Editorial
“The journey of a thousand miles begins with a single step”

Padmashali Udyogula Sangam, launched on the 12th July, 2015, is the brainchild of Sri Manthri
Satheesh, Asst. Treasury Officer and Sri Kusuma Sathyanarayana and the initiative of yours
sincerely. Initially with a membership of 5, it rose to the membership of more than 250 within a span
of one year. The Objective of the Sangam is to lend a helping hand to the Padmashali employees.
It is also aimed at providing a common intellectual platform for mutual cooperation and
development. I am very happy and proud to declare that we have been growing stronger day by
day with the active participation and enthusiasm of the esteemed members.

Padmashali Udyogula Sangam, ever since its inception, has been running successfully various
wings under its banner. It has a Parapatisangam with 85 members. The Sangam has also a
marriage bureau with profiles of more than 120 brides and 150 bridegrooms, besides three
WhatsApp groups with more than 540 members from all the districts in the State. The members of
the Sangam are from all the offices of the State Government, Universities, LIC and banking sector.
The Padmashali Udyogula Sangam has been striving to bring together all the employees belonging
to Padmashali community for which the Sangam has been making use of the technology, the result
of which is the website with the url www.padmashaliudyogulasangam.com, launched on August
13, 2016, another milestone in the history of Sangam!
The Sangam is very happy for bringing out an In-house E-journal titled Vidhatha from this month
i.e., September, 2016. The title, chosen as a tribute to Sri Vidhata Rishi, grandfather of Sri Markandaya
Rishi (father of SriMrukanda Rishi), has the approval of the EC. The objective of the e-zine
is to bring to light the achievements, accomplishments and the intellectual abilities of its members.
I would like to inform all the members to contribute their creative writing to the magazine.

Special Story
Sri Konda Laxman Bapuji..
Sri Konda Laxman Bapuji, who fought against the despotic
rule of Nizam and one of the major leaders in the
movement for a separate State of Telangana, was born
on September 27, 1915 in Wankhidi village of Adilabad
district.
He took an active part in the Indian Freedom Struggle
and in the movement against the dictatorial regime of
the Nizam.
A staunch Telangana protagonist, Konda Laxman
represented Asifabad Assembly Constituency in the
Legislative Assemblies of Hyderabad and Andhra Pradesh.
Later elected to the Legislative Assembly, he continued
as the Member till 1971.
Sri Konda Laxman Bapuji, a committed politician with
moral values, tendered resignation for the Ministership
in 1969 for the cause of separate Statehood of Telangana.
He took an active role in the agitations for the Statehood
for Telangana in 1969 and from 2009-2012. He rendered
yeoman service to the State Textile cooperative
sector.
Sri Bapuji joined the heavenly choir at the age of 97 on
September 21, 2012 in Hyderabad.
Education:
Sri Bapuji had his schooling in Asifabad and graduated in
Laws in Hyderabad and took to the profession of Law in
1940.
Freedom Struggle and Nizam dictatorial rule :
Sri Bapuji while practicing law used to support the people
working against the dictatorial rule of Nizam and
won many cases for them. He also took part in Quid India
Movement. He was indicted along with Narayana
Rao Pawar team who hurled bombs on Nizam Nawab on
December 4, 1947, and consequently went into exile to
save his life.
Political Life:
He was elected to the Legislative Assembly in 1952 from
Asifabad constituency and from Chinnakoduru in 1957
when he was elected the Deputy Speaker of the Assembly.
He got elected as MLA again in 1967 from Bhuvanagiri.
While working in the Cabinet of Kasu Brahmananda
Reddy, he resigned for the cause of separate statehood
for Telangana.
Sri Konda Laxman Bapuji, a committed politician with
moral values, tendered resignation for the Ministership
in 1969 for the cause of separate Statehood of
Telangana. He took an active role in the agitations for
the Statehood for Telangana in 1969 and from 2009-
2012. He rendered yeoman service to the State Textile
cooperative sector.
Personal Life:
- A Staunch Telangana Protagonist
Shakuntala, a doctor of vocation, was his better-half. They
had two sons and a daughter. One of his sons laid down his
life in the service of Indian Air Force.
Sri Konda Laxman Bapuji bought a piece of land near
Hussain Sagar (presently on Necklace Road) and constructed
a house “Jaladrishyam” which was brought down by
Chandra Babu Naidu in 2002 but the Court restored the
same to Sri Bapuji where his last rites were performed on
September 22, 2012.

Personal Life & Education:
Sri Vangari Padma Rao, a
native of Warangal, was born
on 10.03.1958 to the blessed
couple Shri Govindu and Smt
Susheela. His father worked in
the AjamJahi mills for his
livelihood. Padma Rao since his
childhood was a brilliant
student and completed his
education in the Warangal
district. He completed his
primary education at Rudramamba
Primary School, Girmajipet and High
school education at Mahabubabad
government high school. Later he
moved to Government Junior college and
completed his Intermediate. He holds a
Diploma from the Polytechnic College at
Warangal. His hardworking disposition
and academic excellence helped him get
admission in the prestigious Regional
Engineering college, Warangal (present
National Institute of Technology) from
where he obtained his graduation as
well as post-graduation degrees.
Career:
Sri Padma Rao started his career as a
Junior Engineer (Irrigation Department)
in the year 1978 and reached the
pinnacle serving in his current position as
Superintendent Engineer Medak.
¨ His career spanning more than 38
years includes the following milestones.

From 1978 to 1980, he worked as
Junior Engineer–NSP, Left Canal,
Khammam.
Later from 1981 to 1991 he worked
in the SRSP Quality Control Circle,
Chintagattu for 10 years.
Between 1991 and 200, he worked at
Sattupally Khammam, where he was
actively involved in the construction
of Baithupally Flood Flow Canal which
brought a new drought prone land
(ayacut) of 6000 acres in droughtaffected
Vemur mandal of Khammam
district providing a major boost to
agriculture.
• In 2001, his dedication to work was
recognized and he was promoted to
Deputy Executive Engineer (Dy. EE) in
the Irrigation subdivision of Sattupally,
Khammam. In his new assignment
between 2001 and 2009 he undertook
modernization works of Lankasagar
Medium Irrigation Project which
secured Japanese Aid to the tune of Rs
12.00 crores. His efforts made about
7200 acres irrigated.
• In recognition of his professional
excellence he was promoted to the post
of Executive Engineer in 2009. From
2009 to 2011 he served as EE
Khammam division. In a short span of
2 years, he brought successfully
brought into cultivation unirrigated land
of 4800 acres by proposing Jaalimudi
ayacut on Wyra vaagu of Madhira,
Khammam which convinced the
Government to invest almost 33 crores.
He also proposed an ayacut on Munneru
Vaagu in Vandregupalli village of
Chinatakani Mandal, Khammam which
irrigated 4900 crores with a modest
expense of 44 crores.
• In 2011 and 2012 while working as
EE, Vijayawada, Krishna District, he
restored the functional capacity of
more than 102 lakes with funding from
the World Bank. He also implemented
flood prevention measures at
Budameru Vaagu with a
budget of Rs 100 crores.
• In 2012, Sri Vanagari Padma Rao got
promoted to the post of Superintending
Engineer and was posted to
Vizianagaram, AP. The current capacity
of Thotapalli Project in Vizianagaram
district to serve 2 lakh acres was
completed by the process of
retendering during his tenure.
Mr Padma Rao was instrumental in
restarting the work on Thotapalli
project.
• Between 2013 and 2015, he served
as SE of Warangal putting Warangal in
the top position on the map of Mission
Kakatiya developments. Irrigation and
sanitation facilities of “Medaram Jatara”
of 2014 were successfully supervised
by Shri Padma Rao. He also drew plans
for implementation of Medaram 2016
Jatara. The first Godavari Pushkaram

successfully completed earning him laurels
from the higher authorities as well as
devotees taking plunge in the holy waters.
• From 21/12/2015 till date, he has been
working as SE of Medak District
implementing many new irrigation projects.
• The newly formed Telangana
Government in order to harness the rich
expertise and knowledge of Sri Padma Rao
for development of the State has taken a
praiseworthy decision of extending his
Service for an additional period of 2 years
by enhancing the age limit of his
retirement.
Research works:
Apart from his professional excellence,
Padma Rao has also demonstrated his
scientific temper by publishing research
papers of high standards. Some of his
highly acclaimed works published and
presented at National Symposia at National
Institute of Warangal include
"Irrigation Technologies of Kakatiyas",
"View of Chain of Tanks in Medak and
Warangal Districts".
"A Presentation on Mission Kakathiya
Climate Change and Sustainable Water
Resources Management".
Awards:
The Telangana Government having
recognized the invaluable services and
contributions of Sri Padma Rao conferred
him with the award of “Best Government
Employee”. It is a matter of extreme pride
that he is the FIRST person to receive the
award in the newly-formed State of
Telangana. The award was presented on
02/06/2015, the first Telangana State
formation day, by the Honorable Chief
Minister of Telangana along with a cash
award of 1,00,116/-.
Conclusion :
To be conferred the State’s first “Best
Government Employee” is an
extraordinary achievement and a matter of
pride for the entire Padmashali community.
We are also very much delighted to feature
such a great stalwart as Margadarsi in this
first issue of our in-house e-magazine
Vidhata. We strongly believe Shri Vangari
Padma Rao’s achievements will inspire
many more community members to
outperform and excel in their respective
fields of work.
For the new generations who believe that
Government Jobs are lackluster, Shri
Vangari Padma Rao dispels all myths and
stands as a role model for the newer
generation to pursue a career in Civil
engineering and Government Jobs.

RETIREMENTS
A doyen among Padmashalis…
Sri Margam Kumaraswamy
He is an inspirational
icon to all the
employees. He being a
Padmashali, is a proud
moment for us.
Sri Margam Kumaraswamy is the
doyen in Revenue department who
rendered an incredible 32 years of
service in various capacities and
retired from service as Administrative
Officer, Collectorate, Warangal on the
31st July, 2016. He is an inspirational
icon to all the employees. He is a Padmashali
which is a proud moment for
all of us. His sincerity, hardwork, commitment
and devotion to his work has
proved himself a man of perfection
and has been praised by one and all
including the Collectors/IAS officials
during his tenure. Many a time, his
efforts helped the officials alleviate the
crises in the administration.
Personal Life:
Sri Margam Kumaraswamy was born in
Desaipet of Hanamkonda (M) of
Warangal district on the 15th July
1958 in a poor ‘Padmashali family’. He
is the second son of his parents, Sri
Margam Uppalaiah and
Smt.Uppalamma. He has three sisters
and two brothers. He is married to
Saraswathi and has three sons, Raj
Bharath, Shashi Bharath and Bharath
Raj who are all well-settled. Since his
childhood he has been very
hard-working and he used to help his
father who was a mason in the
construction works due to his poor
financial background.
Education and Career:
After completion of his primary education
at Govt.High School, Desaipet,
higher education in Govt. High School,
Girmajipet, Intermediate from Lal
Bahudur College, he graduated from
Govt. Kakatiya Degree College in
Hanamkonda. He also acquired a post
-graduation degree/MA from the
Kakatiya University.
Owing to his strenuous efforts and
because of his triumph at winning the
Competitive Exam of APPSC, he got his
initial posting as Junior Assistant at the
office of the Tahsildar, Maripeda on the
18th June, 1984 where he started his
successful career, thus paving a way
for a role model in the prestigious
Revenue Department and proved
himself as an efficient worker. Since
then, he had rendered his outstanding
performance as Senior Assistant
(1989), Deputy Tahsildar (2006). After
getting promotion as Tahsildar on
17-02-2013, he worked at various Offices of
Tahsildars, Mandal Revenue Offices, RDO
Office, Warangal and won over the hearts of
all his superior officers as well as the local
people. He also rendered his tremendous
services during the General Elections not
only in Warangal district but also in the
neighboring district of Karimnagar, for
which his services were applauded by one
and all. In recognition of his sincerity,
honesty and devotion to his duties, he was
assigned to deal with the important subjects
like, Establishment matters, Court disputes
and other Revenue cases in the Collectorate
of Warangal, where he proved his ability to
excel, patience and perfection in his day-today
office work while interacting with most
of the RDOs, Joint Collectors and Collectors
during his extensive tenure of 15 years of
service, till his retirement as a crucial post
of an ‘Administrative Officer’.
He has always used to take much strain and
pain every time whatever a critical situation
or crisis in the district. His services were
praised by one-and-all Especially in
assisting the senior officers/collectors not
only during the Godavari Floods in 1986 for
ensuring proper relief measures to the
needy people of inundated villages but

during the biennial Sammakka Saralamma Jathara.
The entire Revenue department is inspired by his
cordial attitude and perfection in the execution of
his work entrusted by the officers. The issuance of
appointment letters for the government jobs to the
bereaved family members of 117 Telangana
Martyrs who scarified their lives for the cause of
Telangana, is an evidence of his stellar
performance.
As a Leader of Revenue Services Association:
Apart from his official career, Sri Margam Kumara
Swamy was a great leader of the Association of
Revenue Services who extended his unforgettable
services for the welfare of Revenue employees in
the capacity of Dist. Vice-President from 2008 to
2012 and President from 2012 till his retirement.
As the President of District Revenue Services
Association, he played a vital role in the issue of
surrendering of 24 Tahsildars to CCLA and stopped
the further action, which was a great achievement
for the Association.
He also played an instrumental role in the
Telangana agitation, motivated and brought all the
employees into the stream of great Telangana
agitation for the cause of separate Telangana, to
participate in various types of protest programmes
like, work to rule, Sakala Janula Samme which
lasted for 42 days, Vanta Vaarpu, Cultural
Programmes, and many others.
After 32 years of unblemished service, he retired
from service on 31st July, 2016 from the
prestigious post of Administrative Officer, Warangal
Collectorate. He used to show interest in
helping the poor in general and Padmashalis in
particular.
In recognition of his excellent services to the
Padmashali Community, the Padmashali Udyogula
Sangam led by Sri Eaga Venkateshwarlu and other
office bearers have felicitated him on 31- 07-2016
applauding his services. In the meanwhile, the
Retirement Felicitation function organized by the
District Administration at Ambedkar Bhavan,
Hanamkonda, the District Collector,
Smt.Vakati Karuna, IAS and other District Officials
felicitated him and praised his great services.
After 32 years of unblemished
service, he
retired from service on
31st July, 2016 from
the prestigious post of
Administrative Officer,
Collectorate, Warangal.
He used to show
interest in helping the
poor especially
Padmashalis who
approached him for
any sort of help.
He is the real role-model for all the emerging
employees to learn more ethics and values from his
personality. The Padmashali Udyogula Sangam
feels proud of him that the ‘Padmashali Udyogula
Sangam’ came in to existence under his
supervision.
After his retirement, recognizing his
outstanding performance, government of
Telangana appointed Sri Margam Kumaraswamy as
the Co-ordinator for District Training Centre,
Hasanparthy, Warangal.

Sri Adepu Sathyanarayana, Inspector of Police who is the Chief Guest of the occasion, had launched our
website (www.padmashaliudyogulasangam.com) officially on 13-08-2016. Sri Yogeshwar, Tahsildar
attended as Honorary Guest while Sri Eaga Venkateswarlu, President of our Sangam presided over the
function while all the Office bearers have attended the event. This website is providing the information
about the activities of our Padmashali Udyogula Sangam, etc., and this website is developed by Sri Adepu
Mallikarjun with the assistance of Sri K.Avinash.

As a social responsibility, the Padashali Udyogula Sangam is voluntarily running a 'Marriage
Bureau' for the benefit of not only its members but also for all padmashali kulabhanduvulu.
The ‘Padmashali Udyogula Sangam’ has been organizing successfully a platform’Padmashali
Parinaya Vedika’ for the benefit of all the Padmashali community.
In December, 2015, a massive ‘Padmashali Vadhu-Varula Parichaya Vedika’ was inaugurated
by Sri V.Padma Rao garu, SE Irrigation in which many of our‘ padmashali kulabandhavulu’
from various places had participated.
So far, many of the profiles of bridegrooms and brides have been registered at our marriage
bureau. At present, the bureau is running on every Sunday from 10-00 AM to 1-00 PM for new
Registrations and verification of profiles at BC Netha Hostel, Nature Cure Hospital, Hunter Road,
Hanamkonda.
IMPORTANT POINTS TO BE NOTED
1.The initiation of Marriage Bureau is purely taken as a social service and not as a commercial.
2. It functions on every Sunday from 10am to 1 pm at the BC Netha Hostel , Hunter Road
Warangal.
3. Profiles have to be registered by submitting one photo and Bio-data. A nominal registration fee
of Rs 500/- is to be paid.
4. After registration, you or your parents can check profiles and directly approach the
prospective brides/bride grooms.
