Department of Islamic Development Malaysia
(JAKIM)
The history of the Department of Islamic
Development Malaysia (JAKIM) can be traced
all the way back to 1968 when the Malaysian
Council of Rulers decided that there was a
need for a national body that could mobilise
the development and progress of Muslims in
Malaysia. The consensus led to the inception
of the National Council of Islamic Affairs of
Malaysia, chaired by the Prime Minister, Yang
Teramat Mulia Tunku Abdul Rahman Putra Al-
Haj, the objective to protect the purity of faith
and the teachings of Islam.
In conjunction with the formation of the
Malaysian Federal Territory in 1974, the
council was later expanded to become the
Religious Division under the Prime Minister’s
Department. Ten years later, it was renamed
Islamic Affairs Division (BAHEIS) with a wider
scope of responsibilities coordinating the
Islamic affairs in Malaysia.
JAKIM’s early involvement with halal began
in 1974 when it took up the task of giving
out written confirmation status of halal on
consumer food products and goods produced
in the country. The exercise was carried out by
the Research Centre of BAHEIS and Malaysian
companies that were in compliance with the
halal criteria were issued halal certification
letters.
On 1 January 1997, JAKIM was officially
established by the government of Malaysia
to take over role of BAHEIS as the appointed
body responsible in coordinating the
development and progress of Islamic affairs.
Beginning in 1994, halal confirmation was
given in the form of certificate with a halal
logo. On 1 September 2002, the government
decided that all halal certification activities
would be conducted by JAKIM’s Food and
Islamic Consumer Product Division, with a
small management team of 28 officers.
Due to the rapid development of the food
industry in this country and in order to
meet the needs of the Muslim population,
on 17 November 2005, the Public Service
Department of Malaysia approved a total
of 165 positions from different schemes,
grades and designations to create a new
establishment called the Halal Hub Division.
