhile, the<br />

Retirement Felicitation function organized by the<br />

District Administration at Ambedkar Bhavan,<br />

Hanamkonda, the District Collector,<br />

Smt.Vakati Karuna, IAS and other District Officials<br />

felicitated him and praised his great services.<br />

After 32 years <strong>of</strong> unblemished<br />

service, he<br />

retired from service on<br />

31st July, 2016 from<br />

the prestigious post <strong>of</strong><br />

Administrative Officer,<br />

Collectorate, Warangal.<br />

He used to show<br />

approached him for<br />

any sort <strong>of</strong> help.<br />

He is the real role-model for all the emerging<br />

employees to learn more ethics and values from his<br />

personality. <strong>The</strong> <strong>Padmashali</strong> <strong>Udyogula</strong> <strong>Sangam</strong><br />

feels proud <strong>of</strong> him that the ‘<strong>Padmashali</strong> <strong>Udyogula</strong><br />

<strong>Sangam</strong>’ came in to existence under his<br />

supervision.<br />

After his retirement, recognizing his<br />

outstanding performance, government <strong>of</strong><br />

Telangana appointed Sri Margam Kumaraswamy as<br />

the Co-ordinator for District Training Centre,<br />

Hasanparthy, Warangal.<br />

Sri Adepu Sathyanarayana, Inspector <strong>of</strong> Police who is the Chief Guest <strong>of</strong> the occasion, had launched our<br />

website (www.padmashaliudyogulasangam.com) <strong>of</strong>ficially on 13-08-2016. Sri Yogeshwar, Tahsildar<br />

attended as Honorary Guest while Sri Eaga Venkateswarlu, President <strong>of</strong> our <strong>Sangam</strong> presided over the<br />

function while all the Office bearers have attended the event. This website is providing the information<br />

about the activities <strong>of</strong> our <strong>Padmashali</strong> <strong>Udyogula</strong> <strong>Sangam</strong>, etc., and this website is developed by Sri Adepu<br />

Mallikarjun with the assistance <strong>of</strong> Sri K.Avinash.<br />

As a social responsibility, the Padashali <strong>Udyogula</strong> <strong>Sangam</strong> is voluntarily running a 'Marriage<br />

Bureau' for the benefit <strong>of</strong> not only its members but also for all padmashali kulabhanduvulu.<br />

<strong>The</strong> ‘<strong>Padmashali</strong> <strong>Udyogula</strong> <strong>Sangam</strong>’ has been organizing successfully a platform’<strong>Padmashali</strong><br />

Parinaya Vedika’ for the benefit <strong>of</strong> all the <strong>Padmashali</strong> community.<br />

In December, 2015, a massive ‘<strong>Padmashali</strong> Vadhu-Varula Parichaya Vedika’ was inaugurated<br />

by Sri V.Padma Rao garu, SE Irrigation in which many <strong>of</strong> our‘ padmashali kulabandhavulu’<br />

from various places had participated.<br />

So far, many <strong>of</strong> the pr<strong>of</strong>iles <strong>of</strong> bridegrooms and brides have been registered at our marriage<br />

bureau. At present, the bureau is running on every Sunday from 10-00 AM to 1-00 PM for new<br />

Registrations and verification <strong>of</strong> pr<strong>of</strong>iles at BC Netha Hostel, Nature Cure Hospital, Hunter Road,<br />

Hanamkonda.<br />

IMPORTANT POINTS TO BE NOTED<br />

1.<strong>The</strong> initiation <strong>of</strong> Marriage Bureau is purely taken as a social service and not as a commercial.<br />

2. It functions on every Sunday from 10am to 1 pm at the BC Netha Hostel , Hunter Road<br />

Warangal.<br />

3. Pr<strong>of</strong>iles have to be registered by submitting one photo and Bio-data. A nominal registration fee<br />

<strong>of</strong> Rs 500/- is to be paid.<br />

4. After registration, you or your parents can check pr<strong>of</strong>iles and directly approach the<br />

prospective brides/bride grooms.<br />
