complete the mission, as well as estimated cost.<br />

Credentialed personnel are those who are identified<br />

by the resource provider as having the knowledge,<br />

skills and abilities needed to conduct a specific<br />

mission. Resource providers should develop MRPs<br />

in cooperation with State emergency management<br />

agencies after being told that the resource would<br />

be valuable for use during intrastate or interstate<br />

mutual aid deployments.<br />

Pre-Disaster Contracts<br />

Establishing contracts before a disaster or<br />

emergency helps avoid serious mistakes in the<br />

procurement process. Procuring when jurisdictional<br />

leadership is under no pressure to immediately<br />

respond allows time to carefully assure that all<br />

Federal laws and regulations are followed. Pre-event<br />

contracts also secure resources that may become<br />

limited post-disaster.<br />

Past experience has shown that despite best efforts<br />

to line up labor, services, equipment, materials and/<br />

or supplies before a disaster, there are occasions<br />

when contractors are unwilling or unable to fulfill<br />

a contract agreed to pre-disaster. An available list of<br />

multiple contractors – identified pre-event – that<br />

provide services in the areas likely to be needed is a<br />

viable alternative to meet this contingency.<br />
